1 CITY OF KINGSTON REPORT TO ENVIRONMENT, INFRASTRUCTURE & TRANSPORTATION POLICIES COMMITTEE Report No.: EITP TO: FROM: RESOURCE STAFF: Chair and Members of the Environment, Infrastructure & Transportation Policies Committee Jim Keech, President and CEO, Utilities Kingston Mark Van Buren, Director of Engineering DATE OF MEETING: September 11, 2012 SUBJECT: Cycling Program Implementation Plan EXECUTIVE SUMMARY: The City has been developing a cycling network following on the recommendations of the Cycling and Pathways Study. Over the past three years the City has made significant investments in cycling infrastructure to support this network. Some of the successes of the past year include: the implementation of Engineering s 2011 cycling program; numerous Share the Road signage installations; the introduction of new sharrow road markings; and, continued relationship building with the Kingston Coalition of Active Transportation (KCAT), Cycle Kingston, Queen s University, and Kingston Police. This report provides an update on the implementation of the city-wide cycling network plan including a summary of existing/planned infrastructure along with the enhancements proposed for 2012/2013. Staff has prepared a list of recommended parking changes in order to facilitate the implementation of the 2012/13 cycling infrastructure approved as part of Engineering s multiyear capital budget. Amendments to the traffic and parking by-laws are also required to remove on-street parking where proposed bikeways are to be implemented as part of the cycling program. RECOMMENDATION: THAT the EITP Committee receives the update on the 2012 and 2013 implementation plans of the city-wide cycling network plan; and 1

2 REPORT TO EITP COMMITTEE September Page 2 - Report No.: EITP THAT the EITP Committee recommend that Council authorize the amendment of By-Law No , A By-Law for Regulating Traffic in the Highways of the City of Kingston, subject to the Provisions of the Highway Traffic Act, be amended, to add the following proposed designated cycling lanes to Schedule D-6 Bicycle Lanes : Union Street: King Street West to Sir John A. Macdonald Blvd. Montreal Street: Rideau Street to Ordnance Street Days Road: Front Road to Castell Road Bayridge Drive: Front Road to Coverdale Drive; and THAT the EITP Committee recommend that Council authorize the amendment of By-Law No , A By-Law to Regulate Parking, in order to remove all on-street parking to accommodate designated cycling lanes on: Union Street: King Street West to Sir John A. Macdonald Blvd. Montreal Street: Rideau Street to Ordnance Street Montreal Street: Highway 401 on ramp to John Counter Blvd Division Street: Concession Street to Colborne Street; and THAT the addition of designated cycling lanes for Johnson Street and Brock Street from Sir John A. Macdonald Blvd. to Division Street, be implemented subject to: Council approval of on-street parking removals on Johnson Street and Brock Street from Sir John A. 3 REPORT TO EITP COMMITTEE September Page 3 - Report No.: EITP OPTIONS/DISCUSSION: The 2003 Cycling and Pathways Study proposes cycling enhancements throughout the City in a logical manner, as part of a comprehensive network, but the order in which they are carried out is significantly influenced by cost effective opportunities. The development of the City s cycling network has been proceeding, with the goal of helping people get around efficiently, and placing the designated cycling lanes in those areas that are most appropriate. Current and planned cycling infrastructure work is illustrated in Exhibit A. Staff has developed a cycling network plan and seeks to undertake the installation of designated cycling lanes identified in the plan, in a cost effective manner (paved shoulders) and by timing them to coincide with other road construction projects. The network is comprised of different types of cycling infrastructure in an effort to create a balance between all users (pedestrian, cyclist, transit, and vehicles) within the existing right of way. In planning for 2012 and 2013, staff evaluated the impacts and mitigating measures required for implementation. As part of this work staff conducted on-street observations, parking counts, and a review of transit operations to assess the impact of the proposed changes. As a result, staff determined that the proposed 2012/2013 cycling infrastructure can be accommodated with minimal impact on traffic operations and parking supply, with the exception of Brock Street and Johnson Street. The removal of parking along some road segments of Brock Street and Johnson Street will need to be delayed until 2013 to allow for changes to on-street inventory management and parking regulations on adjacent streets in the area, as well as the introduction of the first express transit route in September Cycling Lane Recommendations The site characteristics and details pertaining to each road section in this report are contained in Exhibit B Cycling Program Summary Sheet. Kirkpatrick Street from Kingscourt Avenue to Division Street Recommend: Retain on-street parking and install appropriate Share the Road cycling route signage (future consideration for lanes when cycling network expands). Union Street from King Street West to Sir John A. Macdonald Blvd. Parking is currently prohibited on the south side of Union Street from King St. West to Sir John A. Macdonald Blvd, and on the north side of Union from King St. West to Mowat, and from Yonge St. to Sir John A. Macdonald Blvd. 3

