ALL-TOURNAMENT TEAM A regional all-tournament team will be selected. Twelve players, including the Most Outstanding Player, will be selected at-large with no specific regard to position (i.e., a certain number of outfielders, infielders, etc.) The alltournament committee, comprised of an NCAA representative, sports information personnel, selected members of the media and any others deemed appropriate by the NCAA representative, will do the balloting. The committee will be designated in writing and members notified by the start of competition. The all-tournament team will be announced at the conclusion of the championship. It is the responsibility of the host sports information director to fax or the all-tournament team to Sharon Cessna at the NCAA at 317/ or scessna@ncaa.org following the championship. 9

11 BALLS The Wilson NCAA Championship Softball (A9010-SST) will be used for the NCAA Division I Softball Championship. Game balls should be available two hours prior to each game for each team. Each team should be asked to scuff game balls during practice. The balls to be scuffed should not be used for hitting practice. Scuffed balls should be returned to the NCAA representative prior to the teams leaving the field. One new game ball should be given to each team prior to the start of each game. The game ball should be returned to the umpire. BANDS/MASCOTS Bands shall be limited to 25 members, including one director, who are in uniform and performing at the regional. They shall be admitted via the gate list furnished to the host by the participating institution s administrative representative. The host institution must designate seating in the stadium to accommodate the bands with prior approval of the games committee. Bands shall be assigned seating that will not interfere with spectators, photographers or dugouts. At all-tournament sessions, seating will be provided for the bands during games in which their team is not participating. Seating will be provided in the outfield (general admission). In addition, seating will be available in the outfield (general admission) for band members that wish to stay for other games they are not competing in. Bands must sit in their assigned area. Bands or any component thereof, shall not play while the ball is live. Bands may play immediately prior to the team s offensive half-inning (concluding with the fifth warm-up pitch), during their team s seven-minute warm-up period and for 10 seconds after a run is scored. Before the respective seven-minute warm-up periods, bands and the announcer will alternate playing music. Institutions not represented by a band should provide the announcer with taped music to be played during their official seven-minute pre-game warm-up period and/or immediately prior to the team s offensive half-inning. Band members must wear their institutional band uniform, which may not bear any commercial identification. All bands must be the official university-sanctioned bands. Mascots are allowed in the outfield area, not on the infield, before the seven-minute warm-ups begin for each team. Once the game begins, the mascot/and or flag bearer must stay within/near their fan base area and not obstruct the view of spectators. CREDENTIALS The host institution is responsible for providing access to the facility for the 28 members of each official traveling party, media, NCAA committee representative, umpires and other game personnel. It is recommended that the official traveling party be admitted via a pass list at the southwest entrance and all others are issued a credential. Anyone traveling with a team over 28 must purchase a ticket. Non-Participating Teams Section: If it appears there will be a large crowd during the competition sessions, an area 10

12 should be roped off for the teams to sit while they are not playing (this will be located in the outfield). If a team chooses to sit outside the designated area, it must purchase a ticket for those seats. Parking: A parking area for the participating teams and tournament officials (i.e., key game personnel, NCAA representative and umpires) should be designated. Parking passes should be provided. For participating teams, five parking passes for those traveling via van, three parking passes for those traveling via bus. DRUG TESTING Drug testing may be conducted at selected championships, and the assistance of the host institution will be a vital part of the testing. You will be notified of drug testing at the conclusion of the first game. DUGOUTS All teams are limited to 27 people plus the sports information director in the dugout. A bat handler is allowed if supplied by the host. In the case of an if game, it may become necessary to change dugouts, if the home team changes. No exceptions. The home team will bat last, occupy the third-base dugout and take the infield warm-up first. Determination of Home Team: For all regionals and finals competition, home team shall occupy the third base dugout, warm-up first and wear white uniforms if it owns white uniforms. The visiting team must wear a uniform of contrasting color. The committee or its designee will resolve any conflict in the selection of uniforms. As a reminder, when teams play back-to-back games, they must be prepared to change uniforms, if necessary. Determination of uniform colors must be approved by the NCAA representative. Noncompliance with this policy may result in misconduct as outlined in the General Section. Regional and Finals: The home team for the first round of regionals and finals (four games) will be the higherseeded team. In subsequent games, the home team shall be determined according to the following formula. 1. The games committee shall designate as home team the institution that has been home team the fewest times (regionals and finals are considered separately). 2. If two teams have been home team an equal number of times but visiting team an unequal number of times, the team that has been the visitor most often shall be designated as home team. 3. If two teams have been both home team and visiting team an equal number of times, and if the two teams previously met, the visitor in the initial game shall be the home team in the second game. 4. If two teams have been both home team and visiting team an equal number of times, the team that was the visitor in its preceding game shall be the home team, unless both teams were the visitor in their preceding games. 5. If the preceding formula does not prevail, the home team shall be determined by a coin toss. 6. When teams play back-to-back games, they must be prepared to change uniforms and dugouts, if necessary. 11

