2 Welcome! We are once again proud to be hosting the Sleepwell Hotels Isle of Man Youth and Junior Tour which continues to go from strength to strength. We hope that all competitors who have travelled over to the Island for the racing had a safe journey, we appreciate your continued support. We are indebted to so many people for the safe and efficient running of this event, with five stages held at different locations around the Island it is no easy task. This year we see a return to the hilly circuit at Ellerslie for our Youths and a brand new course around the Billown motorcycle circuit for the Juniors. We would like to name specifically the following people and thank them for their help: Our sponsors Sleepwell Hotels who provide a huge amount of support both financially and logistically to make sure the event goes ahead, together with the Isle of Man Government Department of Enterprise. The Isle of Man has become a hot spot for cycling talent and their continued support of the event has really helped promote the Island s cycling scene. To all of our British Cycling officials and commissaries who have become friends over the years. Thank you for your hard work and time. This manual details the race procedures and regulations, so please take the time to read it carefully as there are changes to previous years. 3 Event Headquarters The Event Headquarters are located at: Claremont Hotel, Loch Promenade, Douglas, Isle of Man IM1 2LX Signing On Event registration and signing on for Stage 1 will take place on Friday 4 th May 2018 at the Event Headquarters between 2.00pm and 4.45pm. You will be provided with your race information pack which includes your race numbers and a timing transponder. Race numbers provided are for the duration of the event and must be used for each stage. You will need to hand in your 2018 Racing Licence (with photo ID) and valid BC Dispensation Card (if held) which will be retained for the duration of the Tour and will be returned upon receipt of your timing transponder. 4 The first 3 finishers of each stage must also have their gears checked immediately after the stage finish. It is the rider s responsibility to ensure they are available for this. Please make yourself known to a marshal in the start/finish area. As per BC Technical Regulation 3.3, the following gear restrictions shall apply in this event: Category Youth A Youth B Youth C Youth D Youth E Junior Gear Restriction 6.93 metres 6.45 metres 6.05 metres 5.40 metres 5.10 metres 7.93 metres Access and Parking Please ensure that you park in a designated car park or in a place which does not cause an obstruction or block access to property or any of the courses. Only authorised vehicles displaying an Official Car sticker are permitted on the courses. Your particular attention is drawn to the following: Stage 1 Prologue. The Bottleneck car park will be running as a normal car park (with relevant charges applying), please keep within the designated spaces. You are advised to use alternative parking along the Promenade or in the surrounding car parks. Please ensure you follow marshals instructions regarding parking. Gazebos & tents must not be erected within the car park and no motorhomes, campervans or large vehicles will be permitted. Access in and out of the car park must be maintained at all times. Parking inspectors will be on site to deal with any misuse or poor parking which may result in further action being taken. Stage 2-1 and 2-2. Parking will be at the Jurby Parade Ground. School car parking will be reserved for official vehicles only. Please do not attempt to access this area or block the car park for the local shop. The Parade Ground can be found just north of the school after the Medical Centre. The Finish area is approximately 1 mile away from the Parade Ground. Please share vehicles if you need to move closer to the course. A small amount of additional parking is available at Ballaugh Beach which is 100m from the course, Please do not park on closed road sections or block access to houses. Please also avoid parking near Ballaugh Old Church as there is a wedding taking place. Police will be in attendance and will monitor parking, so please act responsibly and respect the local community who are being inconvenienced by our race. Stage 3-1. Parking will be at Marown School. Limited parking is available at the school with additional parking close by. There will be no parking allowed on the Glen Darragh Road which runs from Marown School to the circuit entry point. Stage 3-2. Parking will be on Farrants Way, Castletown at the rear of the race headquarters. There are several other car parks in the area. All races are on fully closed roads. Only drivers who are authorised by the Clerk of the Course are permitted to drive or enter the closed road circuits with a vehicle. Anyone either reported or found driving on closed roads who are not authorised will be committing an offence under the Isle of Man Road Races Act, and may face arrest and criminal proceedings. 5 Spectators Please follow the instructions of the race marshals, officials and Police at all times. Remain behind the barriers and do not walk on any of the circuits. Even if the riders have gone past, there still maybe official cars and motorcycles travelling around. Results Official results will be published and made available at the Event Headquarters after each stage. 