General Information - We owe a great thanks to the Huntsville & Lake of Bays Chamber of Commerce, the Township of Muskoka and the OPP for helping us to find a suitable venue for this time trial. - Thanks to the efforts of Bruce Bird and the contacts developed through the Lake of Bays Road Race we are happy to provide an opportunity for those who love the race of truth to get out and have an opportunity to race. - One single distance will be available to participants of all license categories. O-Cup Points will be awarded for all but the Sportif category.

4 Registration Information - Registration will be available on line through CCNBikes.com, the OCA registration provider until Wednesday August 20 th at 11:59 pm. There will be no day of registration to allow for proper organization of the start list. - Riders must be licensed by the OCA to participate. One day permits will be available on line for the Sportif Category. 7 Traffic Management - Traffic will be managed with the assistance of the Ontario Provincial Police. The roads will still be open to traffic but intersections will be marshaled for the safety of riders. - In case of lightning, the race may be delayed or cancelled. If you are informed that the race has been stopped due to lightning, you are advised to seek shelter until the race can resume. - For your safety, if you withdraw from the event for any reason, you must inform the nearest Commissaire that you are no longer racing. Any unreported DNF may result in a severe penalty. - You are required to wear an approved, regulation cycling helmet at all times while astride your bike, from the moment you arrive at the race until you leave. Non-compliance may result in a severe penalty - helmets General Event Rules and Regulations The races will be held under the rules of the UCI with CCA and OCA modifications. The CCA & OCA rules are available on-line at: The penalty scale of the OCA rulebook will be applicable. Registration closes 15 minutes before the start of each race. This event is pre-registration only. All riders must sign on at registration. U.S. riders must present a UCI license in order to enter this event. USAC Domestic Licenses are not allowed in Canada All foreign licensed riders other than U.S. riders must produce a letter of permission from their country s federation. An OCA representative will be present at the race to assist with rider licensing issues. Citizen Permits and Citizen Permit Upgrades must be obtained from the OCA prior to race day. There are no plans to sell UCI licenses on race day. Please contact the OCA for more details. All riders (or parents/guardians) are required to sign the OCA and CCA waivers, unless they have an OCA-issued license. Races will start promptly at the indicated start times. There will not be a team managers meeting. There will not be any team vehicles permitted on the course. Any rider dropping out of the race shall immediately notify a commissaire. Riders who are dropped from the main bunch must proceed at their own risk and should always, when possible, ride on the right side of the road with the flow of traffic. The prize list will be displayed at registration. Additional primes may be announced on the start line. Awards will be presented according to the published schedule. Top-3 finishers are required to attend award presentations or risk forfeiting their awards. Riders must wear their competition uniforms for the presentation.

8 Specific Course Rules If your bicycle does not meet the regulations for time trial specifications after being checked, you may choose to either adjust your bicycle and have it rechecked, start your race non-compliant and receive a time with an automatic DQ, or elect to drop down to the Sportif category. If you arrive late for your start time, you will be allowed to start your race, at the direction of the Commissaire only. Your time will be counted from your original time, minus any time the Commissaire asks you to wait. If a rider catches up to another, they are strictly forbidden from drafting behind the lead rider. Riders must remain at least 2m laterally between each other during passing, which starts 25m before on the approach, and 25m afterwards. Failure to do so may result in a time penalty. If you receive a prize for a position below 3 rd, you may be asked to attend the podium ceremonies Top-3 finishers are required to attend award presentations or they may be assessed a penalty. Riders must wear their competition uniforms for the presentation. Additional prizes will be announced closer to the day of competition and based on participation.

9 Lake of Bays Share the Road Family Fun Ride Overview The Share the Road Family Fun Ride is free event designed to promote safe cycling for our children. Donations for the Share the Road Cycling Coalition are welcome and can be made online at the registration area and at the event. For more information about Share the Road please visit Event Details The event will take place at the Deerhurst Resort on Saturday August 23 rd from 4-6pm The registration and awards / post celebration area will be at the start area or in one of the banquet rooms (if the weather is bad) The start area will be in the overflow parking lot just below Deerhurst Drive (see event map) The Finish Line will be on Deerhurst Drive (see event map) The course is 1.7km in distance The course will be clearly marked; marshals will be located along the route to ensure that there is no confusion about where to go Each group will be led out by a cyclist from the Wheels of Bloor Team All groups will be permitted to warm up on the course from 4-4:30pm After the event there will be prizes (all entrants will receive a prize) and snacks for the kids at the start area or in a banquet room (if the weather is bad) between 6 and 6:30pm Please register in advance online here: <link to online registration>

