3 INDEPENDENCE TRAFFIC SAFETY COMMISSION REGULAR MEETING Wednesday, June 21, 2017 I. OPEN MEETING. The meeting was called to order at 6:00 pm. Jeremy announced this would be his last meeting, as he will be moving out of the area. II. ROLL CALL. Commissioners Present: Tim Hinds, Jeremy Jackson, Bob Mason, Dennis Miller, Ricardo Rivera, Shawn Irvine, Matt Carpenter Staff Present: Karin Johnson, Officer Lopez Others Present: Council Liaison Tom Takacs III. APPROVAL OF MINUTES. The minutes of October 19, 2016, February 15, 2017 and April 19, 2017 were submitted in the agenda packet. Irvine moved to approve all minutes as submitted; Hinds seconded. Motion passed by all members present. IV. VISITOR BUSINESS. None. V. ACTION / DISCUSSION ITEMS A. Followup/Report: i. Request for street light at 200 block of 16 th Street; funds available? Matt will make a call. ii. Decoy car / speed reader board report. The trailer is out quite a bit when it s not raining. Placing it on Stryker, Main and near the high school seems to be effective. We also purchased an old ODOT truck with a digital display board; we used it as an event warning. Working on utilizing the old code enforcement car. Page 3 of 11

4 iii. City traffic safety grant subcommittee (Shawn/Dennis). Shawn made a first draft of proposed guidelines for the grant; copy distributed. Grant maximum of $1,000; discussion of match requirement. Discussion of types of eligible projects; sign maintenance; neighborhood watch signs. Reviewed Shawn s proposed guidelines. Shawn reported the city put in for a grant to update the TSP; will take a community-wide look at stop signs. Discussion of contact for potential applicants. The $10,000 will be split one-half for grants, the other half will be discretionary for the Commission for larger projects. iv. Downtown traffic awareness campaign. Bob presented a visual of walk zones that the city of Bend uses on their sidewalks. Discussion; consensus to go with these, get out publicity (city newsletter) and a poster for the park. v. Independence-specific codes for new residents. Officer Lopez brought a sample; this is a work in progress, will include the walking zone and other reminders. vi. Quail Crossing TIS. Karin reported no study was required. The next development may trigger the requirement. vii. City TSP Hwy. 51 intersections at Stryker & Polk. A copy of the TSP was printed out; Jeremy reviewed it during the meeting. It is out of date, and the next one will most likely be very different. Not recommendations listed for either intersection. viii. Traffic 16 th /Monmouth upgrade request. This will be sent to D. Upton to look into. ix. Request from 4/19 visitor re: H Street parking/access issues. Matt talked with the property owner in question. Bob reported George did an inspection re: recommendation of No Parking sign. Discussion of the tree, driving lanes, etc. Action steps: 1. Arborist to look at tree Page 4 of 11

5 2. Talk with Robin & Mike Farrell, look at possibility of survey. B. Traffic Officer Report. Officer Lopez reported: i. April was the first pedestrian safety enforcement. Planning on another by the end of this month. ii. A diversion course was approved through our court; he passed around an information flyer. This would be a 4-hour class. iii. A brochure was created by citizen request, regarding parking over sidewalks, in roads, etc. iv. Ricardo asked about cell phones; Lopez said some of the law may be in effect in weeks. Bob asked if we should consider cell phone enforcement; discussion. v. Dennis said when he is at the café, he makes a game of looking at cars at the three-way intersection. On a Saturday, 60% didn t stop. Discussion of solution. vi. Jeremy asked if anyone knew the history of the Please that was on the stop sign at Polk & Main? C. New Business: i. Bob reported there is a practicum student available for tasks. He was in plain clothes, and took speed readings around town. Shared results. ii. Jeremy asked if there were any calls about the speed change on Gun Club; Bob said there has been none. iii. Bob reported that with Jeremy moving, we will need a replacement; would hope to get another traffic engineer. iv. Tim reported that bicyclists are not stopping/slowing on E Street. v. Members Present: Bob Mason, Matt Carpenter, Tim Hinds. Council Liaison Present: Tom Takacs Staff Present: Karin Johnson 3. MINUTES. Minutes postponed. 4. VISITORS/PUBLIC COMMENTS. Karin Johnson requested a yellow curb on the north corner of the South Main & E Street intersection. The marked crosswalk is located on the south corner. The corner curves inside, rather than outside, making pedestrians walk out in to the street to look for oncoming traffic. Matt said he would take care of this. 5. ACTION/DISCUSSION ITEMS 5.1. Followup Reports Walk Your Bike Zone. Bob reported the decals were ordered & received; he passed one around. All agreed it looked good. Signs will be made and placed at the same time as the decals. 8 5.3. New Items Rural Road Safety - Farm Equipment. This was a request for publicity regarding farm equipment on the roadways. We will put brochures in the library, and make post to Facebook Mooney Street. 6. ADJOURN. Meeting closed at 6:24 p.m. There was a request to close Mooney at Airport Road. Bob did some preliminary research, and there were no issues received from the fire district or public works about closing it. Our planner has question regarding access; Airport Road is a private street, and there is one home located that relies on access via Airport Road. Should make sure there is access easement. Matt voiced concerns about increased road stress with large trucks (garbage, etc.) that would have to turn around rather than just drive through and make a turn. Commissioners present: Dennis Miller, Matt Carpenter, Bob Mason (arr. 6:25 pm). Others present: Ofc. Lopez, Karin Johnson APPROVAL OF MINUTES. Postponed. VISITOR BUSINESS. None. V. ACTION / DISCUSSION ITEMS A. Matt reported: i. Trees are being trimmed along city streets for vision clearance and street sweeper clearance. B. Lopez reported: i. A crosswalk by the dog park was requested (through Indy Works) by a citizen. ODOT is on board, but there needs to be ADA compliance, then they will paint the crosswalk. ii. A mailbox was taken out by a vehicle. Asking for shoulder/sidewalk improvements on Gun Club (due to a divot in the roadway). Users can t stand in front of their mailboxes. iii. Speed signs on 16 th Street are confusing. Matt will look at. (Bob arr. 6:25) C. Bob reported: i. Kie and Shawn are looking at a grant for the Grand / Hwy 51 sidewalk. Page 9 of 11

10 ii. Mooney Street need to ensure access to the house on Airport Road iii. Safe Routes To School. Polk County, School District and City. Discussing concerns for school-age children s safety. iv. 11 MEMO TO: FROM: Traffic Safety Commission Officer Lopez Meeting Date: December 20, 2017 RE: Traffic Issues / complaints update Items from last meeting: 1. Concerned citizen on 500 block N. Gun club has concerns about lack of sidewalk (shoulder) on road where his mailboxes are located. Said its dangerous for him to check mail. Referenced his mailbox being struck by passing vehicles on multiple occasions. Said there is dip in road which pulls vehicles into his mailbox. 2. Citizen by dog park wanting cross walk to bus stop from East to West side of N. Main St. (Needing vote and possibly consider using project grant for sidewalk for equal access. 3. Speed signs in school zone by CHS / Talmadge. Possible sequence order of signs needed to be changed for ease of motorists. Issue only affects Northbound traffic. Current sequence of signs is: 25mph, 20mph, 20mph, 25mph, 20mph, 25mph. Locations are: 25mph at S. 16 th by NW self-storage which drops down to school zone 20mph sign as you approach intersection. After crossing intersection of Monmouth St., 20mph school zone followed by 25 mph zone still in front of Central High School, a short distance later near Talmadge another 20mph school sign then after crossing bridge to straight away the school zone ends and traffic returns to 25mph posted speed.
