3 Club History The South West Touring Car Club (SWTCC) evolved in 1973 from the Blue and White Car Club (formed in 1970). Membership levels ranged from the 40 members at the beginning of the club to as low as 6 members. Membership numbers are now very strong, and growing at every event, with both competitors new to the sport and members continuing a tradition of family participation. The members were originally involved mainly in State Navigational rallies with many successful in gaining State Titles in those events. The club also initiated an Anzac day dawn motorkhana at Hoffman Hill, where competitors used their street cars. A successful membership drive involved Sunday family treasure hunts and with the growing number of members the club was able to run its first State Rally round. The round was called the TOCOAN (They Only Come Out At Night) and was the first of many. Club members soon became involved in State Rallies, motorkhanas and autocross events as well as the occasional hillclimb The club also ran dawn ANZAC day motorkhanas at Hoffmans Mill where the competitors used street or rally cars. In 2002 the club ran a Cape to Cape Rally which covered 500kms touring throughout the South West on tarmac roads. Until 1988 members competed in events around until they had the opportunity to establish their own Autocross track in Benger. This enabled them, in conjunction with the Light Car Club of WA, to run a regular event program. The track operated on two different private properties in Benger, and then moved to the third track, known as Sandalwood Park, in During the Benger era the club also ran a number of hillclimb events at Wellington Dam and Meelup, which were part of the CAMS WA Speed Event Series. In 2008 the club moved to its current track at the Bunbury Motorsport precinct where it continues to host motorkhana events and a six-round Autocross Series. The Bunbury track is a 1.08km dual loop track with long open corners and tight hairpins which suits both front and rear wheel drives. The club has been involved with other motorsport ventures including the establishment of the Collie Motorplex and the Youth Driver Training Program and currently shares facilities with the Bunbury Speedway. The SWTCC encourages the involvement of youth teams, long term competitors as well as those new to the sport and strives to continue a tradition of family participation while promoting entry at a grass roots level to the exhilarating sport of rallying. 3

4 Introduction South West Touring Car Club Handbook South West Touring Car Club (SWTCC) is a car rally club interested in motorsports which these days is predominantly engaged in Autocross and Motorkhana with its roots in a range of car rally events. The club is affiliated with the Confederation of Motor Sport (CAMS) and an event permit is required from CAMS to enable us to conduct any motor sport events or competitions. This permit requires us to run every event under national safety and competition rules and regulations and provides insurance cover for all those involved in the event. Autocross and Motorkhana are very popular motorsport, with more people having a go at building their own cars, adding an extra dimension to racing. Each month, competitors return with improved vehicles and a little bit more experience under their belts. In January of each year a new management committee is formed at our Annual General Meeting and that committee is responsible for the running of the club for that year. Club Membership The South West Touring Car Club has always maintained a strong emphasis on family and social participation. Junior participation is actively encouraged and several families are now into their second or third generation of members. The club is also continually upgrading and improving member facilities. The backbone of our club's success continues to be its strong volunteer work ethic. If members are not competing at an event, they are encouraged to volunteer as an official. Without this dedicated band of volunteers we could not run our events. Life Members These members have given outstanding service to the Club, and have been members since the Club s inception in the 1970 s. Lennie & Mary Huf, Graham Powell Lennie has provided commentary for club events since the club was based at Sandalwood Park in 1992 Graeme was responsible for building the clubs first electronic timing system and computer program, which is still used by the club today. 4

Our web master also maintains a photo gallery which lets you see some fantastic cars and drivers in action. It s also the place to go for results and other information about requirements for drivers, cars and licences. It s a great place to find out what s going on in the club and to see some amazing photos. Horsepower Magazine The club newsletter Horsepower is issued regularly throughout the year and also posted on the website. It contains information on our club calendar and other upcoming motor sport events, results, club member profiles etc, and our Editor is always on the lookout for items of interest from club members. 5