10 Rules All of the riders in each group will present themselves at the start area after having registered and start when notified by the lead marshal All of the cyclists must wear CSA approved helmets Riders in all groups can be accompanied by family members All riders will stay to the right side of the route whenever possible except when passing All riders must follow the predesigned route (see course map) All groups except the under 7 group will have a practice ride and then a main event ride (see event schedule) Family members are permitted to ride with participants during the rides ***The Schedule of races may be altered on race day depending on the number of registrants***

I received so much positive feedback about the event that I wanted to do everything that I could to make the event a staple on the Cycling Calendar. In 2014 I have moved the event from early May to the last Sunday in August before the Labour Day weekend; August 24 th. This weekend is a void in the cycling calendar and LOBRR will fill it nicely. Event Overview The LOBRR is an (OCA) Road Race event adhering to the rules and guidelines for an OCA road event. The Road event consists of 12 separate categories of riders competing in 9 distinct races. The riders are classified into categories as determined by age and skill according to the OCA rules. All of the riders will be required to carry OCA licenses or one-day permits. The nine distinct races will cover the following two distances; 94.25kms or kms. The cyclists will ride in compact groups (called pelotons) of between 30 and 100, with an estimated total number of 345 participants (15% growth projected). The accompanying Race Schedule depicts the start and finish times for each group. All of the riders will race around the Lake of Bays, with the Elite men s rides making two loops of the lake. The finish line will be located in front of the Deerhurst resort on Deerhurst drive (see map below for exact location). The Deerhurst resort is the host location for the event, the base for all activities, the primary location for overnight accommodations, and the starting point for all races.

13 Why am I doing this? We have great roads and beautiful countryside in Ontario. We have Mass Start Cycling events, Criteriums, and Circuit races, but there are almost no Road Races. Many of us cyclists drive up to 8-10 hours each way on weekends just to participate in road races in New York, Vermont, New Hampshire, Pennsylvania & Quebec, when we could be spending our time, money and efforts right here in Ontario. I aim to change things by continuing to organize road racing events on the best courses in Ontario. I want to provide the opportunity for cyclist to race against people of their skill level, adhering to all of the rules and regulations of the governing body of the sport. This is an event where all of the participants have the opportunity to race in a fully supported event (officials, race caravans including bike support that follows each group of riders around the course. My goal is to bring more people into the sport and to help develop Ontario cyclists by providing an opportunity to race on our roads in events similar in distance and difficulty that they would encounter at the National Championships so that they can represent Ontario at the National level and beyond.