4 REPORT TO EITP COMMITTEE September Page 4 - Report No.: EITP The impact resulting from the removal of parking from the remaining unregulated section, less than 2 blocks, is anticipated to be low considering the low observed parking occupancy. Recommend: Remove parking on both sides. Recommend: Provide cycling lanes from King Street West to Yonge Street. Recommend: Provide Cycling route from Yonge Street to Queen s west campus entrance. Recommend: Provide Cycling lanes from Queen s west campus entrance to Sir John A. Macdonald Blvd. Montreal Street from Highway 401 on-ramp to John Counter Blvd. Engineering will be carrying out roadwork on Montreal Street in 2013 as part of the approved multi-year plan. The removal of parking should proceed as a proactive step in preparing this corridor for cycling lanes and its promotion of being cycling friendly. Timing wise, it would benefit the City to incorporate cycling lanes as part of the roadwork. Subsequent line painting, signage installation, enforcement and parking removals will be carried out accordingly. Option: If roadwork startup is rescheduled to a later year, carry out necessary parking removals and implement temporary Designated Cycling Lanes to provide immediate use. Recommend: Implement designated cycling lanes as part of the 2013 roadwork and remove associated on-street parking accordingly. Parking removal impact is anticipated to be low considering that sections which are currently unregulated have a low observed parking occupancy. Montreal Street from Rideau Street to Ordnance Street Recommend: Carry out parking removals and implement designated cycling lanes. Parking removal impact is anticipated to be low on most sections considering the low observed parking occupancy. On-street parking was observed in front of businesses on the west side of Montreal St. at the intersections of Charles St. and Raglan Road. At these locations, short term parking zones currently exist on the respective intersecting streets. There is a 15 minute parking zone on Charles St., immediately west of Montreal St. for the pharmacy s customer parking. The florist located near the Raglan Road intersection has off-street parking and its customers can also utilize a 30 minute parking zone near-by on Raglan Road. Division Street from Concession Street to Colborne Street Engineering and Utilities Kingston will be carrying out reconstruction works on Division Street from Concession Street south to Colborne Street in 2013 as part of the approved multi-year plan. The removal of parking should proceed as a proactive step in preparing this corridor for cycling lanes and its promotion of being cycling friendly. Timing wise, it would benefit the City to 4

On-street parking was observed in front of 2 businesses on the west side of Division St. between Stanley St. and Pine St. At these locations, alternate parking options exist on intersecting streets. The restaurant at Stanley St. has off-street parking at the rear of the premises and unregulated parking is available on Stanley St. There is a 15 minute parking zone on Pine St. adjacent to the convenience store fronting onto Division St. On-street parking is unregulated in front of a restaurant and hair salon on the east side of Division St. at Quebec St. Alternate parking is available on Quebec St. adjacent to these businesses. Johnson and Brock Sts. from Sir John A. Macdonald Blvd. to Division Street Please see Exhibit C for background information on Johnson Street and Brock Street. Parking removal impact is anticipated to be low along Johnson and Brock Streets between Sir John A. MacDonald and Toronto St., considering that the majority of this section is currently unregulated and a low parking occupancy was observed. The removal of parking on the sections of Johnson Street and Brock Street from Division Street west to Toronto Street will have a significant impact on the all-day commuter parkers that utilize these unregulated spaces that are within walking distance of Queen s University and the Kingston General Hospital. 100 percent parking occupancy has been observed during the weekdays in this section of Johnson and Brock Streets. The removal of parking would displace a total of approximately 114 parkers. It is anticipated that some of these parkers will seek out unregulated parking spaces that remain available at the time of their arrival on intersecting streets to the north and west. To effectively manage the displacement of Brock and Johnson Street parkers, Staff will accommodate parkers while mitigating impacts to residential neighbourhoods which include such options as the implementation of daytime parking regulations on blocks where none currently exist, coupled with a combination resident and non-resident on-street parking permit program. Efforts will also be made to convert some of these commuter parkers to transit. To this end, data was collected allowing staff to identify the approximate residential origin of owners of vehicles observed parked along Brock and Johnson Streets. The evidence indicates that of this group of all-day parkers, 40, may reside within walking distance of Kingston Transit express route stops, planned for implementation beginning in September, Recommend: That the removal of on-street parking on Brock and Johnson Streets be strategically timed to coincide with the start of express bus service, and subject to Council 5

