Cecil County Bicycle Plan Update, Tamika Graham, WILMAPCO WILMAPCO will discuss the status of the Cecil County Bicycle Plan including recent and upcoming public outreach. Municipal Committees Update, Heather Dunigan, Tamika Graham and other committee members Municipal Bicycle Committees are now established in Newark, Elkton and Wilmington, and Perryville has established a Greenway Committee. 2 WILMAPCO Nonmotorized Transportation Working Group Tuesday, December 6, 3 p.m. WILMAPCO Meeting began at 3:05 a.m. - None Meeting Notes First State Trails and Pathways Initiative, Susan Moerschel, DNREC/Anthony Aglio, DelDOT DNREC and DelDOT discussed the status of planning and implementation for the First State Trails and Pathways projects. $7 million was included in the FY 2012 Bond Bill to: Become First State in Trails - Build world class interconnected trail network Build on existing recreational trails and commuter pathways -- shared-uses Intra-city and inter-community connections Identify new rec trails and commuter pathways expanding the network Desired outcomes include: Maximize leveraging $7M BB funds (CMAQ, Rec Trails, Sustainable Communities, CTF, Private ) Support immediate creation of local jobs Model sustainable practices (stormwater, native landscaping, improve habitat) Ensure sufficient ongoing resources for O&M Improve public health Delaware s SCORP survey indicates the popularity of walking and bicycling. Trail-related activities are the # 1 outdoor recreation activity DE. 53% surveyed expect a household member to bike in next 12 months. 18% expected a household member to mountain bike. Pathways include: C & D Canal, construction in Delaware Spring Trail counters will be embedded in the trail.
3 Tri-Valley Trail group discussed trail surface and benefits of paved vs. unpaved Northern Delaware Greenway gaps and extensions. ADA issues exist for the current route. WILMAPCO will be assisting in discussions regarding a link between the NDG and Wilmington Riverwalk. New Castle Industrial Track and City of New Castle Penn Farm Greenway. The New Castle Trustees expressed an interest in exploring loop nature trails from the spine route. Newark-Wilmington route planning with be done by DelDOT using a steering committee and consultant support from WRA. East Coast Greenway Update, Bobbi Britton, ECG Bobbi provided an update on the status of the East Coast Greenway including plans for a Wilmington, Delaware event on June 16. ECG and Cabot Cheese will hold an event on the Wilmington Riverfront as part of the Miami-Portland ME Community Tour. A local planning committee has been set up to create a family friendly event. A subcommittee will organize local rides. The tour will travel from Havre de Grace, MD to Wilmington on June 15. Pedestrian Priority Area Analysis, Bill Swiatek, WILMAPCO Bill discussed the draft analysis of the top 20 pedestrian priority areas Regional Progress Report, Bill Swiatek Bill discussed the pedestrian and bicycle performance measures from of the draft 2011 Regional Progress Report.

Perryville Greenway Plan, Heather Dunigan, WILMAPCO Staff will present the draft Perryville Greenway Plan that includes recommendations for pedestrians and bicycles including sidewalks, bike routes and pathways. Newark Wilmington Bicycle Route, Heather Dunigan, WILMAPCO Staff will present the outcome of the September 28 meeting between the Newark and Wilmington bicycle committees which discussed route options for an off-alignment route connecting the two cities. Maryland Law Enforcement Bicycle Traffic Safety, Michael Jackson, MDOT MDOT will present a new video developed for law enforcement agencies.
