5 Ladder Positions and Resolution of Ties 1.1 There will be no drawn games in the result of scores being level at the end of four completed innings, a result will be achieved using the tiebreaker rules, as detailed in Section 3.9 of the Social 7s Playing Rules. 1.2 At the end of the round games, the teams in each pool will be ranked in order based on wins and losses The team in each pool with the most wins will be allocated position 1, the team with the second most wins will be allocated position 2, etc. For example, the team with the most wins in Pool A will be allocated position A If two teams from the same pool are tied on the same number of wins at the end of the round robin, the winner of their head-to-head game will be allocated the higher ranked position If all four teams from the same pool are tied on two wins each at the end of the round robin, the teams will be allocated positions based on percentage (runs for divided by runs against) In this scenario, if two teams are tied on runs against, the winner of the pool game between those two teams will be allocated the higher position. Equipment There will be four equipment bags made available for the competition (one per diamond), each will contain the following: 2 bats 14 RHT gloves 4 LHT gloves 8 balls Strike Zone Mat Set of throw down bases, pitcher s plate and home plate 5 cones 5

6 Social 7s Abbreviated Rules BATTING PITCHING The batter can be struck out, caught out or put out before reaching base. Four innings per team; all seven players bat each innings in the same order. Three balls is a walk; a ball is determined by a pitch that is not swung at and does NOT land on the Strike Zone Mat (first bounce). Three strikes is an out, a strike is determined by: a swing and a miss hitting the ball outside the field of play (first bounce) the ball landing on the Strike Zone Mat A batter is not out if they hit a foul ball when they already have two strikes The last batter cannot be walked; they must either hit the ball or be struck out. If the last batter hits the ball, play stops when a fielder has the ball on the Strike Zone Mat. Each base a batter reaches equals one run. A home run by a batter scores a bonus run (five runs total). A foul ball is determined by the ball landing outside the foul line. The ball is in play if it lands inside or on the foul line, unless it rolls outside the foul line in the infield. The ball is delivered in an underarm motion and will reach a height higher than the batter s shoulder. The pitcher has one foot on the pitching plate when releasing the ball to pitch. No catcher needed to catch the pitch. However, a home plate fielder fields in a position at least two metres behind the batter to return the pitch to the pitcher. A player can only pitch in one inning of the game. ON BASE / RUNNER FIELDING If the ball is hit you can run (including on a caught ball). If the ball is hit foul, runners must return to original base. If the ball is not hit, you can t run (no stealing). The batting team can only have one runner per base. Base runners can t slide or dive into base. Base runners must wait until the ball is hit before leaving base. When running to home, base runners run through the home plate (not the Strike Zone Mat). The fielding team must have a pitcher and home plate fielder. All other fielders are to be positioned in the field of play and can field where they like. Fielders cannot tag runners; outs are made by a fielder in possession of the ball touching the base the runner is trying to reach. If a runner overruns a base, they will be out if the fielder has the ball and touches the base before the runner returns, except at first base. Fielders cannot stand on or next to a base unless they are about to field a ball. DECISIONS & SCORING The game coordinator is responsible for scoring and adjudicating. 6

7 Social 7s Playing Rules 1 Teams 1.1 A team can have a maximum of seven players on the field at any one time For the 2016 VTG, each team can have a maximum of three males on the field at any one time. 1.2 A team is not required to have a set minimum number of players to be able to play the game. 1.3 A team may have more than seven players on their team list and make substitutions during the game without restriction. 1.4 A team is not required to wear a uniform. 2 Equipment 2.1 Shoes must be worn by all players. Metal cleats and shoes with screw in studs are not permitted. 2.2 Gloves are optional for all fielders. 2.3 Helmets are optional for all batters and base runners. 3 The Game 3.1 For the 2016 VTG, the number of innings per game is four. 3.2 One innings is completed when each team has batted and fielded. 3.3 A team s turn at bat concludes when all players (maximum seven) have batted, regardless of the number of outs If the last batter hits the ball, play will stop when a fielder has the ball and is on the Strike Zone Mat. If a runner is between bases at that time, they are deemed to be at the last base they reached The fielding team can opt to make an out on the last batter or any runners on base. Any other runners on base can still continue to run, until the ball is with a fielder at the Strike Zone Mat. 3.4 Batters bat in a set order. When a substitution is made, the substitute takes the batting position of the player they have replaced. 3.5 A pitcher can only pitch in one innings of the game. 3.6 The fielding team must have a pitcher and home plate fielder, with all other fielders positioned as the fielding team chooses, within the field of play. 3.7 A coin toss will be used to determine which team bats and which team fields first. 3.8 The winner of the game is the team that scores the most runs. 7

