1 City of Cleveland Cleveland Baseball Federation Class F Baseball Rules & Regulations READ CAREFULLY: League Directors, Coaches, and Managers must read the rules & information below. They are responsible for the enforcement and compliance of these rules. Managers/Coaches are responsible for checking and making sure their players are the correct age for their respective Divisions. ELIGIBILITY: E1 Players must conform to the rules of eligibility. Failure to comply will result in pre-disciplinary action against the player and coach. E2 E3 E4 E5 Player age requirements: (Big F) Ages (13 14); 15 year olds can play if born on or after May 1 st Little F Ages (9 12); 13 year olds can play if born on or after May 1 st Falsification of age will render the participant being ineligible for the season. Players may participate in the Rookie League program and in the Little F baseball program. This does not count as a second team league. Teams may have no more that (3) players who play in two leagues. Rookie league does not count as a league. RESIDENCY: R1 Players can only be residents of the cities of Brooklyn, Brooklyn Heights, Cleveland East Cleveland, Newburgh Heights, North Randall, Oakwood and Warrensville Heights. Players living in above cities can participate in the Cleveland Baseball Federation League free of charge. Residency is defined as the legal living status of the player at the time of signing the contract. R2 Falsification of residency will render the participant ineligible for the season. SQUAD SIZE: SS1 In Big and Little F, the team s final roster is unlimited, however a team may only dress 15 players. Teams may add coaches until July 2 ND. SS2 Teams may add or delete players until July 2 ND. After that, hardship status can only be granted by CBF up to two weeks prior to playoffs. Players added to the roster through hardship shall be ineligible for post season play. SS3 League Supervisor and/or League Director must approve roster changes once the original roster is submitted. CONTRACT CARDS: CC1 Two (2) contract cards must be submitted for each player in Big and Little F. They must be properly filled out and verified before players are eligible to play. CC2 One set of contract cards shall be retained by the league supervisor while the other set shall be retained by the team's manager for identification purposes at all games. CC3 Birth certificates, city records, school records, medical records, or previous contract cards are the only forms of age verification that will be accepted. CC4 Teams are required to have contract cards on site for each game. It is mandatory that a line-up check prior to each game verifying player s eligibility be held. REVISED 5/9/2013 Page 1 of 15

2 CC5 Players that participate in two leagues must have a validated contract card for each league they participate in. ROSTERS: One (1) team roster is required to be submitted to the league supervisor for each team participating in the Class F program. 4 Class F Baseball Rules & Regulations - continued - SCHEDULES SP1 Schedules are arranged by the League Director in conjunction with the league & PRACTICE: supervisor. SP2 Official practice may not begin until April 1 st. SP3 Team practices shall not exceed two (2) hours in duration. GENERAL INFORMATION: The Cleveland Baseball Federation Baseball League is played with specific rule modifications which are contained within the rules and guidelines. UNIFORMS & U/E1 Players must wear the uniform issued to them for the current season by the Cleveland EQUIPMENT: Baseball Federation/Cleveland Division of Recreation. * During regular season, players may wear a matching color jersey and his cap can be any color. U/E2 NO JEWELRY WHATSOEVER MAY BE WORN BY PLAYERS. U/E3 Metal spikes are prohibited. U/E4 If the umpire enforces the blood rule on any part of the player's uniform, that player will not have to conform to the uniform rule. U/E5 Wood or cracked bats are illegal. Bats can be checked and ruled illegal anytime prior to or during a game. U/E6 Players coaching the bases must wear a batting helmet as well as the on deck batter. FORFEITS: F1 A grace period of 5 minutes is allowed for scheduled games. If a valid and confirmed reason is provided and approved by the manager of organized sports and program director of CBF the game will be rescheduled and played over from the beginning of the game. If a team forfeits but still shows, an exhibition game must be played. It must stay within time limits. However Little F will play 3 innings or one hour and fifteen minutes; Big F will play 4 innings one hour and thirty minutes. Teams that forfeit may use players from the opposing teams. F2 Teams found to have ineligible players or violate the non-residency requirement shall be subject to forfeiture of all games that the player participated in. WE PLAY: WP1 A team arriving with less than eight (8) players. We still let them play. The game will officially be declared a forfeit, however, let's allow the players to compete. The team arriving with less than eight (8) players will use players from the opposing team in order for Little F to play a (3) inning game and Big F to play a (4) inning game. The regular umpire will remain to umpire during the game, based on the Cleveland Baseball Federation Agreement with the Umpires Association. EJECTIONS: E1 Any player or coach ejected from a game by the umpire for any reason shall be suspended from his/her team s next played game. E2 Any person ejected must leave the playing facility. Failure to comply will result in forfeiture of the game. Youth participants will be allowed to remain in the dugouts for safety and liability reasons. E3 If the ejected player has to be disciplined for additional reasons length of games will be extended. Park coordinators can render additional days to suspension, if the player displays excessive disorderly conduct in the dugout. REVISED 5/9/2013 Page 4 of 15

5 Class F Baseball Rules & Regulations - continued - GENERAL INFORMATION: The Cleveland Baseball Federation Baseball League is played with specific rule modifications which are contained within the rules and guidelines. STANDINGS S1 Teams will be given (two) 2 points for victories and one (1) point for tie for the games. S2 Standings shall be kept at each park. TIEBREAKERS T1 If a tie occurs for a playoff spot a. Head to Head games. b. The best overall record of the league season of game(s). c. Coin toss PROTESTS: NO PROTESTS WILL BE ACCEPTED WITH THE EXCEPTION OF ELIGIBILITY. P1 P2 P3 The protesting team must provide written proof of the violation. Player eligibility may be protested at any time. The League Director shall rule on the protest. ALL TEAMS IN TOURNAMENT PLAYERS IN: TOURNAMENT Team or organizations that enter teams into a tournament must submit roster for tournament and number of games played to the CBF office one week after completion of the tournament. Coach must notify the Park Director or the CBF office when an individual player participates on an All Star traveling team. City Post Season Playoffs Teams advancing to the City Playoffs will be determined based on the number of teams that exist in the respective parks. If a protest arises during the playing of a game, the game shall be played in its entirety and the games committee will make a ruling prior to the next scheduled game. The games committee will consist of the following: CBF s Director of operations and a representative from the Division of Recreation, Organized Sports. NO ALL STAR GAME REVISED 5/9/2013 Page 5 of 15

6 Class F Baseball Rules & Regulations - continued - BASEBALL BAT REGULATIONS; GAME RULE MODIFICATIONS Little F Bats cannot exceed 33 in length 2 1/4 in diameter bat is the maximum difference permitted in the Little F league. The difference is determined by the length minus the weight of the bat. Big F Bats cannot exceed 34 in length 2 5/8 in diameter. - 5 bat is the maximum difference permitted in the Big F league. Difference is determined by the length minus the weight. HIT BATSMAN: There is no specific rule regarding the number of times a pitcher may hit a batter prior to being removed from the pitchers mound. However, the umpire may remove the pitcher from the mound at his discretion, considering the best interest and safety of the batters. If a pitcher is removed from the mound he may continue to play any field position. BENCH: B1 Only managers and coaches approved by the League Director as well as those players DECORUM: under contract are permitted in the bench area. B2 Adults may coach the bases, if they are properly dressed. If the adults are not properly Dressed then players must coach the bases, however the players must wear batting helmets for safety. B3 A manager or coach is permitted on the field for an injury. B4 In the pre-game conference with the umpire, the captain along with his coach will attend. B5 A coach may make one visit to the pitcher in a game. A second visit results in pitcher being removed from pitching for the remainder of the regulation game. Exception; the pitcher may pitch again if the game goes into extra innings. B6 No coaches or manager will be permitted in the bench area if they are found to be Using profanity, drugs, drinking alcohol or smoking in the park or its surroundings. MANDATORY PLAY * To monitor mandatory play, the park monitor must be given lineup cards prior to the game. The mandatory play rule will not apply if the run spread rule is applicable. RIGHT TO PLAY M1 By registering in the City of Cleveland Recreation/Cleveland Baseball Federation youth program, the player insures their right to fully participate in the sport. It is the coaches responsibility to insure this right. Little F Play rule: M2 Teams will match up their batting order by the least number of eligible players. After the initial match up, this batting order will remain continuous. Each starter and substitute player must bat once and play the field one (1) complete inning (3 consecutive outs). Players arriving late can be inserted in the regular line-up only if he or she can fulfill the mandatory play rule. Little F Defense Ten (10) players may play on defense. Big F Play rule: M3 Teams will match up their batting order by the least number of eligible players. After the initial match up this batting order will remain continuous. Each starter and substitute player must bat and play the field one (1) complete inning (3 outs). Players arriving late can be inserted in the regular line-up only if he or she can fulfill the mandatory play rule. Big F Defense eight (8) players must play on defense. 