Topic Opening Remarks- Brian Raines, Chairman Approval of minutes for November 2017 Pedestrian & Bicycle Safety Update Discussion Meeting commenced at 12:20 pm. with welcome and introductions. Motion Made- A motion was made by Walter Roscello for approval of the November 30, 2017 minutes with three small correction noted. The motion was seconded by Chris Dudley. No discussion and all in favor-approved. Brian Raines introduced Jeff Dunkel from the Maryland Highway Safety Office, formerly in charge of Pedestrian and Bicycle Safety Coordinator for Montgomery County, and formerly Chairman of the Governor s Bicycle and Pedestrian Safety Advisory Committee. While Jeff was the Pedestrian & Bicycle Safety Coordinator for Montgomery County, the pedestrian deaths in the county were reduced by by 30% over 9 years. Strategy Highway Safety Plan, Co- Chair Bicycle Pedestrian Emphasis Area of the State of Maryland Jeff s current position is Bicycle Pedestrian Program Manager for Maryland. Jeff shared a handout describing the six areas for reducing the deaths The pedestrian target number statewide is 78 by 2020, currently about 105 pedestrian and bicycle deaths per year statewide. Currently the bicycle number is 7, with a target number of 5 by State model for strategies. 1. We should use data to target the problem areas and use counter measures in that area. This item was responsible for the 30% in Montgomery County.

David Rodgers stated that the State is conducting pedestrian roadway safety audits to target and then going through the process to reduce the number of areas to a small group of actionable items in each district. The areas will be inside of the Southern Maryland MPO s. Jeff Dunkel stated that State Highway uses crash data. David said the last study was on 301 and was done in David said the problem is finding a balance between traffic flow and not impeding traffic. The area where four alternatives are being reviewed is intersection at 228/business 5 and 301. Walter asked if a bike path 100 or 200 yards off 301 could be funded, and Jeff says that other funding is available for such off road bike routes that offer alternatives. David Rogers suggested that a complete trail should be planned over a complete route and then the route broken into phases smaller manageable phases to be implemented in a phased-in logical long-term process. David used a Rt214 bicycle project inside the beltway to the Metro Station. 4. Education 5. Enforcement 6. EMS Jeff then moved on to present some data he brought charted for the Southern Maryland jurisdictions. He noted that that Charles County was up a little while other counties were down. Walter pointed out this data was total data, but not rate data per traveler. Crosswalk discussion: John asked about the new cross walks in Charles and were they able to tell if they were effective, are there problems at the hospital crossing in La Plata, and what is the status of the 301 crossing at the mall at Smallwood Drive. Discussion crossing 301 for the whole corridor followed. Walter noted that the law says sidewalks on both side legally implies a cross walk. Jeff discussed the use of Hawk Lights and the State is doing a pilot with Hawks. John stated the BIAC would consider sending a letter the

3 Page 3 of 6 SHA to consider being a part of a pilot program for the Hawk System on Rt301. Jeff noted on their trip down that lack of sidewalks seems to be a problem in Southern Maryland, and he suggested that more sidewalk planning development is needed on Rt301 as new development continues and they have had a similar challenges in older areas needing retrofit in Montgomery County. Update on the Nice Bridge letter to MdTA Brian call this discussion to a close. John announce the BIAC only letter to MdTA was sent to Mdta on December 14, 2017 and a copy was in the BIAC packet, so everyone could have a copy. The BIAC letter, with small modifications, was then taken back to RIAC for them to approve a separate letter and it was approved and it is being sent to the Executive Board for approval soon. John then announced that the next Full Council meeting next week would feature Governor Larry Hogan coming to the meeting for the social part of the event and the Keynote Speaker would be Secretary Pete Rahn, who would be talking about transportation issues in Southern Maryland! John invited any BIAC members to attend the Tri-Council County Council Full Council meeting Thursday, January 25, 2018 at 5:15pm in Annapolis if they signed up through the website. Brian strongly encouraged some members to attend. John also explained that the BIAC letter went out and the RIAC Letter on bike and break-down lane on the Nice Bridge was currently in process of approval. Walter gave a short update on the updated two bid options on the Nice Bridge 71 feet with bike lanes and 61 feet option without the bike lanes. Potentially $60 million difference, bidders to do the design and final cost differences. Brian reported that bike advocates from outside the are interested in advocating for the lanes. New Business Some members are interested in approaching legislators. Brian made three requests for new business, non-being heard, he adjourned the meeting John Hartline- Tri-County Council for Southern Maryland

Inquire if Maureen Huffman with Calvert County is interested in participating. Distribute bylaws electronically and ask for everyone s changes to be ed to TCC. Include member organizations such as the Charles County Sherriff s Office in bylaws as ex officio advisory members. Add information regarding absentees; Walter Roscello who can attend and vote in the member s absence in bylaws. Include verbiage about motorized Walter Roscello vehicles to allow for motorized wheel chairs, etc. on the paths Forward the youtube video Officer Aportadaro suggested would be helpfulregarding safety.

Add outreach to Sierra Club by Chris Dudley to the 2/9/17 minutes. Update the bylaws with changes/additions and have them distributed. Research a platform of communication Brian Raines and archiving for the committee. Facebook or some other platform. Is United Way of Calvert interested in Brian Raines participating in the BIAC committee? Will discuss bring up to Heritage Jennifer Pitts having facilities added to maps per Pat Haddon s presentation.
