INTRODUCTION 1.1 Rally is organized in compliance with the FIA International Sporting Code (ISC) and apendices hereto, FIA Regional Championship Sporting regulations 2016 FIA Regulations), National Sporting Regulations of the Slovak Republic which comply with the FIA regulations and these Supplementary regulations. Modifications, amendments and/or changes of these Supplementary Regulations will be announced by numbered and dates bulletins (issued by the organizer or the Stewards). Sporting Regulations for FIA Regional Rally Championship 2016 are published on FIA website Slovak version on website of SAMŠ Supplementary regulations are issued in Slovak and English language. 7 4.4.3 Service and Auxiliary tables will be possible to buy for 30 eur. Cars labeled with Auxiliary table can be parked only in reserved parking place near service park For individual competing cars there will be reserved area in service park: 75 m 2 for priority drivers cars 65 m 2 for cars of group 2, 3, 4, m 2 for cars of group 5, 6, 7, 8, NG2 45 m 2 for cars MSR HA, NG1, SRC On the competitor s request and on the basis of capacity the organiser can provide with adjascent area or additional area for 5eur/m2 fee. 4.5 Payment Registration fee must be paid to account: JUNIOR AUTOKLUB SK ROŽŇAVA Bank: OTP ROŽŇAVA Account number: /5200 IBAN: SK SWIFT: OTPV SK BX Variable Symbol: Driver s Licence Number 4.6 Refunds Entry fees will be fully refunded: - if entry is not respected - if rallye is not held - if entry is repealed before the entry date. Organizator returns 60% of entry fee to competitors who can t attend via vis maior and who can properly justify the absence until the administrative check. The return of the entry fee is required to apply in writing, stating the reason. 5. INSURANCE 5.1 Description of insurance cover The insurance premium is included in the entry fee (insurance contract between the SAMS and Kooperativa, Vienna Insurance Group as, no ) that garantees cover for civil liability towards third parties. The amount of indemnity is ,- Eur. The insurance cover will come into effect from the start and will cease at the end of the rally or at the moment of retirement or exclusion. 5.2 Organizer does not take any responsibility for the losses and the damages in regard to the competitors life, health and property. The crews take part in the event at their own risk. 6. ADVERTISING AND IDENTIFICATION 6.1 Competing numbers, rally plates, driver and co-driver names and organizer advertising must be affixed on the car as shown in Appendix 4 of these Supplementary Regulations from the moment of Scrutineering till the opening of the Parc fermé at the end of the event, resp. till the retirement from the event. Marking of competing car with competing numbers, rally plates and organizer advertising will be checked during Scrutineering and also by Judges of fact 6.2 It is forbidden to change in any way the shape and size of the organizers advertising, starting numbers and rally tables. Each failure of this rule will be penalized by the Clerk of the Course with cash penalty up to an amount up to entry fee. 6.3 If it is found at any time during the rally (from arrival on Scrutineering) that: - 1 competition number or 1 rally plate is missing, Clerk of the Course will impose a cash penalty of 165, - more competition numbers or both rally plates are missing, the crew will be reported to the Stewards which may impose a sanction as provided for in Art. 122 and 12.3 of the ISC - organiser s optional advertising is missing a cash penalty in an amount of the crew s normal entry fee will be imposed to the crew.

