(motion: Anderson, second: Mendenhall) Action: Approved PROJECT UPDATES AND STAFF REPORTS A. Welcome New Committee Member Erika Smith The Committee welcomed Erika Smith, the newly appointed member of the Trails Committee. B. General Plan Update Planning Department staff was on hand to provide an overview of the General Plan Update process. The Discussion highlights were: In 2003, we concentrated on technical staff, like what made a trail. What s missing is a plan with more teeth. We need a roadmap for us to show to developers. Beyond our current boundary, we need to communicate the lack of vitality with neighborhoods to the north, for example. We need to encourage vitality regionally. We need to encourage regional participation. For example, code enforcement in areas of the County to the north of us. We want to build more character with our trails. We have historic things and people want to move here for those.

4 Davis is thriving and they have limited growth. People don t identify by neighborhood, maybe by school. There are a few identifiable neighborhoods: Camden, Lakeside, Ranch Park, East Franklin. Identifying 4 or 5 major corridors and getting those completed is a major issue for us filling the gaps. In 15 years would love to see the main corridors completed. Develop spurs as opportunity presents When properties are not being developed, purchase of propriety could resolve this. Currently, property acquisition is funded by grants or by the collection of in lieu fees for development projects. Help clarify this goal in the general plan to fill the gaps. Could the City advance payment to pay for a trail? We should also focus on using existing infrastructure to get it to function better for bikes and pedestrians: example, Davis not all streets are the Cadillac : version of an off street bikeway. Have destination focused facilities that connect places people want to go. A commuter corridor is needed not just trails for recreation. Need a connection to City of Sacramento cycle track Focus on retrofitting major arterials. Need more open space here, too many channelized corridors need more like the Cosumnes River Preserve. Not a lot of undeveloped parkland we are losing people to the foothills. Need more like Folsom we re attempting this along Laguna creek, but we don t really have wildland corridors. C. Development Project Review I. East Lawn Cemetery Expansion East Lawn Inc. is requesting a Conditional Use Permit to allow for expansion of the existing East Lawn Elk Grove Memorial Park & Mortuary, located in the Agricultural Residential-5 acre minimum (AR-5) zoning district. The existing cemetery is close to capacity therefore, East Lawn Inc. is requesting the Conditional Use Permit to allow for the expansion. The proposed expansion would occur within East Lawn s existing 125 acre property on 3.6 acres north of and 17.3 acres east of the existing cemetery. The proposed project would provide for an additional 20,030 plots for burial and connecting driveways that will also provide parking. Staff explained that discussion with applicant included the possibility of getting a dedicated bicycle and pedestrian easement along Laguna Creek from the applicant s eastern property boundary to the western boundary at E Stockton Blvd. However, it was ultimately determined that the applicant is not agreeable to such a dedication and the City cannot enforce such a condition for this particular application. The Committee asked if there was a possibility for an easement dedication on the northwest portion of the site only given its proximity to the proposed expansion. Staff indicated that they would discuss this internally and with the applicant. II. Emerald Park Estates The Project consists of a Tentative Subdivision Map (TSM) to subdivide a 3.25-acre parcel into 16 single-family residential lots and a Design Review (DR) for subdivision layout. Staff explained that a bicycle and pedestrian easement would be dedicated along the northern project limits adjacent to Elk Grove Creek. The Committee made no further comments on the project. A discussion regarding how development projects get routed to the Committee for review did take place and staff agreed to continue to work on improving the process and adding transparency.

Engineer: Wood Rogers, Inc. Bruceville Meadows Project Site Proposed Entitlements 1. Community Plan Amendment and Special Planning Area Amendment to reconfigure the boundaries and redistribute the acreages of the existing land use designations; 2. Large Lot Tentative Subdivision Map to merge 7 parcels and resubdivide into 13 lots; and 3. Small Lot Tentative Subdivision Map to further subdivide Lots #1, 2, and 3 of the proposed Large Lot Tentative Subdivision Map into 309 single-family residential lots. Bicycle, Pedestrian, and Trails Master Plan Requirements Requirement 1: Class I (Multi-Use Trail) Bikeway along the northern boundary of the drainage channel and along a portion of the easterly property line. Proposal: A 40-foot wide greenway with a 10-foot wide walkway is proposed along the north side of the drainage channel and along a portion of the easterly property line. Staff has requested a detail cross-section of the drainage channel, pocket parks, and greenway from the applicant.

