4 Decongesting Sandton! Numbers of commuters to Sandton has increased at 3.4% per annum and is likely to continue to increase at 3% per annum There is not enough road space if the growth continues in the same way (high levels of private car use) Something must change or Sandton will be under fierce competition from other modes The City has been working with the Sandton Management District over the last two years and last year approved a new Sandton Transport Master Plan to be implemented in partnership The City is taking the lead in the implementation with the introduction of the BRT, cycle lanes, improved public transport facilities etc.. and will be introducing new services However we also need to enable and promote behavioural change and this is where the EcoMobility Festival fits in We are changing Sandton forever DECONGESTING IT through infrastructural interventions, more public transport services and behavioural change!

5 Where does the Eco Mobility Festival The EcoMobility World Festival concept was initiated by ICLEI to show that an urban Eco mobile lifestyle can be implemented in cities all over the world by temporarily transforming a neighbourhood to demonstrate an innovative and forward thinking urban transportation culture. come from? This is why the City is partnering with ICLEI on this Festival

6 Festival Objectives And we want to: We want to: Enable behavioural change from private car use towards eco-mobility (walking, cycling and use of public transport) Kick start the process of decongesting Sandton Showcase infrastructural interventions to promote eco-mobility (Rea Vaya BRT, cycle lanes, Park and Rides.); Promote Joburg as a cycle friendly City Show and promote other nonmotorized and alternatively powered vehicles as means of mobility Increase the patronage of Rea Vaya BRT, Metrobus and other forms of quality public transport Show the benefits of reduced congestion and eco-mobility for productivity, quality of life, air quality, emission standards; and Promote walking and cycling (and other eco-mobility modes) as part of a healthy and sustainable lifestyle.

7 Festival components Legacy projects (Rea Vaya BRT, cycle paths, donation of bikes) Changing he use of certain streets in Sandton and towards Sandton for a month and the provision of alternative forms of transport to those who would usually use their private car EcoMobility Dialogues in week of 5 9 October 2015; Month long EcoMobility World Exhibition showcasing local and international ecomobile vehicles including a variety of cycles, electric vehicles, etc. Street festivals, races and similar events focusing on EcoMobility and using the streets

8 Key Festival Events: 1 Date Friday 2 October Sunday 4 October Monday 5 to Friday 9 October Sunday 11 October Proposed event Joburg Shopping Festival fashion show and opening press conference: This event will include a fashion show with models on eco-mobile vehicles and will seek to promote coming to Sandton to shop as well as the EcoMobility Festival. Streets Alive #Jozi we r 1: This event will involve opening the streets between the Sandton CBD and Alexandra to all forms of eco mobility. The themes will be on eco mobility and anti xenophobia and will involve a variety of street activities in Sandton and Alex. During this day there will be an opening ceremony of the Festival and Exhibition including a walk by national and international figures. EcoMobility Dialogues: These dialogues will include workshops and opportunities for stakeholders and members of the public to engage on key mobility issues including with a range of international speakers. There will be a decision making track to be attended by many international mayors in the run up to COP21. The Dialogues will culminate in an international press conference and EcoMobility Mayor s Ride on Eco mobility vehicles. Road Safety Family Day: In partnership with the RTMC and possibly Khaya FM, we hope to arrange a range of activities for families to participate in to raise awareness on road safety

9 Key Festival Events: 2 Date Proposed event October Sports weekend: We are working with local sporting codes to bring netball, basket ball, cycle polo, soccer, volley ball, aerobics and gymnastics to a tournament in Gwen Lane. 24 October Street Carnival: The annual Joburg Carnival will be brought to the streets of Sandton 23 to 25 October Discovery Dualathlon: In partnership with the City, Discovery will be hosting a dualathlon through the closed-off streets of Sandton over the weekend of 24 and 25 October. The dualathlon is a run, cycle, run event with various distances to choose from. Most events will take place on Sunday 25 th - with routes through the streets of Sandton and some distances extending into Alexandra. 31 October Closing ceremony with Fan Park for Rugby World Cup Final, Battle of DJs and fire works

