Introduction and Background In January 2006, the City of Peterborough (City) initiated a Class Environmental Assessment (Class EA) for road network improvements associated with the Peterborough Regional Health Centre (PRHC) as a Schedule C activity in accordance with the Municipal Engineers Association Municipal Class Environmental Assessment document (October 2000) (Municipal Class EA). The purpose of the Class EA was to review the existing area road network and recommend improvements to reduce traffic infiltration through local neighbourhoods resulting from the construction of the new PRHC on Hospital Drive and two proposed clinic developments. Various road network alternatives were assessed based on study area conditions and stakeholder comments. The preferred network improvement plan (see Figure 1.1) included the construction of a new north-south access road on City owned lands from Parkhill Road West in the north to Clonsilla Avenue in the south as part of the first stage of construction. Having identified the preferred network improvement plan, the City prepared and filed the Environmental Study Report (ESR) documenting the PRHC Road Network Improvements Class EA in June In June 2008, the Ministry of the Environment advised the City that they could proceed with implementing the project. The City proceeded with detailed design and issued a tender in June 2010 to begin construction. Construction of the Hospital Access Road is nearing completion on the segment from Sherbrooke Street northerly. In January 2011, City Council, sitting as Committee of the Whole, passed a directive stating that the original PRHC Road Network Improvements Class EA be amended to stop construction of the new Hospital Access Road at Sherbrooke Street and commence a new Class EA to examine the need for improvements to the broader road network in the area, including alternative connections for the Hospital Access Road to the road network south of Sherbrooke Street, if required. Since temporarily or permanently stopping construction of the Hospital Access Road at Sherbrooke Street represents a change to the preferred network improvement plan identified in the PRHC Road Network Improvements Class EA, the City is required to review the proposed change, document the review through an Addendum to the ESR, and file the Addendum together with the ESR for public and agency review. This report documents the proposed changes to the PRHC Road Network Improvements Class Environmental Assessment, the rationale, the implications of the changes, proposed mitigation measures and a summary of consultation with stakeholders. 1

Overview of the Municipal Class EA Addendum Process The PRHC Road Network Improvements Class EA was carried out as a Schedule C activity in accordance with the Municipal Engineers Association Municipal Class Environmental Assessment document (October 2000) (Municipal Class EA). The Municipal Class EA (Section A.4.3) allows the proponent to review the ESR and issue an addendum if there is a modification to the project or change in the environmental setting for the project from that originally anticipated in the ESR. In accordance with the Municipal Class EA, any significant modification to the project or change in the environmental setting for the project which occurs after the filing of the ESR requires a review to be carried out as follows: Identify the circumstances necessitating the change. Determine potential environmental implications of the proposed changes along with any measures for mitigating potential adverse environmental effects. Document the proposed changes, rationale, implications, and mitigation measures in an Addendum to the ESR. File the Addendum and ESR for a period of 30 calendar days, with a Notice of Addendum Filing issued to potentially affected members of the public and review agencies as well as those who were notified in the preparation of the ESR and confirmed their desire to be notified of the filing of the ESR Addendum. Only the proposed changes in the Addendum (i.e. the portion of the Hospital Access Road between Sherbrooke Street and Clonsilla Avenue) are subject to review by the public and agencies. The remaining portions of the preferred network improvement plan included in the PRHC Road Network Improvements ESR remain approved under the EA Act for implementation by the City. If no request is received on or before the end of the review period, the City will proceed with the implementation of the proposed changes as documented in the ESR Addendum. Description of the Proposed Changes and Their Rationale 3.1 Proposed Changes to the Approved Project As illustrated in Figure 1.1, the preferred network improvement plan identified in the PRHC Road Network Improvements Class EA included construction of a new north-south access road on City owned lands from Parkhill Road West in the north to Clonsilla Avenue in the south as part of the first stage of construction. The preferred network improvement plan also included the following elements: Transit improvements; Improvements to encourage walking, cycling and use of alternative modes of transportation; Improvements to manage parking in the vicinity of the hospital; Installation of new traffic signals and pedestrian signal crossings associated with the road network improvements; and Transportation demand management programs. The following changes to the preferred network improvement plan (see Figure 3.1) are proposed: Stop construction of the Hospital Access Road at Sherbrooke Street, eliminating the segment of road to be constructed between Sherbrooke Street and Clonsilla Avenue. Realign the access to the Kinsmen Centre to align with the Hospital Access Road at Sherbrooke Street, creating a 4-legged intersection in accordance with accepted design standards. All other aspects of the preferred network improvement plan included in the PRHC Road Network Improvements ESR remain unchanged and approved under the EA Act for implementation by the City. 3.2 Rationale for the Proposed Changes In January 2011, City Council, sitting as Committee of the Whole, passed a directive stating that the original PRHC Road Network Improvements Class EA be amended to stop construction of the Hospital Access Road at Sherbrooke Street to allow for the completion of a separate Class EA to examine the need for improvements to the broader road network in the area, including alternative connections for the Hospital Access Road to the road network south of The purpose of the original PRHC Road Network Improvements Class EA was to assess future traffic conditions as a result of the new expanded hospital and proposed medical clinics in the study area and to evaluate a number of alternatives to address traffic infiltration impacts in adjacent neighbourhoods. The original Class EA was never intended to address longer term growth in the City. Deferring construction of the Hospital Access Road between Sherbrooke Street and Clonsilla Avenue will allow for the completion of a separate Class EA to address longer term growth in the City. The separate Class EA, which the City intends to initiate in the fall of 2011, will identify the need for improvements to the broader road network in the area, including alternative connections for the Hospital Access Road to the road network south of 5

