1 SUPPLEMENTARY REGULATIONS: PART ONE 1. JURISDICTION This event is a National Tarmac Rally, promoted by Targa (Promotions) NZ Ltd on behalf of the Hawkes Bay Car Club Inc. and will take place on Saturday 19 th May 2018 in the Hastings and Central Hawkes Bay District. The Rally of Hawkes Bay 2018 is the held in conjunction with the Ultimate Rally Group and is Day Two of the Targa Hawkes Bay The Rally will be held under these Supplementary Regulations, the relevant sections of the 2018 Targa NZ Seria Campione Sanctioned Articles and Schedule TA, the Motor Sport NZ National Sporting Code and its Appendices and Schedules particularly Appendix Three, Schedule R being the Standing Regulations for all Rallies and Appendix Two, Schedule A Driver and Vehicle Safety Requirements. THE EVENT Rally Hawkes Bay 2018 is day two, of the three (3) day Tarmac Rally event, which is part of the 2018 Targa NZ Seria Campione. 3.1 Venue: Rally Hawkes Bay 2018 starts in Havelock North and travels through the Hastings and Central Hawkes Bay district. There are six (6) stages. Service Stops are as follows: EIT Napier, Anderson Park and Waipawa Primary School 3.2 Length: Comprises of km of special stages and km of touring. 3.3 Saturday 19 th May: First Car Starts from Havelock North at 8.00am and finishes at 4.15pm at Porters Boutique Hotel. NOTE: The above times are those for the Main Targa event, the Hawkes Bay Rally entries will be seeded within the Main Targa competitors. 4. ENTRIES 4.1 Entry Fees Normal Entry fee until 5pm on the 4 th May 2018 is $900 incl GST Late Entries after the 4 th May 2018 may be accepted, but will incur a penalty fee of $200 incl GST 4.2 Entries open on publication of these Supplementary Regulations and close at 5:00pm on Friday 4 th May Entry Acceptance: Entries MUST be made online via the MSNZ Possum system and accompanied by the appropriate fees to be deemed valid. Acceptance will be at the Organising Committees discretion. Organisers reserve the right to refuse any entry in accordance with the prescribed provisions of the National Sporting Code. Supplementary Regulations Part 2 (Acceptance of Entry) will be available by Friday 11 th May Number of Starters: The organisers reserve the right to abandon the main Targa event if less than 40 entries are received at normal closing date. The maximum number of competitions starters will be 150. Any additional entries received will be placed on the reserve list in order of receipt. 4.5 Competitor Requirements: (1) Knowledge and Understandings: In signing the entry forms competitors (Entrant and Drivers) are deemed to fully understand the Motor Sport NZ National Sporting Code and its relevant Appendices and Schedules. Particularly: (a) The National Sporting Code articles pertaining to protests and competitors obligations, and (b) Appendix Three Schedule R articles pertaining to Stage notes, Pace notes and Reconnaissance. (2) Licence Requirements: Both the No. 1 and No. 2 drivers shall hold a R1 or R2 Grade or higher Motor Sport NZ issued Competition Licence. If the Entrant is other than a driver, an Entrants licence in the name of the Entrant is required. (3) New Competitors: Any driver(s) who have not previously competed in three or more rallies must attend the novice competitor briefing. Refer to Article 6.5