7 Organisation Meeting This will take place at the Claremont Hotel on Friday 4 th May 2018 at 1.00pm. Required attendees: Event Directors, Technical Director, Commissaires, Judges, Clerk of Courses, Police Liaison Officer. Communication All race communication will be by means of UHF radio. While the event is running, please do not use the radios except in an emergency. Commissaires require the full use of the radios at all times and you may interfere with time checks. Race Regulations The race will be run under the Technical Regulations, and where applicable the National Series Regulations, of British Cycling. Additionally please note the following regulations which are specific to this event. Equipment BC Technical Regulations regarding bicycles and equipment apply in this event. Competitors must use the same bicycle for all stages. If as the result of a crash or mechanical problem the bicycle should sustain irreparable damage then a replacement will be permitted subject to the approval of the Chief Commissaire. Warming Up Riders must not warm up in the following places: Stage 1: Douglas Promenade roadway Riders are not permitted to use the Prologue course until the circuit has been closed. Any rider found warming up could be subject to disqualification from the event. Race Start (Road & Circuit Races) Parents, Team Managers and Mechanics will not be allowed in the race start areas and riders will not be allowed to be held up. Parents or helpers cannot drive or cycle on any part of the closed roads, and cannot follow the riders on the race route. It is the responsibility of the riders to be present at the designated start point in good time for the start of their race. For Stage 2-1 (Junior Road Race). riders and the race convoy will assemble at the stage headquarters (Jurby Community School) and proceed in neutralised format to begin racing after the right turn from A10 Jurby Coast Road on to Ballavarran Road (see circuit map on page 13 for details). For Stage 2-2 (Youth Road Races), riders must make their way from the HQ to the circuit assembly point between the junction of Jurby Road/Old Windmill Road and Jurby Road/Road of the Brushwood (see circuit map on page 14 for details). For stage 3-1 (Youth Road Races), riders and the race convoy will assemble at the entry to the circuit at the junction of Glen Darragh Road (see course map on page 16). It is the responsibility of the riders to be present at this point in good time for the start of their race. For stage 3-2 (Junior Road Race) riders and the race convoy will assemble in Market Square Castletown and proceed in neutralised format via Castle Street/Bank Street/Malew Street/ Arbory Street/Arbory Road, turning right on to A5 to begin racing on first passage of the finish line (see map on page 17 for detail). 8 General Classification The General Classification (GC) will be based on time. The rider with the lowest total time will be the leader on GC. In the event of equality, the rider with the highest stage placings on aggregate shall be the race leader on GC. If there remains a dead heat, finishing positions on stage 1 will decide the overall winner. The leader's jersey will be awarded to the rider with the lowest overall time after each stage and that rider must wear the leader's jersey in the next stage (male competitors will receive a yellow jersey, female competitors will receive a pink jersey). The race leaders jersey(s) will be awarded before the start of each stage except stage 1. The overall winners jersey will be awarded to the rider who completes the whole race in the lowest overall time after deduction of bonuses and addition of penalties. Time Bonuses The stage winner will be the first rider to cross the line. Time bonuses for GC will be awarded to the first six finishers on each stage (except Stage 1) as follows: 1st: 10 seconds; 2nd: 7 seconds; 3rd: 5 seconds; 4th: 3 seconds; 5th: 2 seconds; 6th: 1 second. All riders will be timed to the nearest whole second with groups being given the same time unless a clear gap of one second is determined. All riders will finish on the same lap and lapped riders will be allocated a time based on the average lap time for the stage for the category, adjusted to place them after the last rider to complete the full distance. In some circumstances lapped riders may be instructed to finish their race earlier than the leading group. In the event of a rider failing to finish a stage they will be allocated a GC time two minutes greater than the slowest rider to finish in that category and will then be eligible to re-start the following stage. Points Competition The rules for the points competition are as follows: Stage 1: The rider finishing in second place will be the leader of the points competition, however no points will be awarded for this stage. Stage 2-1, 2-2, 3-1, 3-2: Points 3, 2, 1 will be awarded for the first 3 riders on each passage of the finish line except the last, with the following exceptions: Stage 3-1 Youth D/E only points awarded to the first 3 finishers. Stage 3-2 Junior Road Race no points on first passage of the finish line immediately following the neutralised start. The rider with the highest points total will be the leader of the competition. The winner of the competition will be the person with the highest overall points total after stage 3. In the event of a tie, the number of wins will be the decider, if still equal the highest placed rider on GC will take the award. The green points leaders jersey for each category will be awarded before the start of each stage except stage 1. The overall points winners jersey will be awarded to the competitor with the highest overall points total after stage 3. Team Competition The team competition in each category will be decided on a team s highest placed three riders on General Classification after stage 3. Combine teams will be accepted. e.g. riders from different regions/clubs may ride as a team. Combine teams must be declared when signing on for the first stage. Issue 1 27/04/18 Page: 8

