STPL-5361 (026), CEQA EXEMPTION 15301; EXISTING FACILITIES REQUEST Consider approving plans and specifications and authorizing bid advertisement for the De Long Avenue and Ignacio Boulevard Highway Interchanges Resurfacing, CIP Project Number RECOMMENDATION Approve project plans and specifications and authorize for bidding. DISCUSSION The interchanges were built by Caltrans along with the freeway bypass in the mid 1970's. Cooperative Agreements between the City and Caltrans delegate maintenance responsibility to the City. In October 2012, the City filed an application through the Transportation Authority of Marin (TAM) with the Metropolitan Transportation Commission (MTC) for Surface Transportation Program Local (STPL) funding for pavement resurfacing at De Long Avenue and Ignacio Boulevard Highway Interchanges. On December 14, 2015 Caltrans obligated $779,000 in federal (STPL) funds and granted the City authorization to proceed with construction and construction management. The primary focus of work is to pave the bridge deck approaches with appropriate conforms and improved pavement surfaces to improve vehicular, pedestrian and bicyclist safety at the two interchange locations and on Enfrente Road from Ignacio Boulevard to US101SB off ramp to Enfrente Road. On February 2, 2016 the City Council requested staff to research (including discussions with the BPAC) use of green colored pavement within marked bicycle lanes across turning conflict areas such as vehicle right turn lanes and across complex intersections where the bicycle path may be unclear. cc16_060 1

2 The use of green lane markings for Ignacio Boulevard at this intersection is identified in the adopted (March 24, 2015) City of Novato Bicycle / Pedestrian Plan. Staff reached out to surrounding cities and communities where colored (green) pavement has been used on recent paving rehabilitation projects (including Corte Madera, Rohnert Park, Windsor and St. Helena to name some). The cities report generally positive response to colored pavement from both bicyclists and motor vehicle drivers. There is a need to further improve technical expertise for installing and maintaining colored pavement (experiences with material selection, application techniques, and the impact of climatic factors). Epoxy modified, acrylic, waterborne coating specifically designed for application on asphalt pavements and thermoplastic are the most commonly used materials and spot applications are the most frequent type of installation. Staff presented/shared the information with B/PAC members at the March 9, 2016 meeting and received unanimous support to recommend to the City Council use of green colored pavement in marked bicycle lanes for the above mentioned project. The proposed green bike lanes are shown on the attached exhibit. A public workshop was held on March 17, 2016, with 2 attendees. Notices to property owners were mailed on February 29, The workshop introduced the project and staff provided answers to questions from residents. The workshop notes are attached for reference. ENVIRONMENTAL ASSESSMENT Pursuant to Section of 2014 California Environmental Quality Act (CEQA), it has been determined that this project is exempt from the California Environmental Quality Act as this project involves rehabilitation of existing streets, sidewalks and gutters to meet current safety and accessibility standards. FISCAL IMPACT The project is included in the City of Novato Adopted Capital Improvement Program Budget for 2015/2016. The City will be reimbursed up to $779,000 for construction and construction management expenditures incurred. The engineer s estimate for construction cost is within the budgeted amounts. 4 Capital Improvement Program De Long Avenue and Ignacio Boulevard Highway Interchanges Resurfacing Project No.: Base Code: 431 Funded Project Objective: concrete pavement. To re-establish the conforms between the bridge decks and the surrounding asphalt Project Description and Background: Bridge decks and the surrounding pavement settle at different rates creating uneven conforms. City maintenance crews mitigate this settlement by providing asphalt ramps which have to be redone periodically as more settlement occurs. After a period of time, the ramps can no longer provide an adequate mitigation for the uneven conforms. This project will re-establish the conforms and provide pavement resurfacing of the approaches at both the De Long Avenue and Ignacio Boulevard highway interchanges. T he Ignacio Boulevard portion will extend to the Alameda Del Prado intersection and will coincide with a recently completed County of Marin project. The Enfrente Drive approach to Ignacio is also included in the project. Bas is for Cost Estimate: Costs are based on the City's Pavement Management System treatment costs per square yard, and the areas for those sections of City streets. Bas is for Schedule: Due to a shor tfall in available federal funding in 2014/15, the project is scheduled for Fiscal Year 2015/16, the anticipated timing of federal funding. Revenue Cons iderat ions: A Local Streets and Roads Shortfall federal grant of $687,000 will be the main funding source. Gas tax and utility reimbursement make up the rest of the funding. After the presentation there were questions, answers and general comments from the attendees. QUESTIONS / COMMENTS AND ANSWERS: Q: Is the project going over the overpass in Ignacio to Bel Marin Keys? A: No the eastern side of the overpass was completed and rehabilitated with the development of the Hamilton Marketplace. 5

6 C: The attendees were under the impression that this workshop was about the bike paths on the overpass. A: The purpose of the workshop is to inform and provide an opportunity for property owners and residents in the vicinity of the project to provide feedback on the proposed scope of work for the upcoming project. C: One of the attendees rides over the overpass and feels it is dangerous and would like to have more pavement markings installed. A: Staff explained to the attendee that use of thermoplastic pavement markings and striping on Portland cement concrete is not practical application due to excessive wear and is typically limited to lane stripes and arrows on concrete bridge decks. 6
