Declarations of Interest and approval of minutes 2. Transportation Update Discussion Results/ Action April 29, 2014 Minutes The minutes of meeting No.4-14, held on April 29, 2014 were approved as presented. Dan provided a transportation update: The City of Burlington has purchased two pedestrian/cycle counters which will be installed on multi-use paths. Encouraged Committee to come up with a list of roads of interests for cycle counts and send their suggestions to him. Reminder that Bike to Work Day is June 6, New Street Resurfacing Report will go June 16 to Development and Infrastructure. Cycling Committee advised that they will provide a delegation. Green maps will be received on May 28, 2014 and then distributed. Bike to Transit-a new campaign which is encouraging people to ride their bikes and get on the GO. The organizer Page 1 of 6
2 will be providing statistics of bike use (before and after) to the city. Committee remarks: Councillor Dennison shared that a motion was recently passed to improve sidewalk snow removal services on Centennial Bikeway, Beachway and North Hydro Corridor. In addition, increased snow removal services for parking lay-by areas were also approved at the May 26 Development and Infrastructure Committee. Gene suggested that the city consider using and contacting Social Cyclists a free app which gives you data from cycle users in the city. 3. Regional Health Department Update Kendra provided an update: Jane s Walk: Don led the cycling tour in Aldershot. Kendra shared feedback from Jane s Walk and suggested that Burlington Cycling Committee consider taking on a promotional role next year for the cycling event. The Regional Active Transportation Masterplan is scheduled for consideration at a February Committee meeting (delay is due to the election). Circulated Heart and Stroke s Healthy Candidate Campaign which encourages citizens to see if their local candidates will become a healthy candidate (supporting active transportation, etc). Regional Chair s Corner webpage is a good source of information for regional issues including Metrolinx and public health: s_corner/ Attended a global conference on active transportation and shared with committee that Canada scored a D in comparison to other countries. Encouraged members to contact their school trustees who Page 2 of 6
3 4. Sub-Committee Updates can have an influence on making active transportation a priority. The Town of Oakville recently launched the Watch for Bikes program with the CAA. Committee hopes to see it in Burlington soon. Oakville launched the Ride to My Y Week Suggested contacting Mayor Goldring s Office regarding the possibility of having the topic of active transportation discussed on his Community Connections show on Cogeco. Burlington Cycling Committee could participate. Future item in Cycling Committee Work Plan could be exploration of establishing an Active Transportation Specialist at the City of Burlington Infographic from Burlington Cycling Committee s workshop on cycling facilities was distributed and committee was asked to provide any feedback. Communications: Heidi advised that all members will be needed for the Car Free Sunday events. Details regarding the events will be sent in an . Committee discussed the need to have foam core signage. Denis will investigate costs and proceed with lowest-priced vendor. Councillor Dennison added that this year s event will be double the size of last year lots of sponsors, fundraising, activities and booths for all to enjoy. Chris will be leading Appleby Line and Brad will take the lead at Palladium Way. MEC Bikefest June 29, 11 a.m. to 3 p.m. Committee members will be needed to volunteer and support the booth. The cycling web page will be updated with events. Heidi added that it would be ideal to have a safe cycling piece from this Committee in the Burlington Post. A complaint was received about a child who was injured from a cyclist who did not follow rules of the road. Denis to contact Mayor Goldring s Office regarding possibility of having active transportation topic for future Community Connections show. Denis to provide tent, donated bicycles, signage and other documents (survey, ballots, etc) that will be distributed at the events. Denis to order name tags for committee Motion that committee approve the purchase of signage for Car Free Sunday events CARRIED. Page 3 of 6
4 Committee will continue its mandate in advising Council and educating the public about the importance of active transportation and safe cycling. Denis to send apology . Marilyn will be volunteering on the Bike to Work Day and additional volunteers from this committee will be required. Any members who are interested should contact Dan or Heidi. There will be one more final push of surveys before providing an update to Council. Infrastructure: Chris advised that a Public Information Centre regarding the Dundas Corridor Study Bronte to Brant will take place on May 29, 7p.m. at Tansley Woods. Chris G. and Chris A. to attend as BCC reps. New Street resurfacing delegation will occur on June 16, 2014, beginning at 6:30 p.m and Heidi, Chris G., Chris A. and Gene plan to attend. 5 5. New Street Resurfacing - Delegation 6. Car Free Street Festival Participation Don, Chris and Heidi have agreed to participate in a delegation on June 16, 2014 at the Development and Infrastructure Committee meeting. Committee provided an update: o A bike ride at the Ward 4/5 festival. Set up will include a bike lane with pylons on one side of Appleby. Bike ride will also take place at Palladium Way. o Cycling Committee will be raffling off one bike at each event for anyone who participates in the ride/rides their bike to the event. o Committee will also distribute bike bells Heidi reminded committee members to be available on June 8, 2014 as committee will be participating at the two events. Denis to assist committee with registration process. 7. Other Business Don advised that effective immediately Dyson Smith has resigned from the committee due to work commitments that no longer allow him to be present. Committee discussed concern regarding quorum and suggested that Brad Slade become a regular, voting member. Don provided an update on cycling infrastructure in Itabashi, Japan after attending with the 25 th Twinning Anniversary celebrations with the City of Burlington. After speaking with a Barrie representative who is working directly with the school boards, Heidi reminded Committee that there is still opportunity to complete bike rack audits in schools. Committee hopes that there will be an improvement of bike rack facilities available after completing the audit, which in turn should lead to greater bicycle use. Gene advised that the Joint Committee meeting takes place on May 31, 9am, Hamilton City Hall. Chris A. advised that he attended the Community Trails meeting and noted that there were some very interesting proposals. The City is soliciting feedback through Lets Talk Burlington. Don reminded committee members to send Dan O. an Denis to update membership. Motion that Brad Slade, alternate member of the Burlington Cycling Committee, become a regular, voting member CARRIED. Denis to copy documents, send to committee members and make Itabashi documents available online. Dan to find contacts at the school boards and committee Denis to contact Brad Slade to see if he can represent the Cycling Committee. Page 5 of 6
