3 Introduction Purpose The purpose of this Traffic Management Plan is to demonstrate how Traffic Group Australia will safely and efficiently manage traffic to comply with all relevant state and federal legislation and meet the requirements and expectations of World Cup Polo Pty Ltd and all other stakeholders. Project Scope Work Timings This TMP will aim to achieve the following: Provide for a safe environment for all road users; Provide protection to Event Staff, visitors, agents of the Contractor and the general public from traffic hazards that may arise as a result of the Event activity; Minimise the disruption, congestion and delays to all road users; To ensure network performance is maintained at an acceptable level throughout the term of the work; and Ensure access to adjacent commercial and private premises is maintained at all times unless otherwise specified. This Traffic Management Plan was developed for World Cup Polo Pty Ltd for the event XI FIP WORLD POLO CHAMPIONSHIP SYDNEY 2017, (Refer Appendix A for Location). This Event Will be held over 10 days within the property of Sydney Polo Club. Date of Event: 17/10/2017 to 30/10/2017 Hours of works: 06:00 to Plan Objectives The object of this Traffic Management Plan is to manage traffic in such a way that minimal impact to road users is encountered, and is done so safely and in an efficient manner. To allow a safe ingress and egress of event Patrons as defined in the Event Management Plan. Works outlined in the TMP will be in accordance the current version of the Australian Standard and the Traffic Control at Worksites Manual V4 2010, and any obligations set out in the contract of works. Traffic Group Australia will strive to meet the following criteria: Ensure whenever possible, that a sufficient number of traffic lanes to accommodate vehicle traffic volumes are provided; Ensure that delays and traffic congestion are kept to a minimum and within acceptable levels; Ensure that appropriate/sufficient warning and information signs are installed and that adequate guidance is provided to delineate the travelled paths through the Event site; Traffic Management Plan World Polo Championship Sydney 2017 Traffic J Hickey

4 Referenced Documents Ensure that the work area is free of hazards and that all road users are adequately protected from excavations and obstructions; Ensure that all needs of road users, motorists, pedestrians, cyclists, public transport passengers and people with disabilities are accommodated at and through the work site; Provide for work activities to be undertaken sequentially to reduce the adverse impacts of the Event; and Provide for safety procedures to enable work personnel to enter and leave the Event in a safe manner. 5 Definitions Competent Person This refers to the level of traffic management competency achieved. Based upon which level has been obtained will decide what duties may be carried out. 6 Project Responsibilities Principal Contractor Responsibilities It is the responsibility of the principal contactor to ensure that the worksite is setup correctly and that safe provisions for workers, traffic, and pedestrians are provided and maintained for the life of the Event Operations Manager The Operations Manager has the ultimate responsibility and authority to ensure the TMP is implemented for the prevention of property damage and injury to employees, contractors, sub-contractors, road users and all members of the public. They will ensure all site personnel are fully aware of their responsibilities, traffic controllers and personnel implementing traffic guidance schemes are appropriately trained and accredited. They will ensure that sufficient controllers are available to ensure appropriate breaks are taken in accordance with The Code Works Supervisor The Site Supervisor will be the Principal Contractor s authorised representative in relation to the traffic management requirements for each site. They will ensure that the provisions contained in the relevant permit approvals, the AS and the Traffic Control at Worksites Manual V are implemented Work Crew All personnel engaged in the field activities will follow the correct work practices as required by the TMP and any sensible directions given by the traffic controllers. Traffic Management Company Responsibilities Below are listed the responsibilities of Traffic Group Australia as the contractors preferred Traffic Management Provider: Event Manager The Event Manager will be responsible for all operational, and safety and quality, targets set out by TGA, and the Principal. The Event Manager will also ensure that all timelines are met on time unless giving prior warning to the Principal. All incidents will be investigated by the Event Manager, to identify the cause of the incident and then implement corrective actions to prevent a similar incident form re-occurring. It will be expected that the Event Manager will be available to attend all meetings at the request of the Principal unless other arrangements are made and agreed upon by the Principal Project / Area Supervisor It will be the responsibility of the supervisor to respond to any issues on site that may arise from daily operations. It will also be expected that the supervisor will be able to complete on a regular basis on going Worksite and Traffic Controller Assessments to identify any opportunities for operational, quality, or safety improvements. The foreman will assist the Project Manager in the investigation and implementation of corrective actions in the vent of any incidents Team Leader The Team Leader will be responsible for the safe implementation, operation, and removal of the worksite they have been allocated to for that shift. This shall be done in accordance with company policies and procedures. The Team leader must also keep a record of all site activities by using the Daily Docket & Signage sheet as shown in Traffic Management Plan World Polo Championship Sydney 2017 Traffic J Hickey