8 7. TYRES According FIA Prescriptions 2016 or 2012 rally, with no relevancy of date of homologation. Hand cutting or any adjustment pattern hereof is possible only in the service park. 8. FUEL 8.1 All competitors must use only fuel meeting the requirements of Appendix J (Art ). 8.2 Refuelling may only be performed in the refuelling zone situated on exit from the Service park according the FIA Prescriptions during the rally. 9. RECONNAISSANCE 9.1 Procedure for registration and reconnaissance conditions Each crew will receive an identification sticker and reconnaissance time card during registration. Identification sticker must be affixed in right upper part of the windscreen during reconnaissance at all times. Any missing sticker will mean failure of the reconnaissance rules. If the sticker is damaged or in the case of the changing of the reconnaissance car, the crew need to ask for new sticker. The crew is obliged to report any change of the reconnaissance car. Reconnaissance time card must be handed in up to :00 at Secretary Office. Each crew will receive a GPS system. 9.2 Schedule Reconnaissance must be carried out in accordance with the time schedule specified in Appendix 2 of these Supplementary Regulations. 9.3 Specific and national restrictions speed limit Two passages through all SS are allowed The crews must follow the traffic laws of the Slovak Republic throughout the reconnaissance Passage through all SS is permitted only in the direction prescribed in the road book. Each infringement of this rule will be punished by 500,- Eur It is permitted to run in the opposite direction only in the RS 2,4,6 and between cities Rákoš and Červeňany when driving to the start of SS 1 or 2 and during the reconnaissance hereof Speeding during reconnaissance will incur a fine applied by the clerk as follows: exceeding the speed limit - for every 1 km / h above the permissible limit of 25. The fine will not be changed under any fine imposed by the police Any other violation of traffic laws will be penalized by the stewards After publication of SR it is forbidden for any member of the crew to drive through SS, except the time reserved for reconnaissance. In case of violation of this provision the crew will not be accepted for competition, respectively the start will be rejected or the crew will be punished by the clerk of the course with pecuniary penalty of up to 1.000, Every crew is obliged to stop at the start of each SS and to let a marshal to record the passage of time card SS, also the crew must stop at the sign of the marshals while the SS reconnaissance. Failing to stop or failure to submit the card the reconnaissance will be considered an infringement of the reconnaissance. In a case that there will be no marshal (Officer an orange vest) present on starting point, the crew can continue. Failing to pass the SS has no effect on the number of allowed passages. 9.5 Following the laws during reconnaissance (number of crossings, speed, marking reconnaissance car, driving in the opposite,...) will be controlled by judges of fact. 9.6 The GPS monitoring unit must be placed in the vehicle and connected during reconnaissance. The crew is responsible for its connection and proper use. If not, respectively, in case of disablement, the crew will be punished with the penalty of 500,- and when repeated, with the start refusal. 9.7 Any infringement of reconnaissance rules referred to in Art. 9 of the Supplementary Regulations or Art. 20 FIA regulations, other than speeding, will be penalized by the clerk of cash penalty of up to

9 9.8 All fines imposed for infringement of the reconnaissance must be paid to :00 on Headquarters. 10. ADMINISTRATIVE CHECKS 10.1 Document to be presented at the Administrative check - competitors license, drivers and co-drivers competition license (together with the health insurance cards) - starting permission for abroad (except holders of SAMŠ and FAS AČR license) - car insurance (International Motor Insurance Card) - documents and registration papers for the rally car reconnaissance time card entry form, technical card and crew safety equipment card Foreign crews must submit International health insurance card E111 or insurance of abroad medical expences! 