INTRODUCTION 1.1 Rally will be run in compliance with the FIA International Sporting Code (FIA ISC) and its appendices, FIA Regional Rallies Championships Sporting regulations 2012 (FIA Prescription), FIA CEZ Trophy regulations, National Sporting Regulations of the Slovak, Polish Republic and Hungary which comply with the FIA regulations and these Supplementary regulations. Modifications, amendments and/or changes of these Supplementary Regulations will be announced by numbered and dates bulletins issued by the organizer or the Stewards. 8 4.4.2 Entry fees With organiser s optional advertising classes 2,3,4,11 classes 5,6,7,8,9 H, F deadline 1 till deadline 2 till Without organiser s optional advertising + 80% to every sum Entry fee for Team s classification in MSR: 50 Competitors (holders of the other than PZM license), who wish to be classified in RSMP are obliged to pay also the registration fee 75 on the Auto Klub Košice account till the closing date for entry. They also must mark their entry for RSMP in the on-line form. Competitors (holders of the other than SAMS license), who wish to be classified also in the MSR are obliged to pay registration 75 Euro on Auto Klub Košice account till the closing date for entry. They also must mark their entry for MSR in their entry on Entry fees for RSMP - in accordance with RSMP regulations Competitors (holders of the PZM license, who wish to be classified also in the MSR) are obliged to pay also the registration fee 300 PLN on PZM account till the closing date for entry. Kazimierzowska 66, Warszawa Entry fee for ORB Competitors will pay the entry fee during registration for reconnaissance in cash. 4.6 Refunds of the Entry fee Entry fees will be refunded in full: - to candidates whose entry has not been accepted, - in the case of the rally not taking place. - to entries who cancelled the entry before the closing date for entries. Organizer will refund 60% of the entry fee to those competitors who, for reason of the force majoure (duly certified) are unable to start in this rally and were apologize their absence before administrative check. This must be applied for in writing containing reason for claim. 5. INSURANCES 5.1 Description of insurance cover The insurance premium is included in the entry fee. Policy No concluded by SAMŠ and Kooperativa, Vienna Insurance Group a.s., insurance company garantees the crews s and organiser s cover for civil liability towards third parties up to the amount of The insurance cover will come into effect from the start and will cease at the end of the rally or at the moment of retirement or exclusion. 5.2 Organizer does not take any responsibility for the losses and the damages in regard to the competitors and crews life, health and property. The crews take part in the event at their own risk. 6. ADVERTISING AND IDENTIFICATION 6.1 Competing numbers, rally plates, driver and co-driver names and organizers advertising must be affixed on the car as shown in Appendix 4 of these Supplementary regulations from arrival to Scrutineering. It is forbidden in any way change the shape and dimensions of the organizers advertising. 6.2 If it is found at any time during the rally that: - any competition number or rally plate is missing, a cash penalty of 165 will be imposed, - more competition numbers are missing, the crew will be reported to the Stewards which may impose a sanction as provided for in Art. 152 and 153 of the ISC - organizer s optional advertising is missing a cash penalty in an amount of the crew s normal entry fee will be imposed to the crew. 8

10 6.3 If competing numbers / rally plates / organizer compulsory and optional advertising will not be affixed on the car as shown in Appendix 4 of these Supplementary regulations, the cash penalty of 330 will be imposed to competitor by Clerk of Course. 6.4 Rightness of the car s identification as described in Art. 6.3 will be checked during Scrutineering and also during rally by the judges of the fact, their names will be published on the Official Notice Board. 7. TYRES According of FIA Prescriptions for rally. 8. FUEL 8.1 All competitors classified in RSMP and MSR - must use only fuel meeting the requirements of Appendix J (Art ). Competitors classified in ORB according MNASZ prescriptions. 8.2 Refuelling may be performed only in the refuelling zones described in Road Book according FIA rules. 9. RECONNAISSANCE 9.1 Procedure for registration During registration, each crew will receive reconnaissance time card and identification sticker which must be affixed in right upper part of the windscreen during reconnaissance at all times. Any missing sticker will mean failure of the reconnaissance rules. In the sticker is damaged or in the case of the changing of the reconnaissance car, the crew need to ask for new sticker. Reconnaissance with unmarked or another car, as was noticed will be penalised by Clerk of the Course with a fine Schedule Reconnaissance must be carried out in accordance with the time schedule specified in Appendix 2 of these Supplementary regulations. 9.3 Specific and national restrictions speed limit Number of SS passages during reconnaissance is limited on All crews must observe the Traffic Laws of the Slovak Republic during the reconnaissance Passage along the SS is permitted only in direction which is prescribed in the Road Book. Every infringement of this rule will be penalized by cash penalty 500 for every ascertained case On following private roads the speed limit is 40 km/h: RS1,4,7 Izra whole RS 2,5 Regeta - part 1,5 km - STOP RS 3,6 Borda part 7,00 km STOP RS 8,11 Bankov - part 2,4 km STOP RS 9,12 Dubník - part 15,85 km STOP Speeding during reconnaissance will incur a fine applied by the Clerk of the course as follows (per km per hour over the speed limit): 5 / 1 km - first offence and 10 /1 km - second and next offence. The amount of this fine will be unaltered by any fine imposed by the Police. 9.4 Each crew must stop at Start of each SS and record the pass by marshal and also stop on marshal s instruction within SS during reconnaissance. Not stopping or not giving the reconnaissance time card to marshals to record the pass will mean failure of the reconnaissance rules. In case there are no marshals (officer wearing orange jacket) on Start of SS, crew can continue in its pass through SS. Not recording of pass has no effect on allowed passes of SS. 9.5 Any infringements against reconnaissance rules will be reported to the Stewards who may impose a penalty which may go as far as the start refusal. 9

