7 Pits & Parking Note: we are working on opening a second pit out on the course for those interested. General Rules and Regulations Rules and Regulations: If broken could result in a Penalty (P) or Disqualification (DQ) 1. In the words of Lon Haldeman, the rules and regulations can be summarized as follows: "Ride safely and don't cheat." 2. Attendance at the Pre-Race Meeting is mandatory. 15 min. before start of each race. 3. Each racer must travel every inch of the prescribed course. = DQ 4. There will be no allowance made for lost time or miles ridden in the wrong direction. 5. Only complete laps count. You may ride an additional (prorated) lap if you cross the start/finish before your cut off time but you must complete the entire lap for any 7

8 prorated credit. This is our most misunderstood rule; so if you do not understand it, please contact us! If you decide to do a prorated lap, one that will not be completed at the finish time of your race. You must alert the lap counter by announcing, "I will be doing a Prorated Lap". We will then know not to calculate your total miles until you return. In many cases this last lap will decide the race winner. You may be in first place when you cross the start/finish line of your last lap. However, if the racer behind you does a prorated lap and you do not, he/she wins by having earned more miles on his pro-rated lap. NOTE we are working on a new method of calculating pro-rated laps over previous years. Stay tuned for details. There is no pro-rated lap for the fixed distance races. 6. No unsportsman-like conduct. = P 7. No racer or racers crew will attempt to block or impede the progress of another racer. = P 8. Riders must obey all traffic laws. = P 9. If you have a flat or mechanical, riders needs to pull off the road for repairs or wait for an official support vehicle. Please do not stop on the road except at stop signs or where necessary for safety. Do not impede other riders or vehicle traffic. Roads may not be wide enough for a stopped rider, a passing rider, and vehicles coming from different directions simultaneously. = P 10. A legal TTTT stop is defined as follows: Just sort of a track stand, slow enough to theoretically turn the handlebars to the side without falling. The spokes of a wheel should be individually visible or graphics on a disc wheel should be readable. A rider does not actually have to remove a foot from the pedal and touch the ground. Be sure there is no on-coming traffic or other racers passing you as you are stopped, before proceeding. = P 11. Riders should ride bikes as far right on road as practical or on the shoulder. = P 12. NO DRAFTING allowed after you pass the 1st STOP sign on the first lap. 13. Rider should conduct all "private" matters out of sight. = P 14. No support members or support vehicles on course. = DQ 15. Any complaints filed against another rider must be done within 5 minutes of the last rider finishing. Any final ruling will be made within 20 minutes of the finish of the event. 16. The Race Director has the final ruling on the finishing order of the event. 17. The Race Director has the authority to overrule, modify, or invent a new rule based on extenuating circumstances. 8

9 18. Warnings may be given at the discretion of a Race officials and/or Race Director. Warnings can be given at any time, although a warning does not have to be given before a penalty can be assessed. 19. Riders may take a hand-off from someone standing by the road within 1000 feet East of start/finish. = P 20. If a rider abandons, he/she is responsible to notify a Race Official. All full laps up to that point will count. 21. No duplication of awards. 22. No age groups. 23. The clock will/should not stop for any reason. 24. Racers may receive push offs when starting from a stop in the pit area provided it does not impede the progress of another racer or motorist. 25. Racers may not receive a push off or assistance from a person or vehicle while out on the course. = P 26. There must be enough room between racers for rear vehicular traffic to comfortably pass one racer at a time. = P 27. Race Officials could be stationed along the route as well as in vehicles and on motorcycles & mopeds; they may even hide in the trees along the road. Follow the rules! 28. There is no requirement as to how much time or how many miles each person can or must ride. You can spend any length of time off the bike and still re-enter the race. Sleep breaks and meals stops are allowed. To be considered a finisher though, certain distances/tresholds must be be met. Please refer to page one of the flyer for these thresholds. 29. In the event of a sprint to the finish, the front point of the front wheel of the racer must cross the plane of the finish line first, as in traditional bicycle racing. 30. Using profanity, abusive language, illegal drugs, banned substances of any kind by rider or crew will result in immediate disqualification. Warn your crew, because you will be disqualified for their behavior. = DQ 31. Illegal drafting of any motor vehicles. = DQ Bicycle Requirements 1. Aero bars and disk wheels may be used. 9

10 2. Bicycles must be in good working order. Frames cannot be cracked. Race directors reserve right to inspect and make decisions at their discretion. 3. While riding at night, each bicycle must be equipped with a legal front and rear lighting (non-blinking) system and this system must be ON AT ALL TIMES between dawn and dusk. The lights must be visible from 500 feet. = P 4. While riding at night, racers must have something reflective on their bikes and/or body, facing in all four directions. Nightriders must also wear a reflective vest and ankle bracelets. We suggest wrapping reflective tape around both crankarms, the forks, rear stays, and helmet. = P 5. Bicycles must be human powered only. = DQ 6. Any number of bicycles or replacement parts may be used during the race. 7. Rider number must be displayed and visible when crossing start/finish line. = P 8. If a recumbent is used, it will be in a separate division. 9. Tandem bicycles will be allowed in a separate division. 10. No Separate Division for Mountain Bikes. Chip Placement 1. The chip timing system we use for Texas Time Trials uses a series of antennas on the side of the road. The antennas need to be able to see the chip from both sides of the road. Chips need to be placed on bicycles with 360 degrees of air around them. In other words, if your chip is hugging your wheel, saddle bag, or frame, chances are it will not be read. Please test your chip prior to your start. If you do not hear a beep when crossing the plane of the antennas you need to reposition your chip. 10

