Introduction 1.1 Compliance This Rally will be run in compliance with the FIA International Sporting Code and its appendices, the 2013 FIA Regional Rally Championships Sporting Regulations, the National Sporting Regulations which comply with the FIA Regulations, and these Regulations. Modifications, amendments and / or changes to these Regulations will be announced only by numbered and dated Bulletins (issued by the Organiser or the Stewards). Additional information will be published in the Rally Guide, issued on or before April 20 th The 2013 FIA Regional Rally Championships Sporting Regulations can be found at Road Surface The Rally will be run on Hard Gravel 1.3 Overall SS distance and total distance of the itinerary: Overall distance is (764.64) km of which (256.64) km are Special Stages. 2. 11 4.1 Opening and Closing Dates: Thursday, February 28 th 2013 Sunday, April 28 th Entries Entries Open Entries Closed 4.2 Entry Procedure Anybody wishing to take part in the 2013 Jordan Rally MERC must send the entry form duly completed (including co-driver details) to the Rally Office (Art 2.3) by 14:00 on Sunday, April 28 th The entry form is available at (MERC). If the entry form is sent by fax or the original entry form must reach the organiser During the Administrative checks. The entry will only be accepted if accompanied by the total amount of the entry fees and the approval of the concerned ASN to take part in this event. Entrants other than the first or second driver must hold an appropriate Entrants Licence issued by their ASN and as stated in Article 21.4 of the 2013 FIA Regional Rallies Championships Sporting Regulations, a copy of the Entrant licence must accompany the entry form. 4.3 Number of Entrants Accepted and Classes The maximum number of entrants will be 40 If more than the maximum number of entries is received the acceptance of entries among the non-priority drivers will be at the sole discretion of the organizer. Two wheel Drive cars Equipped with a supercharged diesel engine with a nominal cylinder capacity of less than 2000 cm3 are accepted in Group A and N. For drivers entered with a Super 2000-Rally car complying with article 255A, it will be possible to use lapsed errata without any penalty. For S1600 homologated cars, it will be possible to use lapsed errata without any penalty. See also variations in each region An FIA technical passport is mandatory for S2000, R5, Super 1600 and RGT cars. (optional for FIA rally cups) National Cars The following applies: The cars will run as a group/class after the last cars entered in the Championship event. The cars will have their own classification and will not appear on any results of the Championship. 10 Regulations

13 4.4 Entry Fees \ Entry Packages With the optional advertising proposed by the organiser (per entry): Private JD 700 inclusive of VAT Legal JD 1000 inclusive of VAT Without the optional advertising proposed by the organiser (per entry): Private JD 1400 inclusive of VAT Legal JD 2000 inclusive of VAT Private Entrant: the entrant license is in the name of one of the crew members who enters his/ her own car and competes under his/her own name. Legal Entrant: ASN, company, team or a sporting association holding a legal entrant license who enters one or more cars. A person holding an Entrant License, but who is not a crew member and who enters one or more cars. Jordanian: the first driver must be a holder of Jordanian passport and the entry must be in his/her name. 14 4.5 Payment Details The entry fees must be paid by bank transfer to reach the organiser bank account no later than Sunday, April 28th All bank charges must be paid by the sender. Swift Code: ARABJOAX IBAN: ARABJOAX \7\ Refunds The entry fees will be refunded in full: 1. To candidates whose entry has not been accepted 2. In the case of the rally not taking place The organiser may refund 50% of the entry fee to those competitors who for reasons of force majeure duly certified by their ASN are unable to start the rally. 5. Insurance 5.1 The Entry Fees include the insurance premium, which guarantees the Competitors cover for civil liability towards third parties (Public Liability). The indemnity provided under this insurance is the equivalent of JOD as total minimum liability cover. This insurance will commence from the beginning of the Rally until the end of the Event or at the moment of permanent retirement, exclusion or disqualification. The insurance covers Competitors cars on Special stages only. 5.2 Any service vehicles or reconnaissance cars, even those bearing the official identification of the organiser may under no circumstances be considered as official participants of the rally; hence their insurance policies remain the sole responsibility of the owner. 5.3 In addition to the insurance covered by the Organiser, all Competitors are required to provide their own insurance covering all cars used in Jordan to cover civil liability towards third parties for the entire duration of their visit in the case of foreign crews, or permanent cover in the case of Jordanian residents. This is to cover competitors while they are on the road sections, or on public roads or highways. 5.4 All Competitors must be able to show the insurance papers at the Administrative Checks. The burden of proof for a valid insurance rests solely on the competitor. 12 Regulations