13 7. In the single-elimination final game only at the Women s College World Series, if one team is undefeated, it will be the home team. EVALUATIONS Each regional site will be sent site evaluation forms that are to be distributed to the following individuals: Head coach of each institution Senior woman administrator of each institution Sports information representative for each institution Umpire in chief Tournament director Student-athletes of each institution Evaluations will be handed out in the Coaches and Administrators Meeting on Wednesday, May 19. It is the responsibility of the team administrator to collect these forms and return them to the NCAA representative prior to teams leaving the site. The host should provide enough forms for each team to the NCAA representative upon his/her arrival. FACILITY The facilities used in the championship must meet the requirements listed in the NCAA Division I Softball Championship Handbook available on the NCAA Web site at All practices and games will take place at Rita Hillenbrand Memorial Softball Stadium, see Appendix 8 for Maps. In the event of rain you will be contacted by Tournament Director, Jack Morelan, with an amended schedule for practice or competition times. If concurrent games are to be played because of inclement weather, Hi Corbett Field (2 miles East of the University) will be the alternative host site. EQUIPMENT LIST: Batting screens, protection nets, catching nets, cage balls, pitching machine (by request), and batting tees are available for each teams practice time. 12

14 Game time must be set two and one-half hours apart. GAMES SCHEDULE If the regular-game schedule is altered due to weather or unforeseen circumstances, the following guidelines may be used, and the NCAA representative will inform teams: No more than three games by any one team will be scheduled in one day. If possible, games will not be scheduled to begin prior to 9 a.m. or after midnight. Per NCAA Bylaw , games may only be scheduled to begin prior to noon Sunday if weather is an issue. If competition cannot be completed Sunday, the last time to start a regional championship game (i.e., Games 14 and if 15) to complete the regional finals is the Monday immediately preceding the Women s College World Series at 11:59 p.m. If play is suspended prior to games 14 and 15 and the regional competition ceases, see the rain delay advancement formula (length and schedule of games) in the championship handbook. If the game schedule cannot be adhered to, time must be permitted for field maintenance and warm-up periods for both teams prior to the start of the next scheduled game. There should be no more than 35 minutes between games. The grounds crew should be allowed 15 minutes, and each team is allowed seven minutes for warm-up and four minutes for team introductions. See appendices 4 and 5 for sample timing sheets. Food served in the hospitality area is not designed to replace a team meal. Alcohol must not be available for consumption at the competition site. Players/VIP Hospitality: An area must be provided with snacks served at the appropriate time of day. Participating teams, official travel party (president, athletics administrators, coaches, sports information personnel and trainers), host VIPs and NCAA representatives usually are invited guests. Umpires must not be invited. The media must have a separate area. A team social/banquet event is not permissible. A Team Hospitality Tent will be located directly behind the centerfield bleachers. Umpires Hospitality: A lounge area is provided for the umpires to relax in before, between and after games. Refreshments are provided. For those days with more than two scheduled games, some type of food will be provided. The Umpire s Hospitality Lounge is in the Lesher Room, adjacent to the officials locker room. Media Hospitality: An area should be set up at the site for the media to include soft drinks and a snack. This area must be separated from the players and umpires. Media Hospitality will be in the pressbox. MEETINGS The following meetings shall be conducted at each site: games committee, head coaches/administrators and umpires. Head Coaches/Administrators Meeting: Coaches and Administrators Meetings Wednesday, May 2:30pm - 3:00pm In McKale, Room 329, (The Ashby Lohse Room) located on the third level of McKale Center, South end. This meeting will review policies and procedures governing the conduct of the championship and to introduce 14