8 3.9 In the event of a tied game, for the 2016 VTG, a tiebreaker will be played to determine a winner A tiebreaker consists of an extra innings of play, with each team having three batters each Each team is allowed to choose their three batters, with a maximum of two males The team who fielded last will remain in the field and bat second in the tiebreaker Any player, including a player who has already pitched during the game, can pitch in the tiebreaker. 4 The Pitch 4.1 The pitcher has at least one foot on the pitching plate when releasing the ball to pitch. 4.2 The ball is to be delivered in an underarm motion and at any stage during the pitch will reach a height above the batter s shoulder. 4.3 A windmill pitching action is not permitted. 4.4 The ball must be delivered on the first forward motion of the arm. 4.5 A catcher is not required to catch the pitch. However, a home plate fielder fields in a position at least two metres behind the batter to return the pitch to the pitcher. 4.6 A pitcher can have two warm-up pitches before each inning. 5 Fair ball 5.1 A fair ball is a batted ball that: Settles or is touched on or between the foul lines, between the Strike Zone Mat and first base, or between the Strike Zone Mat and third base. (a) The outside of the Strike Zone Mat is considered as part of the foul lines Bounds past first or third base, on or over fair territory, regardless of where the ball hits after going over the base Touches first, second or third base While on or over fair territory, touches the person or clothing of a fielder First falls on or between the foul lines beyond first and third base. (a) (b) If a home run boundary is used, if the ball lands over the boundary line over or between the foul lines, the batter is automatically awarded a home run (they must still touch all bases). If a line or cones are used to mark the home run boundary, and a ball that is deemed fair bounds over the boundary, the batter is automatically awarded three bases (they must still touch all bases). 8

9 6 Foul ball 6.1 A foul ball is a batted ball that: Settles on foul territory between the Strike Zone Mat and first base, or between the Strike Zone Mat and third base Bounds past first or third base, on or over foul territory First touches on foul territory beyond first or third base Touches the batter or the bat in the batter s hand(s) a second time while the batter is within the batter s box. 6.2 Base runners cannot advance on a foul ball. 7 Strike 7.1 A strike is determined: for each correctly pitched ball that hits any part of the Strike Zone Mat on the full for each pitched ball (correct or incorrect) swung at and missed when a pitched ball, that is not swung at, hits the batter and the batter has a foot on the Strike Zone Mat for each foul ball when a batter has none or one strike on them. 8 Ball 8.1 A ball is called for each pitched ball: not swung at, that does not hit the Strike Zone Mat on the full not swung at, that is not delivered correctly that hits the batter when not swinging at the pitch, provided the batter does not have a foot on the Strike Zone Mat. 9 Out 9.1 The batter is out when: the third strike is swung at and missed the ball is hit and caught in fair or foul territory they do not reach the safety base before a fielder, who is in contact with 1 st base, has possession of the ball and is in control of it. (a) 9.2 A base runner is out when: A batter is permitted to run through the safety base. However, if they turn and attempt to run to 2 nd base and then retreat to 1 st base, they will be out if a fielder has possession and control of the ball at 1 st base before the batter returns to 1 st base. 9

10 9.2.1 they do not reach the base they are attempting to reach before a fielder, who is in contact with the base that the runner is attempting to reach, has possession and control of the ball. (a) If a safety zone is used at 2 nd or 3 rd base, a base runner must reach this zone before the fielder has the ball at the base they do not reach home plate before a fielder, who is in contact with the Strike Zone Mat, has possession and control of the ball they overrun 2 nd or 3 rd base and a fielder has possession and control of the ball at the base before the runner returns to the base. (a) If a safety zone is used, a runner must return to the safety zone before a fielder has possession and control of the ball at the base they attempt to slide or dive into a base they leave the base before the ball is hit they interfere with, or prevent a fielder from making a play. All other runners will return to the last base held at the time of the interference. 10 Advancing Bases & Scoring Runs 10.1 A batter gains a walk to 1 st base when three balls are pitched. All base runners, forced by other base runners, advance one base The 7 th (last) batter cannot be walked. The batter will continue to bat until they have either hit the ball in play or are out All base runners, when forced to do so, must run on a fair batted ball A base runner can advance on a batted ball that is caught, including a foul ball. There is no requirement for a base runner to tag up and wait for the ball to be caught Once a base runner has gone past the halfway line to the next base they are running toward, if they turn back and retreat to the base they previously held, they can be put out at either the base they were attempting to reach or the base they are retreating to. If a fielder has the ball at either of those bases before the runner reaches the base they are retreating to, they are out Each base reached by a batter or base runner equals one run. For example, if a runner is on 2 nd base and the batter hits the ball and reaches 3 rd base and the runner reaches home, five runs will be scored three by the batter and two for the two bases advanced by the runner If a batter hits a home run (ie. reaches home plate from their hit), they will score a bonus run for a total of five runs If a dead ball line is used and the ball crosses the line: On an overthrow, base runners are awarded two bases from the time of the throw (a) If two runners are between the same bases, the award is based on the position of the lead runner On a play where a fielder loses possession of the ball that is not a result of an overthrow, each runner is awarded one base at the time the ball crosses the line. 10