Environmental Implications of the Proposed Changes 4.1 Summary of the Potential Effects and Recommended Mitigation Measures The potential environmental effects and proposed mitigation measures associated with the preferred network improvement plan identified in the PRHC Road Network Improvements Class EA are documented in Section of the PRHC Road Network Improvements ESR. The potential environmental effects and mitigation measures are identified for the following environmental considerations: Accessibility to the PRHC Traffic Circulation and Safety Hospital Site Plan Wildlife Habitat for Urban Tolerant Species Vegetation Removal Existing Study Area Drainage Patterns Noise Air Quality Archaeological Potential With the exception of the Traffic Circulation and Safety factor, there are no environmental implications associated with the proposed changes. Consequently, no changes are anticipated to the potential effects identified in the PRHC Networks Improvements ESR (Section 6.1.2). The traffic and safety implications associated with the proposed changed were reviewed and are documented in the following section. 4.2 Traffic Circulation and Safety Implications of the Proposed Change The approved PRHC Road Network Improvements EA included the extension of the Hospital Access Road from Sherbrooke Street to Clonsilla Avenue to reduce traffic demands at the Sherbrooke Street / Clonsilla Avenue intersection. The traffic implications of stopping construction of the new Hospital Access Road at Sherbrooke Street, either temporarily or permanently, were reviewed. The Peterborough Regional Health Centre has a reduced number of beds and lower staffing numbers than previously forecast in the PRHC Road Network Improvements Class EA. When the original EA was conducted, a total of 494 beds were planned for 2010 and the forecasted staff count was 2,141. The actual 2011 bed count and staffing numbers are 392 and 2,000 respectively. Furthermore, only one of two clinics planned at the Hospital Drive / Access Road intersection has been constructed and opened to-date. In addition, the population and employment data used in 2006 to assess traffic conditions have been revised based on the Province s Growth Plan for the Greater Golden Horseshoe and the City s Official Plan Amendment #142 (OPA #142). Growth in Peterborough is anticipated to occur at a slower rate than previously forecast. Given the reduced level of development in the Hospital area, updated traffic counts were conducted at the following intersections: Sherbrooke Street / Goodfellow Road intersection Sherbrooke Street / Kinsmen Way intersection Sherbrooke Street / Clonsilla Avenue intersection Clonsilla Avenue / Goodfellow Road intersection Clonsilla Avenue / Victory Crescent intersection 7