16 the games committee. The NCAA Representative will conduct a meeting of the head coach, sports information director, an administrator (defined as the athletics director, senior woman administrator, or his/her designated full-time staff member of the institution) are required to attend this meeting. This definition would allow a sports information director or trainer, if properly designated, but not a member of the coaching staff, to fulfill this requirement. A $200 fine will be assessed for any institution that does not have an administrator present. It is recommended-at a minimum-the umpire in chief attend, but whenever possible, all umpires should be in attendance. A sample agenda may be found in APPENDIX 2. Administrators are asked to bring the following typewritten lists: (a) official travel party (28) to be admitted free of charge (APPENDIX 1); and (b) band members, if applicable. Practices are limited to one hour per team with a 15-minute transition time built in between practice times. Practices are open to the general public and media. Representatives of other participating institution s official traveling party may not attend. PRESS CONFERENCES Pre Game Press Conference: There are no scheduled pre game press conferences, however the team Sports Information Director should expect to receive media requests before and after practices on Wednesday, May

17 Post Game Press Conferences: Post-competition interviews will be conducted after a 10-minute cooling-off period to be initiated by the announcer. All head coaches and designated student-athletes shall be available for interviews. Head coaches have no media responsibilities if the team plays consecutive games. The coach of the winning team shall give an interview first, followed by the coach of the losing team (except in the championship game where the interview order shall be reversed). RADIO: Please refer to the handbook for relevant procedures. SCOUTING SEATS Sixteen seats (two for each team) per session should be reserved behind home place for scouting purposes. TICKET INFORMATION The official travel party for the championship is 28 (i.e., those for whom transportation and per diem expenses will be paid by the NCAA). Only members of the official travel party will be admitted via a gate list at the Southwest entrance of the Stadium. The remaining individuals must purchase a ticket. On game days, tickets will be sold at Rita Hillenbrand Softball Stadium only. Gates will open 1½ hours prior to the start of the first game each day. 18 Each institution will be provided an opportunity to purchase a minimum of 50 tickets. 50 seats behind your dugout will be reserved for your fans during your game only. It is the responsibility of the participating institution to monitor this area. Each person sitting in this section must purchase a ticket for admittance. Once a game has concluded, fans will vacate the seat for the next game s participating team s fans. For games other then their own game individuals must sit in their ticketed seat. If institutions wish to purchase tickets for their players, a player complimentary entrance will be made available for those individuals to be admitted to the competition. NCAA policies and legislation regarding the administration of players tickets will be followed. Individuals using players tickets should be instructed to enter through the main entrance (front gate). Please notify, Darren Graessle at (520) by Tuesday May 18 if you need someone to staff your list. All lists and tickets must be turned in 90 minutes prior to the session you have purchased tickets. Individuals on your player list will only be allowed entry 90 minutes prior to your game. TRANSPORTATION/TRAVEL INFORMATION All transportation needs will be the responsibility of the participating team. Airline reservations must be made through Worldtek Travel (800) Rental cars or vans may be booked ONLY through Worldtek Travel. Campbell Avenue Tucson, AZ (520) University Medical Center is located on The University of Arizona campus. It is approximately ½ mile North from Hillenbrand Stadium. Ambulance/paramedics will be located near the main entrance. A physician will also be present at each of the games. 18

20 Directions: From Softball Stadium to University Medical Center - Proceed North on Campbell Avenue past Speedway Blvd. The hospital is located four blocks north of the intersection of Speedway and Campbell Avenue on the left hand side of the street. From Local Streets to University Medical Center - Take Broadway heading West to Campbell Avenue. At Campbell turn right. Head North and four blocks north of the intersection of Speedway and Campbell is the hospital. EMERGENCY PROVISIONS: Our medical/athletic training staff will provide a list of sources for special services and will coordinate any emergency arrangements if necessary. UNIFORMS Each team must bring two sets of uniforms of different colors. The home team shall have choice of uniform. The two teams must wear contrasting colors (e.g., if the visiting team is wearing a dark uniform, the home team must wear a predominately light-colored uniform). As a reminder, when teams play back-to-back games, they must be prepared to change uniforms, if necessary. Please review Bylaw regarding the logo policy. Uniforms, warm-ups, T-shirts, and socks (practice and competition) may have a single manufacturer s or distributor s normal trademark not to exceed 2¼ square inches, including any additional material (e.g., patch) surrounding the normal trademark or logo. The logo policy applies to student-athletes as well as all institutional personnel who are on the team bench for practices and games or who participate in NCAA news conferences. Teams may not bring into or distribute in the facility during practice or competition any commercial apparel that may have been provided them by manufacturers (e.g., T-shirts, caps or warm-ups with commercial identification). Such apparel may not be worn during practice, competition or news conferences. UMPIRES The NCAA Division I Women s Softball Committee is responsible for the assignment of umpires to tournament sites. The NCAA representative will notify the tournament director at each regional site Monday, May 17, of the five umpires and the umpire in chief (6 total officials). The umpires will be announced for Thursday s games at the head coaches and administrators meeting Wednesday, May 19. Each coach will be asked to fill out an umpire evaluation after each game. This information will be used by the NCAA Representative and the Umpire In Chief. VIDEOTAPING Teams may videotape their own game only. Each team may videotape their game from the designated video platform in center field or from their dugouts. Videotaping for scouting purposes is not allowed. 19