11 10.9 A fielder cannot tag a runner to make an out A base runner is awarded the base to which they are running when a fielder, not in possession of the ball and not fielding a batted ball, obstructs a base runner If a batting line is used and the batter steps over the line and hits the ball, the fielding team has the option of taking the result of the play or cancelling the result of the play and having the batter bat again with the same balls and strikes they had before that pitch. 11

12 VTG Rules & Policies The following information is taken from the Victorian Teachers Games website and contains parts of the Games rules and policies that are applicable to the softball competition. AGE CATEGORIES, GENDER, FINALS Age is determined as at the time of competing in the Games Females will compete against females, and vice versa, unless it is declared a mixed event Team members must play in at least one preliminary game to be eligible for finals DISCIPLINARY PROCEDURES A disciplinary committee for the Victorian Teachers Games will be established prior to the start of the Games. The disciplinary committee may counsel or reprimand a competitor/team or may expel or suspend a competitor's/team's involvement in the Games. This includes members who: (a) Have refused or neglected to comply with the rules of the Games or specific sports; (b) Have been found guilty of conduct prejudicial to the interests of the Games. APPEALS AND PROTESTS 1. In the first instance all protests/disputes are to be made to the senior umpire/referee officiating at the time of the protest/dispute. 2. If the umpire/referee cannot resolve the matter the, Sport Coordinator is notified. The Sport Coordinator will seek to resolve the matter at the venue at the time. 3. If the protest/dispute cannot be resolved by the Sport Coordinator, the competition will be allowed to proceed under protest/dispute. 4. If a competitor wishes to lodge a written protest/dispute a $20 fee must accompany the written protest/dispute. 5. The protest/dispute must be submitted in writing, addressed to the Games Convenor, Victorian Teachers Games, and lodged at the Games Headquarters within 4 hours of the initial protest/dispute. 6. The Convenor of the Victorian Teachers Games will convene the Disputes/Protests Committee at the earliest possible opportunity. 7. The competitor/team captain lodging the dispute shall be entitled to present their case in person to the Committee. 8. The Committee may invite other persons to attend in person or seek input via telephone. No other person shall be entitled to attend unless invited by the Committee. 9. If the presentation of medals is affected by the possible results of a protest/dispute, the awards shall be withheld pending the Protests/Disputes Committee's decision. 10. The Protest/Disputes Committee decision shall be final. MEDALS AND PRESENTATIONS Gold, silver and bronze medals will be provided for each sanctioned event, subject to sufficient entries being received to ensure a competition for each medal. For events with four or more entries, all three medals shall be provided; for three entries, only gold and silver shall be provided; for two entries, only a gold medal shall be provided. Medal presentations will normally be made at the conclusion of the final of each event. Those who do not attend medal presentation ceremonies must arrange delivery of the appropriate medal through the Games Convenor. Non-playing coaches must be registered to be eligible for medals. 12

13 PHOTOGRAPHY There is no official Games photographer. Competitors are able to take their own. The Games will have some photographers attending at various sporting events and functions throughout the Games. A compilation of the Games' photographs will be entered on the Games Website and Facebook page throughout the Games. OFFICIALS AND COORDINATORS Officials and Coordinators make these Games possible - please treat them with the utmost courtesy at all times. VOLUNTEERS Volunteers are integral to the smooth running of the Victorian Teachers Games - their assistance is crucial. Please treat the volunteers with the utmost courtesy at all times and thank them for their contribution. Volunteers will be identifiable by their Games volunteer shirt. 13