11 AECOM City of Peterborough New Peterborough Regional Health Centre Road Network Improvements Environmental Study Report Addendum Clonsilla Avenue / Charlotte Street intersection Charlotte Street / Monaghan Road intersection The updated June 2011 traffic counts confirmed that traffic to and from the study area is increasing at a slower rate than previously forecast. The reduced number of staff and beds at the Peterborough Regional Health Centre as well as reduced development in the area results in approximately 500 fewer inbound trips to the Hospital Area and 410 fewer outbound trips from the Hospital Area during the PM Peak than was previously forecast for A re-assessment of traffic conditions was completed based on June 2011 traffic volumes with the Hospital Access Road completed to The assessment diverted traffic to the Hospital Access Road using traffic diversion patterns similar to those established in the 2007 ESR but using 2011 counts. Five road network options were assessed as follows: Option 1: Signal timing modifications at Sherbrooke / Clonsilla intersection Option 2: Revised lane arrangement on Sherbrooke / Clonsilla (i.e. existing 4-lane cross section revised to provide separate left turn lanes at intersections) Option 3: Northbound and southbound left turn lanes on Clonsilla Option 4: Alternate signal timing at Sherbrooke / Clonsilla intersection Option 5: Lane reconfiguration and signal timing changes at Sherbrooke / Clonsilla intersection Sensitivity analysis of future traffic conditions was also completed to assess future (2016) conditions with the Hospital Access Road constructed and open to The re-assessment and sensitivity analysis confirmed that with the reduced traffic volumes and the implementation of lane reconfiguration through pavement markings at the Sherbrooke Street / Clonsilla Avenue intersection, the key intersections in the study area will operate at an acceptable Level of Service in the short term (0-5 years) with the Hospital Access Road constructed to The PRHC Road Network Improvements ESR identified traffic infiltration through the Third Avenue / High Street corridor as a potential impact. With the proposed changes, this will no longer be a potential effect; therefore the proposed monitoring of traffic volumes on Third Avenue is not required. Additional details regarding the traffic assessment undertaken as part of the Addendum process are provided in Appendix A. 8

Consultation with Review Agencies and the Public Although not required by the Municipal Class EA (October 200, as amended in 2007) when undertaking revisions to an ESR through an addendum process, the City sought participant involvement in the review of the proposed changes to the PRHC Network Improvements Class EA through notifications and a Public Information Centre prior to filing the ESR Addendum. 5.1 Public Information Centre A Public Information Centre (PIC) was held on July 19, 2011 from 6:30 p.m. to 8:30 p.m. at the Evinrude Centre. The purpose of the PIC was to present information on the proposed changes to the PRHC Network Improvements Class EA and to receive feedback on the proposed changes. The PIC notice was published in the Peterborough Examiner on Thursday June 30, 2011 and Thursday July 14, 2011 and in the Peterborough This Week on Wednesday July 6, 2011 and Thursday July 14, The notice was also posted on the City s website. In addition to the newspaper notice, a letter was mailed out on July 6, 2011 to potentially affected members of the public and review agencies as well as those who were notified in the preparation of the ESR. Appendix B contains copies of the PIC notice and letter. The PIC was structured as a drop in centre with project information displayed on information boards and representatives from the City and AECOM addressed questions and comments. The following information was presented at the PIC: Study Background and Purpose Municipal Class EA Addendum Process What has Changed Future Traffic Conditions Summary of Findings Recommendations Next Steps Appendix B contains a copy of the PIC display material. Approximately 115 people attended the event and signed the register, including a number of representatives of the local media. Comments were received from approximately 40 individuals through comment sheets submitted at the PIC as well as correspondence received following the PIC. 5.2 Comments Received and Their Consideration Thirty-seven review agencies were notified of the ESR Addendum review process. The Traffic Management Services Department of the Peterborough Community Police Service and Otonabee Region Conservation Authority provided comments on the proposed changes. The Peterborough Community Police Service is supportive of the proposed change from a safety standpoint. Otonabee Region Conservation Authority has no concerns with the proposed changes. A copy of original correspondence is included in Appendix B. Over 1,500 potentially affected members of the public, including individuals who were notified in the preparation of the ESR, were notified of the ESR Addendum review process. Comments were received from approximately 40 9

