Item 10 Stock Truck Effluent Update Waikato Regional Transport Committee 2 March 2015

Stock truck effluent is a hazard Three key areas: Road safety effluent on windscreens or creates slippery road conditions Environmental effluent has the potential to end up in nearby waterways Health cyclists, motor cyclists, pedestrians, road workers can potentially ingest effluent spray

How big is the problem? Under reported More complaints appearing for urban effluent discharge Mostly rely on anecdotal reports, or complaints to WRC or TAs Environmental issue especially when raining Currently 9 disposal sites in the region

Previous RTC meeting Matters for discussion included 1. Disposal facilities must be readily accessible; Incident response team requires specific information to infringe Prosecuting involves a number of steps and is expensive to undertake 2. The draft LTP for Waikato Regional Council has increased rating contributions for 2 existing sites (Tapapa and Taupo)

Previous RTC meeting 3. WRC keeps abreast of STE issues with a number of regions, BoP, Taranaki, Hawkes Bay, Otago and Ecan 4. Talks with Healthy Rivers about potential for effluent discharge to reach rivers need to know what the resource management issue is 5. The strategy lists priority sites to construct facilities, Mangatawhiri is higher on this list of priorities than indicated in the strategy

General update RAG group agreed to assist with collecting complaints information and locations of effluent discharges Surveys and observations on truck movements provide important decision making information Meeting with NZTA useful to progress the construction of next facilities Bylaw to be explored for effluent discharge on Waikato roads

Where is effluent dumped in the region? Reported stock truck effluent spills

Cambridge last week

Cambridge last week

Piarere truck layby (Feb/15)

Cobham Drive 3 weeks ago

Quick stats Disposal facility in Te Kuiti over 5 months Used 1035 times (av 51 trucks per week) Total effluent volume cu m (av 1.7 cu m per truck) Total water cu m (3.06 cu m per truck)

Recent activities 2-day survey at facility on SH5 1-day observation SH1/Whites Road Increase awareness of WRC Call Centre re stock truck effluent complaints Continue to scope potential sites for STE disposal facilities TA road inspection teams to note effluent spills Visit Te Kuiti and Otorohanga disposal sites

Truck counts Truck count observation - 23 January am- 3.3pm Whites Road North 273 (9) (5) South 143 (8) 2 93 (5) Total of 653 all trucks, (27) were stock trucks.

Reporting a complaint WRC records STE complaints from the public Not all TAs record STE complaints Not all effluent spills or dumping is observed as it happens

Reporting process Step 1: A stock truck effluent discharge complaint is made to WRC Step 2: Investigate the offence Step 3: Punitive action Step 3: Dealing with an infringement notice

Next steps Progress talks with NZTA for funding facilities through the NLTP Currently scoping new sites, South Waikato, Otorohanga, Waikato and Taupo Districts Progress the 10yr Implementation Plan Begin enquiries to develop the by-law Attend Effluent Expo at Mystery Creek 17 March Organise a stock effluent working group meeting.