7 Appendix C of this TMP. The Team leader must also obey any reasonable request from the Principal, TGA Project Manager or Supervisor Traffic Control Crew All members of the crew are expected to operate under the requirements set out in the Traffic Controller Accreditation Scheme Approved Procedure and adhere to all TGA and World Cup Polo Pty Ltd safe work methods and policies (Refer Appendix E for TGA Safe Work Method Statement (SWMS)). 9 Traffic Management Planning, Implementation, & Assessment Planning and Approvals The planning of traffic management arrangements has been done with the aims and goals of this TMP in mind. TGS s will meet all requirements as specified in the Australian Standrd and the Traffic Control at Worksites Manual V and company policies and procedures. Refer to Appendix B for TGS and a Desktop Risk Assessment for the Schemes in Appendix D. Approvals to carry out the Event will be obtained before any work is to commence from the government body or bodies, or private entity controlling that particular section of road or road corridor. A NSW Permit is required, after gaining approval from the road owner. Implementation The implementation of traffic management arrangements shall be done in accordance with the AS and company safe work procedures. Only those who are competent for the task shall be engaged in the implementation of traffic management arrangements. Considerations on High Speed High Volume Roads When working on High Speed, High Volume roads other controls such as a Truck Mounted Attenuator (TMA) should be considered. On these roads it is deemed to be safe to not have a TMA on site because it would encumber the safety of traffic controllers, workers, or other road users, other controls must be adapted to the setup. This Event does not entail the use of TMA. Assessments TGA may at anytime conduct random Worksite and Traffic Controller Assessments. When conducting these assessments, TGA will ensure to cause minimal disruption to the operation of the worksite and will not interfere with any safety aspects of the Event. Other assessments which may be conducted on site at anytime are Fit for Work assessments (Alcohol and Drug Testing), and third party audits. Record Keeping It is a requirement that records of site activities must be recorded. These activities include but are not restricted to the following: Signage layouts TGS s amendments Risk assessments Breaks and rotations Times for sign erection and removal, road closure and re-opening These will be recorded by the traffic control team leader on the day and a copy will made available at the end of the shift. 10 Safety & Quality Systems Quality Systems TGA has implemented a Quality Management System that assists in providing our employees with a clear understanding of the requirements to ensure our products and services meet client expectations and best practice requirements. Our Quality Management System documents our commitment to our clients satisfaction and documents resources provided to meet this aim. The Quality Management System is aligned to best practice standards and regulation, as well as AS/NZS ISO9001:2008 Quality Management System Requirements. Please refer to the company Quality policies and manual for further information. Safety Systems TGA is committed to providing a safe environment to our employees, our clients and those who benefit from our services. We believe that having high quality OHS systems in place is good business practice. The Occupational Health and Safety System, Policy and Procedures have been developed with the aim of providing and maintaining safe systems of work and a safer environment for all our employees and client We are committed to meeting and, where possible, exceeding all Occupational Health and Safety requirements. We will ensure that we comply with all OHS Legislative requirements, with our system designed to, at a minimum, meet the Australian Standard of Occupational Health and Safety Management System requirements AS/NZS Please refer to the company Safety policies and manual for further information. 