3 (4) Head & Neck Restraint Devices: Must be worn by all competitors. Targa NZ has a number of HANS devices that are available free of charge on loan for the day, please contact the Hawkes Bay Event Secretary to organise this before the 4 th May ELIGIBLE VEHICLES 5.1 Compliance: All vehicles shall comply with Appendix Two Schedule A and Appendix Three Schedule R of the current Motor Sport Manual unless stated otherwise in these supplementary regulations. 5.2 Tyres: The type of tyre fitted to a competition vehicle is free, provided that it is a Road Tyre in compliance with Appendix Two, Schedule TA Art Rallysafe GPS: Rallysafe tracking and timing technology will be used at this event. An overview of the system which provides significant safety benefits can be found on A one off cost of approximately $AUD175 (plus shipping) to purchase a permanent installation kit (wiring, brackets and aerials). These must be ordered from Rallysafe using the online purchase form found at NOTE: Please make sure that you have ordered and received a wiring kit at least two weeks prior to the event. Your vehicle must be fitted with an operational Rallysafe device. This device must be switched on from Scrutineering through until the end of the event. Failure to comply will incur a penalty as set out in the 2018 Targa NZ Seria Campione Sanctioned Series Articles Art Competitors: Hawkes Bay Rally Vehicles will be divided into the following classes: Class A Class B Class C Class D Class E cc 2WD cc 2WD 1851 cc and over 2WD Open 4WD Pre WD Class Eligibility: Class A Any 2WD Car that has an engine capacity no greater than 1400cc, and Must utilise an engine block and cylinder head of the same series and type as originally specified by the vehicle manufacturer, and Electronic or sequential gearshift transmission or derivatives thereof are specifically prohibited. Note: transmission options are limited to the same design as originally used in the vehicle, but not limited to the same make or model. Example: (for the purposes of clarification) 1. A Toyota model originally produced with K series engines shall retain any K series block and head that was OE during the life of those specific models. 2. A Nissan model originally produced with an A series engine shall retain any A series block and head that was OE during the life of those specific models. Class B - Any 2WD car, cc, and includes those cars cc that do not comply with the requirements of Class A.

4 Class E Series production Four Wheel Drive (4WD) saloon of a make and model first produced before 31 st December 1995: Vehicle must retain original Make and Model type engine block Vehicle must retain original suspension mounting points and suspension type 6. SCRUTINEERING, DOCUMENTATION AND DRIVERS BRIEFING 6.1 Pre-Event Scrutineering: As per Schedule A, Art 3.1 (4) Pre-event Scrutineering may only be done in the 14 days preceding the event. The list of MSNZ approved Scrutineers below have been appointed by our Chief Scrutineer, they will scrutineer your vehicle to his inspection list. Please contact these Scrutineers directly to make an appointment. You can only use one of the Scrutineers as listed below. All crews must attend Scrutineering and cannot go directly to Documentation.

OFFICIAL BULLETINS Official Bulletins may be issued in accordance with the provisions of the National Sporting Code. 9. SECRETARIAT/SCRUTINEER & CRO SCHEDULE The Official Notice Board will be positioned with the Secretariat unless otherwise stated. Please note the Scrutineer may be called away please see the CRO if not in attendance. START ORDER, SEEDING & RESULTS 10.1 Provisional Start Order: Will be published on the Targa NZ Website no later than two days before the start of the event and also on the Official Notice Board at the start of the event. Live provisional results will also be available on All competitors will be seeded on merit. All entrants are requested to record previous rally experience on the entry form to assist with seeding. You are encouraged to do this to ensure an appropriate start position Results: Progressive results will be posted as soon as they are available on the Official Notice Board Provisional Results: will be posted on the Official Notice Board at the Rally Hawkes Bay Prize Giving Venue on Saturday 19 th May from 6.00pm (Venue to be advised with the acceptance of entry) 11. STAGE NOTES The use of Stage Notes is strictly prohibited. 12. COMPETITOR RESPONSIBILITY Any competitor reported to the Organiser prior to the commencement of the event for breaches of the civil road rules, or for bringing the event into disrepute, will be reported to Motorsport NZ.

CODE OF PRACTICE FUEL Competitors and Service Crews must comply with the Motorsport NZ Code of Practice in relation to the storage and transportation of fuel: CHANGE OF CO-DRIVER: As per Schedule R2.4 it will be permissible to change a co-driver during the event. This may be carried out at a Service Park. A request to change Co-Driver must be made to the Clerk of Course through the CRO. The substitute Co-Driver has completed all documentation and entry requirements to the satisfaction of the Clerk of Course and if a novice, attended the novice briefing. Any such change of crew will mean that the competitor does not feature in the results ahead of any other competitor who has not changed codriver. 15.
