Armstrong, E. Clarke, D. Craig, S. Foxton, G. Lorentz, D. Jaworsky, H. Jowett, K. Kiefer, J. Mitchell, J. Nowak, K. Redman, K. Seiling, S. Shantz, S. Strickland*, and B. Vrbanovic. Declarations of Pecuniary Interest Under The Municipal Conflict of Interest Act K. Redman declared a pecuniary interest with respect to item 4.8 Wastewater Operations Service Delivery Review Beyond 2020 due to her son in-law s employment at Ontario Clean Water Agency (OCWA). *S. Strickland entered the meeting at 9:08 a.m. Delegations a) Charles Organ, Ministry of Transportation of Ontario (MTO) appeared before the Committee and provided a brief introduction on the project. Brenda Jamieson, AECOM provided a presentation regarding Highway 7/8 corridor between Stratford and New Hamburg. She provided a presentation that highlighted the study propose and process, the recommended plan, the transportation environmental study report and the next steps. She asked for Committees endorsement of the report. A copy of the presentation is appended to the original minutes

2 P&W Minutes /03/07 The delegations provided clarification on when the project started, where it sits on the priority list, the grade separation at Nafziger Road, the estimated cost of the project, and techniques and products used. L. Armstrong brought forward a motion to accept the report for information. C. Organ provided clarification on publishing the document stating they are looking for support from Committee to support the publication of the report. This would allow stakeholders to offer any comments over the 60 day review period. Steve van De Keere, Director Transportation noted that staff will look at the report and if there are any comments staff can forward them through Council back to MTO. Moved by L. Armstrong Seconded by D. Craig That the Regional Municipality of Waterloo support the publication of the Highway 7/8 Corridor between New Hamburg and Stratford report. Carried Request to Remove Items from Consent Agenda TES-WAS-17-09, Waterloo, Kitchener and Galt Cogeneration Project Update and TES- WAS-17-11, Wastewater Operations Service Delivery Review - Beyond 2020 was removed from the Consent Agenda. In response to Committees questions regarding report TES-WAS , staff provided clarification on the funding for the project and stated that during the detail design staff will decide if they will be tendering for three separate projects or one project. A Committee member suggested that tendering for one project would help with consistency of the projects. Motion to Approve Items or Receive for Information Moved by S. Foxton Seconded by S. Shantz That the following items be approved: That the Regional Municipality of Waterloo approve the following amendment to Controlled Access By-law #58-87, subject to site plan approval by the City of Kitchener, as described in Report No. PDL-CPL-17-06, dated March 07, 2017:

And That staff be instructed to register a Plan of Expropriation for the properties within three months of granting of the approval to expropriate the properties, as required by the Expropriations Act; And That the registered owners be served with a Notice of Expropriation and a Notice of Possession of the property after the registration of the Plan of Expropriation and the Regional Solicitor is authorized to take any and all actions required to enforce such Notices including but not limited to any application pursuant to Section 40 of the Expropriations Act; And That the Regional Solicitor is authorized to enter into an agreement with registered owners, or to make an application under section 39 of the Expropriations Act, to adjust the date for possession specified in the Notice of Possession as may be required; And That all above-referenced fee simple partial takings situated adjacent to an existing Regional public highway be acquired for road widening purposes and therefore be deemed to form part of the adjacent public highway in accordance with subsection 31(6) of the Municipal Act, 2001; And That if no agreement as to compensation is made with an owner, the statutory Offer of Compensation and payment be served upon the registered owners of the properties in the amount of the market value of interests in the lands as estimated by the Region s appraiser in accordance with the Expropriations Act; And Further That the Regional Solicitor be authorized to discontinue expropriation proceedings or any part thereof, in respect to the above described lands, or any part thereof, upon the registration of title of the required documentation to complete the transaction or if determined by the Commissioner of Transportation and Environmental Services that such lands, or any part of interest thereof, are not required for the subject Project. 6 P&W Minutes /03/07 Transportation Management Association for a 1 year term, in a form satisfactory to the Regional Solicitor; And that the Regional Municipality of Waterloo support, in principle, a collective drivealone reduction goal of five per cent below 2015 levels by 2020 for the entire TravelWise Transportation Management Association, as described in Report TES-TRS dated March 7, Carried b) TES-TRS-17-03, University of Waterloo and Wilfrid Laurier University Student ID Card Replacement to Allow Electronic Validation of U-Passes Moved by B. Vrbanovic Seconded by G. Lorentz That the Regional Municipality of Waterloo enter into agreements with the University of Waterloo and Wilfrid Laurier University to implement card replacement programs that would ensure U-Passes can be validated electronically using the Region s upcoming Electronic Fare Management (EFMS) system in a form satisfactory to the Regional Solicitor, as described in Report No. TES-TRS-17-03, dated March 7, Carried c) COR-FFM-17-04, GRT Northfield Facility Environmental Assessment Report, Project Update and Steering Committee Formation Chair T. Galloway asked for a volunteer sit on the steering team. Councillor S. Strickland volunteered. Moved by D. Jaworsky Seconded by K. Redman That the Region of Waterloo take the following actions regarding the Grand River Transit Northfield Facility construction project; a) Approve the Environmental Project Report dated February 1, 2017 as prepared by IBI Group and direct staff to file for Notice of Completion of the transit Environmental Assessment process; and b) Appoint S. Strickland to participate on the Project Steering Committee. Carried