11 9.6 All fines awarded for infringement of the reconnaissance rules must be paid till , Thursday 17:00 on Rally Headquarters. 10. ADMINISTRATIVE CHECK 10.1 Documents to be presented at the Administrative check - competitors license, drivers and co-drivers competition license (including medical cards), - drivers and co-driver driving licenses - International Motor Insurance Card - documents and registration papers of the rally car - completed Technical card Crews from abroad must show authorization from their ASN to take part in the rally (except PZM, MNASZ and FAS AČR licenses holders). Organiser strongly recommend to all foreign crews using of European health insurance card (E111)!!! 10.2 Each crew will report to the Administrative check in its individual time given in the schedule published on the except the case of the optional administrative check. 11. SCRUTINEERING, SEALING AND MARKING OF THE MECHANICAL PARTS 11.1 Scrutineering place and schedule Scrutineering will be held in the area of the Weltauto, Prešovská cesta, Košice, on Thursday from 08:00 till 13:00 according time schedule published on Any lateness to the Scrutineering will be penalized by cash penalty 5 for every minute of the lateness. Any crew reporting his rally car more than 30 minutes late could not be allowed to start upon the decision of the Stewards Mud flaps: according Appendix J Article Windows/Nets: according Appendix J Article Driver s safety equipment Competitors are compulsory to demonstrate all parts of their clothes including helmets (FHR) which must comply with FIA, PZM, MNASZ, SAMŠ regulations during Scrutineering Noise level Permitted outer noise level is 96 db(a) with permitted tolerance +2 db(a) for a measurement error. Exceeding will be penalized by start refusal. Exceeding measured during rally will be announced to the Stewards, which may impose a sanction as provided for in Art. 152 and 153 of the ISC Special national rules Document to be presented on Scrutineering - documents and registration papers of the rally car - International Motor Insurance Card - Sporting certificate of the rally car - Technical card and card of the safety equipment - Homologation form - Verifications (safety rollbar, tank catalyser...) 11.7 GPS tracking system Autoguard service team will mount GPS tracking system into rally cars on Scrutineering exit and will remove it in the finish Parc fermé. In the case of a retirement, crew is compulsory to return it in the Rally Office. 10

12 12. OTHER PROCEDURES 12.1 Ceremonial Start procedure and order Ceremonial Start of the rally will be held on Thursday, at 18:00 on Starting podium, Hlavná street, Košice. Start will be realized according published starting order. It is mandatory for the crews to take part on this ceremony, overalls are mandatory SS starting system SS starts will be given by an electronic clock countdown system clearly visible to the crew from the start position. The system is electronically coupled to a start line detection device (photocell) that records any start made before the signal has been given. This start line detection device is 40 cm behind the start line. The car must be placed in such a way that its front part is on the start line. The marshal gives following signals: 30 s - he shows on starting countdown system 15 s - he shows 15 on a table 10 s - he shows "10" on a table 5 s - he shows on starting countdown system, counting down by seconds together with noise signal start - when the last five seconds have elapsed and red light turn to green Further on is valid Art. 31 of the FIA Prescriptions Super rally system in RSMP and ORB: according PZM and MNASZ 2012 prescriptions Restart in MSR: Any crew (participate in MSR) which will retire during Leg 1 can restart to the Leg 2 according to Art of the FIA Prescriptions for the MSR and must announce this fact in written to the Clerk of the Course. Scrutineers must overlooke any rally car which retired for crash before starting of a repairs. All restarted cars must be placed into the Parc fermé on from 07:00 till 07:30 for technical control Finish procedure All cars must be chosen from Parc fermé after publication of the official final classifications at latest at 20: Early check-in at the end of the Leg Early check-in is not allowed Super special stage SSS will not be organized Service Park, promotional and advertising activities Service park will be open on Thursday at 06: Organiser will allocate a Service park zone to each crew within the service park as described in Art In addition to the rally car other service cars bearing the Service plate have allowed entry to the service park as fit into the zone reserved for the team in the service park. Car marked with Auxiliary plate can be placed only in designated parking area near to service park. Car marked with Reconnaissance plate are not allowed to enter into the service park During service it is compulsory to put under the rally car a sheet with dimensions 5 x 3 m, which is impermeable for petrol and oils. Minimum 150 l bag for waste is compulsory in each team s service All commercial actions are strongly forbidden in the service areas! All business activities (sale of refreshments, food, tires, spare parts, promotional items, clothing) activities may be made only with written permission and under the conditions set by the organizers Trailers can be placed in the service park into the zone allocated for the team respectively on designated place according organisers instructions Any infringement of the service park rules will be penalised by Clerk of the Course by cash penalty of Official time According GPS time valid for this time zone. 11