10.2 Schedule of the Administrative checks Each crew will report to the Administrative check in its special time posted with entry Confirmation unless chosing the optional Administrative check Crews at administrative check must report location onboard cameras in the competing car. 11. SCRUTINEERING, SEALING AND MARKING OF THE MECHANICAL PARTS 11.1 Place and schedule of the Scrutineering Scrutineering will be held in front of Prima Bowling Lubeník from 7:00 till 14:30 according time schedule published with entry confirmation and published also on OIT Any lateness to the Scrutineering will be penalized by cash penalty 5 for every started minute of the lateness. Any car reporting more than 30 minutes will not be allowed to start unless the Stewards decide otherwise Mud flaps: according Appendix J Article Windows/Nets: according Appendix J Article Driver s safety equipment Competitors are compulsory to demonstrate all parts of their clothes including helmets and FHR which must comply with FIA and SAMŠ regulations during Scrutineering Noise Permitted outer noise level is 96 db(a) with permitted tolerance +2 db(a) for a measurement error. Exceeding will be penalized by start refusal. Exceeding measured during rally will be announced to the Stewards, which may impose a sanction as provided for in Art and 12.3 FIA MŠP Special national rules Following document is necessary to present on Scrutineering: - car insurance documents (International Motor Insurance Card) - Sporting certificate of the rally car - Technical card - Homologation form - Verifications (safety rollbar, tank catalyser...) 12. OTHER PROCEDURES 12.1 Ceremonial Start procedure and order Ceremonial Start of the rally will be held in front of Prima Bowling Lubeník at 17:00 on starting podium,.start will be realized in published starting order (opposite order to competing numbers). Wearing the overall is obligatory. Crews participating in SRC and RS must bring their car to PF on from 8:15 to 8: SS starting system Start of the SS will be given by an electronic analogue countdown system clearly visible to the crew from the start position. The system is electronically coupled to a start line detection device (photocell) that records any start made before the signal has been given. This start

10 line detection device is 40 cm behind the start line. The car must be placed in such a way that its front part is on the start line. The marshal gives following signals: 30 s - he shows 30 on a table 5 s - he shows on starting countdown system, counting down by seconds together with noise signal start - when the last five seconds have elapsed and red light turn to green. Further on is valid Art. 37 of the FIA Prescriptions Restart after resignation If the crew withdraw during 1 st section 1 st stage, they can start to the second section of the first stage in accordance with Art. 46 FIA regulations. In that case it must be filed in writing to the clerk of the couse until 22:30. Conditions of the car which withdrew due to an accident must be checked scrutineers before start. All vehicles that restarting must be placed in UF on at the time of 8:00 to 8:15 where they will be checked by scrutineers. The crew will be penalized after the restart following: withdrawal before or in SS 1-10 minutes after SS 1 5 minutes in SS 2 5 minutes after SS 2 5 minutes This penalty will be added to the fastest time of the crew in the class as final time for the wtihdrawing crew Finish procedure Cars must be placed in the Parc Fermé after passing finish of rally, according the itinerary. All cars must be taken from the Parc fermé after publication of the official final classification at latest at 20: Early check-in MSR, MSR HA, RL: Early check-in is allowed only on SS 8A. SRC, RS: Early check-in is allowed only on SS 3A Circuit SS starting procedure and order, other special rules for SS - will not be organized 12.5 Service park, promotion and advertising activities Service park will be open at 21: Organizer will allocate a Service park zone to each entered car within the Service park as described in Art Service vehicles marked by Service plate have allowed entry into the Service park but they must be parked within their zone. Vehicles marked by "Auxiliary" plate can be placed only if they can be parked within their zone and they can be also placed into adjacent park next to the Service park. Vehicle marked by Reconnasaince is not allowed to drive into service park During the service it is compulsory to put under the rally car the sheet with dimensions 5 x 3 m, which is impermeable for petrol and oils. Minimum 150 l bag for waste is compulsory in each team s service. After the service activities the team is required to place all waste into a prepared containers and clean up the allocated zone All commercial actions are strongly forbidden in the service areas! All business activities (sale of refreshments, food, tires, spare parts, promotional items, clothing) activities may be made only after written permission, under the conditions set by the organizers Any infringement of the service park rules will be penalised by Clerk of the Course by cash penalty up to Official time According to GPS time valid for this time zone Retarders Artificial barrier on SS route formed by line of tyres is considered as retarder There will be placed a board (exclamation mark and 150 m) 150 m in front of a retarders to warn the crew for incoming retarder.

