6 1 WELCOME AND INTRODUCTION Welcome to Jordan Rally 2018 Dear friends and colleagues, On behalf of the Jordan motor sporting family I welcome you to the FIA 2018 Jordan Rally. As with each of our previous editions, this year we promise a world-class event for our friends from across the Middle East rally community to enjoy. My team at Jordan Motorsport is working hard alongside a number of Governmental agencies, organisations and security services to ensure this year s rally lives up to your high expectations. The Jordan Rally is much more than a sporting event, it is our way of communicating to the world that despite what may be happening around us, Jordan continues to be a rock of stability and a haven of safety and security. We are proud of what this event has achieved over the years and despite us no longer being a part of the FIA World Rally Championship, we continue to organise the regional event to the very highest levels possible. There will be a familiar look and feel to The tried and tested stages in and around the Jordan Valley area will be utilised once again and we are looking forward to launching our event on the banks of the Dead Sea, which provides a truly remarkable sporting backdrop. We pride ourselves on organising one of the most compact and centralised rallies in the world with everything located within a stone s throw of our Dead Sea HQ. You can expect a very warm Jordanian welcome from April 26-28, when hopefully I will get to see many of you at the lowest point on earth. 7 Jordan Rally Introduction This year, Jordan finds itself in the unfamiliar position of hosting the opening round of the FIA Middle East Rally Championship, and we are looking forward to providing the sort of stunning launch that this historic series deserves. Before our friends from the regional scene head off to rounds in Cyprus, Lebanon, Iran, Kuwait and Qatar, we promise to set the bar high for the season, with stages and organisation that would be fit for a round on the WRC. Once again, we have prepared a challenging itinerary that will take the region s best drivers through 15 timed stages consisting of kms. It includes the spectacular Palms stage which, at 30kms, is one of the longest stages in the Championship. There are few sporting events in the Middle East that has the rich heritage of the Jordan Rally. Since our first edition in 1981, when our good friend Michel Saleh showed us how it was done in his Toyota Celica GT, we have welcomed the world s best with the likes of Nasser Al Attiyah and Mohammed bin Sulayem winning multiple times for the region, and household names like Mikko Hirvonen, Sébastien Loeb, and Sébastien Ogier on the winner s podium when we hosted the WRC in 2008, 2010 and In fact, our last inclusion on the WRC calendar produced the closest finish in the championship s history, with Ogier pipping Jari-Matti Latvala to the crown by just 0.2 seconds. We pride ourselves on excellence and providing a very warm welcome to our visitors and the 2018 edition will be no exception. The routes have been carefully prepared by our specialist teams, while the headquarters and super special stage are located on the banks of the Dead Sea, a truly stunning venue for hosting worldclass sport. The marshals have been put through their paces with relentless training, and, as always, safety is first so whether we are participants, spectators or officials, we must always listen to their instruction and advice. We are grateful for the unstinting support from numerous Government institutions who pull together every year as one team to produce a national initiative that Jordan can be proud of. 12 5 SERVICE PARK Service Throughout the Rally, servicing is only allowed in the Service Park, as prescribed in the 2018 FIA Regional Rally Championships Sporting Regulations, Articles 48 to 52.6 inclusive This Service Park is marked in the Road Book of the Rally At the Refuel Zone(s), the only activities related directly with Refuelling of the car are allowed. Environment Protection All Competitors are kindly requested to preserve the environment and protect the Service Park ground by using a mat in their service area. Service Vehicle Registration A service vehicle registration form is included in Appendix 21.5 which should be completed and sent to the Organizer or submitted during documentation. There will be a dedicated area for auxiliary vehicles next to the team s Service Area. Location During Jordan Rally MERC, a centralized Service Park established near the Rally HQ at the Dead Sea will be used for the whole duration of the Event. The GPS Reference: N E A detailed drawing of the Service Park and the designated areas is enclosed in Appendix 20.1 Service Area Each Team/Competitor will be allocated a designated space at the Service Park of 10x15 meters. If a competitor wishes to have extra space in the Service Park, he/she must submit a formal request to the Organizer indicating the size required no later than April 12 th, Admission to Dead Sea Service Park The Service Park will open on Monday, April 23 rd, 2018 at 10:00hrs for all Competitors. All costs of moving equipment either within or outside the Service