15 6. Advertising and identification 6.1 Restrictions on Advertising Competitors are allowed to affix any kind of advertising to their cars, provided that: It is authorised by the National Laws and the FIA Regulations. It is not likely to give offence. It is not political or religious in nature. It does not interfere with the crew s vision through the windows. 6.2 National Restrictions on Advertising Tobacco: Advertising of tobacco, tobacco products and imitations, as well as smokers requisites is forbidden according to the Jordanian legislation on cars, competition/service equipment and on the Team members outfits. Alcohol: Advertising of alcoholic beverages is strongly restricted by law and not allowed on competing cars, service cars, equipment and clothes. 6.3 Identification Numbers & Compulsory Advertising Competition Numbers, Rally Plates and Advertising will be provided by the Organiser and must be affixed as specified in accordance with Appendix 4 of these Regulations before Scrutineering. The text of the obligatory Organiser advertising is 2013 Jordan Rally. 6.4 Optional Advertising Space may also be required for the Organiser s Optional Advertising. The text will be announced to Competitors in a Bulletin. 6.5 Rally Plates Competitor numbers and rally plates must be affixed to the car prior to Scrutineering. These must be visible for the duration of the rally, according to the 2013 FIA Regional Rallies Championships Sporting Regulations Article 18 Details concerning the numbers and rally plates can be found in Appendix 4. 16 Tyres For all Competitors, tyre changes may only be carried out in authorized zones. 7.1 In accordance with article 60.5 of FIA Regional Rally Championship Sporting Regulations, The use of any device for maintaining the full performance of the tyre with an internal pressure equal to or less than atmospheric pressures forbidden. The interior of the tyre (the space between the rim and the internal part of the tyre) must be filled only with air. 7.2 All tyres must comply with 2012 Appendix IV and 2012 V3 - FIA MIDDLE EAST CHAMPIONSHIP 7.3 In Accordance with Article 60.4 of the FIA Regional Rally Championships Sporting Regulations. Tyre marking will take place immediately the refuelling zone at the exit of each service Park. The appropriate FIA Signs will identify the tyre-marking zone. Tyre mark checking zone of will be established at the entrance TC of each Service Park. 7.4 Any breach of the tyre regulations will be submitted to the Stewards and may result in a penalty, which may go as far as the exclusion of the crew by the Stewards. 8. Fuel 8.1 Except as detailed under article 58 and in accordance with article 58.1 of the FIA Regional Rally Championships Sporting Regulations, Competitors may only refuel in the refuel zones designated by the Organisers. 8.2 These refuel zones will be established immediately after the exit from service parks. Their entry/exit shall be marked by a blue fuel pump symbol. 8.3 Any action inside a refuelling zone not directly involved in the refuelling of the competing car is prohibited. 8.4 In the refuelling zone, a 5-kph speed limit will apply. 8.5 It is recommended that mechanics wear fire-resistant clothing. 8.6 The Responsibility for refuelling rests entirely with the crew and team members of the competing car. 8.7 Engine must be switched off throughout the refuelling operation. 14 Regulations

17 8.8 It is recommended that the crew remain outside the car during refuelling, however, should they remain inside, the safety belts must be unfastened at their own risk. 8.9 In accordance with article 58 of the FIA Regional Rally Championships Sporting Regulations, when necessary as part of service (i.e. changing a fuel tank or pump) emptying and /or refuelling is permitted in service park provided that: The work is carried out under supervision of a marshal. No other work is carried out on the car during emptying and/or refilling operation. A suitable safety perimeter is established around the car. Two fire marshals or team personal are present with fire extinguishers suitable for use of flammable liquids. Only sufficient fuel is added to reach the next refuel zone The organisers may make provision for additional points for refuelling. These additional points for refuelling shall only be set up along the route, in service stations. In these areas any kind of serving prohibited-except for refuelling the car The use of AVGAZ is permitted; Competitors must notify the organisers of their requirement at the latest one month before the start of the Rally In accordance with Article of the 2013 FIA Regional Rally Championships Sporting Regulations, a car may be pushed out of the zone by the crew, officials and/or the two team members without incurring a penalty. Reconnaissance 9.1 Procedure for Registration Reconnaissance Cars must be in Conformity With Article 25.1 of the 2013 FIA Regional Rallies Championships Sporting Regulations A reconnaissance record card will be supplied which must be carried in the car for the duration of the reconnaissance. This card will be signed appropriately recording every run on each special stage. Failure to present this card will result in refusal to participate in the reconnaissance. Competitors will be issued with 3 reconnaissance numbers that must be fixed to the front windscreen (top centre) and the right and left rear side windows and kept visible for the duration of the reconnaissance period. These numbers and the record card will be available from Rally Office in Rally HQ on Monday, May 6th between 16:00 and 18:00 hrs. Regulations 15

