ATTACHMENTS: Resolution No Location Map Engineer' s Report BACKGROUND: Below are the project events that have taken place to date. 10/ 12/ 2015 Council adopted Res approving the visual quality manual. 10/ 26/ 2015 Council approved a professional services agreement with SRF Consulting Group for design of the City utility relocations affected by the project. 11/ 23/ 2015 Council held a public hearing and adopted Res approving the project layout. 1/ 11/ Council accepted the Planning Commission' s findings that the CIP is consistent with the Comprehensive Plan. 1/ 11/ 2016 Council adopted Res entering into MnDOT agreement No for cost share of City utility relocation design. 3/ 28/2016 Council accepted a future contribution of up to $ 400, 000 from the RW Area Fund and Jones Family Foundation for project aesthetics. 9/ 12/ 2016 Council adopted Res ordering the preparation of the engineer's report. DISCUSSION: MnDOT' s proposed TH 63 River Crossing Bridge replacement project will include reconstruction of segments of Main Street/ TH 61, 3rd Street/ TH 63, and Bluff Street. Within the reconstruction of these streets, the City of Red Wing will have some streetscape aesthetic costs, and relocation/ replacement of sanitary sewer and watermains, along with service line replacements.

2 At Council' s direction, staff is proposing to assess the street reconstruction costs at the same assessable rate ($ / LF) as the Main Street reconstruction project rather than the current rate of the fee ordinance ($ / LF). With adoption of Resolution No. 7010, staff anticipates holding a neighborhood meeting on 10/ 11/ 2016; Holding a Project Public Hearing and Ordering the Public Improvement & Preparation of Plans on 10/ 24/ The overall project plans are being designed by MnDOT' s consultant SRF) with input from city staff for project aesthetics and city utilities. FUNDING: Below are the estimated funding sources and amounts for the City of Red Wing' s portion of the project from the current Capital Improvement Plan and the Engineer's Report. 3 Resolution No Receiving Report and Calling for Hearing on Improvement U.S. Trunk Highway 63 Mississippi River Crossing Bridge Reconstruction From W. 3rd Street and Plum Street/ TH 58 in Red Wing, MN, crossing the Mississippi River to 825th Street in Hager City, WI) State Project No. S. P WHEREAS, pursuant to resolution of the council adopted September 12, 2016, a report has been prepared by the City Engineer with reference to the proposed improvement of Main Street TH 61) from Potter Street to 1, 900' easterly, 3rd Street from Plum Street to Bluff Street, and Bluff Street from 3rd Street to 4th Street as part of the TH 63 reconstruction project from Plum Street in Red Wing to 825th Street in Hager City by reconstruction of the sanitary sewer and services and water main and services; as well as reconstruction of the streets and bridges by removals, storm sewer, grading, aggregate base, bituminous pavement, concrete curb and gutter, concrete sidewalks, street lighting, boulevard restoration, aesthetics, and related construction, and this report was received by the Council on September 26, 2016, and WHEREAS, the report provides information regarding whether the proposed improvement is necessary, connection cost with effective, some and feasible; whether it should other improvement; the best estimated be made as cost of the proposed or in improvement as recommended; and a description of the methodology used to calculate individual assessments for affected parcels. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF RED WING, MINNESOTA: 1. The Council will consider the improvement of such streets in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the City' s portion of the improvement of $ 1, 431, A public hearing shall be held on such proposed improvement on the 24th day of October, 2016 in the Council Chambers of City Hall at 7: 00 p. m. and the Clerk shall give mailed and published notice of such hearing and improvement as required by law. 5 Engineer' s Report TH 63 Bridge and Approaches Reconstruction Project I hereby certify that this report was prepared by me or under my direct supervision and that I am a duly Licensed Professional Enaineer under the laws of the State of Minnesota. 0b g2o2o f/? - License Da e No. City Engineer Background The proposed project involves constructing a new TH 63 river crossing bridge, construction/ reconstruction of the approach roadways leading to the new bridge including reconstruction of W 3rd Street from Bluff Street to Plum Street and construction of a new "button -hook" ramp realignment of TH 63 to meet TH 61 east of the bridge), and relocation and reconstruction of public utilities along E 3`d Street and other streets as needed for the bridge and approach construction or due to the age of the existing utilities. The existing river bridge is aging and is in need of replacement due to its status as a ' fracture critical" bridge, meaning that if one member of the bridge failed the entire bridge could collapse. Most of the design and construction cost for this project will be paid for by MnDOT; however, the city is responsible for some project costs as detailed below: Aesthetic improvements ( such as decorative light poles, colored concrete sidewalks, and decorative trees/ plantings) Replacement of water and sanitary sewer mains and services along W 3`d Street between Plum Street and Potter Street, Bluff Street between 3`d Street and 4th Street, and along TH 61 between Potter Street and Bluff Street Other utility work not deemed necessary to the construction of the bridge or approaches Cycle track median on W 3`d Street Impacts to city streets beyond W 3`d Street will be needed to construct the bridge approach " button -hook" ramp but will be paid for by MnDOT are as follows: Reconstruction of Bluff Street north of W 4th Street to provide connection to Red Wing Shoe back parking lot Vacation and removal of E 3`d Street between Bluff Street and approximately 200' west of Sanderson Street. A cul- de- sac will be constructed on E 3`d Street to serve the remaining houses along E 3`d Street. Reconstruction of TH 61 from Potter Street to new " button -hook" ramp intersection with TH 63