7 P&W Minutes /03/07 Transportation d) TES-TRP-17-02, The Region of Waterloo 2016 Collision Report Bob Henderson, Manager, Transportation Engineering provided a presentation that highlighted the 2016 Annual Collision Report. He provided details regarding total collisions, pedestrian collisions, cycling collisions, network screening/ranking and historical performance over 5 years. A copy of the presentation is appended to the original minutes. Committee members discussed in great detail vision zero strategy, LED lights, off set crosswalks, number of intersections in the Region, pedestrian collisions and definition of pedestrian collisions, location of accessible crosswalks, and countermeasures. In response to Committees question about Homer Watson Blvd. having more collisions than the following eight intersections combined, B. Henderson stated that Homer Watson Blvd. is a controlled access road with very limited access and higher speeds contribute to the higher collision rates. He noted that staff are looking at the geometry of the road to encourage slower speeds. Committee members inquired about pedestrian safety around LRT stops. Thomas Schmidt, Commissioner, Transportation and Environmental Services stated safety education around LRT will be coming out closer to operation and staff can provide a report to Committee on what that will look like. Received for information. e) TES-TRP-17-03, Homer Watson Boulevard and Block Line Road Roundabout Operational Review Committee members discussed speed, pedestrians, signage, and volume of traffic with respect to the roundabout located at Homer Watson Blvd. and Block Line Rd. A Committee member asked if information about roundabouts is included in the drivers handbook or part of the drivers test. B. Henderson stated that they have contacted the Province regarding this issue and stated that information about roundabouts are included at a high level but not specific detail. B. Henderson noted that many engineers and human factor specialists have concluded that speed at this roundabout is not the issue. Vehicles are not yielding to the inside lane. Some Committee members expressed concerns with the roundabouts being installed at Ottawa Street and Homer Watson Blvd. and Alpine pointing out more traffic volumes and having back to back roundabouts. Staff advised that with the additional access to

8 P&W Minutes /03/07 the expressway at the Alpine roundabout that should help with the traffic at the Homer Watson and Ottawa Street roundabout. A Committee member inquired about the third lane at the Homer Watson Blvd. and Block Line Road roundabout. T. Schmidt noted that lane was blocked off because it caused confusion and staff will look at opening it in the future, if capacity is reached at that roundabout. Received for information. Water Services f) TES-WAS-17-08, Water Services SCADA Hardware Standardization Moved by H. Jowett Seconded by S. Foxton That the Regional Municipality of Waterloo approve Rockwell Automation/Allen Bradley, as the new standard supplier for the Water Programmable Logic Controllers (PLC) for replacement of PLCs as required; And that the Manager of Procurement - Chief Purchasing Officer be authorized to enter into a supply agreement with Rockwell Automation/Allen Bradley that is agreeable to the Commissioner of the Transportation and Environmental Services and to implement the above recommendation Carried g) TES-WAS-17-10, Waterloo North Water Supply Class Environmental Assessment Addendum: Notice of Completion Moved by D. Jaworsky Seconded by B. Vrbanovic That the Regional Municipality of Waterloo accept the Waterloo North Water Supply Municipal Class Environmental Assessment, Addendum to the Environmental Study Report summarized in this Report TES-WAS dated March 7, 2017; And that the Regional Municipality of Waterloo publish the Notice of Completion for the EA Addendum and provide the Addendum Report along with the original Environmental Study Report for public review and comment for a 30-day period, in accordance with the Municipal Engineers Association s Class Environmental Assessment process. 9 P&W Minutes /03/07 h) TES-WAS-17-13, 2016 Summary Report for the Regional Municipality of Waterloo Integrated Urban and Rural Water Systems, Drinking Water Quality Management System Program Update, and Infrastructure Maintenance Plan Nancy Kodousek, Director, Water Services provided clarification on the process of alarms. Moved by L. Armstrong Seconded by H. Jowett That the Regional Municipality of Waterloo receive the 2016 Summary Report, the minutes from the annual Management Review of the Drinking Water Quality Management System (DWQMS) and maintenance plan update as outlined in report TES-WAS dated March 7, Carried Information/Correspondence a) Council Enquiries and Requests for Information was received for information. Other Business a) L. Armstrong asked about the status of the speed limit on Nafziger Road. Staff noted they will follow up directly with Councillor L. Armstrong. b) S. 12 Study Purpose To develop plan to address long-term (2031) transportation needs for Highway 7&8 corridor and prepare preliminary design for recommended plan 3

13 Transportation Problems Current Highway 7&8 between Stratford and New Hamburg not able to meet future transportation needs of area 1 lane deficiency in each direction Capacity constraints at intersections in urban centres Capacity constraints result in trip diversion to parallel rural roadways Limited inter-city transit service so majority of trips are autobased Trucks have limited route choice; subject to congestion in Stratford and New Hamburg 4

15 Recommended Plan Presented at final round of PICs held in summer of 2013 Some refinements made to Recommended Plan as a result of feedback received through consultation process and further development of preliminary design No significant refinements made through New Hamburg area Addresses future transportation needs Makes use of existing roadway corridors over 70% of length Avoids or mitigates majority of issues / concerns brought forward Maintains direct access to New Hamburg Minimizes impacts to agricultural community Minimizes impacts to Shakespeare 6