9 All members of a team contesting the team competition shall wear clothing of a similar design and colour for each stage, the only exception being for riders wearing leader s jerseys. Lapped Riders Lapped riders may be instructed by the commissaires to pull out of the race if deemed necessary. Please pay attention to the commissaires instructions at all times - if instructed to pull out, you must do so immediately. Lapped riders will be allocated a time based on the average lap time for the stage for the category, adjusted to place them after the last rider to complete the full distance. Time cut-offs On Stages 2-1 and 3-2 (Junior Road Races) rider(s) more than 8 minutes behind the main field at the start of the final lap will be stopped and allocated a time based on the time of the last rider to finish the full distance plus their deficit at the time they were stopped. Retirements Should any riders wish to retire from the race, they must report to a commissaire or judge immediately. Please do not ride in the opposite direction to the race. Feeding Stage 2-1 Junior Road Race: A feeding zone will be located on A10 Cronk Road after the Ballaugh Loop junction. Feeding is not permitted on the first two laps or on the last lap of the race. Stage 3-2 Junior Road Race: A feeding zone will be located on A5 prior to the junction with Arbory Road. Feeding is not permitted on the first two laps or on the last lap of the race. Drinks or other items are not to be handed up to riders during competition in any other stages. However riders may carry suitable provisions if they wish. Neutral Service Stage 1 Neutral Service will be located in Bottleneck Car Park adjacent to the start area to provide assistance if required prior to the time trial start. Stage 2-1, 2-2, 3-1, 3-2 The race organisation will provide neutral service vehicle(s) whose position in the race will be under the control of the Chief Commissaire, however this may be restricted to certain categories. Team service vehicles are not permitted to follow the race on any stage. Crashes & Mechanical Incidents BC Technical Regulation 21.2 will apply: In the event of any accident, mechanical trouble or puncture occurring within the last three kilometres of any stage, the competitor(s) concerned will be credited with the finishing time of the last competitor of the group they were with at the time of the incident. For Stage 2-2 this shall apply to the final lap. Penalties The Chief Commissaire may impose penalties on any rider who infringes race regulations or whose conduct is deemed to be a danger to other riders. Such penalties may take the form of a time penalty, relegation or disqualification. Appeals Appeals must be lodged in writing within thirty minutes of the stage results being published and must be addressed to the Chief Commissaire. All appeals require the completion of the official form and the Issue 1 27/04/18 Page: 9

10 deposit of 25 cash, to be handed to the race jury via the Chief Commissaire, this will be returned should the appeal be successful. Race Distances Race distance/duration may be amended to fit within the permitted road closure regulations and times. This will normally only occur if there has been an unavoidable delay or the event is affected by adverse weather conditions. Riders will be briefed before the stage start of any changes and will be notified by commissaries where possible should the race already be in progress. Anti Doping If the event is subject to an Anti Doping control the location of the testing facility will be advised at signing on for the relevant stage(s) and the list of riders required for testing will be posted at the finish line. Competitor Conduct Please act in an appropriate manner and convey the correct image of cycling to spectators. Please follow the instructions of race officials at all times. If riding on public roads please do so in a safe and responsible manner. Do remember that members of the public live on the courses used in this event. Please be polite and courteous to residents, sponsors, officials and hotel staff - they are all keen for the Youth & Junior Tour to be a success and to flourish over the coming years. Litter PLEASE DO NOT DROP LITTER. A litter drop zone will be provided on Stage 2-1 and 3-1 denoted by signs at the start and finish of the zone. Competitors seen depositing litter outside these zones may by subject to disciplinary action. Prize Presentation The Sleepwell Hotels IOM Youth Tour Presentation will be held on Sunday 6 th May at the Villa Marina Royal Hall, on Douglas Promenade. Pre-booked tickets for this event should be collected and paid for at registration on Friday 4 th May Please be advised this is a ticket only event and additional tickets will not be able to be purchased during the weekend.
