Call to Order of the Bicycle/Pedestrian and Trails Advisory Committee Chairman Hann called the meeting to order at 5:35 p.m. Item 2. Approval of Minutes January 25, 2016 Motion by Ms. Metz, second by Mr. Buhk, to approve the January 25, 2016 meeting minutes. Hearing no objections the motion passed unanimously. Item 3. Pedestrian/Bike Safety Action Plan, Travis Hills, Kittelson & Associates Mr. Jack Freeman, Kittelson & Assoc. presented the Pedestrian/Bicycle Safety Action Plan including: Project overview Research and data collection Study corridors and safety field review results Stakeholder workshop Countermeasure matrix with Implementation strategies Mr. Hann asked if STRAVA heat maps were utilized in the analysis.
4 Mr. Freeman replied no, STRAVA was not available when the analysis began. Page 2 Draft BPTAC March 21, 2016 Minutes Ms. Laura Carter stated FDOT is conducting a corridor study analysis on six locations with perceived safety issues, so those corridors were not duplicated in this study. Mr. Hann asked if the widening and resurfacing of Palm Bay Road decreased the number of crashes. Ms. Carter responded the crash rate on Palm Bay Road remains high especially east of the Babcock Road intersection. Mr. Freeman stated a lack of lighting is a contributing factor to the crashes in that area. Mr. Binkowski stated the bike lanes on Palm Bay Road are dangerous as they offer no barrier from vehicular traffic. Mr. Todd Davis stated FDOT is implementing a new 7 foot standard to increase bicycle lane safety. Mr. Hann asked for clarification on implementation of the new standard. Ms. Gillette responded all resurfacing and widening projects are being evaluated for wider bicycle lanes. Mr. Airis inquired if road signage was associated with the bike lanes. Mr. Freeman replied signage and pavement markings should be incorporated but only pavement markings are being used on Palm Bay Road. Mr. Thompson asked if bicycles crashing into pedestrians was a separated crash statistics. Mr. Freeman responded bicycle crashes with pedestrians was not an issue in Brevard County. Mr. Thompson stated motorized bicycle sidewalk usage is a growing concern in south Brevard County. Ms. Twigg indicated motorized bicycles compose 33% of the bicycling industry and continues to expand. Mr. Buhk stated e-bikes are considered motorcycles and asked if trails have different usage rules than sidewalks. He further stated Viera is experiencing a similar situation but with golf carts using the sidewalks. Mr. Hann replied motorized bicycles are not allowed on trails. Ms. Carter stated the annual State of the System report would identify motorized bicycle safety trends. Mr. Thompson stated society needs to be proactive and address the growing safety concerns with motorized bicycles and golf carts. Item 4. Eau Gallie Beachside Corridor Study, Todd Davis Mr. Todd Davis, FDOT Project Manager/Vanasse, Hangen, Brustlin, Inc. (VHB), provided a presentation on the study process, current corridor conditions, alternatives, prioritized recommendations, and next steps. Item 5. Bicycle Rights, Steve Buhk Mr. Buhk provided a Bicycle Rights and Responsibilities of Vulnerable Road Users presentation and advocated bicyclist education courses as well as increased public information on bicyclist rights and responsibilities. Ms. Metz asked for the presentation links to be sent out to members. Ms. Gillette replied the TPO staff would send the presentation links to members. Mr. Buhk requested a letter of support for road signage from the BPTAC. Ms. Gillette responded a quorum was not available as some members had left the meeting, but the request could be presented at the next BPTAC meeting. Item 6. FDOT Update Ms. Tyrone stated due to the time, she would delay her report until the next meeting. Item 7. Public Comment No comment was heard. Item 8. Adjourn There being no further discussion, the meeting adjourned at 7:40 p.m.

6 RESOLUTION RESOLUTION, in support of the Space Coast Transportation Planning Organization s (TPO) Committee Member recognition program, and WHEREAS, the SPACE COAST TRANSPORTATION PLANNING ORGANIZATION (TPO) is the designated and constituted body responsible for the urban transportation planning and programming process for the Palm Bay-Melbourne and Titusville Urbanized Areas; and WHEREAS, Mr. Murray Hann was appointed to the Space Coast Transportation Planning Organization Bicycle, Pedestrian & Trails Advisory Committee and has served with distinction for fifteen years, and WHEREAS, Mr. Hann s leadership has guided the Space Coast Transportation Planning Organization through difficult and complex issues to the benefit of the citizens of Brevard County; and WHEREAS, his dedication to improving the transportation system throughout Brevard County has resulted in the improvement and construction of many new transportation facilities. 8 ITEM NUMBER 5 Don Griffin Trail Update, Alix Bernard DISCUSSION: The Don Griffin Trail at Lake Betsi is a 2.37 mile trail that was made possible through a grant awarded by the Recreational Trails Program. It is 12-feet wide, composed of 3-inch thick geo-web filled with crushed granite. The trail is going to be officially sanctioned through Running Zone. In addition to being officially sanctioned, a local eagle scout will be installing markers in ½-mile intervals. It is currently about 95% complete. The City intends for this trail to be used as a way to have 5k races, which will not involve closing down any roadways. In addition to utilization for 5k events, the trail will be open to the public from sunrise to sunset. The trail has been named in honor of the former Planning Director, who worked for the City for 27 years and everyday found ways to improve Rockledge. A ribbon cutting will be held at the end of May to honor Mr. Griffin s service. To access the Don Griffin Trail: Take US 1 to Barton Blvd., head west on Barton until you get to Cogswell St., go north on Cogswell St. The trail head is located west of the baseball field.
