3 May 9, :30 P.M. Newport, Oregon The City of Newport Bicycle/Pedestrian Advisory Committee met on the above date in Conference Room A of the Newport City Hall. In attendance were Maryann Bozza, Marsha Eckelman, Eric Hanneman, and Susan Hogg. Also in attendance was Rachel Cotton, Associate Planner. Not it attendance were Wendy Engler, Chuck Forinash, and Wendy Henriksen. Community member in attendance was Micheal Riu. ROLL CALL Bozza opened the meeting with a roll call. Bozza asked for additions to the present agenda and nothing was noted. PUBLIC COMMENTS Bozza received public comment concerning communications with ODOT. The community member submitted a concern to ODOT about a dangerous intersection at Hwy 101 and Lighthouse Drive. Bozza read the community member s . The noted safety concerns with crossing the intersection and repeated incidents with vehicles not yielding to pedestrians. Bozza read ODOT s response. ODOT is reviewing the request and gave suggestions about what could be added to make the intersection safer. They also referenced Oregon law, which requires that vehicles yield to pedestrians in the crosswalk. According to ODOT, when pedestrians and drivers obey the rules of the road, it is not an unsafe situation. Hogg says she has had problems in that area as well. Hanneman noted an article he read that said that road deaths have risen 12% in one year for elderly drivers. Pedestrian deaths have risen 12% from 2006 to 2015 and bicycle deaths rose by 12% from 2014 to A discussion ensued regarding the process of dealing with agencies to get answers to these issues. Hogg asked if Oregon law would allow no right arrow on red. Bozza said if there is a red arrow to turn right, vehicles can t legally turn but often do. Cotton stated that the City will do a traffic study when it is requested by a community member. She referenced the Oceanview traffic study that was ed to the AC for this meeting. Cotton reviewed the study with the AC. She told the AC that there have been other studies on other stretches of roads that she is happy to share if needed. Bozza noted that the speed limit on Oceanview around the Agate Beach Wayside went from 25 to 35 MPH. She also said that a City of Newport police officer came to a previous meeting and talked to the AC about how they enforce on that stretch. He said he was against the speed change and has stopped trying to do enforcement in that area. The AC asked him why the MPH went up. He said it was ODOT but the City can change it to be lower. Bozza to send Cotton the 3

4 policeman s name and the community member s . Cotton to see if ODOT has done any traffic studies in that area. Community member Micheal Riu arrived at the meeting and introduced himself to the committee. He did not have any comments but was interested in the committee. APPROVAL OF MINUTES OF THE MEETING OF APRIL 11, 2017 MOTION was made by Hogg, seconded by Eckelman, to approve the minutes of April 11, 2017, as presented. The motion carried unanimously in a voice vote. UPDATE OF NEWPORT BIKE MAPS A discussion ensued regarding the bike maps. Cotton passed out updated pages and stated she used all the AC s comments when updating. She reported the updated map is brighter. Cotton asked for opinions of the color scheme and change of compass. She used the icons and compass from the Wayfinding Map to match for consistency. The AC agreed that they liked the thicker border, colors and updated compass. Hogg suggested having bike parking on map instead of car parking. She noted that there are no bike racks in the Agate Beach park. Cotton to look into this. Hanneman asked about noting public drinking fountains and restrooms on the maps. Cotton can put them on if the AC wants. Hogg suggested putting multiple different icons that indicate services such as water fountains. Bozza suggested a key that shows different colored dots that apply to the different services. Cotton to work on putting more icons on the map. Hanneman suggested putting the bike shop on all the maps. The AC agreed to this. Bozza requested that the City Attorney be asked if the bike shop can be added. Cotton added new photos to the map. More photos are requested. Cotton noted there are only three locations indicated with white dots for public art on the maps. She asked if the Rec Center should be included as a park. The AC didn t feel it needed to be. Cotton changed the title to have the distance in it. Cotton asked if RT or R/T should be use for round trip. R/T would be more appropriate as RT could be mistaken for route. Cotton added the uphill arrows for Canyon Way and Hatfield. Some AC members weren t sure what the arrows were when looking at them. Cotton to add it to the key. Cotton asked if the loop of Bay Road and Toledo should be included on map 4. The hill to Benson is in question. Hannenman will ride the route. Cotton asked if the mountain bike facility at Wilder should be highlighted on the South Beach ride map. Hannenman said it is private property and Wilder should be asked about it. Bozza said the Hatfield site has an error and should be no bikes. Cotton to take it out. Bozza said it would be nice to have a bike rack in place there that says that bicyclist can park their bikes and walk the route. 4