The most common issues raised at the PIC and through formal submissions were as follows: Agreement that construction of the Hospital Access Road between Sherbrooke Street and Clonsilla Avenue, as originally proposed in 2007, be deferred to a later date / further study. o A number of concerns were raised including: Proximity of other nearby intersections The need (lack of) for an additional signal controlled intersection at Hospital Access Road / Clonsilla Avenue Safety, especially with a school close by and high pedestrian volumes Poor traffic conditions in the area already (the Sherbrooke / Clonsilla intersection was noted as the worst in the City by more than 1 stakeholder) Noise impacts to the local area Removal of greenspace A connection southwest from Sherbrooke Street to the existing Parkway / Clonsilla intersection should be used to provide the most direct connection to and from the hospital. Safety concerns regarding the existing and future intersections at Fairmount and Weller and the Hospital Access Road; including the need, or lack of need for the Hospital Access Road to connect with Weller Street. Reference to the historic Parkway route: o As a political football o As the common sense solution o As the most direct connection (especially for hospital / emergency traffic to and from the area) A summary of the PIC comments and responses is provided in Appendix B. 5.3 Notice of Addendum Filing In accordance with the Municipal Class EA (October 2000, as amended in 2007), notification of the ESR Addendum filing was published in the Peterborough Examiner on Thursday October 6, 2011 and in the Peterborough This Week on Wednesday October 5, 2011 and Friday October 7, The notice was also posted on the City s website. In addition, a letter and a copy of the notice was mailed out on October 3, 2011 to potentially affected members of the public and review agencies as well as those who were notified in the preparation of the ESR and confirmed their desire to be notified of the filing of the ESR Addendum. A copy of the Notice of Addendum Filing and the associated letter is provided in Appendix B. 10

Summary In June 2007, the City of Peterborough (City) completed a Class Environmental Assessment (Class EA) for road network improvements associated with the Peterborough Regional Health Centre (PRHC) as a Schedule C activity in accordance with the Municipal Engineers Association Municipal Class Environmental Assessment document (October 2000) (Municipal Class EA). The preferred road network improvement plan included a new Hospital Access Road from Parkhill Road West to Clonsilla Avenue. The City prepared and filed the Environmental Study Report (ESR) documenting the Class EA in June In June 2008, the Ministry of the Environment advised the City that they could proceed with implementing the project. The City proceeded with detailed design and issued a tender in June 2010 to begin construction. A re-assessment of traffic conditions in the study area was completed based on June 2011 traffic volumes and a sensitivity analysis of future traffic conditions was completed to determine future (2016) conditions with the Hospital Access Road constructed and open to 11