11 Passage through the retarder will be shown in the road book and will be marked by word Retarder in the column Information Each incorrect passing of the retarder will be recorded by the Judge of fact. Incorrect passage through retarder means shifting of the struts of tyres (even partial) away from platform circle of retarder. Every incorrect passage will be penalized: - shift of 1 struts of tyres or flipping: time penalty 10 s - shift of more than 1 struts of tyres: time penalty 30 s 12.8 Accident reporting All participants must be familiar with Art. 40 FIA and operating instructions of GPS monitoring system (Appendix no. 5) If a crew is involved in an accident in which a member of the public sustains physical injury, the driver or co-driver concerned must remain at the scene and stop the following car which has to report this to the next radio point as specified in the road book and signed on the route. Crew also inform about the accident on the phone number as soon as possible. Crew does not continue in Rally and waits for arrival of police Crew is compulsory notify the organiser about every damage was caused to third parties by its car latest 1 hour after retirement or placement of the rally car into the finish Parc fermé Withdrawal from the rally Crew is compulsory report the retirement from the rally to the organisers phone number: and submit the time card to the next control post (TC, STOP) or to the sweeper car Onboard cameras Contestants who wish to use the camera in the vehicle, must in writing notify the organizator of the usage during administrative check. Placing and mounting the camera will be checked at scrutineering. In case that the camera is placed in car during the competition, the team is required to be checked by scrutineers at the exit from the service. 13. IDENTIFICATION OF THE OFFICIALS Officials will wear passes with their names and duties and will be identified as follows: Special stage chiefs and assistants: yellow tabards and licenses Safety Officers: yellow tabards Marshals: orange tabards Marshals in the radiopoints: yellow tabards Timekeepers: license Competitors Relations Officer: red jacket with text: Competitors Relations Officers Scrutineers: red/green tabards 14. PRIZES 14.1 In different classifications following prizes will be awarded: MSR - general classification (except of group Open and Open+) - classification of the classes - classification of the 2WD - classification in the class NG1 a NG MSR HA: - general classification and classification of the classes SRC: - general classification - classification of the classes 14.2 Prizes will be awarded to the first three crews in the case of minimum 4 cars started in the relevant category, otherwise only the winner crew Property of the cups awarded to the winners on finish podium should to be confirmed by the official final classification. 15. FINAL CONTROLS 15.1 Final control will be held in REKOS Revúca. Cars subjected to final control following the decision of the Stewards must have one representative for competitor as well as mechanics (in

12 case of dismantling) present at the final control. 17 Appendix 5: GPS MONITORING SYSTEM All rally cars and the reconnaissance vehicles must be equipped with a GPS monitoring system given the organizers. The crew is responsible for its connection and proper use throughout reconnaissance and competition. a) GPS unit with accessories (installation kit): GPS unit, a magnetic antenna with cable, 2 pieces of terminals, power cord for 12V cigarette lighter to surveys, SOS button with connecting cable to GPS unit and connect the power supply (+ 12V DC) b) Mounting the GPS unit in the car for reconnaissance and its use during reconnaissance: The unit must be attached by the suction cup on the windshield in the lower or upper right corner so that the reconnaissance commissioners could easily write off the number of the GPS device. During reconnaissance unit must be the unit still connected to the 12 V socket despite the movement of the car and can not be unmounted from the vehicle during the reconnaissance. The vehicle can not enter along the course during inspection without a working GPS device. Any breach of these rules will be considered a breach of the reconnaissance rules, it will be reported to the Clerk and will be penalized by the stewards. c) Installation of GPS units into rally car: The competing car must be prepared to connect directly to a protected voltage 12V 5A fuse for safety frame B-pillar on the passenger side. After the reconnaissance the GPS unit must be fixed in the rally car with two clamps (supplied with the unit) on the B-pillar, with 15 pin socket attached SOS panel and magnetic antenna placed on a protected place on the roof or hood of the boot. Fixing the GPS unit will be checked before the ceremonial start. d) SOS operation panel and GPS devices during competition: SOS panel shall be placed in the vehicle so that it can reached by both crew members fastened by a seat belt. It is recommended to be placed on the floor between the two seats or on the cab roof. If you need to use signaling SOS (crew needs help) it is necessary to turn on the switch below the red cover (switch to the second position), resulting in the device sends out an SOS for dispatching contest. SOS is turned off by closing the red cover. e) Returning GPS unit: In case of withdrawal of the crew, the crew must as soon as possible detach the GPS unit from the car and return it to the rally headquarters or a representative shall detach GPS in Parc Fermé.
