PLAN PROJECT UPDATES Attached for your reference please find project updates on ongoing VDOT construction projects in Southampton County. B. ENVIRONMENTAL IMPACT - Rt. 671 BRIDGES Attached for your reference, please find correspondence from VDOT requesting comments associated with their Environmental Impact Assessment for the replacement of the Route 671 Bridge(s). To minimize adverse impacts on Commonwealth Gin, they ve conceded to construct the project in two 9 month construction phases (approximately January September), one phase for each bridge replacement. That said, they re particularly interested in your comments regarding the proposed detour routes - a map is attached for your reference. C. MONTHLY CONCERNS Please come prepared to share any highway concerns that exist within your respective districts.

2 COURTLAND INTERCHANGE Project Overview The purpose of this project is to eliminate the existing signalized intersection at Routes and Business, in Courtland, Virginia. Improvements will consist of two bridges on a realigned Route 742. The first bridge will be a length of 525 feet, crossing a wetlands area south of Route. The bridge will have two 12 feet lanes with three foot shoulders for a total width of 30 feet. The second bridge will be a length of 224 feet and cross Route. The bridge will have two 12 feet lanes with eight foot shoulders for a total width of 40 feet. Two roundabouts will be constructed, one north at the intersection of relocated Route 742 and Route Business, and the second south of Route on relocated Route 742. All traffic passing in or out of Courtland will pass through at least one of these. Three ramps will be constructed to connect the mainline (Route ) to the roundabouts to complete the interchange. Supporting drainage systems will be installed as part of project improvements. Three Best Management Practices will be constructed to address water quality and quantity issues. No detours are planned for construction. Temporary lane closures will be set up as needed for construction. Motorists and the public will be given prior notice for all lane closures. Project Update This project was advertised for construction in October Curtis Contracting, Inc. was awarded the contract for $15 million. Notice to Proceed was given in February of 2016, and construction will begin on March 14, Estimated completion date: December 2018.

3 ROUTE 35 BRIDGE REPLACEMENT OVER TARRARA CREEK Project Overview The project is located in Southampton County just north of the town of Boykins. The county has a population of 18,570. Main Street / Meherrin Road (Route 35) is a rural major collector roadway with a current average daily traffic (ADT) of 1,500 vehicles, 20 percent of which are trucks. The ADT is projected to be 2,000 vehicles per day in design year The existing right of way is eighty five feet minimum and the posted speed limit is 35 MPH. The purpose of the project is to replace the existing structurally deficient bridge over Tarrara Creek which was constructed in The proposed bridge will be constructed on the same horizontal alignment as the existing bridge and will be raised to accommodate the required hydraulic clearances over the creek for a single span bridge. The roadway will consist of two 11 lanes and variable width shoulders that transition from the existing shoulder widths at the project termini to the proposed shoulder widths required at the bridge. The bridge will carry two 11 lanes, 3 shoulders, and 6 sidewalks with curbs which will accommodate bicycles and pedestrians. The project also includes guardrail improvements at the approaches to the bridge. Temporary traffic signals will be used to maintain one-lane\two way traffic for this project during construction. Residents will be notified in advance of construction. The project is expected to be advertised for bids in the summer of 2016.

4 ROUTE 659 BRIDGE OVER FLAT SWAMP CREEK Project Overview The purpose of this project is to demolish then replace the bridge over Flat Swamp Creek, and rebuild the approach roadways to tie into the new bridge. The new bridge will be 50 feet long and 27 feet wide. Project Update Crews with the Virginia Department of Transportation (VDOT) will close Route 659 Bridge over Flat Swamp Creek (Vicks Millpond Road) for bridge replacement beginning Monday, March 7. The full bridge closure will last for eight months. Signed detours will be in place. Estimated completion date: November 2016.

5 ROUTE 671 (GENERAL THOMAS HIGHWAY) OVER NOTTOWAY RIVER BRIDGE REPLACEMENT About the Project This project is located on Route 671 (General Thomas Highway) in Southampton County. Route 671 (General Thomas Highway) is a rural major collector roadway with a current average daily traffic (ADT) of 5,350 vehicles per day, eight percent of which are trucks. The ADT is projected to be 9,300 vehicles per day in design year The existing right of way is 105 feet to 130 minimum, and the posted speed limit is 55 mph. The purpose of the project is to replace two existing structurally-deficient bridges over the Nottoway River with two new bridges that meet current design standards. The proposed bridges will be constructed within the same roadway corridor. Additional right of way and utility easements will be required to widen bridges and approaches. The roadway across the proposed bridges will carry two 12-foot lanes with 9-foot shoulders. The project also includes roadway improvements to the approaches to the bridges and new storm water management facilities. VDOT is reviewing two options for maintenance of traffic: Staged construction will consist of one lane of traffic to be maintained on the bridge during construction. Expect delays at construction site. Detour traffic will greatly decrease cost and duration of the project and save approximately $4,800,000. Reduces construction time by 1/2.

In accordance with the requirements of the National Environmental Policy Act (NEPA) and other Federal and State laws and regulations, environmental studies assessing the project s potential impacts will be documented in a Programmatic Categorical Exclusion. The attached map and link to an online map provide the location of the project. The proposed work involves the replacement of two proximal bridge structures on VA Route 671 spanning the main channel of the Nottoway River and an overflow bridge at the edge of the floodplain, approximately 2500 feet west of the main channel bridge. The current sufficiency ratings of the two bridges are 11.8 (main channel) and 28.2 (overflow). Both bridges are approximately 26 feet wide, 300 feet long and include two 10 foot travel lanes. The new bridges would be feet wide, feet long and include two 11 or 12 foot travel lanes with 6 or 8 foot shoulders. The purpose of the project is to address existing bridge deficiencies by constructing new bridges that meet current design standards. The new bridges would be constructed on the same alignment with minor adjustments to the approach roadway. Minor amounts of right of way may be necessary, but no displacements would be required. Two bridge construction options have been evaluated for replacing the bridges. One option includes staging construction of the bridges to allow one travel lane to be maintained through the construction period. Closing the bridges during construction and detouring traffic is a second option being evaluated. After careful analysis of cost, safety, and schedule, closing the roadway proximal to the bridges and detouring traffic during construction has been determined to be the preferred alternative. With this approach, construction is anticipated to occur during two 9 month construction phases (approximately January September), one phase for each bridge replacement. Please find a map of the proposed detour routes attached. You will notice several detour options to reflect shorter detours for local traffic and longer truck detours to safely accommodate heavy truck traffic on main roadways. We are requesting your review and comment of the proposed project, in particular the proposed detour routes and what impacts the detour may have on the community, services, businesses, etc. in that area. Please also include any recommendations you may have to minimize community impacts to the project as a result of the proposed detour during construction phases.