18 9.2 Specific and/or National Restrictions - Speed limit on the special stages Competitors are permitted a maximum of two passages over each special stage during reconnaissance The maximum speed on special stages during reconnaissance is 80 km/h The fitting or carrying of radar detection equipment during reconnaissance is not permitted. 9.3 Location of collection of Speed Control Checking Devices Competitors will be required to install a tracking system in their vehicles during the reconnaissance. These trackers must be collected from Rally Office in Rally HQ on Monday, May 6 th between 16:00-18:00hrs. The trackers must be returned to Rally Office on Wednesday, May 8 th between 15:30-18:30hrs. 10. Administrative Checks 10.1 Documents to be presented At Administrative Checks the following documents will be checked and entry form details verified: A B C D E F G Document Type Rally Car documents and Registration papers Rally Car Insurance Cover Road Driving License for each Crew Member FIA International Competition License for Entrant and both Drivers ASN approval of foreign Competitors (if entry form is not stamped) Permission to use the vehicle (where the owner is not a crew member) Correctness of all information given in the entry form 10.2 Timetable The Administrative Checks will take place on Wednesday, May 8th at Rally Office between 15:30-18:30hrs. At Crowne Plaza Hotel Dead Sea Drivers and Co-Drivers presence is compulsory. 16 Regulations

19 11. Scrutineering, Sealing and Marking FIA Technical Passport is Compulsory for S2000 Rally cars Venue and Timetable Venue: The Scrutineering venue in Service Park- Dead Sea. Timetable: Thursday, May 9th between 08:00 and 13:30hrs. Cars Individual times to be confirmed in a Bulletin. Cars may be presented at Scrutineering by a representative of the Team Mud flaps Fitting of transversal mud flaps is permitted, provided they comply with Appendix J, Article Windows/Nets The use of silvered/tinted windows is permitted Driver s Safety Equipment At Scrutineering competitors must produce all items of clothing including helmets and the head restraint (FHR device) intended to be used. Compliance with Appendix L Chapter III will be checked. In reference to Article 40.2 of the 2013 FIA Regional Rallies Championships Sporting Regulations, each competing car shall carry a red SOS sign and on the reverse a green OK sign measuring at least 42 cm x 29.7 cm (A3). After scrutineering, if a car is found not to comply with technical and/or safety regulations, the Stewards may set a deadline before which the car must be made to comply or may refuse the start Noise Level in Special Stages At any time on the road sections, the noise level must be in conformity with Appendix J, Article Special National Requirements Each competing car must be equipped with a first aid kit and 1 reflective triangle. Competitors are also reminded that in addition, two belt cutters must Regulations 17

20 be carried on board at all times. They must be easily accessible to driver and co-driver when seated with their harnesses fastened (ISC, Appendix J, Art ) Installation of Safety Tracking System All competitors must make provision in their cars for the installation of the tracking system and the emergency button. Installation instructions will provided in Rally Guide. The correct functioning and installation of the equipment will be checked at Scrutineering. Should a crew retire, the equipment must be returned immediately to the supplier of the units. The units may be removed in the Final Parc Fermé, so cars must not be locked. 12. Other Procedures 12.1 Ceremonial Start Procedure and Order The Ceremonial Start will take place at TBA on Thursday, May 9 th at 17:00hrs. A Pre-Start Holding area will be open from 16:00-16:30hrs. Competitors reporting late to the Ceremonial start will be penalized with 100 JOD to maximum of 15 minutes. Thereafter, they will be reported to the Stewards who may apply penalties at their discretion. The location of this holding area will be given in the Rally Guide. Crews must wear their approved overalls and be present with the car in Pre- Start Holding area at least 15 minutes before their due start time. Cars will start at approximately 2 minute interval. More details will be available in Rally Guide. Competition Start, Friday, May 10 th Procedure: All cars must be at the Dead Sea Service Park between 07:00-07:30hrs on Friday, May 10 th, if Any Delay after 15 min it will be subject to the stewards Finish Procedure The rally will finish at TC 16B Service I OUT; there after crews must follow the instructions of officials during the Podium Ceremony. From the Podium Crews will immediately drive to Final Parc Fermé. Between TC 16B and Final Parc Fermé, cars are under Parc Fermé conditions and will be observed by marshals. 18 Regulations