21 Parents and/or friends may videotape games from the stands without signing a release form or obtaining prior approval from the NCAA. Parents and/or friends are not allowed to use tripods while videotaping games from the stands. WARM-UPS A designated, restricted area for stretching and throwing only will be provided to teams in the immediate proximity to the playing field. The team warm-up area(s) are located on the UA Mall and the McKale Lawn. Teams utilizing the McKale Lawn may park their vans (no buses) on the McKale Lawn during their warm-up. However, if you are utilizing the UA Mall, please park your vehicles in the Softball complex, and walk to the UA Mall. Please reference the map, below this section. These areas are subject to change if inclement weather occurs. If time permits after field preparation is complete, line drills behind first and third base are allowed before the seven-minute warm-up periods, coaches meeting at home place and team introductions. The field will be divided equally so that the home team occupies the third and left field side while the visiting team occupies the first base and right field side. Batting Cage: If only one batting cage is available at the site, both teams will have equal time to use it prior to their game. The home team uses it first. The batting cage may be used while another game is being played as long as it does not interfere with the game in progress. If two batting cages are available, each team will use one cage for warm-ups. See Appendix 3 for scheduled times. Pre-game Protocol: Each team is allowed seven minutes for its individual line drills/warm-up practice. The home team takes warm-up first. Each team must clear the entire field during the opponent s line drills/warm-up practice. A team may do line drills during its seven-minute infield warm-up if they wish. (See Appendices 4 and 5 for sample timing sheets). If both coaches agree, the teams can both do line drills for fourteen (14) minutes in place of their individual line drills/warm-up. Both coaches must agree to waive their seven-minute warm-up or both seven-minute warm-ups must be observed. After both teams have completed use of the batting cages and warm-up areas (use of those facilities is established by the tournament director), it is permissible to move onto the game field area for warm-up under the following conditions: * 1. The preceding game has ended and both participating teams have cleared the field and dugout area. 2. Team equipment is stored in the dugout or along the outfield fence so the grounds crew may water the entire infield area (including foul territory). 3. Warm-up prior to the designated infield time is limited to the outfield area nearest the team s dugout until the infield crew has left the field. 4. If time remains after the grounds crew has completed its work, and prior to the start of the designated infield time, a team may field groundballs on the dirt in foul territory or fair territory behind first or third base (outfield). 20

22 5. Once either team begins an official infield time (see pre-game protocol), the opposing team is limited to the bullpens and dugout areas. * Pitchers: Pitchers for the upcoming game may use the bullpen area while a game is in progress only when the bullpen area is not in use by either of the participating teams (i.e., both bullpens must be open for this opportunity to be used and the opportunity ends if either participating team desires to use a bullpen). WEATHER The NCAA representative or designee at the site of competition should make contact with the local weather bureau (520/ ) and obtain a telephone number to contact the weather bureau in the event of severe weather. It is imperative that those involved in the administration of NCAA championship events adhere to the advisories and recommendations provided by the local meteorologists. The NCAA representative or designee should confirm the existence of the host institution or facility weather policy and determine what detection services are available. Appoint one individual to serve as a weather-safety person. This individual should use all resources available (i.e., local weather bureau, NCAA lightning safety guideline and electronic detection equipment, if available) to determine if play should be terminated. As recommended by the NCAA Committee on Competitive Safeguards and Medical Aspects of Sports and the National Severe Storms Laboratory, consideration will be given to terminating play when the lightning is six miles away (flash-to-bang time of 30 seconds or less). This is an accepted method to determine the threat of lightning in situations where other sources (such as technology and instrumentation) are not available. (Please refer to the attached memorandum that was sent to directors of athletics at all NCAA member institutions that explains this policy. In addition, a copy of the policy guideline has been attached. See Appendix 6.) If available, electronic detection devices should be used as additional tools to determine the severity of the weather.
