2 About Bike Libraries. For the first time in the 111 year history of the Tour de France, a Grand Départ host destination has committed to the ambitious aim of giving every child in its locality access to a bike. Yorkshire Bank Bike Libraries in association with Cycle Yorkshire are seeking to use Yorkshire s Grand Départ to deliver a county wide cycling legacy for all generations and all abilities Cycling has the potential to help address major social issues in Yorkshire through promoting healthy living, increasing green travel, boosting tourism and supporting social inclusion. Through Yorkshire Bank Bike Libraries, we hope to get the whole of Yorkshire cycling. There ll be opportunities for children and adults to learn how to cycle, get involved in a wide range of fun cycling activities, improve their fitness and learn about local safe cycling routes and basic bike maintenance As a true legacy of Yorkshire s Grand Départ we feel we have a unique opportunity to do something that can live and grow for many years to come. What is a Bike Library? The concept of a Bike Library is simple - a location or mobile unit with a fleet of bikes which are available to loan by children and adults alike. These bikes can be used to partake in a range of activities to promote healthy living, social inclusion and to have fun! Activities may be as specific as a basic bike maintenance course or simply just give the freedom to ride on a safe route with family and friends. Yorkshire Bank Bike Libraries in association with Cycle Yorkshire have an ambition to create and support a network of small local bike libraries, providing them with free bikes to get started along with ongoing advice, support and profile, as well as to help develop existing bike libraries and similar social enterprises. How will we create these Bike Libraries? To kick start the project we will undertake a high profile campaign to collect and revive unused and unwanted bikes. The public will be asked to donate their unwanted/broken/unloved bikes to Donation Stations in the county. Donated bikes will be repaired to full and safe working order by fully qualified mechanics. Any unfixable bikes will be donated to a range of great local charities and community initiatives, from arts projects to mechanical engineering students.

3 How can I become a Bike Library? The Yorkshire Bank Bike Libraries Enterprise Fund has been developed to fund new Bike Libraries, as well as to help develop existing bike libraries and similar social enterprises. The Enterprise Fund will offer financial and marketing assistance to not for profit agencies that want to run community projects (new or existing) via a network of Bike Libraries and community engagement activities. This is a three-year project and is based on a fund supporting two types of projects; Expanding existing social enterprises in Yorkshire who already provide bike library services Supporting new enterprises, which are looking to fill bike library gaps across the region. Please note this is not a fund to support established commercial bike businesses or start-ups. There are three different options for becoming part of this scheme: 1 New Bike Libraries Local projects, communities and not for profit businesses can submit a bid to become a new community Bike Library - whether you are a school, village hall, community centre or any other local business with a passion for cycling and community engagement. These new Bike Libraries are designed to: Actively engage with the local community to encourage cycling & associated activities, social inclusion and healthy living. Facilitate and coordinate cycling related events and activities. Reach many people associated activities/events should be free to access where possible, and all sectors of the local community should be encouraged to get involved. You will receive from us: Funding: Awards of ,000 are available. Invaluable marketing support, business mentoring and other support services. How to apply: Complete our Become a new Bike Library submission form. There will be two funding rounds for which you can apply. 4 2 Expanding Enterprises We would like to help develop and expand existing social enterprises which already do invaluable work providing cycling activities, training and bikes to local communities. Dedicated funds will be available to support the expansion of existing social enterprises across the county who provide bike library services already. These Expanding Enterprises are designed to: Develop and expand existing social enterprises. You may wish to source further bikes to get more people cycling, create learning schemes for children, run events for families to learn about local cycle routes and bike maintenance...we re sure you ve got plenty of ideas! Actively engage with your current audience, and potentially broaden your catchment area, to encourage cycling & associated activities, social inclusion and healthy living. You will receive from us: Funding: Awards of ,000 are available. Bespoke support in the development of your enterprise. Invaluable marketing support, business mentoring and other support services. How to apply: Complete our Expanding Enterprises submission form. There will be two funding rounds for which you can apply. Round one submissions must reach us by 27th February You may be contacted after your submission if we need to clarify any points or ask you further questions regarding your bid. 3 Register as an official Yorkshire Bank Bike Library Not all existing cycling related social enterprises will have plans for development or requirements for further funding. We would still like to be able to include such schemes within our Bike Library portfolio. The focus on this element of the scheme is therefore on providing valuable marketing support, not direct financial support. You will receive from us: A listing on the Bike Library website. Association across all marketing channels, supporting literature and communications. Potential for inclusion in photo-shoots of activities relating to the Bike Libraries. Ability to use the Yorkshire Bank Bike Library brand to associate yourself with this county wide legacy scheme. How to apply: Complete our Register as an official Yorkshire Bank Bike Library submission form. There is no deadline for submissions however the sooner you apply the greater the publicity.