5 Bozza asked if the language could give an idea of how challenging the routes are for negotiating. She suggested pointing people to South Beach as it is family friendly. Cotton to add. Cotton said she left the shopping route as is, even though Engler suggested changes the last meeting. Cotton realized that Engler was looking at the route in reverse so no need to make the changes to the route. Rui suggested a route that goes behind the pet store and shopping center to get to Fred Meyers. Cotton to change this. Cotton noted that there are new pictures and showed where they are placed on the maps. She presented photos and the AC gave input on the ones they preferred. SIDEWALK INVENTORY PROJECT Cotton asked the AC if they were able to do their sidewalk inventory. Eckelman shared her inventory report of Nye Beach. Routes were distributed to AC members for inventory. ODOT GUEST AT THE JUNE 13 TH BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MEETING Cotton reported the ODOT has a new active transportation liaison, Jenna Berman, who wants to come to one of the AC meetings. She would be a good person to bring the ODOT concern to that was brought up earlier in the meeting. PREVIOUS MEETING QUESTIONS FOR STAFF Cotton read a response from Tim Gross concerning his view on urban trails. He is not in favor of them. The AC is interested in Neff Way as a connector between City Center and Nye Beach. Bozza said Gross response doesn t change her view on where Neff Way fits into priorities. Cotton said that within the Transportation System Plan update process there is room to advocate for this. A discussion ensued on the importance of Neff Way. Cotton reported on the question of Nye Beach sharrows. The response was that the Bay/Moore project will start in two weeks and the striping, including bike line marking and sharrows, will be done at the conclusion of the project when the overlay on Bay Blvd is done. It is likely there will be no funds left after that. Cotton said it looks like they are replacing what is there and adding sharrows. Bozza asked for clarification on how the sharrows are being funded. Hanneman asked about the standards for payment for bike lanes and sharrows. Cotton unsure on which source the City uses and will look into it. Hogg asked whose job it is to maintain the symbols on the bike lanes that are wearing out. Cotton to find out. Bozza stated that she understood that there would be a budget to put sharrows down and funds used to replace them. She would like clarification on how many sharrows they could have based on this. Cotton explained they are $750 each to install. Bozza said this is not what the budget reflects. Cotton said the AC is working on a report for City Council on the issues they are having related to sharrows. Hanneman to work on a draft and will get something for the AC to 5

6 review by the next meeting. Cotton reminded the AC that the City Council requested this report. Bozza to supply a document on what the understanding of the budget is. Cotton asked what grant the AC was talking about for bike racks at the previous meeting. The AC didn t remember. Cotton asked Hogg about a reference map she was referring to and what size it should be. Hogg explained these were the maps that Peggy Hawker was bringing at previous meetings. She would like a copy because the AC never received any maps. Hogg told Cotton the size she preferred. Cotton reported that a press release went out for the vacancy on the AC. Rui said he saw it on News Lincoln County. Interviews will happen at the July meeting. Bozza asked that Cotton do a poll with the AC for the June/July/August meetings to make sure there will be quorums. Bozza asked if there is anything in the Budget Committee meetings that affects the AC. Cotton believes the sharrows are being discussed and will check with Forinash about this. She reported where the money in the budget for bicycle and pedestrian improvements will be used for the next year. Hogg asked when the Agate Beach Wayside Trail project would start. Cotton said it should be starting soon. She showed the AC where they can go online to see the status of projects. Hogg asked how long they have to use the money. Cotton was unsure. BICYCLE/PEDESTRIAN ACCIDENTS No accidents to report for May. COMMITTEE COMMENTS Bozza asked that the concern that was given to her by the community member be shared with the ODOT representative. Hanneman asked to have the ODOT representative to talk about what projects are coming up for Newport, especially Hwy 101. Bozza asked about the downtown couplet. Cotton said the Transportation System Plan update will begin in the fall and they will create concept plans and vet them with the public, which may include a couplet concept for 101 or Highway 20.