Park to its final position will be borne by the relevant owner of the equipment. The Service Park access time to service vehicles: Day 2: until 18:30hrs Friday, April 27 th, Day 3: until 19:30hrs Saturday, April 28 th, All parties are kindly asked to respect these opening hours. Competitors are kindly asked to remind all their team staff to always carry their Service Passes, as the organizers will be checking passes and Service Vehicles plates. During the Rally, only vehicles with affixed Service or Auxiliary plates will be granted access to the Service Park. Auxiliary Vehicles may only enter the Service Park to bring or collect personnel and/or equipment, except when they can be accommodated within the designated team area or locations shown by the organizer as Auxiliary parking area Jordan Rally MERC Rally Guide v1.5

13 During the Rally, Service Vehicles are not allowed to move inside the Service Park. Facilities in the Dead Sea Service Park The Organiser will be providing the following facilities in the Service Park: General security in the Service Park area. Power supply Toilet facilities First aid station with two doctors Results station Waste collection Water supply Security The Organiser has arranged a security company for the general security at the Service Park. For special security requirements at your designated area, please contact the Organiser. Media Facilities The official Media Centre is located in the Rally HQ, no satellite media centre in the Service Park. 6 TYRES / FUEL Tyres All tyres must comply with Article 60.1 of the 2018 FIA Regional Rally Sporting Regulations and its appendices The use of studded tyres is prohibited Tyre Changing is permitted only in the Service Park A wheel/tyre marking zone will be established at the exit of the Service Park Tyre Marking/Checking Zones will be at each Technical Zone in accordance with the Rally Itinerary. Fuel Competitors may only refuel in the Refuelling Zones or Remote Refuelling Zones designated by the Organisers in the Road Books as detailed under Article 58 of the 2018 FIA Regional Rally Championship Sporting Regulations. 7 IMPORTING VEHICLES AND SPARE PARTS All foreign Competitors must report at the customs when crossing borders. All vehicles must have a valid carnet and a detailed packing list of all spare parts and tools. At every border, a representative from Aramex will be there to assist and finalize all paper work. It is preferable if all details, including packing lists are sent to the Organiser no later than April 12 th, The information must include vehicles details, date and border point of entry. 14 to be conveyed to or faxed to the Organiser and a copy ed to Aramex at tawfeek.hijazi@aramex.com. This will speed up the process of producing the customs declaration documents. At the Dead Sea Service Park, a representative from the Customs Department and a representative from Aramex will be available for the whole duration of the Event and will check that all papers are in good order before the cars leave the Service Park. 8 HOSPITALITY ARRANGEMENTS Hospitality and Tourism For Jordan Rally Teams, Officials and Guests, a separate entrance at the Rally HQ will operate on the first floor of the Convention Centre. The Rally Office will operate from Monday, April 23 rd, 2018 to Saturday, April 28 th, Upon arrival; Competitors, Officials, Sponsors and Spectators can contact the Desk to obtain further information and bookings for: Travel arrangements. Accommodation. Details on entertainment and restaurants. Tourism brochures. Car rental. The official hotel of the rally is Hilton Hotel Dead Sea. The Ceremonial Start Dead Sea offers excellent facilities for hospitality on Thursday afternoon; Spectators will enjoy a local, varied entertainment program featuring Q&A with the drivers. Later spectators can enjoy the Super Special Stage for a thrilling breath-taking rivalry Stage. Spectators will have a selection of opportunities to join the Rally action on our exciting Special Stages on Friday and Saturday. The rally will reach its climax on Saturday afternoon with the end of Rally and Finish Podium celebrations at Parking B Dead Sea. 9 HOTEL / ACCOMMODATION RESERVATION Accommodation Reservations Competitors are responsible for their own hotel accommodation reservations before, during and after the Event and the payment of any costs that may incur relating to the same. The official rally hotels are the Hilton Hotel Dead Sea & Crowne Plaza Dead Sea, the reservations must be made through HQ Manager, Mrs. Dalia Nasereddin. She can be contacted at dnasereddin@jordan-motorsport.com Airport and Travel Arrangements Queen Alia airport is about 50 kilometres from Rally HQ. Taxis are available 24/7. 