Promote Eqit Ensre that walking and biccling infrastrctre is provided in the areas with the greatest need. 3 The Vale of Walkable and Biccle-Friendl mmities Health and Environmental Benefits A harlotte, N std fod that residents who switched to more walking and biking for their commte weighed an average of 6.5 pods less than those who contined to drive to work. The average bike commter redces their annal carbon emissions b 128 pods. $ Economic Benefits Propert assessments within one block of the eight-mile Indianapolis Trail have increased 148% since it opened in 2008, an increase of $1billion in assessed propert vale. 4 What We Heard As part of the commit engagement process, an advisor committee comprising of both Jessamine and Faette t representatives was formed to give strategic direction to the plan and network improvements. The project team also coordinated closel with other planning processes, sch as the Lexington Parks and Recreation Master Plan and the On the Table. 7 Designing Bikewas for All Users The last decade has seen tremendos investment in biccle infrastrctre locall and across the United States. One ke realization is shaping how biccle investments are made: Different clists have Different Needs Althogh some bicclists will ride on an road, regardless of available bikewa (strong and fearless ), a mch larger portion of the poplation wold ride, bt onl where there is a high-qalit bikewa ( interested bt concerned ). Understanding this concept has led s to design more low-stress bikewas that provide the high-qalit experience the majorit of cclists desire. The chart on this page shows a tpical distribtion of bicclists while also captring the general tpe of experience the prefer. 8 Developing the Bikewa Network MAJOR BIKEWAY: MAINLINE ROUTES The proposed bike network was developed with the goal of creating a network of well-connected, low-stress facilities. Biking needs to be a safe, convenient, and pleasant form of transportation for the broadest arra of people. Aligning with the vision of this plan of creating safe and comfortable bikewas, this low-stress network wold be appropriate for people of all ages and abilities. The network is organized into three main categories: major bikewas (mainline rotes), minor bikewas (feeder rotes) and local bikewas (first/last mile connections). Bike lanes, trails, and low-speed neighborhood bikewas all make biking more comfortable. However, perception of safet is largel driven b factors like vehicle speeds and traffic volmes. Not all rotes are the same and therefore design flexibilit is essential to bilding a low-stress network. The network approach developed as part of this plan sets the parameters for the bikewa network bt the project design process will determine the ltimate crosssection for each project sing national best practices and engineering jdgment. 10 Identifing Pedestrian Projects Similar to the development of the proposed bikewa network, the proposed sidewalk network is the reslt of extensive pblic inpt and review of existing conditions. The proposed sidewalk network aims to provide a safe and comfortable experience for sers of all ages and abilities. The approach to developing the pedestrian network intends to concentrate resorces in areas where improvements are most needed and where people are most likel to walk. Fll implementation of all missing sidewalk segments across both Faette and Jessamine coties will take man ears. With limited fding available, a focsed, prioritized approach is necessar. The 3-step process described to the right was sed to identif missing sidewalk segments that reflect areas with the greatest need. Streets classified as a major arterial, minor arterial or collector street are given priorit in this plan de to their regional context and the increased safet risk these corridors pose to pedestrians (higher traffic volmes with higher speeds). STEP 1 INVENTORY MISSING SIDEWALK NETWORK mprehensive inventor of all missing sidewalks, inclding local and private streets within rban areas STEP 2 IDENTIFY PROPOSED PEDESTRIAN PROJET Remove local and private streets. Remove streets where sidewalk on one side is adeqate. STEP 3 SORT BY PROJET TYPE Identif projects to be completed b new development, roadwa projects, or as standalone pedestrian improvement projects.
