MARC Staff Aaron Bartlett Stephen Lachky Ron Achelpohl Welcome/Introductions Michael McDonald, Co Chair, welcomed committee members and guests to the January 2015 meeting. Committee members and guests introduced themselves and the organizations they represented. Route 92 Centennial Bridge Study Public Open House Invitation Michael McDonald reported the state is working on advance preliminary study for the Route 92 Centennial Bridge to evaluate replacement alternatives. Recommendations from the study will be available in The bridge connects City of Leavenworth, Kansas to Platte County, Missouri. KDOT recognizes MARC s policy when it comes to pedestrian and bicycle access across the bridges; but it s important for committee members to be active participants in the public engagement process. In addition to this issue, a toll study has been raised to help cover cost. The local governments, in both states, have requested the study. KDOT will hold be two pubic information meetings, one Leavenworth, Kansas and one in Platte County, Missouri. Both KDOT and MODOT are working together. The study is conducted by TranSystems who will be invited to present at the March meeting; Information from the public meetings will be shared. Mike invited stakeholders to participate in the meetings. Before the present day bridge, there was a one lane bridge across the Missouri River located at the city of Leavenworth. The city of Leavenworth worked with MoDot and KDOT to agree to 1
3 replace the bridge in the late 1950s which became a toll bridge. The city agreed to maintain the bridge. The bridge was turned over to KDOT and MoDOT to maintain in the mid 1990s. Allison Smith commented that KDOT will consider bicycle and pedestrian issues. Draft Active Transportation Chapter Committee members reviewed the draft Active Transportation Chapter. In the current draft, the bikeway plan was inserted. The document includes a cost in funding along with estimates for the bikeway network which is estimated at 603 million dollars. Pending delays, a full draft of the document will be submitted to TTPC in February. A public release will be in March and in April public meetings will be held. TTPC will approve in May and the MARC Board of Directors will be asked to approve the MTP in June. Members made the following suggestions stronger performance measures to be included; data on fatalities and crashes, increase the number or percentage of population in walk friendly communities, and continue to monitor pedestrian bridge access. Bill Heatherman motioned to advance the draft Active Transportation Chapter with addition of the stronger performance outcomes goals, with approval of co chairs. The motion was seconded. The motion passed Working Agenda & Meeting Schedule Aaron Bartlett presented the 2015 working agenda and meeting schedule. The working agenda includes; adoption of the Active Transportation Chapter, the development of county wide regional bikeway planning and coordination. On going communication is the purpose of these gatherings. Working together local governments will identify corridors to advance through data gathering and conceptual bikeway planning. The end goal is to facilitate open communication and project advancement. In addition to corridor review, regional way finding research and development is a high priority. Other important projects include reports on the counting program, review of compete streets policy, public outreach through Explore KC for May bike to work month, International Walk to School Day in October, collection of new bikeway data from local governments, and updating inventory to develop new map products and services. Under professional development, MARC will provide training opportunity focused on the Walk Friendly Community program. Discussions with the city of Grandview, one of the Communities for All Ages pilot communities and First Suburbs Coalition has expressed interest in the Walk Friendly Community program. MARC will also host free webinars related to pedestrian and bicycle planning and technical topic. This year in March MARC is working with MoDOT and the City of Kansas City, Missouri to develop a pedestrian safety action plan for the City. We will also look for opportunities feature local topics. 2
4 Art Gough suggested that the Committee consider a regional pedestrian plan, and what a regional plan should address. New resources may be needed in Following discussion, members agreed to add this goal to the working agenda. 12th and 10th Street Metropolitan to Quindaro Bikeway Project Ron Schikevitz, Burns & McDonnell, reported that the project was awarded federal grant money to build on street 4.5 miles of bike lanes from 12 th street from Metropolitan to Quindaro, over the Kansas River, up Argentine, and over to 10 th street. Project is funded for 875,000 half is for construction and other for infrastructure for complete streets. Construction will be through KDOT. The purpose of the project is to focus on improved health issues for Wyandotte County. Local Reports There will be a Road Gang, road engineers, meeting at the end month. The topic of discussion will be the Southwest Blvd bike lanes. 3
5 USDOT issues Mayors Challenge for Safer People and Safer Streets Posted March 4, In January, U.S. Department of Transportation Secretary Anthony Foxx offered a challenge to mayors and elected officials across the country to create safer, more seamless and convenient conditions for pedestrians and bicyclists. As of Feb. 24, more than 85 have signed on to participate in the challenge. We encourage local communities in the Kansas City region to participate in this effort to improve safety conditions. The Mayors Challenge emphasizes the importance of bicycle and pedestrian safety and encourages the formation of local action teams to advance safety, access and mobility goals. Challenge activities include: Using Complete Streets design approaches. Identifying and addressing barriers for people of all ages and abilities. Gathering biking and walking data. Using designs appropriate for street contexts and uses. Taking opportunities to create and connect bikeway and pedestrian networks. Improving safety regulations and policies. Educating and enforcing proper roadway behaviors. MARC and Destination Safe have several resources available that can help support Mayors Challenge activities: MARC s Complete Streets Handbook. Free monthly webinars. In 2015, topics include Ped/Bike Counting Programs (March 18), Legal Rights and Issues for Pedestrians and Bicyclists (April 15), Law Enforcement Strategies to Improve Pedestrian and Bicyclist Safety (May 20) and more. The 2013 Pedestrian Crash Analysis reviews crash data for different conditions, times of year, times of day and other data. The Greater Kansas City Regional Bikeway Plan identifies barriers, gaps and opportunities to use bike facilities to create a more connected, accessible region. Destination Safe s Kansas City Transportation Regional Safety Blueprint evaluates 15 focus areas, including pedestrians, and provides strategies to reduce fatalities and disabling injuries. Education and safety resources through Explore KC and programs such as Safety Ambassadors and Safe Routes to School. Committees focused on issues important to pedestrians and bicyclists, such as the Bicycle and Pedestrian Advisory Committee and the Destination Safe Pedestrian/Cyclist Task Team.
