3 METROPOLITAN PLANNING ORGANIZATION BICYCLE ADVISORY COMMITTEE A meeting of the Indian River County (IRC) Metropolitan Planning Organization Bicycle Advisory Committee (MPOBAC) was held at 2:00 PM on Tuesday, April 24, 2018, in the County Administration Building B, Room B1-501, th Street, Vero Beach, Florida. Note: Audio and video recordings of the meeting can be found at MPOBAC members present were: Christy Northfield, IRC Representative; Vice Chairman Philip Young, Town of Orchid Representative; Chief Keith Touchberry, City of Fellsmere Representative; Chris McCarthy, City of Sebastian Representative; Albert Iovino (alternate), Town of Indian River Shores Representative. MPOBAC members absent were: Chairman George Sharpe, Town of Indian River Shores Representative; Terry Goff, City of Vero Beach Representative. IRC staff present were: Phil Matson, IRC MPO Director; Brian Freeman, MPO Senior Planner; and Sharon Schalm, MPO Staff Assistant/Recording Secretary. Also present were: Alexander Barr, FDOT Representative. BAC Annual Election of Officers Action Required Vice Chairman Young asked for nominations for 2018 BAC Chairman and Vice-Chairman. ON MOTION by Chief Touchberry, SECONDED by Chris McCarthy, the members voted (4-0) to elect George Sharpe as Chairman of the Bicycle Advisory Committee (BAC) for ON MOTION by Chief Touchberry, SECONDED by Chris McCarthy, the members voted (4-0) to elect Phil Young as Vice Chairman of the Bicycle Advisory Committee (BAC) for Call to Order Vice Chairman Young called the meeting to order at 2:00 PM at which time it was determined that a quorum was present for the BAC. 4 Approval of Minutes of the BAC Meeting of April 25, 2017 Action Required Vice Chairman Young asked if there were any additions or corrections to the BAC minutes of April 25, There were none. ON MOTION BY Chief Touchberry, SECONDED by Chris McCarthy, the members voted (4-0) to approve the minutes of the Bicycle Advisory Committee April 25, 2017 as presented. Approval of Minutes of the BAC Meeting of October 24, 2017 Action Required Vice Chairman Young asked if there were any additions or corrections to the BAC minutes of October 24, There were none. ON MOTION BY Chief Touchberry, SECONDED by Chris McCarthy, the members voted (4-0) to approve the minutes of the Bicycle Advisory Committee October 24, 2017 as presented. Grand Opening and Brochure for the Trans-Florida Central Rail Trail No Action Required Mr. Matson noted that MPO will be having a grand opening of the new rail trail bridge when FDOT completes the project, scheduled for June 2, He noted that plans were being discussed and asked the BAC members for their input. Discussion ensued concerning location, traffic, parking, golf carts for those with mobility issues, promoting the event, maps, the buffer preserve and the ROTC course. Status Report of Other MPO Advisory Committees No Action Required Mr. Matson reviewed his memorandum, dated April 10, 2018, included in the agenda packet and on file in the MPO Office. FDOT List of Upcoming Road Projects No Action Required Mr. Matson noted that the MPO had approved exploring a roundabout at 66 th Ave and CR 510. Mr. Barr invited everyone to attend the FDOT CR510 Public Meeting scheduled for that evening at the North County Library. 6 INDIAN RIVER COUNTY, FLORIDA M E M O R A N D U M TO: THROUGH: FROM: Members of the Indian River County MPO Bicycle Advisory Committee (BAC) Phil Matson, AICP MPO Staff Director Jim Mann, MPA Senior Planner DATE: October 15, 2018 SUBJECT: Grand Opening and Brochure for the Trans-Florida Central Rail-Trail DESCRIPTIONS, CONDITIONS, ANALYSIS The Trans- Florida Central Rail-Trail has its roots in Indian River County going back to the late 1890 s. From 1905 to 1951, the Trans-Florida Central Railroad constructed a track and operated rail service from the FEC rail line in Sebastian to the interior of Indian River County, stopping at several locations in Sebastian and Fellsmere and transporting passengers and agricultural products to and from the FEC. Their work in constructing berms, drainage swales, and rail beds remains today, and forms the basis of a rail-trail between Fellsmere and Sebastian. Recently, FDOT, in conjunction with the MPO, completed a major milestone in the development of the trail. That milestone is the 2-mile paved trail section linking North County Park to the Fellsmere visitor center west of I-95. The signature feature of that trail is the bicycle and pedestrian crossing at I-95, reminiscent of an historic arched truss rail bridge. On November 17, 2018, the MPO and FDOT will be conducting a Grand Opening of the latest piece of the Rail Trail and will be soliciting ideas and help from the BAC in promoting this event. The MPO will also be developing a Brochure about this portion of the trail. RECOMMENDATION This is an informational item. No recommendation is required. ATTACHMENT Brochure/Map 1

10 INDIAN RIVER COUNTY, FLORIDA M E M O R A N D U M TO: THROUGH: FROM: Members of the Indian River County MPO Bicycle Advisory Committee (BAC) Phil Matson, AICP MPO Staff Director Jim Mann, MPA Senior Planner DATE: October 15, 2018 SUBJECT: Bike Friendly Communities DESCRIPTIONS, CONDITIONS, ANALYSIS In 2015, Indian River County was awarded a Bronze status from The League of American Bicyclists. Time has come to reapply for the award. Discussion about filing another application, upgrading our status to Silver have come up in conversation with Bike/Walk Indian River County and Vero Cycling. A report card from the League of American Bicyclists lists the items we need to be eligible for Silver status for our community. These include the following: Expanding the Bicycle & Pedestrian Coordinator s time focused on bicycle projects would help in scaling up your BFC efforts. Have your Bicycle Advisory Committee meet monthly. Continue to expand the on and off-street bike network through the use of different types of bicycle facilities. On roads where automobile speeds exceed 35 mph, it is recommended to provide protected bicycle infrastructure. Upgrade standard bike lanes where necessary. Install a bicycle wayfinding system with distance and destination information at strategic locations around the community, integrating preferred on street routes and off-street facilities. Adequately maintain your bicycle infrastructure to ensure usability and safety. Increase the frequency of sweepings and address potholes and other hazards such as sand, glass and gravel faster. Increase your efforts on Bike to Work Day, e.g. by providing bike commuter pit stops around the county. Design and publish a local bike map in paper and online. The map should outline the existing on and off-road bicycle network by infrastructure type and could 1
11 mark the locations of landmarks, public restrooms, water fountains, bike repair stations and bike parking. RECOMMENDATION Action required to peruse resubmittal of application. ATTACHMENT Report Card 2