7 Class F Baseball Rules & Regulations - continued - GAME RULE MODIFICATIONS GAME RULES: Official American League Rules with these modifications LITTLE F: LF 1 Games shall be five (5) innings in length or ended by time limit. No new inning may start after 1 hour and 35 minutes. LF 2 LF 3 LF 4 LF 5 LF 6 LF 7 LF 8 LF 9 The umpire shall declare the official starting time to both managers. The managers and park monitor are to write down the starting in their scorebook. No inning may start after one hour and thirty-five minutes. All 5 p.m. games must conclude by 7 p.m. (due to City of Cleveland time restrictions) Bases shall be 65 feet and the pitching distance will be 47 feet 6 inches. The base runner may steal the next base once the ball passes home plate. The runner may not lead off. No lead-offs. It is permissible to take a step off the bag if the batter swings and misses or fouls the ball off. Base runners may not advance on any dropped third strike. The pitcher may only pitch four (4) innings in a regulation game. a.) One pitch thrown by a pitcher during an inning constitutes a pitched inning. b.) Extra Inning games No restriction in the number of innings a pitcher may pitch. There is no designated hitter (DH). Continuous batting order matchup. LF 10 Teams may play an extra fielder (total of ten (10) players) in the field. LF 11 Slaughter Rule: a.) Once a team has scored five (5) runs in an inning, the inning is complete. b.) If additional runs are scored in the process of the fifth run being scored, those runs will count. c.) Slaughter rule is not in effect after (3) complete innings of play. BIG F: BF 1 Games shall be six (6) innings in length or ended by time limit. No new inning may start after 1 hour and 50 minutes. BF 2 BF 3 BF 4 BF 5 BF 6 BF 7 The umpire shall declare the official starting time to both managers. The managers and park monitor are to write down the starting in their scorebook. No inning may start after one hour and fifty minutes. All 4:30 p.m. games must conclude by 7 p.m. (due to City of Cleveland time restrictions) Bases shall be 80 feet and the pitching distance will be 60 feet 6 inches. Stealing is permitted. The pitcher may only pitch five (5) innings in a regulation game. a.) One pitch thrown by a pitcher during an inning constitutes a pitched inning. b.) Extra inning games no restriction in the number of innings a pitcher may pitch. Slaughter Rule: d.) Once a team has scored five (5) runs in an inning, the inning is complete. e.) If additional runs are scored in the process of the fifth run being scored, those runs will count. f.) Slaughter rule is not in effect after (4) complete innings of play. Intentional Walks (Thrown pitches will not be required) Manager tells the umpire We are intentionally walking this batter. The umpire will warn all teams prior to the game, that throwing of bat will be an automatic out. Courtesy Runner: If the catcher gets on base, the batting team has the option to substitute a runner; a coach may choose any player to run. This will not be classified as an "official" substitution. Bunting is permitted. Players must wear batting helmets when at bat or on base. Catchers or players must wear a mask with helmet attached whenever catching or warming up the pitcher. A team shall be permitted to start and/or finish a game with at least eight (8) eligible players. If a team begins a game with eight (8) players and if a player is ejected the game will be forfeited. You must finish the game with a minimum of (8) players. Player Re-entry National Federation rules will be in effect. A starting player may be replaced at any time during the course of the game with a substitute. The starting player may re-enter the game at any time as long as the player occupies his original spot in the batting order. (Once sub is taken out of the game; substitutes may re-enter and play any field position however the substitute must bat in his or her original batting order.) Teams must comply with the Blood Rule as specified by the OHSAA and administered by the umpires. Run spread Rules: (10 Runs or more runs the game is over innings are below) * Big F: if the losing team is down by 10 or more runs and has batted five (5) times - the game is over. * Little F: if the losing team is down by 10 or more runs and has batted four (4) times, then, the game is over. BOTH 11 BOTH 12 Inclement weather Rule: The umpire will stop the game for 30 minutes if Thunder or lightening takes place. Thus the game would be called for safety reasons. Exhibition Game Played: A team