15 Procedure for Registration A reconnaissance record card will be supplied which must be carried in the car for the duration of the reconnaissance. This card will be signed appropriately recording every run on each Special Stage. Failure to produce this card will result in refusal to participate in the reconnaissance. Photos of Driver and Co-Driver will be attached on the record card. Competitors will be issued with three reconnaissance number plates that must be fixed to the front windscreen (top centre) and the right and left rear side windows and kept visible for the duration of the reconnaissance period. These numbers and the record card will be available from Rally Office in Rally HQ on Monday, April 23 rd, 2018 between 16:00 and 18:00 hrs. Kindly be reminded to bring Recce car insurance papers and to fill in the Recce car registration form. It is recommended to appoint a representative for any matters during rally week, a written signed authorization should be submitted at this time. Specific and/or National Restrictions Speed limit on the Special Stages Competitors are permitted a maximum of two passes over each Special Stage during Reconnaissance The maximum speed on special stages during Reconnaissance is 80 km/h The fitting or carrying of radar detection equipment during reconnaissance is not permitted. Collection of Speed Control Checking Devices Competitors will be required to install a tracking system in their vehicles during reconnaissance. These trackers must be collected from Rally Office in Rally HQ on Monday, April 23rd, 2018 between 16:00 and 18:00hrs. The trackers must be returned to Rally Office on Wednesday, April 25 th, 2018 between 15:00 18:00hrs. 11 SCRUTINEERING, SEALING AND MARKING Venue and Timetable Venue The Scrutineering venue is at the Dead Sea Service Park. Layout Diagram is available in Appendix Timetable Thursday, April 26 th, 2018 between 09:00 and 12:00hrs. Cars Individual times will be announced in a Bulletin. A representative of the Team may present the car at Scrutineering. Mud flaps Fitting of transversal mud flaps is permitted, provided they comply with Appendix J, Article Jordan Rally MERC Rally Guide v1.5

16 Windows/Nets The use of silvered/tinted windows is permitted. Driver s Safety Equipment At Scrutineering, competitors must produce all items of clothing including helmets and HANS intended to be used. Compliance with Appendix L Chapter III will be checked. In reference to Article 40.2 of the 2018 FIA Regional Rally Sporting Regulations: each competing car shall carry a red SOS sign and on the reverse a green OK sign measuring at least 42 cm x 29.7 cm (A3). After Scrutineering, if a car is found not to comply with technical and/or safety regulations, the Stewards may set a deadline before which the car must be made to comply or may refuse the start. Noise Level in Special Stages At any time on the road sections, the noise level must be in conformity with Appendix J. Special National Requirements Each competing car must be equipped with a first aid kit and one reflective triangle. Competitors are also reminded that in addition, two belt cutters must be carried on board at all times. They must be easily accessible to driver and co-driver when seated with their harnesses fastened (Appendix J, Art ). Installation of Safety Tracking System All competitors must make provision in their cars for the installation of the tracking system and the emergency button. Installation instructions will be provided in Appendix IV. The correct functioning and installation of the equipment will be checked at Scrutineering. A deposit of 300 will be collected before receiving any unit on Monday, April 23 rd during Recce Registration. Should a crew retire, the equipment must be returned immediately to the suppliers of the units. The units may be removed in the Final Parc Fermé, so cars must not be locked. Final Scrutineering Final Scrutineering will take place at the Scrutineering Venue Service Park Dead Sea. Cars will be escorted to the Scrutineering venue. 12 START PROCEDURE Jordan Rally Ceremonial Start The Ceremonial Start will take place in the Dead Sea on Thursday, April 26 th, 2018 at 16:30hrs, it is mandatory to attend by all competitors. A Holding Area will be setup on-site, Competitors MUST enter the Holding Area between 15:10-15:30hrs. No Time Cards will be given, competitors will follow marshal s instructions. A representative of the team may deliver the car. Competitors reporting late to the Ceremonial start will be penalized with 30 per minute or the equivalent in local currency up to a maximum of 15 minutes. Thereafter, they will be reported to the Stewards who may apply penalties at their discretion Jordan Rally MERC Rally Guide v1.5

17 The Holding area will be secured. Access is limited to Crew members and Media representatives carrying the appropriate identification / accreditation. The Ceremonial start will be in descending car number order, starting from the last competitor to the first. Cars will start at one (1) minute interval. Then the cars will move to a regrouping area before they start the Super Special Stage. Jordan Rally Super Special Stage (SS1) TC 0 Regrouping IN will be the official start of the rally; Time cards will be given there. Cars will start in the same order as for the Ceremonial Start. Cars will start with at least three (3) minutes interval. Individual start times will be announced to the Crew at the start of the stage (SS1). First car will start at 16:55 hrs. The maximum time allowed to complete SS1 will be 7 minutes. Any crew who fails to complete SS1 within the maximum