10 Month long events Event Daily walks, aerobics and cycling Food and drinks Street theatre Walking and cycling tours of Sandton and Alexandra Ecomobile kids entertainment Description This will be arranged by some of the corporates in Sandton as well as by the City s Department of Health. In the run up to the Discovery Dualthlon, Discovery will be also arranging activities Food and drink stalls will complement the existing hawkers on Sandton streets. Balalaika Hotel is planning to haven an open air pub outside their facility (October is beer fest month) and Chef Khumalo will be bringing together a number of food and drink traders. There will be at least two groups producing street theatre during the month. SAB has an industrial theatre group focusing on road safety and the Joburg Theatre is producing a play focusing on EcoMobility. Joburg Tourism Company and tourism SMME s will offer tours to local and international visitors. This will include bringing the Hip Hop Bus to Sandton. There will be a number of specific activities for children including a Bike Pump Park for children to ride bikes over obstacles and Stem Kart Racing

12 Eco Mobility World Exhibition Exhibition will include: On line exhibition from August 2015 Historical overview Static display of eco-mobile vehicles Test track for members of the public Interactive events Stemkart racing and bike pump park for children Expecting over 50 local and international exhibitors Where: Between Gautrain Station and De Duar Street 12:00 to 18:00 weekdays 9:00 to 17:00 weekends

13 Build up events 24 th July: Kick-start of new Metrobuses 26 th July: 702 Walk the Talk 10 th August: Schools Sports Tournament 21 August: Cycle and heritage promotion in Orlando 24 th September: Heritage Day, Freedom Ride 24 th September: Joy of Jazz 27 th September: World Tourism Day New Beginnings: Kick start of new Metrobuses: The Executive Mayor will introduce over 50 new buses to Joburg residents, including converted buses and green buses. Some of them will be used during the EcoMobility Festival T-shirts will be distributed to walkers who want to Walk for EcoMobility. There will also be an EcoMobility Festival water point and display at Marks Park School children involved in over six different sporting codes will come to Sandton Gwen Lane to play sport in the street as a precursor to a similar tournament to be held during the EcoMobility Festival. Event to launch Orlando Heritage Trial linked to cycle path as well as donate over 600 bikes to Orlando schools. This is in partnership with the GDE, Dimension Data and Qhubeka. Freedom Ride together with Sacred Heart School will host a short Freedom Ride starting at the school grounds in Observatory and passing a number of local heritage sites Organised by Tmusicman and held at the Sandton Convention Centre. The festival will be used for activating the park and rides. The Sustainable Tourism Partnership Program (STPP) in collaboration with the Westpoint Hotel will host World Tourism Day. The theme will be around responsible and sustainable tourism development and Eco-mobility. In the lead up, STPP will engage with hotels, guesthouses and B&Bs in Sandton to encourage them participate in the assessment of energy, water usage as well as waste management practices. Top performers will be announced at the event. This will be followed by tours using alternative forms of transport, launching the Eco-Mobility Festival.

17 Legacy projects: Cycle promotion Alexandra Bike Donations Plan to donating up to 1000 bicycles to school going high school learners in Alex. Project includes: Identification of safe routes Setting up of two Bike Empowerment Centres (San Kopana and Marlboro Ongoing admin and operational support Partners including Freedom Ride, Qhubeka and local NGOs such as Rays of Hope Driver awareness track at Juskei Park, Alexandra To include: Cycle track, driver awareness, skate park Alexandra Kiddies Road Safety Awareness Track A road safety awareness track ill be located in the Jukskei Park in Alex together with a skate park for the youth.

19 Aspects of Transport Management Plan Closure of identified streets: Some for the entire period, others maybe on weekend (see later) Alternative arrangements in respect of private vehicles, delivery, public transport and pedestrian movements; Public transport including changes to public transport routes and services are required, the contracting of additional services and alternative offerings such as pedi cabs. Additional temporary or minor infrastructure changes and maintenance which would be required e.g. sidewalk repairs, and changes to traffic signalling Traffic flow management for the duration of the road closures Signage for vehicular and pedestrian traffic e.g. directional signage to events and Park and Rides and alternative parking facilities, place making Monitoring and evaluation Restoration and legacy plan for when the Festival is over.