15 AECOM City of Peterborough New Peterborough Regional Health Centre Road Network Improvements Environmental Study Report Addendum The re-assessment and sensitivity analysis concluded that under all scenarios, key intersections in the study area will continue to operate at acceptable Levels of Service under existing and future (2016) traffic conditions, with the implementation of lane reconfiguration through pavement markings at the Sherbrooke Street / Clonsilla Avenue intersection. Hence, the implications of the proposed change to the Hospital Access Road are minor in nature. Key intersections in the study area will continue to operate acceptably for the short term (0-5 years) with the Hospital Access Road constructed only to There are no other environmental implications associated with the proposed changes. Consequently, no changes are anticipated to the potential effects and proposed mitigation measures identified in the PRHC Road Networks Improvements ESR (Section 6.1.2). The City sought participant involvement in the review of the proposed changes to the PRHC Road Network Improvements Class EA through notifications and a PIC held prior to filing the ESR Addendum. The majority of the comments received were supportive of stopping the construction of the Hospital Access Road at Safety concerns were also raised regarding the Sherbrooke Street / Clonsilla Avenue intersection which will be addressed through the proposed lane reconfiguration and signal timing changes for the intersection. Other concerns raised during the course of the study pertained to issues outside of the scope of the Addendum, including alternative alignments for a southern connection of the Hospital Access Road and safety concerns associated with several intersections along Weller Street. Accordingly, on the basis of the ESR Addendum review, the following is recommended: Stop the Hospital Access Road at Sherbrooke Street, on a temporary basis, subject to the outcome of separate Class EA to be initiated later this year which will determine the need for improvements to the broader road network in the area. Monitor traffic volumes and development in study area once the Access Road is open and when necessary, implement lane reconfiguration through pavement markings at the Sherbrooke Street / Clonsilla Avenue intersection. The success of the recommended revisions to the lane reconfiguration at the Sherbrooke Street / Clonsilla Avenue intersection will be dependent on resulting traffic patterns and volumes once the Access Road is open and traffic has normalized. The City will monitor traffic volumes and development in the study area once the Access Road is open and undertake traffic counts at least 3 months after opening to verify traffic patterns prior to implementation of the lane reconfiguration through pavement markings at the Sherbrooke Street / Clonsilla Avenue intersection. If the predicted diversion pattern and access road usage levels are realized, the proposed lane reconfiguration will be implemented within the 0 to 5 year timeframe. If traffic patterns and volumes vary significantly from what was predicted, the City will reassess the intersection configuration to determine if alternate lane reconfiguration and signal timing improvements for the Sherbrooke Street / Clonsilla Avenue intersection are required, and then proceed to implement the preferred plan within the 0-5 year timeframe. Conduct a separate Class EA to determine the need for improvements to the broader road network in the area, including alternative connections for the Hospital Access Road to the road network south of If the separate Class EA recommends a south termination other than Clonsilla Avenue (at Third Avenue), implement the recommendations of the separate Class EA and permanently remove the link to Clonsilla Avenue as part of approval for new EA study 12

The assessment results are documented in this memorandum. 1. Existing Conditions At the outset of the study, existing development and traffic conditions within the study area were reviewed relative to the conditions documented in the original Class EA. The Peterborough Regional Health Centre has a reduced number of beds and lower staffing numbers than previously forecast in the Peterborough Regional Health Centre Road Network Improvements Class EA. When the original EA was conducted, a total of 494 beds were planned for 2010 and the forecasted staff count was 2,141. The actual 2011 bed count and staffing numbers are 392 and 2,000 respectively. Furthermore, only one of two clinics planned at the Hospital Drive / Access Road intersection has been constructed and opened to-date. Given the reduced level of development in the Hospital area, updated traffic counts were conducted at the following intersections: Sherbrooke Street / Goodfellow Road intersection Sherbrooke Street / Kinsmen Way intersection Sherbrooke Street / Clonsilla Avenue intersection Clonsilla Avenue / Goodfellow Road intersection Clonsilla Avenue / Victory Crescent intersection Clonsilla Avenue / Charlotte Street intersection Charlotte Street / Monaghan Road intersection The updated traffic counts confirmed that the reduced number of staff, beds and development in the area results in approximately 500 fewer inbound trips to the Hospital Area and 410 fewer outbound trips from the Hospital Area during the PM Peak than was previously forecast for 2010 as illustrated in Figure 1.

The termination of Hospital Access Road at Sherbrooke Street may increase traffic at the Sherbrooke / Clonsilla intersection by up to 4%, primarily for northbound left turn and eastbound right turn movements. There will be negligible change in the westbound traffic. For Option 4, the traffic analysis revealed that key intersection in the study area will operate acceptably (levels of service C or D) with Hospital Access Road stopped at Sherbrooke Street (see

The revised signal operation to provide northbound advance green and provide separate eastbound and westbound green phases will eliminate conflicts between left turn vehicles, reducing the likelihood of collisions but the signal operation could be confusing to motorists. Before implementing such a change, volumes should be allowed to stabilize after opening the new Access Road and then the benefits of this change re-assessed. This change avoids need for new widening on Sherbrooke Street or Clonsilla Avenue to address the safety concerns at the Sherbrook / Clonsilla intersection.