allowed time or does not start SS1 will incur a 10-minute penalty as per Article of the 2018 Middle East Rally Championship Regulations. If SS1 is interrupted, this will be signalled to the drivers by showing Red flags. When given the signal, the driver must immediately reduce speed and follow the instructions of the Marshals and Officials. Failure to comply with this rule will entail a penalty at the discretion of the Stewards. To ensure safety, the car of the Competitor who fails to complete the stage will be transported to the end of the stage by the Organiser as per Article of the 2018 FIA Regional Rally Sporting Regulations. The stage surface is compacted Base Coarse; Gravel tyres are obligatory for the Super Special Stage. SS1 Reconnaissance will be from 13:00 to 15:00hrs either on foot or on bicycle. Once the stage is completed, the crews must drive directly to the Dead Sea Service Park Parc Fermé. Early arrival to the Parc Fermé is permitted. Leg 1 Section 2 Start, Friday April 27 th, 2018, Procedure: Start of Section 2 will be in accordance with Article 45.3 of 2018 FIA Regional Rally Sporting Regulations. Cars will start from TC 1B Parc Fermé OUT Service IN. Finish Procedure The rally will finish at TC 15D Dead Sea Finish Holding IN; thereafter crews must follow the instructions of the officials during the Podium Ceremony. From the Podium, Crews will immediately drive to Final Parc Fermé. Between TC 15D and Final Parc Fermé, cars are under Parc Fermé conditions and will be observed by marshals. Expected coverage Local and Regional interest is immense due to its positioning as one of the Middle East s biggest social and motor sporting events. Extensive written media coverage is expected in both the English and Arabic media with distribution reaching thousands of media contacts worldwide. Both Jordan Television (JTV) and Ro ya TV Channel will carry footage of the Middle East round s action to ensure widespread blanket coverage of the event will reach every single country across the Arab World. The Event radio partners; Hala and Bliss will report from the Dead Sea Service Park. Media Safety We do acknowledge that the Media play an important role in our Rally and that each member must be permitted to carry out his or her duty in the best possible surroundings. 20 15 MEDICAL AND SAFETY SERVICES A permanent Medical Centre will be located in the Dead Sea Service Park. The Organisers of Jordan Rally MERC have developed a medical and safety system based on a hospital network that will be on alert all throughout the Rally, and on the accurate coordination of emergency vehicles and ambulances. The comprehensive network will provide health assistance to both crews and spectators. The team consists of several first intervention vehicles (FIV) and Ambulances based at the start of Special Stages and other critical locations in the stages. The system will also have the support of a first aid station (field medical Centre) stationed at the Service Park. A medical helicopter stationed near the Service Park will provide assistance in difficult to reach areas and be ready to transfer injured patients. Qualified doctors and specially trained assistants are on board every vehicle. Two nearby hospitals are on alert and the medical helicopter will fly to larger hospitals in Amman. 26 The Dead Sea s climate The Dead Sea s climate offers year-round sunny skies and dry air with low pollution. It has less than 50 mm mean annual rainfall and a summer average temperature between 32 and 39 C. Winter average temperatures range between 20 and 23 C. The region has weakened ultraviolet radiation, particularly the UVB rays, and an atmosphere characterized by a high oxygen content due to the high barometric pressure. The shore is the lowest dry place in the world. Proximity to the sea affects the temperature of a place because the sea temperature changes due to the penetration of the sun in the summer. During winter months, sea temperatures tend to be much higher than summer temperature and vice versa during summer months, this is the outcome of slow penetration from the sun into the sea as it is a huge mass and takes a long time to warm up. The region s climate and the unique conditions created by its low elevation have made it a popular centre for several types of therapies. Sales and Service Tax A 16% sales Tax and 10% service tax are billed in Jordan. Travel Royal Jordanian Airlines links Amman with many of the capitals of Europe, South Asia and the Arab World, and operates wide body jets to New York and Chicago. Many other international air carriers also operate regularly to Amman. Queen Alia International Airport south of Amman is one of the modern facilities in the Middle East and is currently going a major expansion. Excellent International roads link Jordan with surrounding countries. Daily bus service and weekly Hejaz Railway trains connect Amman with Damascus. Taxi service is also available. Travel within Jordan is well organised and agreeable. A good road system is constantly being expanded, upgraded and maintained, and most of the sites a visitor would want to see are at most within a few hours drive from Amman.