6 CAMS (Confederation of Motor Sport) The CAMS website ( contains a comprehensive coverage of motor sport held Australia wide and a W.A. website with events calendars, CAMS competition and official's rules & regulations as well as official s training information. To run any sporting event various insurances are required. Our insurance requirements are provided by brokers appointed by CAMS. These insurances require a high degree of control be exercised over organising, running and competing in these events. As part of this, competition licenses are required by all persons competing in any CAMS run event. Autocross and Motorkhana require Speed and Non-Speed licenses respectively and are available through the club s event secretary or downloaded directly from the CAMS website. Conducting Motorsport Events Events and Officials No CAMS sanctioned event can be run without sufficient licensed officials. Officials are required to perform various simple duties such as event secretary, course preparation, scrutineering, marshalling, timing, starting, flag points, results, stewards, clerk of course etc. Persons organizing and officiating at any of these events require appropriate grades of official's licenses relevant to their position to ensure the events run safely and fairly. Persons officiating at any event must sign the official's register prior to the start of the event to ensure they are covered by the relevant insurances. All these positions need to be filled to run a successful event and most jobs are not difficult, so don t be afraid to volunteer. We are always short of officials at these events so all club members are welcome with open arms and encouraged to become involved, and assist with the running of these events. If insufficient volunteers nominate, positions such as flag person may be filled by Clerk of Course nomination. There are minimum age restrictions (e.g. 14 years for non-competition area, 16 years in competition area) depending on the role, but anyone interested in motor sport can become a volunteer official. Official s Training New officials start with a CAMS Trainee Licence, and are teamed with experienced officials and learn how to do most things on the job. The first stage involves attending at least one event as a volunteer, followed by a theory module, which can be done on-line. Once you are an accredited official, you will get opportunities to gain experience and begin to take on more responsibilities and upgrade your licence and branch out into other areas of officiating. We require some >20 officials to run each event so please become involved. You will find the experience very rewarding. If you are interested in becoming an official either speak to any of the committee members or the CAMS delegate, or go to the CAMS website. These official's courses and licences are free to club members. 6

7 Officials required to run an Autocross event Event Organiser Event Secretary Clerk of Course Stewards Scrutineers Timekeepers/Recorders Starter Responsible for liaising with the committee, local and state government authorities, and for arranging officials, equipment and supplies for the running of the event. Responsible for all relevant paperwork producing the event schedule, supplementary regulations and entry forms. Responsible for the smooth and safe running of the event on the day, with high regard for public safety whilst liaising with civil authorities, event secretary, scrutineers, medical officers, timekeepers and officials and ensuring correct behavior of all competitors. The Clerk of Course must also stay in close contact with the Stewards and submit reports to CAMS at conclusion of the event. Are appointed by CAMS and are responsible for ensuring the competition is conducted in a fair and safe manner and in compliance with the Supplementary Regulations. Stewards permission must be received by the Clerk of Course before competition is allowed to commence. The Stewards are also responsible for adjudication of penalties or protests which may arise during the event and if necessary exclusion of non-compliant competitors. The role of the scrutineer is to ensure that vehicles and associated equipment, including clothing, comply with the safety and technical regulations as determined by CAMS. Responsible for operating the timing equipment and producing a record of the times, and maintaining the database of results. The starter is the person who starts the timing mechanism that allows the cars to start the race. Pit Lane Marshall/Checker Responsible for checking drivers through the exit of pit lane, checking safety requirements are observed and advising drivers of which start line to go to (long or short course). Flag marshals Tow Vehicle Ambulance PA Announcer Their role is to stop the drivers (on instruction from the Clerk of Course) by waving a red flag or triggering a red flashing light. Recovers broken vehicles from the track. St John Ambulance or First Aider. Provides race commentary and competitor information. 7

