1 A meeting of the (ATAC) was held on the above date at 7:00 p.m., Kiwanis Centre, 111 Lakeside Drive, Stratford. Committee Present: Councillor McManus Chair presiding, Councillor Brown, Councillor Ingram, Henry Centen, Christine Nobles-Smith, Don Farwell and Geoff Love. Staff Present: Margaret Johnston Recording Secretary. Also Present: Linda Moraes Perth District Health Unit. Regrets: Councillor Vassilakos, Brad Hernden, Manager of Recreation and Marketing and Nancy Roulston, Manager of Development Engineering. MINUTES 1. ADOPTION OF PREVIOUS MINUTES May 27, 2015 Motion by Geoff Love, seconded by Henry Centen That the ATAC minutes dated May 27, 2015 be adopted. Carried. 2. BUSINESS ARISING FROM PREVIOUS MINUTES a) Update on Working Groups Councillor Vassilakos can possibly update us on the Ice Clearing Campaign at our next meeting. Henry Centen stated that in terms of the reporting structure regarding the Bike & Pedestrian Master Plan, we are eventually looking at a report card process like they have in Kitchener. Mr. Centen stated that they met with Peter Dedes, the Chair of the Kitchener Cycling & Trails Advisory Committee, and they ve been in existence since They focus solely on the Bike Master Plan. The pedestrian Plan is separate. They have a budget of $700,000 per year for trails. When they first started their focus was on infrastructure projects, not signage. Their focus now is more on signage. It took them a couple of years to feel out what their mandate was. Mr. Centen stated that Mr. Dedes explained that in Kitchener, Council is quite receptive to the

2 committee s recommendations; they have the regional structure there as well so there was more money available for the committee s goals. Henry Centen stated that in terms of the Report Card aspect, that was actually included in Kitchener s Bike Master Plan. The Report Card is not proprietary so there are other templates out there we can use, except for a few, like Share the Road Report Card which is proprietary. The committee in Kitchener received a grade of C+ which they feel fine about in relation to their efforts so far. Henry Centen stated the committee does a lot of promotions and they currently have the radio station promoting things. They just completed a project for a cycle track and there are development plans for bike initiatives in relation to their rapid transit development. Henry Centen stated they are structured very similar to us; they have three or four sub-committees including infrastructure, education and promotion. Councillor McManus stated that in terms of connecting to other municipalities, like the Guelph to Goderich project, she doesn t think we re ready for that yet though would like to see us get there. Henry Centen stated that as an advisory committee, we should strongly consider what Kitchener s Report Card has in it and what parts of it apply to Stratford. The Kitchener committee believe you have to have a champion on Council, a champion on staff and you have to have the public support to make it really work. It would be worth looking at a few Report Cards for reference. Councillor McManus stated that perhaps our committee should think about getting out in front of particular pieces of the Bike & Pedestrian Plan so that when new infrastructure occurs it s not a surprise to residents that certain signs are slated to go up afterwards in relation to bike trails, etc. For instance, on July 6 th there is sidewalk construction beginning on Mornington Avenue between Delamere Avenue and Glendon Road and perhaps this committee can help with informing residents about parts of the Bike & Pedestrian Plan that will coincide with this development. Councillor McManus stated that the O Loane Avenue development is slated to be on the June 24 th Infrastructure, Transportation & Safety Sub-Committee agenda. Councillor Brown inquired as to whether anyone from ATAC would like to speak at the meeting. They will also be able to speak on this issue at the Council meeting on July 27th and perhaps someone from ATAC would be interested in doing this. Motion by Geoff Love, seconded by Councillor Ingram That the Active Transportation and Advisory Committee have an ATAC member speak at both the June 24 th, 2015 ITS Sub-Committee meeting and the Council meeting on July 27 th, 2015 to recommend the

