1 SMART SCALE Application Rio Mills Rd/Berkmar Dr Extended Connection Status: Scored ID: F R02 General Point of Contact Information Point of Contact Name Kevin McDermott Point of Contact Phone (434) Point of Contact Information Short would construct a 1/4 mile, 2-lane roadway connecting the existing Rio Mills Road to Berkmar Drive Extended (under construction) to address the use of a deficient unpaved road by trucks and other local through traffic on Earlysville Road. tice of Intent Yes Title Rio Mills Rd/Berkmar Dr Extended Connection Principal Highway Does this project include any improvements to non-vdot maintained roadways? Detailed would construct a 1/4 mile, 2-lane roadway connecting the existing Rio Mills Road to Berkmar Drive Extended (currently under construction). The proposed roadway design would be a 2-lane roadway with sidewalk on one side and a shared-use path on the other connecting to the bike and pedestrian faciliites under construction on Berkmar Drive Extended. This project would remove use of the unpaved and deficient segment of Rio Mills road located adjacent to the Rivanna River and within prime breeding habitat of the Spotted Salamander. The proposed roadway would provide an improved connection to Berkmar Drive extended and on to US 29 and other connected roadways. The existing quarry on Rio Mills generates high volumes of heavy truck traffic that the deficient, unpaved roadway is unable to handle. The project would improve overall connectivity throughout the region. ID: F R02 Page 1 of 13

2 SMART SCALE Need Categories Regional Network Application Program District Grant Statewide High Priority How does this project address VTrans 2040 need? The Charlottesville-Albemarle Region Needs Summary includes Need C: Regional Connectivity and specifically references chronic connectivity problems around US 29. This project improves connectivity to Berkmar Drive Extended which is currently being constructed as an alternative route to US 29 for local traffic. Location PDCs Served MPOs Served Jurisdictions Served Districts Served Thomas Jefferson Charlottesville- Albemarle Metropolitan Planning Organization Albemarle County Culpeper Features Features Highway Roadway on New Alignment would construct a 1/4 mile, 2-lane roadway connecting the existing Rio Mills Road to Berkmar Drive Extended (under construction). Bike/Pedestrian Construct Shared-Use Path Construct Sidewalk A 10 ft shared-use path would be constructed on the south side of the roadway to connect to the bicycle and pedestrian facilities being constructed on Berkmar Drive Extended. A sidewalk would be constructed on the northside of the roadway to connect to the bicycle and pedestrian facilities being constructed on Berkmar Drive Extended. ID: F R02 Page 2 of 13

3 Bus Transit Rail Transit Freight Rail Travel Demand Management (TDM) Right of Way Right of Way/Easements acquisition required Right-of-way would be required for the roadway corridor however this may be donated as part of a seperate development project. Factors Accessibility Accessibility Response Additional tes includes transit system improvements or reduces delay on a roadway with scheduled peak service of one transit vehicle per hour. includes improvements to an existing or proposed park and ride lot (e.g., new lot, more spaces, entrance/exit, technology (payment, traveler information)). includes construction or replacement of bike facilities. For bicycle projects, off-road or on-road buffered or clearly delineated facilities are required. 4 Berkmar Drive Extended. includes construction or replacement of pedestrian facilities. For pedestrian projects, sidewalks, pedestrian signals, marked crosswalks, refuge islands, and other treatments are required (as appropriate). Yes A sidewalk would be constructed on the northside of the roadway to connect to the bicycle and pedestrian facilities being constructed on Berkmar Drive Extended. includes improvements to existing or new HOV/HOT lanes or ramps to HOV/HOT. provides real-time traveler information or wayfinding specifically for intermodal connections (access to transit station or park and ride lot). Provides traveler information or is directly linked to an existing TMC network/its architecture. Land Use Land Use Response Additional tes Is the project within 1/4 mile of parcels currently zoned for mixed use development or parcels identified in the future land use plan as mixed use development? Does the project support in-fill development adjacent to the project? Is there a locally/regionally adopted corridor/access management plan for the project area that addresses interparcel connectivity and exceeds VDOT s minimum spacing standards? Environment Yes The Places 29 Master Plan for Transportation included a Coprridor Access Management Plan that called for this connection Environment Response Additional tes includes construction or replacement of bike facilities. For bicycle projects, off-road or on-road buffered or clearly delineated facilities are required (i.e. Bike Lane or Shared Use Path).