8 Other essential roles include canteen duties, and helping to clean up and packing away the gear after the event. You don t need to be accredited to fill these roles but you will be very much appreciated if you do get involved with them! CAMS licences To compete in any CAMS sanctioned event drivers must have an appropriate CAMS licence. There are a range of CAMS competition licences for the various forms of racing, of which Level 2 Non Speed and Speed are applicable for Motorkhana, Khanacross and Autocross. The forms for CAMS licences can be downloaded from the CAMS website at Renewals can be paid on-line, which makes the licence return very quick, or returned via the post. New licence applications can be done on the day of the event. Please refer to this website for current fees. Motorkhana & Khanacross (non-speed events) Level 2 Non Speed Junior inclusive Level 2 Non Speed Autocross (a speed event) Level 2 Speed Junior Level 2 Speed inclusive Vehicle Log Books All vehicles will be issued with a Vehicle Log Book at their first event of the season. This log book is to be presented at each event and will be valid for that season. The log book will be used by the scrutineers to record significant faults found and will also be where those faults are signed off when they have been fixed. 8

9 Motorkhana A motorkhana is a non-speed event designed to test the acceleration, braking and handling of a car, and the skill and judgement of its driver. A motorkhana can be run in an everyday road car (although many are not) and the vehicle will be required to pass scrutiny (see scrutineering tips on page11). Most importantly motorkhanas are a chance to have fun while learning how to control a car in a variety of situations. The event can be run on a gravel or bitumen surface with a timed test of up to 8 different courses. Cars start and finish their run in a marked garage. Drivers must be a minimum of 12 years old, a SWTCC member (or take out a day membership) and hold a minimum of a CAMS Level 2 Non Speed licence. CAMS licenses and Club membership can be done on the day. Entry forms are available on the web two weeks prior to the event and entries are accepted on the day. Navigators are permitted in Motorkhana events if the navigator is not a registered driver for the event then they must sign a disclaimer. The event has a maximum of 40 drivers and there can be up to 3 drivers per car. Some, or all, of the following classes are run at the event, at the discretion of SWTCC Motorkhana Event Secretary: Class F & A - specials and 2wd wheelbase up to 2150mm Class B & E - 2WD wheelbase 2151mm to 2390 mm and 4WD Class C & D - 2wd wheelbase 2391 and over Juniors (12yrs to 17 years on date of competition) in all above classes. The following guidelines are those generally applied to Motorkhana events but it is essential you read the Regulations and Supplementary Regulations for each event: Clothing (As per CAMS Schedule D: Apparel) Helmet - not mandatory (unless driving a Motorkhana special when a Level B standard is required) Clothes - Minimum of short sleeve shirt/t shirt and short pants Footwear - enclosed shoes (non-flammable) Vehicle Tyres must be road tyres on drive wheels (and must not be grooved) Usual times are as follows but check the Supplementary Regulations for each event: Registration & scrutiny: Entries Close: 8:30 am by 9.45 am am Drivers Briefing: 9.45 am. 10 Penalties In the interest of fair and equitable competition a range of penalties have been determined by CAMS and are outlined in each events competition regulations. Penalties are applied to the following infringements: knocking any marker over vehicle not fully garaged during the course of a test finishing a test with part of the vehicle outside the end of the finish garage failing to halt completely at the finish of a test finishing a test with the vehicle completely outside the finish garage boundaries incorrect method (any procedure other than that specified as the correct procedure for completing that test) failure to complete a test or failure to attempt a test running out of order without the prior approval of the Clerk of the Course reversing after crossing the designated finish line failure to attempt a test CHECK THE REGULATIONS AND SUPPLEMENTARY REGULATIONS FOR EACH EVENT AS VARIATIONS CAN OCCUR Examples of motorkhana test circuits 10

