1 SECURITY CYCLIST CERTIFICATION COURSE - May 18-20, 2014 General Information Location: Hilton Downtown, 211 North Street,, Florida Check-In: Saturday, May 17, 4:00-8:00pm, Sunday, May 18, 6:45am-7:45am, Second Level Registration Desk. You will receive your namebadge be directed to appropriate classroom. Bike Check will be open in Hilton starting at 12:00pm on Thursday, May 15. Schedule: class will begin promptly at 8:00am on Sunday. Please wear your full duty uniform. Your bike should be in Bike Check a, fully assembled ready to ride. Lunch will be served at noon each day. On Sunday, May 18, class will be held from 1:00pm-10:00pm to accommodate Night Riding Operations. Be Prepd to Work Hard: This deming class involves over 15 hours of on-bike time to develop improve your riding skills. remainder of 40 hours will be spent in classroom sessions. Certification course concludes on Tuesday, May 20, at 5:00pm, with a graduation ceremony. IPMBA Security Cyclist Certificates will be presented to those students who successfully complete course. Most events will take place at Hilton Downtown surrounding a. Transportation will be provided to training sites that not within cycling distance. CHECK-IN Hilton Downtown, 211 N. Street,. Pre-Conference Courses Thursday, May 15: 4:00pm-8:00pm Friday, May 16: 6:45am-7:45am; 4:00-8:00pm Saturday, May 17: 6:45am-7:45am; 4:00-8:00pm Sunday, May 18: 6:45am-7:45am Conference Tuesday, May 20: 2:00pm-8:00pm Wednesday, May 21: 7:00am-7:45am Bring your confirmation, your completed PAR-Q (unless you submit it in advance), your authorization to participate in live-fire exercises (if applicable if you do not submit it in advance). You will sign a waiver receive your name-badge, program, welcome bag. Important: Only those participants whose registration membership fees have been paid in full with a credit card, check, or purchase order will be permitted to register. If your payment or proof of payment (PO or equivalent) has not been received by IPMBA, you will be required to pay on-site by check, cash, or credit card. IPMBA is not responsible for delays in processing of refunds for duplicate charges resulting from failure to pay in advance. COMMAND POST Hilton Downtown, second floor registration desk. BIKE CHECK Hilton Downtown (access via pedestrian Esplanade, between Jackson Whiting.) Open posted hours Thursday, May 15, 12pm, through Saturday, May 24, 12pm. Hours of operation: 7:00am-9:00pm daily except Sunday-Monday, May Wednesday, May 21, (7:00am-10:00pm); Thursday, May 22 (7:00am- 7:00pm); Friday, May 23 (7:00am-5:00pm); Saturday, May 24 (7:00am-12:00pm). Staff will be on call at when Bike Check is closed. You may drop your bike off at Bike Check entrance proceed to Hilton front desk to check in park your vehicle, or check in first, park your vehicle, walk or ride your bicycle to Bike Check. FIREARMS Flying with Your Firearm: FAA Regulations for Commercial Airlines 1) Weapon must be decld at ticket counter on date time of departure; 2) Weapon must be unloaded; 3) Weapon must be in a locked hard-sided case placed inside a lockable suitcase; 4) Ammunition must be locked in case with weapon; 5) Luggage must be placed in checked baggage. No mace or OC spray, no matter what size, is allowed on board. Note: Different airlines have

4 different policies. Some ticket agents require you to actually remove weapon so y may inspect it, while ors simply take your word. Do not be surprised if you asked to prove that it is unloaded that your ammunition is packed properly. Under provisions of H.R. 218, Federal Law Enforcement Officers Safety Act, police officers authorized to carry firearms in all states. International Attendees: Instructions for Temporary Importation of a Firearm into US Residents of friendly nations can temporarily bring a firearm ammunition into U.S. for purpose of participate in a training exercise by doing following: 1) Obtaining a letter of invitation, on letterhead, from organizer (or applying for obtaining a hunting license). 2) Completing ATF Form 6NIA for temporary importation of a firearm by a non-resident alien, available from IPMBA or 3) Submitting application invitation letter at least 6-8 weeks prior to travel date. Instruction #4 of Form 6NIA does not exempt conference participants from permit requirements because training is not considered official law enforcement business. Upon approval, permit will be sent to applicant. At customs, individual must decl weapon/ammo present both permit invitation. SELLING OF MERCHANDISE/ UNIT GOODS All proceeds from sales of unit goods must be for benefit of unit or a charitable organization. Any seller of merchise for personal profit will be required to pay $595 exhibitor fee or immediately cease sales. WEATHER Average temperatures range from low of 70 F (21 C) to a high of 87 F (21 C). Keynote Address: Boston Marathon Bombings: Lessons Learned Join Deputy Superintendent Neil Blackington of Boston EMS for an in-depth look at events of April 15, 2013, when terrorists struck near finish line of Boston Marathon. This program will examine bombings emphasize importance of pre-planning, training, operational discipline during a prolonged, multi-agency event. You will gain a new appreciation for importance of preplanning, multiple casualty management, inter-agency communications operations. Incidents like Boston Marathon bombings highlight need for training preparation for events of any size. Deputy Superintendent Blackington has been in public safety for more than 40 years, including 35 with Boston EMS. His cer spans Field Operations, Special Operations, Special Projects. He has worked as a police officer, firefighter, ski patroller, PSD