21 12.3 Permitted Early Check In Crews may check in early without incurring a penalty at the following control: TC 8B End of Leg 1 / Parc Ferme In 12.4 Official time used during the rally Official time throughout the entire Rally will be that of GPS (UTC time + offset to local time) Special Stage Timing Special stages will be timed to the elapsed tenths of a second. The timing system of the rally as Appendix Start Intervals All cars will start at 3 minutes intervals Shakedown There will be No shakedown in the Rally Time card change during the rally: The Time Cards will be issued at the following time controls: Section 1 TC 0 Start Legs 1 / Section 1 Section 2 TC 4B Regrouping OUT / Service B IN Section 3 TC 8B Start Leg 2 / Section 3 Section 4 TC 12B Regrouping OUT / Service F IN When retiring, the crew are obliged to hand their time card either to the next time control or otherwise to the Sweeper car. Re-Start after Retirement regulations: Re-Start after Retirement regulations will be carried out in compliance with Article 46 of the 2013 FIA Middle East Rally Championship. Regulations 19

Final Checks and Protests 15.1 Final Checks Final Checks will take place on Saturday, May 11th 2013, at 17:15hrs at Service Park. Cars subject to Final Checks (decision by the Stewards and announced to the competitor concerned at the finish TC) must have one representative of the entrant as well as mechanics (in case of dismantling) present at the Final Checks Protest Fees The protest fee: For a protest involving a clearly defined part of the car, the claimant must pay an additional deposit of: The expenses incurred by the work and by the transport of the car shall be borne by the claimant if the protest is unfounded, or by the competitor against whom the protest is lodged if it is upheld If the protest is unfounded, and the expenses incurred by the protest are higher than the amount of the deposit, the difference shall be borne by the claimant. Conversely if the expenses are less, the difference shall be returned to them Appeal Fees The sum for an International Appeal Fee (FIA): 12,000 Regulations 21

29 Appendix 5 - Extracts From FIA Appendix L 1. Helmets 1.1 Helmets meet one of the standards listed in technical list N 25 of Appendix J. 1.2 Helmets which meet the FIA Standard Advanced Helmet Test Specification, must be worn by P1 and P2 drivers. 2. Frontal Head Restraint The wearing of any device intended to protect the head or neck and attached to the helmet is prohibited, unless the device has been homologated according to the FIA 8858 standard. Homologated FHR systems are listed in the FIA Technical List N 29. FHR systems must be worn only with FIA-approved items according to the following chart: Helmet Tether system (tether, tether end fitting and helmet anchorage) FIA 8860 (Technical List Nº 33) FIA 8858 (Technical List Nº 41) FIA 8858 (Technical List Nº 29) For more details when the device used is the HANS, the Guide for the Use of HANS in international motor sport, published by the FIA Institute for Motor Sport Safety, can be found on under the heading FIA Sport - Regulations - Drivers Equipment. 3. Safety Belts Drivers must be properly restrained in their seat by safety belts in conformity with the specifications of Appendix J for the vehicle concerned, at all times during an event on special stage. 4. Flame-resistant clothing 4.1 On special stages of rallies all drivers and co-drivers must wear overalls as well as gloves (optional for co-drivers), long underwear, a balaclava, socks and shoes homologated to the FIA standard. Embroidery sewn directly onto the overalls shall be stitched onto the outermost layer only, for better heat insulation. Backing material of badges and thread used for affixing them to the overalls must be flameproof. Regulations 27

30 4.2 Substances which may circulate in any cooling system worn by a driver are restricted to water, or air at atmospheric pressure. Water systems must not require the saturation of a garment in order to function. For events taking place in extreme heat, it is recommended that a cooling system be used (connected, for example, to the underwear designed for that purpose and homologated according to the FIA standard). Exceptionally, driver cooling vests which are not FIA homologated may be worn but shall be in addition to the mandatory homologated underwear. They must include a base garment certified and labelled to ISO 15025; any tubing must be certified and labelled to ISO and must not be in contact with the driver s skin, and any connection to an on-board system must comply with Article of the FIA standard.