11 Safety 1. Safety should be the single most important concern of everyone connected with the race. 2. In an emergency condition where human life is in jeopardy, all concern should be directed to the injured. If a rule is violated in an emergency situation, the Race Director can make necessary allowances. 3. Since The Texas Time Trials uses public roads, it is impossible to control traffic or get road closures. Like unknown weather conditions, traffic simply has to be dealt with. Never risk human safety for The Texas Time Trials. Racers and crews must "size up" every road situation and decide how best to proceed or not to proceed. Use common sense and think safety first! Support Crew Rules 1. A person who is not a member of the support crew, who aids the racer in any way without the opposition of the racer, can be considered a crewmember. 2. All crewmembers must sign and turn in the Release of Liability / Agreement & Terms and Conditions prior to the race. 3. Each support crew is responsible for their welfare. They must be self-sufficient on locating food, water, supplies, medical facilities, and any other requirements for their riders. Officials are not required to assist crewmembers. For safety reasons we do not want additional traffic on the road. 4. Penalties will be assessed against the rider for crew mistakes. Ignorance of the rules is no excuse. Each racer is responsible for the actions of their crew. 5. A racer may add crewmembers at any time during the race. The crew must notify Race HQ immediately and the new crewmember must sign the Release of Liability / Agreement To Terms & Conditions. 6. A support crew must not hinder the progress of any racer. Actions that offer a disadvantage to another racer are prohibited. = P 7. Support crews may offer legal assistance to any racer or crew at any time. 8. Racers, who drop out of competition, may join another racer's crew. 11

12 Relay Team Rules 1. The Texas Time Trials Rules and Regulations for solo racers apply to team racers, where appropriate, plus: 2. Drafting is permitted within teams not between teams. Intentional drafting of a racer not on the team, such as another team, or other cyclist who happens to show up during the race is prohibited. = P 3. Penalties for rule violations will be imposed to the team, not just to the person responsible. 4. Each team must enter with two racers. If one or more of the team members gets hurt or cannot ride, no substitutions or additions are allowed, but a single rider may complete the race. 5. The bicycle requirements are the same as for the solo division. 6. The rules for changing off racers (racer exchanges) are as follows: Imagine that each bike is sandwiched between two vertical planes, one extending up from the rear most point of the rear wheel and the other plane extending up from the forward most point of the front wheel. When one plane on one bike intrudes on another bike's plane, a legal racer exchange has taken place. There is one other type of legal bike exchange, explained as follows: A new racer may begin from the start/finish that has already been passed by his/her teammate. All trade off must take place within 1000 feet after start/finish line. 7. Each point on the route will only count towards forward progress if all previous points on the route have been ridden. 8. Opposing teams cannot ride together at all except at the very beginning of the race while under "yellow flag" conditions, till first stop sign on the first lap only. Forward Progress 1. A rider may proceed on foot along the TTTT route as long as the bicycle is present (carried, dragged, or pushed). So long as not to obstruct or impede the progress of other participants. Any violation will result in a DQ. A rider separated from his bicycle may not proceed along the race route, but may travel backward by any means along the route, to the start/finish for repairs. We hope to have a neutral support vehicle driving counter clockwise with hazard blinkers on, just flag them down. They can give a rider a lift to the start/finish were we hope to have a mechanic. If possible an official can take rider back to the point that the rider was picked up from. Avoid all this by making sure your bike is in good working order. 12

13 Knowledge of Course 1. The sole responsibility of knowing and following the prescribed cycling course rests with each participant. No adjustments in times or results shall be made for participants who fail to follow the proper course for any reason whatsoever. Traffic Laws 1. All participants must obey all traffic laws while on the cycling course unless otherwise specified. In no case shall a cyclist cross a solid yellow line indicating a no passing zone. Any violation of this Section shall result in disqualification or a variable time penalty as determined in the sole discretion of an official. Endangerment 1. No cyclist shall endanger himself or another participant. Any cyclist, who intentionally presents a danger to any participant or who, in the judgment of an official, appears to present a danger to any participant or themselves shall be disqualified. Accidents 1. All participants shall exercise extreme caution and shall decrease speed if necessary in passing the site of any cycling accident. Any violation of this Section shall result in disqualification. Dismounting 1. A participant may dismount, but shall not interfere with other cyclists. This will result in a variable time penalty. Be Aware! When returning to the course. Illegal Equipment 1. Any participants who at anytime uses, wears, or carries a headset, radio, or headphones covering both ears simultaneously will receive a penalty. (-P). One earbud in the right ear is fine. If rider(s) need an earbud in the left ear for any particular reason please clear it with race staff prior to the event. 13