11 Khanacross A Khanacross is a non-speed event involving a series of tests on various layouts. Each test is designed to test the acceleration, braking and general manoeuvrability of the vehicle and the skill and judgement of the driver. Each test starts and finishes in a garage and the garages may be at different locations around the track. After coming to a complete stop in the garage vehicles are required to return to the pits area at idle speed. Some tests may be run in reverse direction. There will be no minimum number of runs. There will be no timing facilities provided on the day. Only one car will be on the track at a time. Entry Drivers must be a minimum of 12 years old, a SWTCC member (or take out a day membership) and hold a minimum of a CAMS Level 2 Non Speed licence. CAMS licenses and Club membership can be done on the day. Entry forms are available on the web two weeks prior to the event and entries are accepted on the day. Juniors may carry passengers subject to approval from the Clerk of Course and the vehicle being with approved seat belts. If the passenger is not a registered driver for the event then they must sign a disclaimer. The passenger must be over 18 years of age, hold a CAMS and civil driver s licence and comply with the apparel and safety requirements. Clothing: (As per CAMS Schedule D: Apparel ) Helmet: a helmet that complies with AS1698 standards Non-flammable clothing: covering from ankle to neck to wrists. Clothing of synthetic materials such as nylon are not acceptable Shoes: shoes with leather uppers that cover the foot. Shoes which have leather uppers but include elasticised ankle regions are acceptable (eg. Elastic sided boots) Practice Lap This is an optional observation and car warm up lap and is to be carried out at slow speed only. Any race speed or wheel spinning is not permitted. 14 Autocross Autocross is a speed event, run at club level, with timed laps of the circuit in both day and night events. The running order for cars is usually ascending order for day events while for twilight events run 1 and 2 are in ascending order, runs 3 and 4 are in descending. The Bunbury track is designed to allow two cars to be running on separate tracks at the same time. Both cars are started from the standing start, with each car going through both a long and short course. The 1.08km purpose built track includes long open corners and tight hairpin bends on a clay/gravel surface. The clubs aim is to provide 4 timed runs on each competition day. The cars will be required to pass scrutiny and must comply with the standards listed in the CAMS Manual of Motor Sport. Some general guidelines are listed in the Scrutineering Tips on page 11. Drivers must be a minimum of 14 years, be a member of SWTCC and hold a CAMS Level 2 speed licence (competitors who hold memberships with other clubs may take out a day membership at a cost of $10 to allow them to compete but they will not be eligible for series points). New CAMS licences can be done on the day. Entry forms are available on the web up to 2 weeks before the event and entries close on the Wednesday prior to the event. No late entries or entries on the day are accepted. The event has a maximum of 80 drivers and each car can have up to three drivers. The vehicle owner must be one of the entrants. The following guidelines are those generally applied to Autocross events but it is essential you read the Regulations and Supplementary Regulations for each event: Clothing: (As per CAMS Schedule D: Apparel ) Helmet a helmet that complies with AS1698 standards Non-flammable clothing covering from ankle to neck to wrists. Clothing of synthetic materials such as nylon are not acceptable Shoes shoes with leather uppers that cover the foot. Shoes which have leather uppers but include elasticised ankle regions are acceptable (e.g. Elastic sided boots) Replacement vehicle A driver whose vehicle has broken down may (at the discretion of the Clerk of Course) use a replacement vehicle. The replacement vehicle must have been scrutineered on the day, and preferably be an equivalent vehicle. Pit crew Pit Crew for each vehicle is limited to three persons other than the competitor. (i.e. 1 driver allowed three pit crew, 3 drivers allowed a total of three pit crew). 14

