3 METROPOLITAN PLANNING ORGANIZATION BICYCLE ADVISORY COMMITTEE A meeting of the Indian River County (IRC) Metropolitan Planning Organization Bicycle Advisory Committee (MPOBAC) was held at 2:00 PM on Tuesday, October 23, 2018, in the County Administration Building B, Room B1-501, th Street, Vero Beach, Florida. Note: Audio and video recordings of the meeting can be found at MPOBAC members present were: Chairman George Sharpe, Town of Indian River Shores Representative; Terry Goff, City of Vero Beach Representative; Christy Northfield, IRC Representative; Vice Chairman Philip Young, Town of Orchid Representative; Jason Nunemaker (alternate), City of Fellsmere Representative; Chris McCarthy, City of Sebastian Representative. MPOBAC members absent were: Chief Keith Touchberry, City of Fellsmere Representative. IRC staff present were: Phil Matson, IRC MPO Director; Jim Mann, MPO Senior Planner; and Sharon Schalm, MPO Staff Assistant/Recording Secretary. Also present were: Malcolm Allen, Orchid Island Bikes & Kayaks; Lisa Juan, Kimley-Horn, representing FDOT. Approval of Minutes of the BAC Meeting of April 24, 2018 Action Required Chairman Sharpe asked if there were any additions or corrections to the BAC minutes of April 24, There were none. ON MOTION BY Phil Young, SECONDED by Christy Northfield, the members voted (5-0) to approve the minutes of the Bicycle Advisory Committee April 24, 2018 as presented. Jason Nunemaker arrived at 2:05 PM Grand Opening and Brochure for the Trans-Florida Central Rail Trail No Action Required Mr. Matson noted that MPO will be having a grand opening of the new rail trail bridge, scheduled for November 17, He introduced Jim Mann, new MPO Senior Planner and Bike/Ped Coordinator. Mr. Mann showed a Power Point slide of the site map for the Trans- Florida Rail Trail grand opening ceremony. 4 discussed plans for the ceremony. Mr. Mann noted that golf carts for those with mobility issues will be provided. Ms. Northfield volunteered to contact a native plant vendor. Mr. Matson noted that there were many people utilizing the trail on a daily basis and thanked the BAC members for their support of the trail. Mr. Allen volunteered bicycles for use during the grand opening. Mr. Nunemaker noted that the City of Fellsmere had been promoting the trail on social media and on radio. Mr. Matson gave a Power Point presentation about the Trans-Florida Central Railroad Trail, a copy of which is on file in the MPO office. He explained the interesting history of the trail and noted the work completed and future work needed to complete the trail, dividing it into five segments. He showed the three completed segments and the two segments not yet improved. Bike Friendly Communities Action Required Mr. Mann explained that, in early 2015, representatives from Vero Cycling, in cooperation with MPO staff submitted an application (for Indian River County) to the League of American Bicyclist (LAB) for designation as a Bicycle Friendly Community. He noted that Indian River County was awarded a Bronze status from The League of American Bicyclists and had received the designation as a Bicycle Friendly America Program. He explained that it was time to reapply for the award and discussion took place about re-applying and eligibility requirements for Silver status for the community. Mr. Matson noted that many positive changes had taken place and the requirements should be able to be met. He suggested that Indian River County have their own Bike to Work Day. Mr. Allen suggested organizing at three locations; Riverside Park in Vero, Riverview Park in Sebastian and City Hall in Fellsmere. Ms. Northfield and Chairman Sharpe volunteered to help coordinate the event. Mr. Mann also noted that Bike Walk Indian River County had requested a liaison to attend from the BAC. Chris McCarthy volunteered to be the liaison. Other Business ON MOTION BY Ms. Northfield, SECONDED by Mr. Goff, the members voted (6-0) to approve resubmittal of the application for Bicycle Friendly Community Status, as presented. Mr. Mann distributed a letter from FDOT concerning the A1A Resurfacing Project workshop scheduled for November 1 st. Discussion took place concerning the A1A Resurfacing Project, safety, sidewalks, bike lanes, resurfacing and speed limit. Comments from the Public Adjournment There were none. 5 INDIAN RIVER COUNTY, FLORIDA M E M O R A N D U M TO: THROUGH: FROM: Members of the Indian River County MPO Bicycle Advisory Committee (BAC) Phil Matson, AICP MPO Staff Director Jim Mann, MPA Senior Planner DATE: January 15, 2019 SUBJECT: Bike Friendly Communities Update It is requested that the information presented herein be given formal consideration by the Indian River County MPO Bicycle Advisory Committee at its meeting of January 22, DESCRIPTIONS, CONDITIONS, ANALYSIS In 2015, Indian River County was awarded a Bronze status from The League of American Bicyclists. Time has come to reapply for the award. Discussion about filing another application, upgrading our status to Silver have come up in conversation with Bike/Walk Indian River County and Vero Cycling. A report card from the League of American Bicyclists lists the items we need to be eligible for Silver status for our community. These include the following: Expanding the Bicycle & Pedestrian Coordinator s time focused on bicycle projects would help in scaling up your BFC efforts. Have your Bicycle Advisory Committee meet monthly. Continue to expand the on and off-street bike network through the use of different types of bicycle facilities. On roads where automobile speeds exceed 35 mph, it is recommended to provide protected bicycle infrastructure. Upgrade standard bike lanes where necessary. Install a bicycle wayfinding system with distance and destination information at strategic locations around the community, integrating preferred on street routes and off-street facilities. Adequately maintain your bicycle infrastructure to ensure usability and safety. Increase the frequency of sweepings and address potholes and other hazards such as sand, glass and gravel faster. 1
6 Increase your efforts on Bike to Work Day, e.g. by providing bike commuter pit stops around the county. Design and publish a local bike map in paper and online. The map should outline the existing on and off-road bicycle network by infrastructure type and could mark the locations of landmarks, public restrooms, water fountains, bike repair stations and bike parking. The status of the application is ongoing and data is being collected. Organization of an Indian River County Bike to Work Day is in effect as well. RECOMMENDATION No action required. CAC MEETING The CAC met on December 4, 2018, the CAC considered the Draft Five-Year FDOT Tentative Work Program and recommended that the MPO approve the Work Program. MPO MEETING The MPO met on December 12, 2018, At the meeting, the MPO reviewed and discussed the Draft Five- Year FDOT Tentative Work Program. The MPO voted to approve the Work Program.