14 Helmets 1. Type of Helmet: All participants shall wear a protective head cover undamaged, which meets or exceeds the safety standards of the Consumer Product Safety Commission (CPSC). Helmets manufactured prior to March 10, 1999 must meet or exceed the safety standards of (i) the American National Standard Institute (ANSI Z- 90.4), (ii) The Snell Memorial Foundation (Protective Headgear for Bicycle Users), or (iii) ASTM F-1446 or F-1447, and which is clearly labeled by the manufacturer as satisfying such standards. = DQ 2. Chin Strap Violations: The helmet must be fastened before the participant first mounts the bicycle, at all times when the participant is on the bicycle, and must not be unfastened until the participant has dismounted. Any violation of this rule, which occurs while the participant is in the transition area, shall result in a variable mileage penalty. This section shall be enforced at all times while at the event site on race day. You also, must wear a helmet while warming up.= P Drafting 1. In accordance with the Rules as set forth in this Section, a participant is not permitted to position his bicycle in the proximity of another moving vehicle to benefit from reduced air resistance. While on the cycling course, participants shall not work together to improve performance, efficiency, or position by teamwork or other joint conduct. A variable mileage penalty shall be imposed for any violation of this Section. 2. Illegal Positioning: Except as otherwise provided in these Rules, while on the cycling course, no participant shall permit their drafting zone to intersect with or remain intersected with the drafting zone of another participant or that of a motor vehicle. With respect to a motor vehicle (including authorized race vehicles), it is the athlete's responsibility to move out of the vehicle's drafting zone. 3. Definition of Drafting Zone: The term "drafting zone" shall refer to a rectangular area seven (7) meters long and two (2) meters wide surrounding each bicycle. The longer sides of the zone begin at the leading edge of the front wheel and run backward parallel to the bicycle; the front wheel divides the short side of the zone into two equal parts. With respect to a moving motor vehicle, the "drafting zone" is a rectangular area extending 15 meters to each side of the vehicle and 30 meters behind the vehicle. 14

15 4. Right-of-Way: A participant is generally entitled to assume any otherwise proper location on the cycling course if the participant arrives in the position first without contacting another participant. When taking a position near another participant, however, a cyclist shall not crowd the other participant and shall allow reasonable space for the other participant to make normal movement without making contact. 5. Position & Blocking: Except for reasons of safety and when no advantage is gained, all cyclists shall keep to the right of the prescribed course unless passing. Cyclists who have established the right of way must not block or obstruct the progress of another participant. 6. Passing: A participant who approaches another cyclist from the rear or from another unfavorable position bears primary responsibility for avoiding a position foul even if the cyclist being approached decreases speed. A participant must not attempt to pass another cyclist unless adequate space is available and the athlete is confident of his/her ability to pass the other cyclist. All passing is to be done to the left of the cyclist being overtaken unless otherwise specified. Saying "On your left" is good. 7. Being Overtaken: When the leading edge of the front wheel of one cyclist passes beyond the front wheel of another cyclist, the second cyclist has been "overtaken" within the meaning of these Rules. A cyclist who has been overtaken bears primary responsibility for avoiding a position foul and must immediately move to the rear and out of the drafting zone of the passing cyclist. The overtaken cyclist shall first move completely out of the drafting zone of the other cyclist before attempting to repass the other cyclist. In no case, however, shall a participant move into the path of another participant possessing the right of way. 8. Exceptions: A participant may enter the drafting zone without penalty only under the following conditions: a. When entering the drafting zone from the rear, closing the gap, and overtaking all within no more than 15 seconds. b. When cyclist reduce speed for safety reasons, for course blockage, for an aid station, for an emergency, when entering or exiting the feed zone, or when making a turn of 90 degrees or more. 9. Easy version of drafting rules: If you come up on another rider you have two (2) choices: a. To remain at least 7 meters behind the rider in front of you. b. Attempt to pass the rider in front of you. If you attempt to pass, you have 15 seconds to do so. If you do not pass within 15 seconds you must drop back out of the 7 meter drafting zone. If your front wheel passes the front wheel of the 15

16 person you are overtaking that person must drop back out of the 7 meter drafting zone. The passed rider must drop all the way out of the drafting zone before attempting to re-pass the rider ahead. 7 meters is about 21 feet or 3 bike lengths. Socializing 1. Endurance racing sees participants ride alone for long periods of time. Regarding the drafting rules above, it is completely reasonable and encouraged for racers to take a moment to say hello to fellow racers out on the course. Provided other racers and or the progress of motorists is/are not being impeded, racers passing one another are allowed to ride side by side for up to 5 minutes at a time to socialize. If a motorist or another racer approaches to pass from behind during this time, the socializing needs to stop and one of the socializing riders needs to move on ahead (finish passing). Penalties 1. 1st offense = 2 Miles 2. 2nd offense = 4 Miles 3. 3rd offense = 6 Miles 4. 4th offense = DISQUALIFIED 16