20 Principles guiding the Transport Management Plan Sandton should benefit in the short term from more feet on the street and in the long term by becoming an attractive, accessible place to reach and move around in The plan must be consultative and inclusive The plan may create some discomfort but should not disrupt business activity The plan should contribute to leaving a legacy There should be a seamless transition from the Festival to the future legacy interventions

21 Background work and studies Sandton Transport Master Plan which told us the base information about the number of transport movements in, out and around Sandton Rea Vaya BRT road design which was started by RH and highlighted to us that our initial ideas for BRT would not work High level design and allocation of modes in the Sandton precinct done by Gibb working on the basis of above studies and introduced Sandton public transport loop, cylce ways etc. Traffic Impact Assessments done for Rea Vaya projects, cycle lanes and EcoMobility Festival by Route 2

22 Approach to Transport Management Plan After consultation, information gathering and technical studies our approach is as follows: Aim is to create discomfort for car users coming to Sandton but not to create dysfunctionality in Sandton The discomfort of coming by car should be matched by the comfort of using public transport, walking or cycling to come to Sandton Stopping construction activities (of which there are four major construction sites) or not enabling the exhibitions at the Sandton SCC would lead to a dysfunctional situation. These activities must be able to continue As much as possible, people should be attracted to come to Sandton to witness the Eco Mobility environment and attend the various events. After the Festival, the legacy aspects must continue seamlessly i.e. introduction of public transport loop, cycle lanes and contra flow lanes.

25 The following buildings will not have access for private cars: Citibank 135 West Street Sandown Clinic Gautrain Hotel: Michelangelo Netcare 82 on Maude The number of employees that would use their cars and visitors for the above affected group is estimated at 3000 vehicles per day Specific plans will be made for these users in consultation with them. This will include: Use of Park & Ride facilities with PT Sandton City Roof Parking with options for walking and pedicabs Arrangements for deliveries

26 Private cars will still have access to Alice Lane but the road space will be changed to make provision for tuk tuk and metered taxi ranking as well as Park and Ride express services drop off Alice Lane

27 Public transport loop: Rivonia, Fredman, Fifth Streets Will be constructed on a temporary basis for the EcoMobility Festival Will be made permanent after Festival to be completed by June 2016 Most of temporary installations will be used after the Festival Mostly one lane will be taken away and sidewalk will be expanded upon

29 Alternative routes around the Eco Mobility Festival West, Alice and Maude Streets work as mobility or through routes as well as access routes to Sandton. Commuters will need to use Sandton Drive, Grayston Drive and Katherine Street as alternatives

At least half of 3000 affected car trips will not be entering Sandton during the peak as they will be using public transport

32 Dedicated public transport lanes A contraflow lanes for public transport operational in the morning and afternoon peak between Randburg (Brightwater Commons) and Sandton along Republic Road, William Nicol Drive, Sandton Drive. Public priority from Montecasino to Republic road Public transport express lane along the currently constructed BRT lanes along Katherine Street from just north of Grayston which will be strictly enforced and can only be entered at a few designated locations. Routes in am and pm peak

33 Dedicated cycle routes We are in construction of the dedicated route from Alexandra to Sandton Most of route will be completed but not the bridge We are working on the following temporary or pop up routes from: Rosebank Parkmore Benmore On these routes there will be: Signage Improved safety at intersections Marshalls

34 Rosebank to Sandton cycle route This will be a partnership between the City and property owners/developers between Rosebank and Sandton The route is 1.8.km long and is the most direct route After the Festival, Growth Point will be sponsoring an iconic bridge across Sandton Drive

37 Introduction We are encouraging workers, residents and visitors to leave their cars in their garages and: Use existing public transport either from their homes or from Park and Rides Gautrain Buses: Gautrain buses, Metrobuses, PUTCO Mini bus taxis Use last mile transport Tuk tuks, pedi cabs, electric vehicles, metered taxis including Uber Cycle! Sandton to Alex cycling and walking path We have a plan to increase the frequency and safety of public transport, walking and cycling

38 Increasing use of public transport Public transport services: Gautrain Gautrain bus Metrobus (including new green buses) PUTCO Mini bus taxi services HOW WE WILL PROMOTE Provide information on routes and fares on all media forms Plan your trip app Mini bus taxi signs to be popularised Mini bus taxis to Sandton will have decals Control room to monitor all drivers for information and safety

39 Park and Ride serving concept: 1 We have identified Park and Rides which are either at: Gautrain train stations Malls adjacent to Gautrain Bus or Metrobus routes Near Sandton CBD e.g. George Lea Park to be serviced by mini bus taxi or ecomobile vehicles (e.g. pedicab)

40 Park and Ride serving concept: 2 Existing parking areas such as malls, commuters to pay for the parking and the service to Sandton At some Malls and City Park and Ride sites, parking is free, most will be charging a flat rate of R10 Commuters will be able to check parking availability on the EcoMobility App Additional security will be provided at P& R sites not located at malls Park and Rides will start at Joy of Jazz Festival on weekend of 24 th September