14 Lake of Bays Share the Road Gran Fondo - What's it all about? Gran Fondo is an Italian term that means long distance or great endurance. The tradition of Gran Fondo dates back over 500 years, beginning as a walking event and progressing to cycling. Gran Fondos are held in scenic regions around the world. Share the Road cycling coalition is an Ontario based cycling advocacy organization with a vision of making our province the most bicycle friendly place in the world. Marrying Gran Fondo with Share the Road in the beautiful setting of the Lake of Bays with proceeds going to support Share the Road, will be a great benefit for our cycling community and a eagerly anticipated, challenging and fun experience for all those involved. Event Overview The event will start at Deerhurst resort and head out for a ride around the Lake of Bays with a finish back at the Deerhurst resort. Cyclists will have right of way throughout the entire course as traffic will be managed by OPP officers as well as many road marshals. There will be a feed station on the course where neutral support will be available for all cyclists. Support vehicles will lead out follow the cyclists including first responders, wheel support and a 'Sag Wagon' to pick up any riders who need assistance. The event will be timed; check the event website for more information about the event. 15 Traffic Management Overview Wheels of Bloor will plan for and provide complete traffic management throughout the event. Riders are granted right-of-way throughout the course and are fully supported with law enforcement, mechanical support, and medical support. A complete Traffic Management Plan complete with intersection diagrams and law enforcement posts has been included in this package. Traffic is managed to maximize safety for the participants and for residents while also balancing the need to move vehicular traffic in the area. Each intersection, no matter how minor or infrequently traveled, is categorized in the following way: P level intersections require law enforcement to manage traffic, typically P intersections either require adjustments to the standard right-of-way or require increased visibility, or both. V level intersections do not require a change of the right-of-way typically do not require law enforcement but may require volunteer or staff course marshals to share information with motorists, provide an extra layer of visibility, and/or direct participants through confusing intersections. Note: All volunteers or staff course marshals will be trained in accordance with OCA standards in traffic management In any location that requires traffic management and direction, law enforcement will be contracted to provide their expertise. Law enforcement will control traffic at all P intersections, moving vehicles through intersections as traffic permits. Volunteer course marshals (pointers) may also be assigned locations to further direct cycling participants and/or to aid motorists with way-finding, but will not be charged with directing traffic. The Neutral Start The race caravans and groups of riders will assemble in the parking lot in front of the Deerhurst resort in clearly marked areas. Each group will roll out from the parking lot and onto Deerhurst drive in their designated caravans under neutralized conditions. The neutral start will last approximately 1.78km until each group takes a left hand turn on Canal Rd heading West (see start map for details). During the Neutral Start no racing will be permitted. Each of the nine distinct groups will be supported by a minimum 3- vehicle motorcade: 1. The first vehicle will be at the front of each race group 2. A vehicle (preferably a motorcycle) containing an OCA commissaire vehicle will follow the group of riders during the neutral start 3. A maintenance vehicle will follow each race to provide mechanical support for the riders The riders will take up only the right hand side of the road and ride in compact groups of between 30 and 120 participants (based a historical comparison of similar races). The accompanying Race Schedule depicts the start and finish times for each group. The Race Racing will begin once the group turns left on Canal Road heading west. Throughout the race portion of the event the lead vehicle will always remain in front of the lead rider from that group and the maintenance vehicle will follow behind the main pack of riders from that group. During the course of the race the riders will break up into smaller groups and ultimately be scattered around the loop making it impossible to anticipate the exact time when Cyclists will travel through the road intersections along the main loop. Management of the intersection during the race will follow the traffic management plan according to how each intersection is classified ( P or V ). The Race Finish In the final 300 meters* as the riders approach the Deerhurst resort on Deerhurst Road, riders will make use of the full width of the road as a safety precaution as they sprint for the finish line. This final section of the road will have barricades along both sides of the road to keep spectators separated from the riders as they approach the finish line. The barricades will continue for 100 meters* after the finish line as well. The event staff will work with the OPP to ensure that traffic is managed during the finish portion of the

16 races and the road is clear of vehicles for the barricaded section (300 meters leading up to and 100 meters following the finish line). This interruption in traffic flow to ensure the safety of the riders during the finish sprint will last no longer than a few minutes. Note: The finish line will be located on wide straight section of Deerhurst Road with clear sight lines to limit reduce the speed of the finishing sprint in an effort to keep the event safe. *or a distance as deemed appropriate by the lead Commissaire The Feed Zone area Spectators will drive to the feed zone to pass supplies to their team members during a designated area (see main course map). It is important to note, the roads are never closed. Rather, the OPP will determine when it is safe to proceed at each intersection. Historically traffic interruptions have been kept to a minimum and the typical delay is less than a minute. Projected Impact (see Appendix for calculations) The event will be in active on the roads for a total of 7hours (9-12:00 and 12:30-4:00) There are nine distinct groups of riders (5 in the early wave and 4 in the second wave) Start and Finish leg (8.81km) The nine racing groups will pass by the start and finish two times each; once on the way out and once on the way back to the Deerhurst resort. Total Projected Delay: 36 minutes Likelihood of encountering a delay of up to 60 seconds: 89.23% Loop around Lake of Bays (74km Loop) Eight groups will circle the Lake Of Bays once and one group will circle the curse twice. Total Projected Delay: 20 minutes Likelihood of encountering a delay of up to 60 seconds: 5.13% Finish Sprint (Deerhurst Road 0.9km) Each of the nine groups will pass through the finish section once. Total Projected Delay: 67.5 minutes Likelihood of encountering a delay of up to 2 minutes and 30 seconds: 17.3% Course Management Overview With the OPP creating a safe envelope to stage the event, the OCA Commissaires and event volunteers manage the cyclists throughout the routes. Wheels of Bloor will place and pick-up course directional signage, informational signage (caution, km marks, etc.), assist cyclists needing help, and pick-up any and all trash dropped by the participants along the route. The Course Staff maintains radio communications with the Central Command to relay important status information throughout the duration. SAG (Support and Gear) vehicles will also be on course to offer a ride for any cyclist wishing to abandon the race and seeking a safe ride to the venue. The event staff will work with Lake of Bays MTO arrange to sweep corners free of gravel and debris prior to the event Communications Overview Communications infrastructure is handled through three primary groups, Law Enforcement, Emergency Services, and Event Staff, each working with their respective individuals in the field and relaying information among the groups for informational purposes and in the case of a crisis. Of course, each OPP and Emergency Services provider will be equipped with radio communications, and at least one vehicle from each Caravan will be tied into central radio communications as well.

