Approval of Minutes of Meeting September 18, 2018 Moved by K. Alexander Seconded by D. Brotherston That the minutes of the Active Transportation Advisory Committee of September 18, 2018, be approved. Carried Business Arising from the Minutes a) Deferred Motion on King Street Segregated Bike Lanes

4 4 4 ATAC Minutes /10/16 Eric Saunderson, Senior Project Manager, provided a presentation on the Up-Town Waterloo Streetscape Improvements. A copy of the presentation is appended to the original minutes. He stated that the first phase of the project is complete and that staff are working on planning for the second phase. He explained that the goal of the project was to make King Street more accessible for all modes of transportation which was difficult due to the number of interests and the space available. *C. Klein entered the meeting at 5:04 p.m. E. Saunderson gave an overview of the considerations that were made regarding barriers for the cycling lane and highlighted that barriers do not necessarily stop a vehicle from parking in a cycling lane and that bollards can create a safety hazard for cyclists. He noted that staff are monitoring the performance of the new streetscape with the intention of reporting back to Regional Council in In response to a question from the Committee, E. Saunderson stated that the construction of the next phase is planned for April 2019 and that the report on the current monitoring effort is expected in January. He stated that it will be possible to make changes to the streetscaping portion of the next phase based on that report. He further noted that the City of Waterloo is actively enforcing the by-law to stop parking in the segregated lanes. The Committee requested that staff bring the report on the performance of the new streetscape to the Committee when it is available. Moved by A. Crowe Seconded by K. Alexander That further discussion of the King Street separated bike lanes be deferred until January 2019 to allow staff to complete the review of the new streetscape s performance. Carried. *E. Saunderson left the meeting at 5:31 p.m. b) Cycling Dismount Signage: Preliminary Evaluation M. Jones Mike Jones, Supervisor, Traffic Engineering, explained that a staff review of cycling collisions found that they occur primarily in crosswalks. As a pilot response, staff put up signs at six intersections to encourage cyclists to dismount. M. Jones noted that there was a 0.4 collision rate before the signs and a 0.1 rate afterwards. He stated that there is not a lot of data available and the pilot project will be kept open to allow for more data Page 2 of 4

Jones stated that another signage pilot project was started in 2017 to address collisions with cars exiting driveways, however there has not been enough time to access its effectiveness. Responding to questions, M. Jones stated that staff are only using collision data from the police and are not out observing the sites to determine if behaviour has changed. He further explained that in addition to the signs, staff are looking at offset crosswalks and bike lanes as longer term solutions, while looking at the signs as a possible short term response. *G. Keyworth left the meeting at 5:39 p.m. *M. Jones left the meeting at 5:42 p.m. New Business a) Micro-Mobility Updates (City of Waterloo E-scooter Pilot, Bikeshare Pilot, FCM- Funded Study) J. Bélanger Julie Bélanger, Principal Planner, provided a presentation on the e-scooter pilot that has been started in Waterloo and the future Bikshare project. A copy of the presentation is appended to the original minutes. She provided an overview of the e-scooter pilot project that was recently launched in Waterloo and noted that the e-scooters are subject to geo-fencing and can only be operated where Highway Traffic Act does not apply. J. Bélanger explained that there were concerns that the e-scooter pilot could potentially impact the exclusivity of the contract with Dropbike and stated that their license agreement has been clarified to include e-bikes. She stated that Dropbike is planning to launch in May J. Bélanger explained that RFP for the FCM funded bike share is closing soon and will be looking at the minimum operational requirements and possible recommendations for regulation and management with for a bikeshare in Waterloo Region. The Committee expressed issues with the e-scooter pilot, noting that the e-scooters are not staying in the geo-fencing and questioned weather the e-scooters are serving a purpose. b) Group Discussion: Cycling Facility Nomenclature Guide G. Tracey reminded the Committee that the Adopt a Road Clean up will be held on Saturday October 20 th. e) Region-Wide Active Transportation Committees General Meeting 2019 K. Marshall Kevan Marshall, Principal Planner, stated that he has discussed the possibility of holding another meeting with the area Active Transportation Committees with staff from the Cities and it appears that it will be possible to hold the meeting in February or March. He stated that he will be looking for assistance from the new Chair and Vice- Chair to help with the meeting. K. Marshal informed the Committee that incorrect lighting units were installed on the Iron Horse Trail. He stated that, by the end of the month, the contractor will be removing the incorrect units and installing the correct ones with no cost to the City or the Region.