10 EXHIBIT C Cycling Background on Brock Street and Johnson Street Staff presented a report to EITP committee on June 14, 2011 that recommended a number of cycling upgrades throughout Kingston which also recommended that sharrows be placed on Johnson Street from Sir John A Macdonald Blvd to King Street East, and on Brock Street from Sir John A Macdonald Blvd to Montreal Street. Johnson Street s parking was already prohibited along the right side whereas Brock Street required the relocation of on street parking from the north side to the south side and a centerline relocation through the majority of the corridor before sharrow placement occurred. On Johnson Street, no centerline relocation was needed and parking was already prohibited along the right side lane and sharrow placement occurred July 18 th On Brock Street, parking was prohibited on the left side lane along the majority of this corridor. The first requirement was to relocate the centerline more towards the right side to provide a wider lane width along the left to allow for parking relocations to occur. Centerline removal and relocation occurred over the weekend of July 16 and 17 which mirrored the pre-existing condition. Hence the right lane was significantly narrowed because it no longer included width for parked cars as part of its conversion to a driving lane. The left lane was widened significantly to allow for the parking relocation. There were some challenges that were experienced during the parking relocation on Brock Street, more specifically west of Division Street to University Avenue. Car parkers were not observant of the new No Parking signs that were installed along the right lane of Brock Street and they continued to park in the driving lane. This caused a number of complaints and s that were addressed by staff for the first week of the parking relocation work. By-law enforcement officers were providing windshield notifications on a high frequency basis during the first week and they also provided a grace period to allow for the adjustment of parking relocation on Brock Street before issuing tickets for parking in a driving lane. Sharrows were installed on July 18 th on which these parked cars were covering up. After the first week of the centerline relocation, the parking adjustment was completed. For future parking relocations similar to Brock Street, it is recommended that No Parking signs be installed two weeks prior to any centerline relocation work. This will provide notice to parkers via windshield notifications, media such as newspaper, radio and Exhibit C (Page 1 of 6) 10

11 website, that parking removals/relocations are forthcoming. As well, it provides road painting contractors a car free work zone to carry out their work without parked car obstructions. In addition, if centerline relocations are required, an electronic display sign indicating centerline and parking relocations may prove beneficial. Sharrows Sharrows are a relatively new road marking in North America and the sharrows that were placed on Brock and Johnson Streets were the first time in Kingston s history. Sharrow road markings provide a visual reminder to all road users to Share the Road and consist of a bicycle and a double chevron symbol and is usually accompanied with complementary Share the Road signage. Staff released sharrow information via Share the Road brochure, advertisements in the paper, radio, and website. During the first two weeks of sharrows being placed (July 18 th 2011), staff received a number of s and phone calls that asked for clarification of how motorists were to interpret the sharrows and what they do if they encounter a cyclist. The response that was provided was that the lane with the sharrow markings on it is the same as a lane without sharrows. Some motorists mistakenly thought that they were bike lanes, and in response, staff provided explanation that bike lanes have a diamond symbol over a bike and a solid white line. Your Opinion Survey Positive and negative feedback was being received and provided an opportunity to launch a formal Your Opinion survey through the City of Kingston s Communications Department. The survey was opened for over two months and closed at the end of September The survey was deemed very successful by our Communications Department because 392 responses were received. Compilation of the 100 pages of comments followed and the tabulation of the survey results was completed October 21, The survey was created and launched to generate feedback that staff could consider on how we can improve cycling safety along Brock and Johnson Street. The questions were generated in manners that provide clear responses. If the pre-determined questions did not fulfill a resident s feedback, a personal comment box was also provided in which they could state their personal experiences. 310 personal comments were submitted and were grouped in a list of recurring and common themes. 12 Reviewing the personal feedback was a lengthy process. About 12 prominent themes surfaced in the 100 pages of comments. Some respondents mentioned several themes within a single response. Comment: The offset of sharrows should be greater to provide operational room to maneuver around catchbasin dips and road surface conditions along the streets. The narrow offset confuses drivers because they see cyclists not driving on the sharrows but rather to the left of them. Drivers do not realize that the cyclists are trying to avoid these surface conditions. Response: The city installed standard installations. TAC offsets, interval spacings etc. The feedback clearly states that when using sharrows on Brock and Johnson, they need to go above and beyond standards to make cycling a safe option in this corridor. We need to look at each street on a case by case basis to properly evaluate whether the TAC standards are sufficient and/or more accommodation is needed. Comment: The removal of on street parking to provide for a designated bike lane is preferred over the sharrows that are there now. The lane is just too narrow to have bike and car side by side. Response: The lane widths were based upon a minimum parking lane width of 2.4m and the leftover road width was shared for the two driving lanes. It s the best we can do in order to maintain parking. Exhibit C (Page 3 of 6) 12