11 Staging Stage Ingress This event will be managed by Traffic Group Australia in relation to Traffic Management. Westbound Vehicular Event Traffic: Vehicles whom proceed via Bosworth or Chapel street will proceed Westbound along Windsor Street which becomes Old Kurrajong Road and turn North along Ridges Lane into the Sydney Polo Club. A speed reduction of 40Km/h at the intersection of Ridges Lane and Old Kurrajong Road will be in place for the duration of every event day. Also, the intersection of Ridges Lane and Old Kurrajong Road will be manned by Traffic Controllers for the duration of every event day. Every attempt to ease congestion has been made and encourage Event Patrons via social media and VMS Boards around area, all communications will be to access the event via Windsor Street in Richmond. There shall be VMS Boards at the intersection of March street & Bosworth street and March Street & Chapel Street facing Westbound Traffic for Vehicles approaching from the East to encourage Event patrons to take Chapel street or Bosworth streets onto Windsor street to enter the event. (See WRS- TCP-004) Vehicles travelling Westbound that proceed past Bosworth street and Chapel Street can enter via Old Kurrajong Road via Kurrajong Road, however it is the intent that only Buses will be travelling along this route. Patrons attending the event will proceed along Old Kurrajong road and then onto Ridges Lane with a reduced speed of 40 Km/h, when patrons arrive after 1717 Mtrs they will enter the Sydney Polo Club and be assisted to their Car Park Via Traffic and Parking wardens. Approved letterbox drop will be completed as per RMS requirements to all effected local infrastructure and land owners, and shall hold community engagement sessions to assist with local enquiries. There is a total of seven Portable VMS s to be placed 10 days prior to the Event Start date. There are two Portable VMS s at the intersection of Old Kurrajong Road and Kurrajong Road; one Portable VMS at the intersection of Old Kurrajong Road and Ridges Lane, two Portable VMS s at the intersection of Old Kurrajong Road and Triangle Lane and two Portable VMS s at the intersection of E Market Street and March Street. VMS Boards will be 10 days prior to Event start date. VMS placement will be placed 50 m prior to the intersection of Old Kurrajong Road and Kurrajong Road, Richmond. VMS boards will clearly state the event dates for assistance to the general public. Buses are requested to enter via Kurrajong Rd/Old Kurrajong Road via a right-hand turn, then enter Ridges lane to the event entrance into the drop off zone in Gate 1A. 12 Officials, Athletes, Staff and Event vehicles will be requested to enter the Venue via Powell s Lane. This will also be under a Speed reduction of 40km/h during event hours. All local land owners and workers will have full access to properties, however are encouraged to take Old Kurrajong road from the East end at the start of March Street. Event staff and athletes will enter via Powell s Lane via, Triangle Land and Old Kurrajong Road, a Traffic and Security Checkpoint will be in place to allow only accredited event staff and athletes along with local residents. All non-accredited residents or event staff will be asked to attend the Box Office/Will Call to pick up Accreditation located at the entrance of the event through Gate 1 on Ridges Lane. (Please see staff Entry Plan) Staff and Athletes shall arrive from 5am and will be progressively increase over each event morning Please note: Throughout the event site a speed reduction of 5km/h will be installed Eastbound Vehicular Event Traffic: Vehicles who are travelling from the West Eastbound along Bells Line of Road through North Richmond will turn left from Kurrajong Rd onto Old Kurrajong Rd before proceeding along Ridges Lane before entering Sydney Polo Club. 13 Stage Egress Patrons leaving the Event will be exiting via Ridges Lane under the same 40 km/h speed reduction onto Old Kurrajong Road, where they will be able to turn left at the intersection of Kurrajong Road and Old Kurrajong Road. Vehicles leaving the event will not be able to turn right onto Kurrajong Rd from Old Kurrajong Rd between the hours of 9am and 5pm on event days. They will be encouraged to leave the event via Old Kurrajong Road (Eastbound) onto Windsor Street where Vehicles can enter Westbound traffic to Kurrajong Road via Chapel Street or Bosworth street. VMS boards will be changed at the end of each event day, they will be then displaying the next event day and when it shall be held again to assist the general public of when the area may be congested. Event Staff and Athletes will exit via Powell s Lane via, onto Edwards Road or Triangle Land and Old Kurrajong Road. Staff and Athletes shall exit from venue at 7pm and will be progressively decrease over each event afternoon. Please note: Throughout the event site a speed reduction of 5km/h will be installed. 14 Traffic Management Methodology Signage All signage conforms in size and reflectivity to the Traffic Control at Worksites Manuel V and AS All existing posted speed signs and advisory signs to be covered if they conflict with this Traffic Guidance Scheme. Signage checks to be undertaken regularly. "Workmen" and/or "Traffic Controller/Prepare to stop" signs shall be covered or removed when Workmen and/or Traffic Controllers are not visible to the public. Signage for short term works is to be erected 200mm from the ground. Long Term works must be erected 1500mm from the ground on non-kerbed roads and 2200mm in kerbed/built up areas Event Site Trafficable lane to be 3 metres minimum (Unless advised otherwise by relevant authority) and shall be at a minimum clearance of 1m from any event area. (AS ) Access to all properties shall be available at all times. When event staff are within 1.2m of travelled path, Temporary Speed Zone must be reduced to 40 km/h. (S ) When event area including all vehicles and plant is located a minimum of 6 m from the nearest edge of a trafficable lane, no traffic delineation of the work area or temporary speed limit will be required. Worker symbol shall be displayed should