3 construction of a 3.0m wide multi-use trail be approved as part of the boulevard restoration for the O Loane Avenue watermain project. Carried Councillor McManus stated that in terms of a communication strategy to relay information to the public regarding infrastructure projects that relate to the Bike & Pedestrian Master Plan, she contacted the health unit and there s what s called the Think Team, which are a team of youth that have taken the lead on a number of initiatives like anti-smoking, etc. Councillor McManus wondered whether they would be interested in thinking about public transit issues and/or whether they would be interested in thinking about how to encourage people to walk and bike more come September. It might be an area of interest to them. Councillor McManus stated we could find ways to connect to the schools in the Fall; we could start with blowing up a section of the Bike & Pedestrian Master Plan for that neighbourhood and have it on the school website so they could see what s coming and help encourage them to walk/cycle. We could break down the maps into Wards and give it to the Parent Council Groups and the school Green Teams. In this way, they can see how that portion of the Bike & Pedestrian Master Plan relates to their area and we can prepare them for what s coming. Linda Moraes stated that the Perth District Health Unit can help with this because they are already distributing print and digital newsletters to the Principals of schools. Councillor Brown stated he is in communication with Brad Hernden, Manager of Recreation and Marketing in regards to the bike rack inventory. He should have the number by our next ATAC meeting. At that point, we can figure out what we need. b) Update on Transit Review Meeting Don Farwell and Henry Centen discussed their meeting with Energy & Environment s Transportation Committee and the Transit Review Consultant; they stated they felt the Consultant didn t always understand ATAC s involvement with the transit review. They felt they were able to challenge the Consultant s perceptions and were somewhat successful with that. They explained to the Consultant that they need to find some efficiencies in the transit system so they can free up some cash for this part of the Active Transportation system.

4 c) Update on the Transportation Task Force of United Way Councillor Vassilakos was going to look at whether United Way is interested in rolling out a bike-sharing initiative and possibly she will update us on that at our next meeting. d) Update on UW Research Initiative Linda Moraes stated that she believes there are some transitions with some of the Professors at UW and so there may be different key players interested in the research initiative. The meeting is scheduled for June 29 th at 9am to discuss their interest in research associated with the Bike & Pedestrian Master Plan. Ms. Moraes stated that it is her goal to eventually schedule a meeting with the main Professor interested in this initiative and a few members of ATAC. e) Update on ATAC Vision Statement Don Farwell stated that the Vision Statement for ATAC is actually in the Bike & Pedestrian Master Plan: connect all neighbourhoods with key destinations within the City as well as to surrounding communities. Councillor McManus suggested we say: a network of safe corridors that connect all neighbourhoods with key destinations within the City as well as to surrounding communities. Carried. f) Update on Ontario By Bike Workshop Geoff Love indicated he and Councillor Vassilakos attended the Ontario By Bike workshop the day before. Mr. Love explained it is set up to encourage businesses to agree to a certain set of conditions and criteria to become more bike-friendly. For instance, businesses providing tool kits for cyclists and covered bike racks, etc. Mr. Love stated that the purpose of this was to say that in the region of Waterloo, we would like to see a lot of businesses go through this approval process and their message is they are an economic/tourism destination for cyclists. Mr. Love stated the speaker was really good and spoke of complete streets ; a street needs to facilitate all modes of travel. g) Update on STA website

5 Geoff Love stated he spoke to Christine, from Stratford Tourism, and she indicated they had electronic maps available on their website though until Infrastructure and the Bike & Pedestrian Plan are more developed, she didn t want to put more on their website for now. Councillor Brown stated Stratford Tourism is keen on promoting cycle-friendly initiatives though are waiting on some of that until the connecting links are developed further. h) Update on Calendar Linda Moraes will be working on adding other organizations active transportation initiatives to our Calendar. 3. NEW BUSINESS Geoff Love stated Cycle Stratford has a Guest Speaker scheduled for Monday, June 22 nd in the evening. Linda Moraes stated she would forward that information to the Parent-Council committees at the schools to see if they re interested in attending. Councillor McManus stated they did a Walk and Roll event a number of years ago. On Sundays, they closed certain streets from 6am 12:pm noon, and people could walk, bike and run, etc., without cars. It was another way to pull people out and encourage them to be active. Christine Nobles-Smith stated that some municipalities have bike-holders for busses. Councillor Brown stated that is something that has been discussed at the City though nothing has been done yet. Ms. Nobles-Smith stated that there are good reasons to encourage this initiative, including for inclement weather, people working night shifts, etc. NEXT MEETING DATE Thursday, July 23, :00pm AVON ROOM, 82 Erie Street, City Hall Annex Building.
