2 Pedestrian and Bicycle Safety Committee Minutes February 14, P.M. Village Hall 3930 N. Murray Avenue, Shorewood, WI Call to order. The meeting was called to order at 7:03 p.m. Members present: Chair Jerry Lynn, Rachel Ellerman, Thomas Kuhlmann, Matt Peaslee, Jennifer Picciolo (left at 8:04 p.m.), and Dzidra Benish Members absent: Dan Weber-Schulz and Trustee Davida Amenta 2. Approval of January 10, 2017 Minutes. Mr. Kuhlmann moved to approve the January 10, 2017 minutes. The motion was seconded by Ms. Benish. Motion approved by 6-0 vote. 3. Public Comments. Ms. Gerri Diedrich with Ms. Patty Krieger spoke about her idea for smoothing out sidewalks instead of replacing the entire sidewalk block. Ms. Diedrich shared this idea with the Village Board last week. Whitefish Bay performs this current procedure. Ms. Diedrich mentioned grant funding may be available through IndependenceFirst or assistance from Visually Impaired Citizens. Ms. Krieger indicated the potential idea of Shorewood sharing equipment with Village of Whitefish Bay or the City of Milwaukee. Ms. Ute Golvach and Ms. Iqa Hjertstedt presented their concern of lighting at night for pedestrians. They stated the lighting is too dim and that not all corners have street lights. Both residents recommended for the Village to provide a reminder to residents to wear bright clothes at night so they can be seen. Mr. Burkart will have an article in the Manager s Memo reminding people to wear bright clothes at night along with reminding people how to report a light out. Ms. Ellerman inquired about the Village doing performance contracting to test the brightness of the lights. 4. Updates with staff liaison Tyler Burkart Mr. Burkart informed the committee about the Committee Attendance Policy just adopted by the Village Board. Village Attorney Nathan Bayer will be attending the March meeting to discuss some items included in the Committee Handbook. Mr. Flynn and Ms. Ellerman summarized the meeting with other committee chairs with the JPL Committee. 5. Discuss Safe Kids Grant with Ann Christiansen North Shore Health Director Ann Christiansen spoke to the Committee about the next steps involved with the Safe Kids Worldwide grant. The grant is $30,000 and will go towards physical and infrastructure items addressing pedestrian safety associated with the schools. Ms. Christiansen indicated the role of the traffic engineer through the grant. Part of the grant is to host a Global Road Safety Week in Shorewood. Ms. Christiansen also shared some accident data, which was included in the grant proposal. The

The Committee requests to keep this item on the agenda to start formulating questions. 6. Discuss Lake Drive Traffic Study and Consider Recommendation on Lake Drive The Committee discussed the potential recommendation of consolidating Lake Drive to one lane each way with the inclusion of a fog lane for parking and bicyclists for only the stretch north of E. Capitol Drive and to assess how this change impacts traffic before implementing for the entire stretch on Lake Drive in Shorewood. The recommendation also includes placing a speed radar on Lake Drive. The Committee added the idea of painting signs on the pavement alerting motorists to share the road with bicyclists. The Committee discussed the opposing view that reducing the lanes doesn t address the issue of pedestrians ability to cross Lake Drive. The Committee talked about the traffic flow of Lake Drive and how it is similar and different to Oakland Avenue and Wilson Drive. Mr. Kuhlmann moves for the Village to reduce the number of lanes to one each way north of E. Capitol Drive on Lake Drive with the inclusion of a fog lane for parking and bicycle use, parking along Lake Drive to remain the same except on locations heading north on Lake Drive where traffic is attempting to turn left as proposed in the report by the traffic engineer, the inclusion of sharrow paintings on both sides south of E. Capitol Drive on Lake Drive in the Village of Shorewood as well as bicycle lane symbol in the fog lane north of E. Capitol Drive on Lake Drive any State approval, and the addition of two temporary speed monitoring signs on Lake Drive, all to be incorporated in the 2019 resurfacing of Lake Drive. Mr. Peaslee seconded the motion. Motion carried Discuss and Consider Recommendation on Bike Lanes on Oakland Avenue Mr. Lynn provided some thoughts on bike lanes along Oakland Avenue. The Committee discussed some of the benefits with the bike lanes. The Committee inquired about having sharrow paintings on the stretch outside of Walgreens to try and keep parking available if possible. Mr. Burkart will follow up with the Village Engineer to see if that would be a possibility. Ms. Ellerman moves for the Pedestrian and Bicycle Safety Committee to recommend to the Village Board to incorporate bike lanes throughout the entire length of Oakland Avenue and to attempt minimizing any loss in parking as much as possible based on the Village Engineer s recommendation. Mr. Lynn seconded the motion. Motion carried Discuss Pedestrian and Bicycle Safety Week This item was moved up after the discussion on the Safe Kids grant. Ms. Ellerman and Mr. Lynn summarized to the Committee the different activities performed during the week. The Bike Rodeo will be Sunday, May 6, The Committee decided to have the Bike Rodeo kick off Pedestrian and Bicycle Safety Week and continue it into Global Road Safety Week. The Committee also discussed some of the potential ideas and activities that could be done every day throughout the week. Mr. Burkart will connect with DPW to see when the Walk Your Bike signs will be painted on the sidewalks. Ms. Ellerman will send the list to Mr. Burkart to send out to the Committee. Committee members will bring 1-2 ideas for them to take the lead with for the week. Ms. Christiansen will forward ways of involving the Global Road Safety Week into the Village s Pedestrian and Bicycle Safety Week.