15 Practice Lap This is an optional observation and car warm up lap and is to be carried out at slow speed only. Any race speed or wheel spinning is not permitted. Drivers Briefing All drivers will be required to sign an attendance sheet or answer a roll call at the driver s briefing. Usual times are as follows but check the Supplementary Regulations for each event: Registration & scrutiny: 7:15 am by 8.30 am. (Day/night 1.00pm and 3.00 pm) Drivers Briefing: 8.45 am (Day/night 3.15pm). ALL DRIVERS MUST ATTEND Practice: 9.00 am. (Day/night 3.20pm) First test starts: 9.15 am (Day/night 3.30pm) Penalties In the interest of fair and equitable competition a range of penalties have been determined by CAMS and are outlined in each events competition regulations. 16 Scrutineering (Refer to CAMS Manual of Motor Sport for current regulations) The scrutineers role is to ensure the safety of the driver and their vehicle. Vehicles and drivers must comply with the CAMS General Requirements for Cars and Drivers. Each event entry form will have Regulations and Supplementary Regulations which details driver and vehicle requirements for that event. Below are a few things the scrutineer will be looking at: Fuel Brakes Steering Make sure fuel hoses, clamps etc. are in excellent condition Twin outlet brake master cylinder, 1 outlet for the front wheels and 1 for the rear wheels as per all modern cars. Make sure your brake pedal does not go to the floor, and flexible brake lines will be inspected. With no exceptions: vehicles must be fitted with a double circuit braking system, so arranged that the pedal normally operates on the four road wheels and, in the event of leakage at any point, the braking systems is still operable on two wheels Check that there is not too much play in the steering Vehicle Noise Exhaust Muffler: you must have one fitted and it must not exceed the allowable noise level (95db) Interior Mud flaps Seatbelts Fire Battery Tow points If you have lightened your car by removing any of the interior then make sure there are no sharp edges or other hazards To be of stout material fitted to all driven wheels, between 50 and 100mm from the ground and greater than tyre width. (CAMS Schedule R for dimensions) Check that your seat belt and seat is in good condition and replace/repair as necessary. Minimum is a lap sash belt. If a roll cage is fitted then a minimum 4 point harness must also be fitted. Fire Extinguisher: mounted to the car with a metal bracket (900g as Per CAMS Schedule H). A firewall that separates occupants from the engine bay and fuel cell. Battery must be firmly secured. Positive battery terminal insulated from bonnet. Battery indicator blue triangle (150mm sides) on outside of car to indicate where the battery is. Must be 40mm inside diameter and must be visible (brightly coloured) or the location indicated by words or arrows. Steering lock If the vehicle is not registered for public roads and is older than 1978 then any steering column locking device should be removed or disabled. Roll Cage Helmet Lights Roll cages are not compulsory for Autocross at SWTCC but if your car is fitted with one then it will be inspected to see if it is in good condition Make sure your helmet is in good condition and has a label indicating the standard it meets and date of manufacture. Helmets are not permitted to have anything glued or fixed to them that is not as manufactured. This means no helmet cams (GoPros) or any other attachments or stickers etc. Vehicles with glass head lights are encouraged to have clear plastic film or tape over them (to restrict broken glass ending up on the track when damaged) with the exception of the night event. For night events: Headlights: Must be in working order Rear lights Must have at least one (1) working rear light 16

17 Race Day Checklist 1. CAMS licence and SWTCC Vehicle log book 2. SWTCC membership card 3. Helmet: Australian approved (AS1698) 4. Approved clothing & shoes 5. Vehicle in clean condition to pass scrutineering 6. Approved fire extinguisher correctly mounted to vehicle 7. Tools: jack, car stands, pump, spare wheel, tyre gauge, big hammer etc 8. No loose items in cab 9. Shade, wet weather gear, sunscreen, hat. Registration Motorkhana/Khanacross - on the day see the Event Secretary at the site and enter the event. You will need to present your CAMS licence, Club membership, a filled in entry form and the entry fee. Autocross - Event entry form should be posted to the Event Secretary. Registration closes on the Wednesday prior to the event. On race day present yourself to the Autocross Event Secretary. You will need your CAMS licence and Club membership. You will get 2 numbers which need to be fitted to either side of your car. If you have multiple entries for the one car, you will get a pair of numbers for each competitor. Make sure that when the car is racing the numbers displayed are the numbers for the current driver. Scrutineering Present your car to the scrutineer clean and ready for competition with all drivers in race clothes, with helmets and scrutineers paperwork and Vehicle Log Book. Drivers Briefing ALL DRIVERS MUST ATTEND This will give you up-to-date information on how the event is to be run and any other information that may be useful. Practice Lap This is a slow observation lap, so no racing or wheel spin will be tolerated. In this lap junior or inexperienced drivers may carry a passenger as an instructor, provided the car has an approved seat and seat belt. The instructor must be over 18, hold a CAMS and civil drivers licence. This is an optional observation and car warm up lap and is to be carried out at a slow speed only. 17