the workers or plant are visible to passing traffic. (AS ) Traffic Controllers All Traffic Controllers are trained and accredited with the NSW Traffic Controller Accreditation Scheme and the National Construction White Card. All personnel who are required to implement signage as part of the Traffic Guidance Scheme will be trained to Traffic Controller Level Two. Traffic Controllers are to have a minimum of the maximum of 2D visibility to approaching Traffic. (AS ) Minimum of 3 Traffic Controllers to be on site to assist pedestrians and motorists through and around site. Supply of a relief TC must be accredited at the same level or higher for the TC going on a break Spare Traffic Controller to provide breaks and assist in Traffic Control. (AS ) As per legal compliance, 50% of the TC on duty need to be a minimum Level Delineation Taper length before work area to be in accordance to AS Safety Buffer Zone on either end of work area to be metres minimum. (AS ) Cones to be 5 to 25 metres apart with a retro reflective strip. (AS ) Standard size cones (700 mm height or greater) shall be used on roads with posted speed of 80km/h and higher. Water-filled Barriers, where installed, must be in accordance with Manufacturers specifications and must contain water to the specified level. 15 All Barriers must have an edge clearance from the travelled path and a Deflection Zone which is to be clearly marked. (AS ) End treatments for barriers must be one of the four types approved by RMS and Council municipalities Road Closure and Changed Traffic Conditions There will be a No Right Turn signed installed at the intersection of Kurrajong and Old Kurrajong Road on the Western Approach to Yarramundi Lane, the purpose is to stop Vehicles turning right onto Kurrajong road / Bells Line of Road. This is requested by the NSW police. The restriction will be in place from 0900 hrs until 1700 Hrs on all event days. There will be 2 road closures in place on event days, one closure will be at the intersection of Powells Lane and Triangle Lane, the purpose of this closure will be to stop members of the public accessing the gates behind the event during event hours. This closure will be operational between the hours of Hours and will be manned by a Traffic Controller at all times. The other closure will be at the intersection of Edwards Road and Powells Lane, the purpose of this closure will be to stop members of the public accessing the gates behind the event during event hours. Access will be given to all Emergency vehicles and local residents at all times throughout the event Car Parking Area Information Public Patrons entering via Vehicles will be entering via Gate 1 only on Ridges Lane. There will be no charge for parking to aid the ingress of vehicles, Parking marshals will be stationed at Gate 1 where vehicles enter from one lane into to them into four lanes where they will meet approximately 8 marshals whom will park vehicles nose to nose with a 5m space for car isles. 16 Community and Stakeholder Consultation Consultation Objectives Communication between the relevant stakeholders, contractors, the community and road users is key to the success of this Event and causing minimal disruption to the road network. Community Consultation By undertaking consultation, we are trying to achieve the following: Developing and implementing a TMP that is best suited to the works that to be carried out Developing and implementing a TMP that will cause minimal disruption to the local road network Ensuring that we adopt best practice methods for all traffic management activities Ensuring we meet the needs of the contractor to deliver a suitable service to the client Advising road users and members of the local community of expected times and dates of major traffic disruptions Ensuring there are no major negative impacts on local business and services such as schools, buses, etc Where possible meetings the local community should be conducted. This must be done by an approved representative of the Event. TGA will not conduct or facilitate community meetings. TGA will assist with additional consultation, when directed to by World Cup Polo Pty Ltd, such as: Advertisements in local or regional newspapers Letter drops to affected businesses and residents in the area Pre-warning through use of VMS boards Stakeholders Consultation TGA will take every opportunity to consulate with all relevant stakeholders throughout the planning, preparation, and implementation stages to ensure that best traffic management arrangements can be developed to suit the requirements of the Event and the work activity being undertaken. 