2 1. WELCOME AND INTRODUCTIONS METROPOLITAN PLANNING ORGANIZATION BICYCLE/PEDESTRIAN ADVISORY COMMITTEE MINUTES TUESDAY, JANUARY 28, :45 P.M.-7:45 P.M. ST. LEO UNIVERSITY TECO HALL S.R. 52 ST. LEO, FL Chairman Richard Riley called the meeting to order at approximately 5:49 p.m. Introductions were made. Members: Richard K. Riley, Chairman Tina A. PUBLIC INPUT/COMMENT TO THE BICYCLE/PEDESTRIAN ADVISORY COMMITTEE ON ITEMS NOT SCHEDULED ON TODAY'S AGENDA No comments. 3. APPROVAL OF BICYCLE/PEDESTRIAN ADVISORY COMMITTEE MEETING SUMMARY - NOVEMBER 19, 2013 Chairman Riley asked if there were any changes, comments, or corrections needed on the October 22, 2013, minutes. No one spoke. Chairman Riley requested a motion to approve the minutes. Tyrone Lovett made a motion to approve the November 19, 2013, minutes. Morgan Gaynor seconded. Chairman Riley called on the motion. All members present voted in favor. Motion passed. 4. TRAILS AND NEW FEDERAL ACCESSIBILITY GUIDELINES Allen Howell provided a PowerPoint presentation on the new FHWA Trail accessibility guidelines. The PowerPoint included information on trails and on what facilities are covered by the new guidelines as well as several sources that are available to better understand this information. Discussion followed. 5. "GOING GREEN" INITIATIVE - SUPPORTING/ENCOURAGING WALKING AND CYCLING TO INSPIRE FUTURE GENERATIONS This agenda item was postponed to a future meeting. wpdata/mpo/bpac_minutes_ Page 1 of 3
3 6. EXISTING BICYCLE FACILITIES AND ROADWAYS TO BE IMPROVED WITH BICYCLE FACILITIES A MAPPING EXERCISE Mr. Lajmiri had the committee divide into two groups to look at the maps. He requested that the existing sidewalks/trails be highlighted in red, and future trails/sidewalks highlighted in blue. Members provided existing and proposed information as requested. Discussion followed. Tina Russo stated that she would like to see Moon Lake Road mapped out for a future trail or sidewalks, also indicating that she would like the opportunity to review and look at any plans during the early stages in order to address any safety concerns, such as crashes per mile. Ms. Russo stated that she would like to serve in the same capacity for Pasco County as Gina Torres did for residents of Hillsborough County, being the voice for individuals who were unable to attend the meetings. Lori Marable indicated that she will contact Ping P. Hsu to see if there is a safety plan for this area. Discussion followed. 7. BIKE FLORIDA - SPRING TOUR UPDATE Manny Lajmiri reported on the updated community events that bicyclists or walkers could attend during the "Bike Florida Spring Tour" such as: (a) the Magical History Tour (early registration expired December 31, 2013); (b) the Daytona Speedway (One-Day Ride option, March 25, 2014, at the Daytona International Speedway) and; (c) the Horse Country and Springs Tour (route and hotel information are located on the website). He also stated that the twentieth anniversary jerseys may be purchased through an online registration, referring to the Bike Florida website at for additional information. Discussion followed. 8. BICYCLE/PEDESTRIAN ADVISORY COMMITTEE MEMBER ROUND TABLE - OPEN DISCUSSION Richard Riley began the discussion of electing new the new chairman and vice-chairman, as well as some of the member's terms expiring which need to be voted on. Discussion followed. Tina Russo made a motion to postpone any election of officers for the Bicycle/Pedestrian Advisory Committee (BPAC) until the item has been properly noted on the agenda and advertised through the proper procedures because the BPAC falls under the Florida Sunshine Law. Richard Riley requested a second. Morgan Gaynor seconded. Chairman Riley called on the motion; all members agreed to wait until the next meeting for election of officers and members term limits to be voted on. Motion passed. Tina Russo stated that the Suncoast Trail would have over 1,310 decals, at a cost of $6.00 to $7.00 each, to be placed on the trail. She stated that the next step is to train the Emergency Medical Service personnel on where and how to identify the locations on the trail, further indicating that the decals would be placed approximately 200 feet apart. The Suncoast Trail will also be clearly marked for the public-at-large on major roads such as S.R. 52, S.R. 54, and both County lines (north and south). Discussion followed. Deanna Krautner stated that a bike event for kids, ages 3-6, called Curious George Bike Day, will be held on Saturday March 1, 2014, from 9:00 a.m. to 12:00 p.m., at the Jay B. Starkey Wilderness Park in New Port Richey and everyone was invited to attend. She would provide a flyer to staff for distribution to the BPAC. Morgan Gaynor indicated that a legal battle is at the forefront of the Supreme Court dealing with a 100-year-old law regarding government by eminent domain to obtain abandoned railroad lines and who rightfully owns them. He indicated that the Court needs to rule on whether ownership of the land will be granted to the government or go back to the original land owners. Gunther Flaig indicated that the Southwest Association of Mountain Bike Pedalers, Inc. (a.k.a the SWAMP Club) was asking for volunteers to participate in clearing the off-trail bike path in Starkey Park. He indicated that volunteers could contact Rudy Miller if they would like to participate in the clearing. wpdata/mpo/bpac_minutes_ Page 2 of 3
4 Gunther Flaig stated that his son is traveling from San Diego with some friends to Central America on bicycles and that his trip is going very well. 9. PUBLIC COMMENTS Judy Geiger asked if the Dade City representative, Billy Poe, had requested funding to extend Hardy Trail to Lock Street. Ms. Geiger indicated that she had attended a grand opening of the Lower Green Swamp Nature Preserve, a new park located in Hillsborough County on S.R. 39 and Knights Griffin Road and that she was very impressed by the surroundings. She stated that information may be obtained by visiting Hillsborough County's website at ADJOURN Chairman Riley requested a motion to adjourn the meeting. Tyrone Lovett made a motion to adjourn.