7 Bicycle, Pedestrian, and Trails Master Plan Requirements (Cont.) Requirement 2: Class I (Multi-Use Trail) Bikeway along the south property line ( north side of Kammerer Road). Proposal: A 36-foot wide landscape corridor with a 10-foot wide Class 1 bikeway and sidewalk is proposed on the north side of Kammerer Road. In addition, a Class II bike lane is also proposed on the north side of Kammerer Road. Cross- Section A on page 4 illustrates the landscape corridor and Class II bike lane on the north side of Kammerer Road. Requirement 3: Class II (Bike Lane) along the north property line (south side Bilby Road). Proposal: A 5-foot wide Class II bike lane is proposed on the south side of Bilby Road. Cross-Section B on page 4 illustrates the Class II bike lane on the south side of Bilby Road. Requirement 4: Class II (Bike Lane) along the west property line (east side Bruceville Road). Proposal: A 5-foot wide Class II bike lane is proposed on the east side of Bruceville Road. Cross-Section B on page 4 illustrates the Class II bike lane on the east side of Bruceville Road. 2

General Plan Amendment to reconfigure the boundaries and redistribute the acreages of the existing land use designations; 2. Specific Plan Amendment and Rezone to create a new land use/zoning designation of Single-Family Residential-7 du/ac (RD-7), eliminate the Single-Family Residential-5 du/ac (RD-5) and Open Space (Sewer Line) designations, and reconfigure the boundaries and redistribute the acreages for the new and remaining land use/zoning designations; and 3. Tentative Subdivision Map to subdivide the 39.8-acre project site into 113 single-family residential lots, 2 park lots, 3 open space lots, and 1 landscape corridor lot. Bicycle, Pedestrian, and Trails Master Plan Requirements Requirement 1: Class II (Bike Lane) along the south property line (north side of Elefa Avenue and Gardini Way). Proposal: No Class II bike lanes are proposed as illustrated in Cross-Section E on page 3. Staff will address the requirement for bike lanes. Requirement 2: Class I (Multi-Use Trail) Bikeway along the east property line (west side of Tilia Avenue). Proposal: A 39-foot wide parkway with an 8-foot wide meandering walk is proposed along the west side of Tilia Avenue. 18 CITY OF ELK GROVE TRAILS COMMITTEE Committee Members: Mark Doty, Chair Mark Mendenhall, Vice Chair Erika Smith Sharon Anderson Aaron Silva Trails Committee Staff Report Monday, October 19, 2015 Item 5.B: 2015 SACOG Bike Ped Grant Awards This year the City applied for grant funding through SACOG s regional funding round for 7 capital projects with a total requested funding amount of $24,302, SACOG recently published the draft funding recommendations for the region. The City is recommended to receive $8,754, in grant funds for, which will fully or partially fund 5 of the 7 projects. In addition, the City will receive a yet to be determined amount of grant funds for a variety of transit projects. The award recommendations are summarized in the table below. The major improvements include portions of new 10 wide trail (Class I Bikeway) with 2 shoulders, new 6-8 wide sidewalks, repair of existing low water trail crossings, appropriate signs, striping, and pavement markings. The main trail extension is from Lewis Stein Rd. to Bruceville Rd. (~0.5 miles) and will connect to 2 existing under-crossings, one at each of the major roadways, as well as existing trails on both sides of the under-crossings. Additional trail gap closures between Bruceville Rd., Mannigton St., and Center Parkway will finish connections to existing trails that extend further north and west into the City of Sacramento, thereby connecting thousands of residents to an interconnected trail system between 2 cities and multiple neighborhoods alike. The sidewalks along Bruceville will close gaps and provide safe walking routes for residents, including students attending Harriet Eddy Middle School, Laguna Creek High School, and/or Irene B. West Elementary School. Together, the trail system and sidewalk improvements will provide safe walking and bicycling routes for students, commuters, and recreational trail users. The project is estimated to cost $2,076,000. The funds being requested for this project are $1,838,000 with the additional $ 238,000 allocated from local funds.

21 EAST-WEST ARTERIAL ROAD BIKE LINE IMPROVEMENTS The project will create comprehensive bikeway facilities on two of the city s major arterial roadways; Elk Grove Blvd and Laguna Blvd/Bond Rd. Each roadway spans the city completely from west to east beginning/ending at Interstate 5 in the west and Bradshaw Road in the east. The segments are each more than 8 miles long, resulting in total bicycle travel lane connectivity of more than 32 miles overall. The project will install new bike lanes, pavement markings, signage, and escape ramps, as well as improve existing facilities that currently do not meet class II bikeway design criteria as established by Chapter 1000 of the Caltrans Highway Design Manual. For example, there are several locations along these corridors where the existing pavement within the bike lane is less than 3-feet wide, which does not meet the design criteria for a class II bikeway. The proposed project will correct such deficiencies with restriping, widening, or by adding appropriate markings and signage to meet current standards or identify an alternate route. The project will also provide escape ramps or alternative routes at intersections or other locations where the existing bike lane terminates unexpectedly and widening the intersection or roadway to accommodate installation of a bike lane is unfeasible. This will allow less experienced users the choice of leaving the roadway to avoid high stress areas where conflicts with vehicles are more likely. The project location map illustrating individual improvement locations is incorporated in Attachment 5. These improvements will close major gaps in the bike lane network along the two primary east to west arterial roadways in Elk Grove, concurrently removing barriers to mobility for novice and intermediate bicyclists who are likely deterred by the current unpredictable and non-standard bike lanes. New class II bike lane pavement markings and signage will educate riders and encourage use of these routes as well as existing connected and or alternate bike lanes and trails. A Proximity Map showing the existing connected bike lanes and trails that are complimented by these two corridors as well as trip generators such as employment and community centers within 3 miles is included in Attachment 4. The project is estimated to cost $ 660,000. The ATP Grant requests $ 584,000 to be funded and the City will provide a local match of $76,000.