13 12.7 Retarders (chicanes) Artificial barrier on SS route formed by line of tyres is considered as retarder m front of a retarders will be board (exclamation mark and 150 m) placed to warn crew for incoming retarder. Passage through the retarder will be shown in the road book and will be marked by word Retarder in the column Information Each incorrect passing of the retarder will be recorded by the Judge of fact. Incorrect passage through retarder means shifting of the struts of tyres (even partial) away from platform circle of retarder. Every incorrect passage will be penalized: - shift of 1 struts of tyres or flipping: 10 s - shift of more than 1 struts of tyres: 30 s Procedure in the case of accident and accident reporting All participants must be properly familiar with Art. 34 of the FIA Prescription and the user guide for GPS tracking system (Appendix 5 of these Regulations). Organiser first aid mobile phone: If a crew is involved in an accident in which a member of the public sustains physical injury, the driver or co-driver concerned must remain at the scene and stop the following car which has to report this to the next radio point as specified in the road book and signed on the route. PRIZES 14.1 Cups will be awarded to first three crews in general classification of the rally Following prizes will be awarded in MSR to first three crews: - in the general classification - in the Teams classification - in the classification of the classes - in the classification of the group F - in the classification of the historic cars - in the classification of Junior Prizes will be awarded to the first three crews in the case of minimum 5 cars started in the relevant category, other case only the winner in all these classifications Teams classification will be based on overall final classification of crews which entered Team Classification. 12

18 Appendix 5: ISTRUCTIONS FOR USING ASTO TRACKING SYSTEM AutoGuard Safety Tracking Operation 1. The GPS unit is installed by the AutoGuard service team by the exit from the Scrutineering. 2. The AutoGuard Safety Tracking Operation unit is owned by AutoGuard S.A. and will be removed after the end of the Rally. 3. In case a team withdraws from the Rally the GPS unit should be returned to the AutoGuard servicemen who will be available at the Service Park or it should be delivered to the Rally s Office. Mode of operation AutoGuard Safety Tracking Operation The AutoGuard Safety Tracking Operation installed in your vehicle during the Rally sends a signal to the Rally Control Centre (RCC). The system is working only on Special Stages and is activated automatically, so it doesn t need any operation before start and after finish the SS. In case of stopping the car on the SS system is sending the warning signal to the car unit. The lamps in manipulator panel (Green ad Red) start blinking. That means that operator of RCC see the car standing on the SS and expect to have the information from the crew. In that moment the driver or the pilot should press the proper button to clarify the situation PRESSING the GREEN BUTTON within 1 minute from stopping (the button should be pressed about 1 second) signals that there is no need to send the emergency service (OK). To avoid accidental activation, the GREEN button must be depressed for 2 second. Correctly pressing the will be confirmed by short blink of green lamp in the button and acoustic signal (two short beeps). NOT PRESSING the Green Button within 1 minute after stop on the SS means the necessity of an assistance and it will initiate the intervention of the emergency service. In case of emergency, when the crew would need any help form RCC the RED BUTTON should be pressed. Depressing the RED BUTTON means the emergency and the crew need help for themselves or for somebody else (for example, if they noticed any dangerous situation over the SS) To avoid accidental activation, the RED button must be depressed for 2 second. Correctly pressing the red button will be confirmed by short blink of red lamp in the button and acoustic signal (two short beeps). Within few second after depressing any button, the lamp inside them will light constantly. That means the information from the car is received by RCC and the status of the car is known by the RCC operator. In case of any needs the operator of Rally Control Centre can send to the Rally crew a reminding signal (series of short beeps) and blinking the YELLOW LAMP.