18 Racing Present yourself to the holding area, on time (with 6 cars ahead of you), in order and ready for competition. Clothing to conform to CAMS regulations (CAMS Schedule D: Apparel) Non flammable Sleeves fastened to reach the wrist and done up from neck to waist. Trousers to cover from waist to ankle. Suitable enclosed footwear on. Helmet on and done up correctly. Safety belt on and done up correctly. Driver s side window to be closed, unless fitted with an approved net. The pit marshal will direct you to the long or short course starting line at which point a starting marshal will bring you into position at the starting lights After crossing the finish line when completing your run the person on the short track loop must stop and give way to avoid colliding with the vehicle on your right. Proceed at walking pace back to your pit position when the way is clear. If your vehicle breaks down and your racing is finished for the day as soon as possible you are required to take your number to the pit marshal and notify him/her of your withdrawal. If your vehicle breaks down and you wish to drive another competitors vehicle, you must notify the Clerk of the Course. The vehicle must be of the same performance category as your own and not already have three drivers participating in that vehicle. On completion of your allocated day s runs you should return all drivers numbers to the Pit Marshal as soon as your events are over. The main pit gate will remain shut until the track equipment has been dismantled and all bunting, witches hats etc. have been stored. Many hands make light work. Pit bays must be left clear of rubbish when the competition is finished After vehicles have been loaded we enjoy each other s company at Trophy presentation in the Bunbury City Car Club rooms. 19 Safety In The Pits For the safety of all involved the following instructions apply in the pit area and if they are not complied with may result in the event being stopped: Smoking in the pit area is PROHIBITED. Children under the age of fourteen years old are not permitted into the pit area once competition has commenced and cannot be considered part of any competitors pit crew. Children may enter the pit area prior to racing, at the lunch break and after the completion of the event ONLY WHEN ACCOMPANIED BY AN ADULT. Pets prohibited. Alcohol consumption prohibited. No smoking within 10m of pit area. When re-fuelling a vehicle have a fire extinguisher at the ready. When jacking a vehicle use stands, not just a single jack. No trailers in pits area. 19

20 Grading and Awards Grading To accommodate different driver skill levels a skill grading system is used. The Results & Points Co-ordinator applies a formula approved by the committee to calculate grade and all competitors are graded into one of six divisions. First time competitors will be reviewed by the Autocross Secretary and other officials to determine the appropriate grade in which they should be placed. Unknown first time competitors will be placed in Grade 3, and based on their performance during the day their grading will be evaluated and they will be advised of any grading change. This review will be conducted during the day of the event. Once competitors have been graded they will usually remain in that division until the end of the year. If the process described above is not implemented during the first event a regrading should be conducted after the event. If the driver in question is upgraded they will be awarded the points they would have got if they had raced in that higher grade in that round. Points System Three different points system are used to determine awards for competitors and club members. Event Awards Annual Club Awards Club Member Awards The aggregate of all four timed runs count. Points are awarded for each grade as follows: 25 for 1st, 20 for 2nd, 16 for 3rd and so on with the following points being awarded 13,11,10 9,8,7,6,5,4,3,2,1 as per CAMS award system. A 50 point system with all drivers being ranked according to their aggregate times. 50 points are awarded for fastest aggregate with 2nd fastest 49, 3rd fastest 48 and so on down to 1. All drivers below 50th position receive 1 point each. These awards are awarded in recognition of a club members who have given outstanding service to the club. They are voted on by committee members. 20

21 Junior Division A junior stays in Junior until the day they turn 18, they must then race in the appropriate Senior division. To accumulate full season points they must be in the Senior grade for the full season. They can move up to the appropriate Senior division at the beginning of the season that they turn 18. If they start the season in Juniors and move to a Senior Division they will not take their points with them but those points will be ranked in the division they were awarded in. Ladies Division Ladies have the option to race in either Ladies OR in the Open grades. To accumulate full season points they must be in that grade for the full season and can nominate on their entry form the grade they wish to compete in. If they change divisions during the season they will not take their points with them but those points will be ranked in the division they were awarded in. 21

Male Club Member of the year: Encouragement Award: Committee vote. This trophy is decided on by the Trophy Committee for the driver who has shown the most enthusiasm over the year. Renewals can be done on-line, which makes the licence return very quick, but new licence applications need to be downloaded and sent to CAMS. Club membership and new CAMS licences can be paid for on the day of the event. 23
