1 New Commuter Parking Lot for Route 1 at Commonwealth Drive Scored HB 2 Application Project Application ID: 591 General Project Information Project Title New Commuter Parking Lot for Route 1 at Commonwealth Drive Principal Improvement TDM Organization Name George Washington Regional Commission Does this include any improvements to non-vdot maintained roadways? True Project Construct an approximately 715 Space commuter parking facility on approximately 10.6 acres, at the southwest corner of Commonwealth Drive/Route 1 in the Massaponax area of Spotsylvania County. The proposed lot will contain approximately 685 regular spaces, approximately 30 handicap spaces, bus lanes and loading area for 3 buses. It will provide access from Route 1 by constructing a right turn lane and right in only entrance south of the intersection of Commonwealth Drive and Rte 1. A raised 4 ft median will be installed on Rte 1 south of the intersection to prohibit left turns in and out of the parking lot at this entrance. Primary access to the lot will be provided from an entrance on Commonwealth Drive. This will install a signal at the Intersection of Rte 1 and Commonwealth Drive, and perform minor reconstruction of Commonwealth Drive to accommodate traffic movements to and from the parking lot's main entrance. It will provide a dedicated left turn lane on Commonwealth Drive into the parking lot and a dedicated left turn lane on Commonwealth Drive onto NB Rte 1. Repaving and re-striping will be undertaken on Commonwealth Drive to accommodate these lanes. 2 Regional Network How does this address VTrans 2040 need? This would address several needs in the 2040 VTRANS Multimodal Needs Assessment. This will address needs on the CoSS, Section K3 (I 95/US Route 1). The specific needs addressed are D, K,M,O and Y. High growth is identified for the Massaponax area of Spotsylvania County. Development of this facility will increase options for multimodal choices of transportation in the the Route 1 portion of the corridor and reduce the number of single occupancy vehicles (SOV) on the both the primary and local road networks as commuters travel north and south to the Washington DC, rthern Virginia, Maryland and Richmond economic centers and job markets. Riders would have the option of ridesharing, transit and/or van pools. A further benefit of reducing the number of SOVs results in less congestion, thus improving the Reliability of the corridor. This would also address Fredericksburg regional network needs 'A' and 'I' by providing a new commuter park-and-ride lot which would encourage increased carpool, vanpool, slugging, and transit use between the Massaponax area of Spotsylvania County and rthern Virginia/DC while reducing SOV usage along the I-95 corridor.