6 Complete Streets The City of Red Wing adopted a Complete Streets Policy on January 10, This policy states that consideration will be given to ( 1) bicycle, ( 2) pedestrian and ( 3) transit facilities during the design phase of streets proposed to be reconstructed within the City of Red Wing. Due to the bridge' s status as a city landmark and gateway to the city, it is desired that good pedestrian and bicycle facilities be provided for non -motorized traffic wishing to use the new bridge. The following subsections detail the street characteristics for each street and highway in the project area with any pedestrian, bicycle, or transit improvements incorporated into the proposed design. W 3rd Street (Plum Street to Bluff Street) 2015 ADT: 9,200 1) This segment is currently an approximately 57' wide arterial highway with no parking. Traffic speeds have not been collected along this street segment but are likely low heading eastbound from the traffic signal at Plum Street and higher coming westbound down off the existing bridge approach. The traffic volumes are currently relatively high due to W 3`d Street' s connection to the river bridge. The proposed design will significantly reduce traffic volumes along W 3`d Street since the traffic wishing to access the river bridge from downtown Red Wing will be diverted to the new "button -hook" ramp. Additionally, traffic volumes coming off the bridge wishing to access southbound TH 61 and southbound TH 63 will be diverted to the new "button -hook" ramp rather than coming into downtown Red Wing via W 3rd Street. 2) The proposed design for W 3rd Street includes a separated two-way bicycle facility along the north side of W 3rd Street between Plum Street and Potter Street. This bicycle facility will provide a safe connection for bicycles between the new bridge and the downtown area. MnDOT' s Cultural Resources Unit has requested the northerly curb line to remain in its current location. By doing so, there is extra space along this corridor to facilitate this two/ way protected bike lane. 3) There are currently sidewalks along both sides of W 3rd Street between Plum Street and Potter Street. These sidewalks will be reconstructed and, in some locations, expanded to up to 10' in width. Pedestrian ramps along this corridor will also be reconstructed to meet ADA standards. 4) W 3rd Street is not currently on a Red Wing transit route. There are transit generators along W 3rd Street in this area (such as the Red Wing Shoe Company factory). However, transit service is offered nearby within walking distance to any transit generators, and thus no transit improvements are proposed along W 3rd Street. TH 63 ( River Bridge to TH 61) 2015 ADT: 11, 800 1) This segment varies between 30' wide on the existing river bridge and more than 55' wide along the approach to the river bridge. The existing roadway section is one lane of traffic in each direction with varying width shoulders. Traffic speeds have not been collected along this segment by the city, but average speeds likely 2