17 Medical Care Overview For on-course medical needs, Odyssey Medical Services will provide the support services. Odyssey Medical will have support at the Start / Finish location (Deerhurst Resort). Odyssey will provide an emergency action plan will be in place to clearly spell out communication and response should any incidents occur. The Emergency Action Plan Coordinator will be located back at 'home base' the Deerhurst resort and be tied into the communication network so that response times are minimized. Insurance Coverage The event will be covered by a Comprehensive General Liability coverage policy that is purchased through the Ontario Cycling Association (OCA) as it is an OCA sanctioned event. A certificate of Insurance will be issued for the event that named Insured for the township, Country, OPP, Race organizer, resort and main sponsor. The following is an excerpt from the 2011 policy details page: Signage The Course Staff will place a number of types of signs prior to the event. Pre-event notification signs are placed in high-traffic areas and primary intersections leading into the planned routes. These signs are temporary in nature, meet typical DOT standards, and are removed immediately following the event. In addition to the pre-event notification signs placed in the area, the event staff will work with The Deerhurst Resort staff to make sure area residents and businesses are informed of the coming event and can make adjustments as necessary. Options include local/regional media; reverse 911 to homes along the race route, neighborhood newsletters, pre-event mailings and postings. The second type of signs placed by the Course Staff are course directional signage; primarily consisting of right turn, left turn, straight arrows, kilometer/mile markers, feed zone approaching, and caution slow signage. The third types of signs placed on the course are for informational purposes. Typically this signage is for motorists and residents leading into the course or directly opposing the route. These signs are mostly Caution Bike Race in Progress, or Flagger Ahead to note an area of caution for motorists.

18 Volunteer Overview In addition to the contracted traffic safety departments, emergency management resources, various suppliers and services providers, and paid event staff, the event also relies on dozens of volunteers to aid the participants on race day. Using a detailed and position assigned structure; groups of volunteers will be managed by the Volunteer coordinator, in specific area. Areas of volunteer need include, feed zones, course marshals, registration assistants, start line/finish line, among other needs. It is intended that Wheels of Bloor work with community groups and non-profits to source volunteers for the event days

28 Appendix A Projected Impact Calculations Start and Finish Leg The total amount of passes by a single point (all 9 groups) = 18 passes Assume that each race group will be split into two separate groups; a break and a peloton = 18 passes * 2 groups = 36 passes The average amount of time that it takes for a group to pass a single point is 60 seconds (average group size will be 30) Projected delay at a single point or intersection over the entire on the start leg: (36 passes * 60 seconds) = 2160 seconds or 36 minutes The likelihood that motorist on the start or finish leg will be inconvenienced for 60 seconds during the entire event: (36 minutes / 6.5hrs or 390 minutes) = 9.23% Main Loop Each group will round the lake once with the Elite 1,2 group making two circuits; 8*1 + 1*2 = 10 passes Assume that each group will be split into a break and a peloton; 10 * 2 = 20 passes The average amount of time that it takes for a group to pass a single point is 60 seconds (average group size will be 30) Projected delay at a single point or intersection over the entire event: (20 passes * 60 seconds) = 1200 seconds or 20 minutes The likelihood that motorist will be inconvenienced for 60 seconds during the entire event: (20 minutes / 6.5hrs or 390 minutes) = 5.13% Finish Sprint The total amount of passes (9 groups split into 3 main groups; break, chase, peloton) = 27 passes The finish sprint will take place on Deerhurst road between Canal Road and the Finish line located near the entrance to the main parking lot When groups of riders approach the finish line the section of road will be temporarily closed to traffic to allow the riders to contest he sprint safely. The average amount of time that it takes for a group to finish sprint area is 150 seconds; The delay time is increased to account for full road closure as the riders approach the finish line Projected delay at a over the entire event: (27 passes * 150 seconds) = 4050 seconds or 67.5 minutes The likelihood that motorist on Deerhurst road will be inconvenienced for 150 seconds during the entire event: (67.5 minutes / 6.5hrs or 390 minutes) = 17.3%