17 Traffic Management Operations and Impacts Approvals All approvals must be gained before any Event activities commence on site. It is the responsibility of the principal contractor to ensure that all approvals are maintained for the life of the Event. If an approval should lapse, then all work must stop immediately until such a time that the approval has been updated. The following is a list of approvals that must be gained and maintained in order to conduct traffic management activities for this project. These approvals are for the impact to traffic and the compliance of traffic guidance schemes submitted against the AS : RMS Hawkesbury City Council Temporary Signage and Delineation All signage and delineation used on this project will compliant with the standards set out on the Traffic Control at Worksites Manual V Traffic Management Controls Various traffic management controls exist and their suitability shall be checked prior to implementation on the Event Site or surroundings. Only specified and approved controls can be used on this Event Use of Police Police officers will only be involved with Traffic Management for the event in the case of an emergency Temporary Road Safety Barriers and End Treatments Temporary road safety barriers may be used to contain and redirect errant vehicles so as to reduce the likelihood of them entering the Event. The design of a safety barrier, including barrier end treatments shall meet the requirements stated in AS 3845 and Traffic Control at Worksites Manual V Only those temporary road safety barriers which are included in the department s Compliant Product list Road Safety Barrier Systems and End Treatments shall be used. The ends of temporary barriers shall be appropriately treated as they can be a hazard to road users if struck end on. Only those end treatments listed in the department s Compliant Product list Road Safety Barrier Systems and End Treatments shall be used Site / Event Access Requirements and Restrictions Vehicular access points to and from the Event shall be in accordance with the Event Management Plan. Acceleration and deceleration lanes and tapers shall comply with the traffic volume, speed and sight distance warrants specified in the manual. Cross section widths for acceleration and deceleration lanes shall be a minimum of 3.0 m Private Property Access Provisions Existing entrances to private properties affected by the Event shall be maintained in useable condition during the period of construction. Where this is not possible, alternative entrance arrangements which are acceptable to the property owners concerned shall be made available. 18 Over Dimensional and Hazardous Goods Vehicle Provisions All pre-existing provisions for the movement of heavy vehicles including over dimension, over weight and dangerous goods vehicles that have approval from RMS and/or other relevant Authorities must be maintained Cyclists and Pedestrians Where it is necessary to provide for pedestrian and/or cyclist access along or across portions of the Event, temporary pathways must be provided. All pathways shall be clearly delineated, signed and fenced to prevent easy access to the remainder of the Event site. Signs shall be provided adjacent to the pathway to clearly indicate that access to the event is absolutely prohibited. Public Transport Delay Management Adequate illumination shall be provided during all periods of darkness. Where a large volume of pedestrian traffic has to cross the Site, consideration shall be given to directing pedestrians to suitably constructed and protected crossings, including adequate lighting and delineation. Where there are crossovers of pedestrian routes and entry and exit points, traffic controllers shall be used to monitor and control traffic to allow safe passage of pedestrians and/or cyclists. Provisions must be made to maintain the services of all public transport in and around the Event. Where it is not reasonably possible to maintain such services then consultation between stakeholders of the Event, local or government bodies, and the service provider must be undertaken to provide a solution. Special attention will be put on the length of delays that motorists experience whilst travelling on Kurrajong Rd and Ridges Lane both directions. For this Event, a target of 500m will be the target for maximum queue lengths with a delay of no longer than 20mins compared to normal travel times without traffic management in place. Should queues or delays exceed the values given above, then every effort shall be made to re-open the road or travel lanes, or implement a traffic management arrangement that will allow continuous flow of traffic. In the event of this scenario, an assessment and investigation should be conducted to ensure that the same situation does not reoccur. Unplanned Incident Response Unplanned incidents on roads within the worksite shall be dealt with in accordance company policy and state regulations; At no time shall TGA employees assume the role of an incident controller. TGA traffic controllers are not to implement traffic management controls around the incident without first obtaining approval from both a TGA supervisor and the World Cup Polo Pty Ltd Operations Manager unless directed to by RMS or NSW Police to assist in the management of the incident. 19 Minor Impact to Traffic If minor traffic delays are experienced due to an incident, the site of the incident shall be monitored by an accredited traffic management officer, until such time that the incident is cleared. Notification must be given to the World Cup Polo Pty Ltd Site Supervisor and the TGA Team Leader of the situation. When working on state controlled roads, notification of the incident should also be given to the Traffic Management Centre for that region Major Impact to Traffic If major delays are experienced due to an incident, notification must be given to the TGA Team Leader and the World Cup Polo Pty Ltd Supervisor immediately and without delay. The Traffic Management Centre must also be notified of the incident, and if directed to by TMC, the temporary traffic management arrangement removed in areas affected by the incident.