6 Promotion. Promotion of Yorkshire Bank Bike Libraries in association with Cycle Yorkshire will run from February The scheme will have its own brand. Marketing platforms will include a website, social media, brochure and flyers, marketing collateral (banners/posters etc) advertising, public relations and partner marketing channels. Objectives. Key points to consider when forming your submission Yorkshire Bank Bike Libraries in association with Cycle Yorkshire are keen to ensure the Bike Library initiative adheres to the following objectives where possible. Get more people cycling Provide children with greater training and access to cycling to build the next generation of enthusiastic cyclists, commuters and maybe even sporting heroes. Make choosing cycling easier Improve cycling facilities to address both real & perceived barriers to cycling. More cycling events to see & take part in Broaden the number and awareness of cycling events and opportunities for people of all generations and abilities to get involved. Greater awareness of cycling & cyclists Promote the benefits of cycling, travel planning, bike safety, cycle friendly routes and respect between everyone using our roads. A thriving network of cycling businesses and social enterprises Working together to sustain Yorkshire s growing cycling community - strengthening current relationship and forming new ones.

7 Other useful information How to apply. You may wish to base your submission around the following points: The chosen site or possible sites for the library and the reasoning for this The idea what you would like to achieve in your area How many bikes do you need to form your library? How will the public engage with the library? How will you encourage them to use it and enjoy it? How many people do you expect to engage with? Details of any community engagement (events/activities). The process for implementing the library, including a timeline. Details of any collaborators/partners you intend to work with The outline budget for realising the idea how will the money be spent? Bids for funding will need to show expected budgets to cover all costs needed to realise your ambitions Multiple proposals You are welcome to submit more than one proposal, should you have various ideas. Selection process Yorkshire Bank Bike Libraries in association with Cycle Yorkshire will be regulated by a carefully appointed steering group. This group will act as independent advisors and decision formers, who will democratically decide how funding is allocated. They will meet on a regular basis to review projects and the provision of funds and other additional support. Applications will be reviewed and prioritised by established criteria such as project viability, geography and beneficiaries etc. Yorkshire Bank Bike Libraries in association with Cycle Yorkshire is a 3-year initiative. Whilst we will accept subsequent funding applications for the following years, there is no guarantee that funding will be awarded. It is not the Fund s intention to provide all the monies necessary for a project. Each successful project will need to demonstrate a degree of financial sustainability, using other funding resources as well as support from the Enterprise Fund. To ensure each application meets the Yorkshire Bank Bike Library objectives and to protect the brand reputation of all partners, those receiving funding will be required to sign up to our Bike Library Charter as a condition of providing Bike Library schemes (see overleaf). Round one submissions must reach us by 27th February A second round of applications will be announced following this.

8 Bike Library Charter. To ensure any social enterprise or local community initiative meets the Yorkshire Bank Bike Libraries objectives, all partners will sign up to the Bike Library Charter as a condition of providing Bike Library schemes. Cycle Yorkshire expects all members to maintain the highest standard of service and professionalism. Members should maintain and operate their premises and services in accordance with all statutory requirements. Members may use the Yorkshire Bank Bike Libraries branding and logo in their activities however we retain the right to these trademarks and may remove these rights at its discretion. Members must evidence that adequate and complete insurance is in place for operating Bike Library endorsed activities. Members must evidence that they have all relevant licences and checks eg DBS checks. Members must evidence that they have undergone sufficient maintenance training to ensure bikes meet Yorkshire Bank Bike Libraries minimum specified safety standards. The member is solely responsible for the maintenance and repair of their Bike Library fleet. We reserve the right to inspect a sample of Bike Library bikes at our discretion. Members will provide a welcoming, caring and good service that does not discriminate against any individual. Yorkshire Bank Bike Libraries will provide promotional support and advice to members where required.
