2 Introduction Welcome to the Screentek International North West Youth and Junior Tour This year is somewhat historic in that it will be the first time the event is to be held on all closed roads. It has certainly been a challenge to find a course for Stage 3 that meets the criteria, as well as coming up against a Parish Council that wants to fight tooth and nail to stop it. I would like to personally thank Lancashire County Council Highway Department and British Cycling for their unwavering support and confidence in me as an Organiser, and the team I have behind me. To say it wasn t easy is an understatement. The racing will be again at the now familiar venues of Morecambe Promenade for the Stage 1 Time Trial and Lancaster/ Col du Daisy Bank for Stage 2, followed by the new Stage 3 in Treales. Another milestone this year is the Junior Women s Road Series, something we here at the NWYJT were always keen to see happen and are glad to be a part of. Long may it continue. We are very pleased that Jason and Meryl Iddon are again our headline sponsors for the 4th year, with Mary and David Pratt at Station Garage, Caton again providing event vehicles on Stage 2 and 3, and pocpac for sponsoring the KoM and QoM competitions. Another first this year will see us trying to reduce the event s environmental impact. The race manual won t be printed out unless requested (information will still be posted at HQ) and you ll get a discount for using your own mugs at the refreshments tent or you can purchase one of our Limited Edition event mugs. 3 Race Format The General Classification (GC) will be calculated by adding together the times recorded for each stage, taking bonuses and penalties into consideration. The rider with the lowest total time will be the leader on the GC. In the event of a tie on GC time, the 1000th of a second recorded during the TT will be included in the total time in order to rank riders. If there still remains a tie then their aggregate stage positions shall be taken into account. The leader s jersey will be awarded to the rider with the lowest overall time after each stage and that rider must wear the leader s jersey in the next stage. The race leader s jersey(s) will be awarded before the start of each stage except Stage 1. The overall winner s jersey will be awarded to the rider who completes the whole race in the lowest overall time after deduction of bonuses and addition of penalties. All riders will be given a time rounded down to the nearest whole second with groups being given the same time unless a clear gap of one second is determined. Team Competition (Junior Women only) The team competition will be decided on a team s highest placed 3 riders on GC after Stage 3. Combined teams will be allowed, e.g. riders from different regions/clubs may ride as a team. Combined teams must be declared when signing on for the first stage. All members of a team contesting the team classification must wear the same jersey, the only exception being a rider wearing the leader s jersey. King and Queen of the Mountains Competitions Stage 2 will feature a King/Queen of the Mountains competition for all categories. The competition will be decided on points awarded based on position over the finish line on designated laps as shown in the schedule - 1 st 5pts, 2 nd 4pts, 3 rd 3pts, 4 th 2pts, 5 th 1pt. In the event of a tie after Stages 2, the competition will be decided by finishing position at Stage 2. Points Competition Stage 3 will feature a points competition for all categories. The competition will be decided on points awarded for position over the finish line on designated laps as shown in the schedule- 1 st 5pts, 2 nd 4pts, 3 rd 3pts, 4 th 2pts, 5 th 1pt. In the event of a tie, the competition will be decided by finishing position on stage 3. Time Bonus System The stage winner will be the first rider to cross the line at the finish. Time bonuses for GC will be awarded to the first six finishers on each stage (except stage 1) as follows: 1 st : 10 seconds; 2 nd : 7 seconds; 3 rd : 5 seconds; 4 th : 3 seconds; 5 th : 2 seconds; 6 th : 1 seconds. For each of the sprints in the points competition in Stage 3, there will be bonus seconds for the first three riders across the line of 4, 2, 1 seconds respectively. Lapped Riders Lapped riders may be instructed by the Commissaires to pull out of the race if deemed necessary. Please pay attention to the Commissaires instructions at all times if instructed to pull out, you must do so immediately, but you will be placed by the officials. Lapped riders pulled from the race before the finish will be given the average lap time of the slowest rider to finish added to their finish time plus 1 minute per uncompleted lap. In the event of a rider failing to start or finish a stage they will be allocated a GC time two minutes greater than the slowest rider to finish in their category and will then be eligible to re-start the following stage. Riders who are more than 5 minutes behind the leaders within the final 3 laps will be removed from the race. Stage 1: Time Trial on Saturday 25 th August The start times are included in this manual. Riders will start at 30 second intervals. Any rider arriving late for their start time will be allocated their finish time plus the late start time. Riders must compete on standard road bikes with standard helmets that will be used for all stages.