13 Comment: Cycling is occurring along the left side of the road because that is where the room is when parked cars are not there. Response: Drivers assume the narrowing of the right lane was due to sharrows but the fact is it was to maintain parking through the corridor. The lane configuration (with sharrows) mirrored the previous lane configuration when the sharrows were not there. Comment: Accident waiting to happen because the lane is too narrow to share with a bike and a car. Response: Under the Highway Traffic Act, cyclists may take the full lane if it is the safest line of travel within a lane. There are other narrow lanes in Kingston that do not have sharrows nor share the road signage. The sharrows that are in place now provide a visual reminder to share the road. Comment: To avoid confusion, bike lanes would be better served than sharrows. People can t tell a sharrow and a bike lane apart. Response: Although sharrows have been used in other cities, this is the first exposure that Kingston has had with sharrows. We are looking at ways to increase the effectiveness of the educational component of cycling in Kingston. Comment: It s tough to make a left turn when you re in the right lane along these streets. What about cycling in the left lane too, with sharrows? At least on the last block heading up Brock Street prior to Palace Road. Response: Staff will take into consideration. Comment: More appropriate signage that has a sharrow on it is needed. Response: Staff will take into consideration. Comment: Ads that illustrate what to do when approaching a sharrow as a car and bike. Cars travelling behind a bike need to slow down. Use billboards too. Post alternate cycling route signage. Response: Staff will take into consideration. Comment: The sharrows are already fading. Response: The City elected to use paint because of cost effectiveness and that paint would fade over the winter in the event that changes needed to be made in 2012, or the sharrows could be upgraded to a more permanent material (thermoplastic). 14 Comment: Protocol to instruct drivers how to pass a cyclist and consideration of the 3 foot rule. Response: Having cycling infrastructure on our city streets assists in the progression of cycling education and awareness. The 3 foot rule and passing guidelines are part of the education process. Comment: What about installing a segregated bike lane? Response: Segregated bike lanes have a physical barrier (like a curb or raised cycling lane) that is separate from the travel lanes used by motor vehicles. There is mixed support regarding segregation in other municipalities and the application of using them along Brock and Johnson may not be effective. There are considerations such as driveways and sidestreets, bus stops, snow clearance, education, life cycle cost, etc., that pose challenges to the effectiveness of proposed segregation in these two corridors. Comment: If sharrows remain on parts of Johnson and Brock where parking is permitted, and the lane width remains the same, the sharrows would have to be relocated to the middle of the lanes. Response: That is an option under consideration. Comment: More enforcement of rules of the road for both cyclists and motorists. No cycling on sidewalks too. Response: The City has met with the Kingston Police Force regarding level of enforcement and we will continue to monitor cycling and driving infractions as resources warrant. Cycling is prohibited on City sidewalks. Comment: Why don t cycling lanes be raised to the same level of sidewalks? That way, the cars will hit a raised curb instead of a cyclist. Response: The problem with having cycling adjacent to sidewalks is that now pedestrians are at risk from cyclists. Comment: Promote time of use parking during rush hours. Or more seasonally, like from April to November that no parking occurs. Response: Cycling is a year round method of transportation although much less popular in the winter months. However, there is a City bylaw that prohibits any overnight parking from December 1 st to March 31 st from 1am to 7am which is essential for the proper implementation of the City s winter control program. Other municipalities Exhibit C (Page 5 of 6) 14

15 have tried time of use parking and have had not had the desired effect they were looking for. Comment: Send the survey out first before you do the work. The problem is that nobody answers the surveys except for the residents who live there. The survey was advertised in the local newspaper and radio ads and was open to all residents. We believe that there was greater response from residents who travelled through the area rather than the residents who lived on the street based on the feedback received. Comment: Add bike land from SJA to at least Churchill to tie into Earl Street. Response: Staff will take into consideration. Comments: Sharrows should have been placed on Earl Street rather than Brock Street. Response: Earl Street is classified a local road which experiences lower traffic volume and speeds compared to the arterials of Brock and Johnson Streets. Hence, cycling enhancements have a greater need to be placed on higher class roads because of those factors. In addition, Earl Street has many stop signs and permitted parking characteristics that is not conducive to being promoted as a cycling corridor. Comment: Reinstate original centerline. Response: Staff will take into consideration. Comment: Use digital signage well in advance informing users that changes will be occurring to the road. Direct to website what the changes are and how to navigate them. Response: Staff will take into consideration. Comment: On future surveys, allow a no opinion response for each question.