arriving with less than eight (8) players will use players from the opposing team in order to play a (3) inning game. If a team forfeits but still shows, an exhibition game must be played. It must stay within time limits - Little F will play three (3) innings or one hour and fifteen minutes. It must stay within time limits - Big F will play four (4) innings or one hour and thirty minutes. Team that forfeits may use players from the opposing team. If a valid and confirmed reason is provided and approved by the manager of organized sports and the program director of CBF the game will be rescheduled and played over from the beginning of the game. 9 Class F Baseball Rules & Regulations - continued - LINE-UP PROCEDURES For Class "F" Baseball League 1. Submit your written line-up into the Field Monitor at least 10 minutes before game time. Games fees are not required as these are paid directly to the Cleveland Umpire's Association by Cleveland Baseball Federation. 2. The requirements for a proper line-up are: a) Print Team Name b) Print Team Manager's Name c) Players - Print First and Last Name d) Players - Uniform Number e) Players - Starting Position Note: Once the line-up has been submitted to the umpire, it becomes official. No changes can be made after the line-up becomes official. Players will not be added or deleted. 3. Additional players that are eligible to play are to be listed on the back of the line-up card. Print First Name and Last Name with their jersey number. 4. We are recommending that two copies of your line-up card be completed. This way the umpire and the manager can each have a copy. This will help the game move along much smoother and quicker as the manager can inform his team of their starting assignments. Example Team: Manager: Cleveland Indians John Smith Player # Pos 1. 10 Class F Baseball Rules & Regulations - continued - Properly file player contracts and team rosters. PARK COORDINATOR RESPONSIBILITIES Call in the game scores to (216) after games played. Distribution of uniforms and collection of equipment to their participating team. Ensure that players meet the eligibility requirements of when verifying their contract cards. Report all injuries to the (216) Ensure that all paperwork for teams is completely proper and filed accordingly. Work in concert in registering participants and securing volunteers to assist in the program. Inform all managers of their responsibilities, philosophy of the program, and code of ethics in youth coaching. Oversee all operational matters at their diamond. Notify the Manager of organized sports of needs necessary for the scheduling of games. Record the signature of the assigned game umpire to ensure their payment. TEAM MANAGER RESPONSIBILITIES Shall work in conjunction with League Director to ensure that the philosophy of program is fulfilled and ethics of coaching are enforced. Shall be responsible for the conduct of their team. Shall instruct and manager their team at all CBF functions. Shall maintain equipment and ensure its proper care and return. I will place the emotional and physical well being of my players ahead of any personal desire to win. I will remember to treat each player as an individual, remember the large spread of emotional and physical development for the same age group. I will do my very best to provide a safe playing situation for my players. I promise to review and practice the necessary first-aid principles needed to treat injuries of my players. I will do my best to organize practices that are fund and challenging for all my players. I will lead, by example, in demonstrating fair play and sportsmanship to all my players. I will insure that I am knowledgeable in the rules of each sport that I coach, and that I will teach these rules to my players. I will use those coaching techniques appropriate for each of the skills that I teach. I will remember that I am a youth coach, and that the game is for the children and not adults. 13 PARENTS CODE of CONDUCT PLEDGE I hereby pledge to provide positive support, care and encouragement for my child participating in youth sports by following this Parent Code of Ethics Pledge. I will encourage good sportsmanship by demonstrating positive support for all players at every game, practice or other sports events. I will place the emotional and physical well-being of my child to provide a positive, enjoyable experience for all. I will insist that my child play in a safe and healthy environment. I will provide support for coaches and officials working with my child to provide a positive, enjoyable experience for all. 14 PLAYERS CODE of CONDUCT PLEDGE I hereby pledge to provide a positive attitude and be responsible for my participation in Youth Sports by following this Code of Conduct. I will encourage good sportsmanship from fellow players, coaches, officials and parents at every game and practice. I will attend every practice and game that is reasonably possible and notify my coach if I cannot. I will expect to receive a fair and equal amount of play time.