4 No time trial equipment will be permitted. There will be a Hot Seat at the finish which the current fastest rider in each category MUST occupy until either their time is beaten and they are replaced by another rider, or until the end of the category. National Series Points Points will be allocated as per National Youth Series regulations for stage races. 5 BC Ranking points For U16 and U14 categories each stage will run as Band 5 and the overall as Band 4. For the Junior Women, each stage will run as Band 5 and the overall as Band 3. U12 s do not receive BC ranking points. Retirements Should any riders wish to retire from the race, they must report to a Commissaire or finishing judge immediately. Riders must not ride in the opposite direction to the race. Crashes & Mechanical Incidents Due to the no laps rule riders must change and chase. All wheels must be compliant with UCI/BC specification and regulations and gear restrictions appropriate to the age group of the rider. Bike changes can ONLY occur after critical mechanical failures AND after approval by commissaires. There is no designated pit area for Stage 2 & 3, anyone supporting a rider with spare wheels must find a safe and appropriate place to position themselves. Any mechanical issues must be dealt with to the side of the course. BC Technical Regulation 21.2 will apply: In the event of any accident, mechanical trouble or puncture occurring within the last 3km of any stage, the competitor(s) concerned will be credited with the finishing time of the last competitor of the group they were with at the time of the incident, providing that the finish line is crossed. The threshold for TR21.2 for stage 2 and stage 3 will be one lap to go. Any claims for incidents within the last 3km must happen within 5 minutes of the finish. Any rider that does not finish a stage under the event doctor s instruction will be given an appropriate time by the Chief Judge to allow them to continue the next stage. Gridding Riders will be gridded 10 minutes before the start of Stage 2 & 3, based on GC. The top 10 on GC will be called up to the line in order and the rest will line up behind. With this in mind, please do not line up on the start line before ordered to by the officials as you will be turned around. Do not enter the circuit until told to do so. Enquiries To allow the officials to continue with their appointed roles there will be a Rider Liaison Officer, Janet Reed. Should any riders or parents wish to make an enquiry about a result or feels they need to raise any issues about a race they must do this via the Rider Liaison Officer. She will listen, note the query and then bring it to the attention of the relevant officials at an appropriate time. Once she has received an answer she will communicate the outcome - with this in mind please don t interrupt the officials whilst they are working on the racing. Gear Checks Riders will need to have their gears checked on every stage before signing on. It is important that riders arrive with the correct gears. If over geared, the rider could miss their start. The first three riders in each stage must report to gear check immediately plus any other riders at the Commissaires instruction. Failure to do so will result in relegation from the stage. Ideally they should request this at least five working days before the event.

Please factor in Sign On times when arranging travel plans, particularly as it s a bank holiday weekend. At sign on riders will recieve two numbers which they must wear clearly on each stage in the following manner: Numbers must not be folded or overlapped. Please do not forget your British Cycling 2018 Race Licence. Race Conduct Riders are reminded that the following infringements may result in a fine/ relegation, or both, from the stage: Not being in full control of their machine i.e. hands off the handlebars in victory celebration and the like. Riders must wear their club or team kit or, alternatively, a plain black kit no replica kits are allowed. Littering gel wrappers, energy bar wrappers. Warm Up Warming up on the course during another race. Calls of Nature - Please use the toilets provided at each venue. The use of foul or inappropriate language is not acceptable. Feeding no feeding (passing bottles or food up) will be permitted during the event but riders can start with food and drink to last the duration. Parents/guardians are reminded that they are responsible for the safety and wellbeing of the young people in their charge. Special care must be taken around the beach, roads and buildings near the event. The organisers will do their utmost to ensure the safe running of the event during the times outlined in the programme.

7 Results Results will appear at the circuit on the morning of the following day. Preliminary results will also appear as soon as possible after each race. With this in mind it would be appreciated if you didn t rush the judges into finding out the results before they are published. Please also follow the Twitter for all the updates about the race as it happens. Results will be published on the event website ( and on the website of our timing providers (areedeventtiming.com). Race Presentation There will be prize presentations on the day for the top 3 riders in each category for Stages 1 and 2. Stages 3 and the GC will be on Monday at an approximate time as publicised in this race manual. The presentations will take place at Event HQ. Those riders eligible for prizes are expected to attend the prize presentation unless valid representation is made to the Rider Liaison Officer in advance. Any rider failing to attend the presentations without valid reason will be deemed to have agreed to donate their prize money to the Lewis Balyckyi Trust Fund, org. There will be equal prizes for girls and boys. Each rider will be issued with a transponder at sign-on on Saturday and will be responsible for this throughout the event. Transponders will be removed after the final race on Monday when riders leave the circuit. Any lost transponders will be charged at 100 per unit to the rider. 9 Saturday: Saturday s stage will be in the form of a time trial on the Promenade in Morecambe. The course will begin and end at a point just north of the Midland Hotel. There is ample room for team and club gazebos adjacent to the start/finish. Please ensure gazebos are securely tied down, it can be breezy! There is free event parking available within the Leisure Park area. Overnight Parking is available via the BC event page. Other pay and display car parks in Morecambe are available. Morecambe Leisure Park, LA4 4BU Unfortunately, this year we cannot provide parking for cars in the area we have previously used. However there are some pay and display car parks across the road from the promenade.

10 Sunday: Event HQ and the podium presentations will be in the field opposite Lancaster Auction Mart. The main car park will also be in the field, with overflow parking in Lancaster Auction Mart lower car park. Wyresdale Road is only closed after the junction with Grab Lane, please take care and use the footway. There is to be NO setting up of rollers along Wyresdale Road. There is no practice time on the circuit after 09:00 and before that it is still an active highway. The start is on Grab Lane and the finish is on Newlands Road. Under no circumstances are there to be rollers, turbos, or gazebos in any of the Lancaster Auction Mart buildings. Any competitor or parents/guardians found with equipment in the buildings, the competitor will be disqualified immediately. Lancaster Auction Mart, Wyresdale Rd, Lancaster LA1 3JQ There is to be NO event parking on Fenham Carr Lane, Wyresdale Road or within Lancaster Leisure Park. Please don t jeopardise the future use of this road circuit by parking irresponsibly. You must use the official car parking provided.

11 Monday: Event HQ, podium presentations and car parking will be in The Show Field. The roads used for the tour will be closed from 9am to 5pm and there are maps below of the course/ roads affected. There are more details on the website. Salwick Road will be only road which we will allow access to and from the event parking/ HQ. If you arrive after the road is closed at 9am, you will have to queue along Salwick Road until the next traffic window (listed below), and then we will allow you access to and from event parking/ HQ. There is to be NO UNACCOMPANIED CARS left on Salwick Road. There will be short term parking in Stanley Lodge Farm and then cars may move into the main parking at event HQ during a traffic window.