7 meet or exceed the 30 mph speed limit. The roadway width of the proposed design varies between 36' on the new river bridge and 66' on the " button -hook" ramp. The roadway section across the bridge is proposed to be one lane in each direction with 6' shoulders on each side, and the roadway section on the " buttonhook" ramp is proposed to include turn lanes as TH 63 approaches TH 61. The proposed slip ramp to W 3rd Street is proposed to include only one southbound lane with a shoulder. 2) There are currently no sidewalks along TH 63 between one the river bridge or on the approach up to the Potter Street intersection. A 12' shared -use path is proposed along the river bridge and the ramp from the proposed bridge to the W 3' d Street / Potter Street intersection for pedestrian use. 3) Bicycle traffic is currently allowed along TH 63 on the river bridge and approach, but the existing roadway design is not conducive to safe biking due to ( likely) high traffic speeds and high traffic volumes. The proposed 12' shared -use path along the bridge will provide a safe connection for bikers to cross the river bridge. 4) TH 63 is not a part of a transit route and does not have any transit generators along its length between the river bridge and Potter Street. No transit improvements are proposed along TH 63 as a part of the project. TH 61 ( Potter Street to E 5th Street Bridge) 2015 ADT: 8, 000 1) This segment consists of 4-12' wide lanes with a varying width raised median and no shoulders. The speed limit on this segment varies between 30 mph ( on the west end) and 55 mph ( on the east end). Traffic speeds have not been collected along this segment by the city, but average speeds likely meet or exceed the 30 mph speed limit on the lower -speed area. The proposed design would keep the existing section except where widening out to provide turn lanes at the proposed " button -hook" ramp. 2) The only sidewalk present along TH 61 in this segment is on the south side of the highway between Potter Street and the north side of the Red Wing Shoe building. This segment is the transition area between an urban street and rural highway, and there are no destinations along TH 61 east of the TH 63 bridge that would warrant pedestrian traffic or a sidewalk. Sidewalk facilities are provided in the adjacent neighborhoods for pedestrian access between the downtown area and the east side neighborhoods and Barn Bluff. 3) Bicycle traffic is currently allowed along TH 61, but the existing roadway design is not conducive to safe biking due to high traffic speeds and high traffic volumes. E 7th Street is signed as an alternative biking route to connect downtown Red Wing and TH 61 to the east. No biking facilities are proposed to be constructed with this project due to the availability of safer alternative facilities and a lack of destinations for bikers along TH 61. 4) TH 61 is not a part of a transit route and does not have any transit generators along its length east of Potter Street. No transit improvements are proposed along TH 61 as a part of the project. 3

8 Low- volume residential streets ( Bluff Street & E 3`d Street) 2015 ADT: < 100 1) These low-volume, low -speed residential streets have roadway widths between 20' and 30'. The proposed project will not significantly change the character of these streets beyond making each street into a dead- end with a cul- de-sac or turnaround. 2) Sidewalks are present along Bluff Street and E 3`d Street and will be replaced with the proposed project. 3) Since these streets are low-volume and low -speed streets, bike traffic is able to be safely accommodated along these streets without additional bike facilities or additional signing/ striping. 4) Neither of these streets are along a transit route nor are either of these streets likely to be used as a transit route in the future. No transit improvements are proposed along these streets as a part of the project. Cost due to the Complete Streets Policy Based on the above recommendations for each street segment, the incremental cost of implementation of the Complete Streets Policy for this project is estimated at $ 5, 000. This cost is for the two-way protected bike lane with median on W 3`d Street. The balance of the proposed pedestrian and bicycle improvements listed previously in this report are all being funded by MnDOT. Any aesthetic improvements desired by the city will be the responsibility of the city to fund.

ASSESSMENT METHODOLOGY - Assessments for this project are based on the current City of Red Wing Assessment Policy and the current City of Red Wing Fee Ordinance, except that the street frontage assessment rate used is the 2014 commercial/industrial street assessment rate per City Council direction to be consistent with the assessment rates used on the recently completed Main Street reconstruction project.