contractor, selfdefense instructor, tactical EMS provider trainer. In 2004, he served as lead EMS Liaison Officer to US Secret Service Multi- Agency Comm during DNC. 10 COURSE. re will not be a pre-ride of course prior to event. A course layout will be available at Comm Post throughout pre-conference conference. re will be a walk-through demonstration of course upon arrival at event site. COMPETITORS ON COURSE. Only one competitor at a time may start course. Depending on course length, more than one competitor may be allowed on course; however, re shall not be more than two participants on course at any one time. Competition Coordinator, Starting Coordinator Safety Officer will jointly determine if course can safely accommodate more than one rider at one time. Depending on course size number of participants, starts will be spaced approximately 1-3 minutes apart. Competitors will not be allowed to start in a head to head fashion. WALK-THROUGH. Upon completion of walkthrough demonstration, all riders must be within staging a, ready to ride. Riders will be prompted to move to starting line at ir respective times. No rider will be allowed to ride competition course if a liability waiver is not signed or if Starting Coordinator, who will conduct a safety inspection, deems rider to be in noncompliance with any equipment or safety requirements. FINISH. A rider s time will end with his/her front tire crossing finish line. A rider may carry his/her bike across finish line to complete course. UNIFORMS AND EQUIPMENT REQUIREMENTS. As described previously, teams may be mixed, combining riders from all public safety cycling professions. MINIMUM EQUIPMENT NEEDS. Properly Maintained Mountain Bike: Riders strongly encouraged to ride ir department-issued mountain bikes, set up for patrol. However, riders who not permitted to bring ir duty equipment to conference /or who have rented bikes (if available) will be permitted to compete if bike is equipped in a substantially similar manner to a typical duty bike. Bikes will be checked by Starting Coordinator to ensure that y properly equipped. Starting Coordinator will also conduct a safety inspection of bicycle rider. Inferior bicycles will not be permitted. Any rider in any category who does not meet proper safety measures will not be allowed to ride. Because some departments allow knobby tires on patrol bikes due to local riding conditions, slicks, combination knobby tires will be all accepted. However, it is strongly recommended that knobby tires not be used during competition. STARTING. 12 Physical Activity Readiness Questionnaire - PAR-Q (revised 2002) PAR-Q & YOU (A Questionnaire for People Aged 15 to 69) Regular physical activity is fun healthy, increasingly more people starting to become more active every day. Being more active is very safe for most people. However, some people should check with ir doctor before y start becoming much more physically active. If you planning to become much more physically active than you now, start by answering seven questions in box below. If you between ages of 15 69, PAR-Q will tell you if you should check with your doctor before you start. If you over 69 years of age, you not used to being very active, check with your doctor. Common sense is your best guide when you answer se questions. Please read questions cfully answer each one honestly: check YES or NO. YES NO 1. Has your doctor ever said that you have a heart condition that you should only do physical activity recommended by a doctor? 2. Do you feel pain in your chest when you do physical activity? 3. In past month, have you had chest pain when you were not doing physical activity? 4. Do you lose your balance because of dizziness or do you ever lose consciousness? 5. Do you have a bone or joint problem (for example, back, knee or hip) that could be made worse by a change in your physical activity? 6. Is your doctor currently prescribing drugs (for example, water pills) for your blood pressure or heart condition? 7. Do you know of any or reason why you should not do physical activity? If you answered NO to all questions YES to one or more questions Talk with your doctor by phone or in person BEFORE you start becoming much more physically active or BEFORE you have a fitness appraisal. Tell your doctor about PAR-Q which questions you answered YES. You may be able to do any activity you want as long as you start slowly build up gradually. Or, you may need to restrict your activities to those which safe for you. Talk with your doctor about kinds of activities you wish to participate in follow his/her advice. Find out which community programs safe helpful for you. If you answered NO honestly to all PAR-Q questions, you can be reasonably sure that you can: start becoming much more physically active begin slowly build up gradually. This is safest easiest way to go. take part in a fitness appraisal this is an excellent way to determine your basic fitness so that you can plan best way for you to live actively. It is also highly recommended that you have your blood pressure evaluated. If your reading is over 144/94, talk with your doctor before you start becoming much more physically active. PLEASE NOTE: If your health changes so that you n answer YES to any of above questions, tell your fitness or health professional. Ask wher you should change your physical activity plan. No changes permitted. You encouraged to photocopy PAR-Q but only if you use entire form. DELAY BECOMING MUCH MORE ACTIVE: if you not feeling well because of a temporary illness such as a cold or a fever wait until you feel better; or if you or may be pregnant talk to your doctor before you start becoming more active.
