Bike lane installation to Laguna Boulevard between Santorini Drive and Dwight Road; and 2. The Green Bike Lane Pilot Project that will provide green bike lanes at conflict points at the intersections of Laguna Boulevard at Neosho / Santorini Drives and Elk Grove Boulevard between Auto Center Drive and East Stockton Boulevard / Emerald Vista Drive. BACKGROUND INFORMATION: On January 11, 2017 the City Council directed Public Works Staff to investigate adding bike lanes on Laguna Boulevard between Santorini Drive and Dwight Road over the railroad tracks, provide information on the practice of placing green bike lane markings along roadways and the estimated cost of implementing the improvements. Laguna Boulevard Bike Lane Currently there is no bike lane for westbound traffic on Laguna Boulevard between Santorini Drive and Dwight Road, and the bike lane for eastbound traffic is narrower than the five foot standard width. Staff evaluated several alternatives and determined that adjusting the existing vehicle and bike lane striping as shown in Attachment 2 would be the best solution to add the missing westbound bike lane and bring the existing eastbound bike lane up to standard. The striping plan would shift the existing vehicle and bike lane markings for both east and west bound directions to create five- 1

This will reduce the travel lanes from 12 feet to 11 feet (10.5 feet for a portion of the east bound number 2 lane) and only allows for a one-foot inside shoulder adjacent to the center median, as the road currently has no inside shoulder. The plan also includes green bike lanes in areas of conflict between vehicles and cyclists. The estimated cost of these improvements is approximately $80,000 and can be completed in three to six months depending on weather. Staff also considered long term alternatives such as modifying the existing bridge and installing a new secondary parallel bridge. However, the cost of these alternatives was estimated at $7 to $8 million and could take a number of years to complete, depending on funding availability. At the February 13, 2017 Trails Committee meeting, staff presented the alternatives and recommended that the attached striping plan be implemented as a short term solution. During discussions, the Trails Committee requested that staff look into creating a striped shared bike and right turn lane for the westbound approach to Santorini Drive. Staff has reviewed current industry practices and found a detail from the National Association of City Transportation Officials (NACTO) for a shared bike and right turn lane (Attachment 3). Since this striping and signage detail is not currently used in California and is not included in the California Manual of Traffic Control Devices (CaMUTCD), a request to experiment would need to be approved by the California Traffic Control Devices Committee (CTC) prior to implementing. Public works staff is working with the CTCDC to get this on a future agenda for consideration. If approved by the CTCDC for experimental use, the shared bike and right turn lane could be installed in the next six to nine months. Implementing the Laguna Boulevard Bike Lane would cost $80,000. Striping the shared bike and right turn lane would cost an additional $3,000. Current fiscal year Gas Tax funds are available in the Road Maintenance account to complete this work. The work would be completed as part of typical roadway maintenance. Staff is in discussions with Apple Inc. about financially participating in this project. If Apple participates, the cost to the City would be reduced. 2

3 Elk Grove City Council April 26, 2017 Page 3 of 4 Green Bike Lane Pilot Project With respect to green bike lanes, Staff researched the current practices used by other cities and found that there have been two approaches used. 1. Marking the entire bike lane green The intent is to create a contrast between the bike lane and the vehicle lane. 2. Marking the transition conflict areas green The intent is to raise awareness of potential conflict points such as right turns at intersections and driveways. This approach occasionally includes marking through the intersection and high volume driveways. Staff could not find any documentation that revealed a reduction in the number of collisions involving cyclists after placing green markings in the pavement. The main benefit of using green markings appear to be driver awareness of cyclists, especially within transition conflict areas. Paint, thermoplastic, and methacrylate are several types of applications used to mark green bike lanes. Approximate installation costs and durability are shown in the table below. Material Approximate Cost (Installed) Durability Paint $4/SQFT 6 months to 2 years Thermoplastic $5/SQFT 5 years Methacrylate $8/SQFT 5-7 years The methacrylate is typically used in areas with high vehicle traffic since it lasts longer than the other materials and requires less maintenance. Staff evaluated the cost to install green bike lanes on Elk Grove Boulevard from I-5 to Elk Grove-Florin Road with the following results: Approach 1 - $1,200,000 - Using the thermoplastic material along the bike lanes and methacrylate in the transitions areas. Approach 2 - $400,000 - Using methacrylate material only at the intersection approaches, transitions for right turn lanes, and through the intersections. This would also include some high volume driveways. Under this approach green markings would not be applied outside of the transition areas. These costs are for the initial installation and do not include repairs and/or scheduled maintenance of the markings every five years. Assuming a fiveyear life, the annualized maintenance cost would be $240,000 for Approach 1 and $80,000 for Approach 2. 3

4 Elk Grove City Council April 26, 2017 Page 4 of 4 Given the cost and limited resources, staff recommends that a pilot program be implemented to evaluate the effectiveness of green bike lanes at conflict points (Approach 2). Staff reviewed collision patterns involving cyclists and identified two locations: (1) the intersections of Laguna Boulevard at Neosho/Santorini Drives (a portion would be completed as part of the restriping of Laguna Boulevard west of the intersection); and (2) Elk Grove Boulevard between Auto Center Drive and East Stockton Boulevard/Emerald Vista Drive. This pilot program would last at least three years to determine the effectiveness of green bike lane markings. The Trails Committee received this report at its February 13, 2017 meeting and supported pursuing the pilot program. FISCAL IMPACT: Implementing the Laguna Boulevard Bike Lane is estimated to cost $80,000. Striping the shared bike and right turn lane is estimated to cost an additional $3,000. Current FY Gas Tax funds are available in the Road Maintenance account to complete this work as part of ongoing roadway maintenance. Staff is in discussions with Apple, Inc. about financially participating in this project. If Apple participates, the cost to the City would be reduced. Implementing the pilot green bike lane program would cost $67,000 and Staff will request the funds as part of the FY budget. This work would also be done as part of ongoing roadway maintenance.
