THE DECADE OF ACTION Road safety management How are we doing? Eric Howard Decade of Action Roundtable Parliament House Canberra 11th May 2012
UN Decade of Action ( ) Supported by 90+ countries Official launch on May 11, 2011 Coordinated Global Action
Decade of Action Management Safer Roads & Mobility Vehicles Road Users Post Crash Care
UN Decade of Action ( ) Road Safety Management: What has happened? Global Perspective on progress Observations about Australia s performance Some recommendations
Achieving our Goal To deliver the Global Plan we need: Increased funding for catalytic activities and capacity development Road safety to be included within mainstream of global development priorities Portfolio of compelling road injury prevention programmes, clearly communicated, to engage donors FAI Foundation
Mainstreaming road safety 2011 Make Roads Safe Time for Action report: Called for urgent action to protect children s rights to safe mobility Encouraged focus on sustainable transport at Rio+20 Mainstreaming road safety FAI Foundation
Growing consensus for action Cities must be designed in a way that reduces risk to children. Segregating traffic and reducing speed can save lives. UNICEF, State of the World s Children 2012 This is an issue children want to see addressed. Political leaders meeting at Rio+20 should take action. FAI Foundation Justin Forsyth CEO, Save the Children
Growing consensus for action Road safety is part of the Millennium Development Goal effort. Prof. Jeffrey Sachs, UN Special Adviser on MDGs This concern about road safety is becoming something important. Brice Lalonde Executive Coordinator, Rio+20 FAI Foundation
20 years on from Rio Earth Summit Objectives: - Renew political commitment to sustainable development - May set new Sustainable Development Goals - Urban sustainability likely to be one goal: opportunity to include traffic safety FAI Foundation

Progress globally - on the ground?
How are the international funding agencies faring? Some support for road safety But major impediments to substantial funding remain: Lack of knowledge Small project focus Inability to date to fund substantial capacity development, including own staff Add-ons to infrastructure project funding
Effective Road Safety Management? High risk mobility on national highways in SE Asia
Effective Road Safety Management? Road Casualties in South East Asia: WHAT ARE THE REASONS FOR CONTINUING HIGH RISKS? Motorisation rates Unpreparedness of system to cope High numbers of motorcycles High numbers of (and high proportion of overloaded) trucks Mix of the two Little provision for safe pedestrian movement footpaths, obstacles, crossings Layers of social and economic pressures eg school entries Linear urban development Lack of controls on highway roadside development Lack of practitioner knowledge Lack of $$ and political commitment by govts. and donors Not much community awareness Enforcement is almost non existent Deterrence is not an easy thing to do! Road safety management capacity is abysmal
Effective Road Safety Management? Motorcycles mixing with large vehicles travelling at more than 40 km/h in urban areas
Effective Road Safety Management? The mix of trucks and buses and motorcycles on high volume higher speed highways
Effective Road Safety Management? Why do parents appear not to place high value on helmets for their children? Cost? Lack of knowledge? Why don t authorities find solutions?
Effective Road Safety Management? Unsafe heavy vehicles, usually heavily overloaded
Unsafe heavy vehicles, usually heavily overloaded
Effective Road Safety Management? Uncontrolled linear urban development
Effective Road Safety Management? Assessing risk on network major rural highways Frequent accesses, effectively intersections, development controls? Bus passengers but no formalised stops Unsealed uneven shoulders Narrow pavement, no linemarking Uncontrolled parking Inadequate footpaths for pedestrians, no crossings 2007
What do we need to do to reduce this rate of death? What are the critical issues? Because road safety is complex, distributed, reliant on strong Whole of Government and community partnership actions it is a case study in difficulty. Road safety performance is a snapshot of the overall day to day life of a society Standards of governance in a society? Road safety management systems and capacity crucial
Road safety performance and other CORRUPTION PERCEPTIONS INDEX - RANKING (2010) social indicators COUNTRY ROAD SAFETY PERFORMANCE (2008) Fatalities/ 100,000 popln. 1 Denmark New Zealand Singapore Finland Sweden Canada Netherlands Australia Switzerland Norway Iceland Luxembourg Hong Kong 14 Ireland Austria Germany Barbados 17 Japan Qatar 20 United Kingdom ROAD SAFETY PERFORMANCE - RANKING 23
Road safety performance and other social indicators CORRUPTION PERCEPTIONS INDEX - RANKING COUNTRY ROAD SAFETY PERFORMANCE (2008) Fatalities/ ROAD SAFETY PERFORMANCE - RANKING (2010) 100,000 popln. 151 Germany Denmark Barbados 17 Japan Qatar 20 United Kingdom Chile 22 Belgium United States Uruguay 25 France Estonia Cyprus Slovenia Spain United Israel A. Emirates Portugal
Effective Road Safety Management? What do we need to do to reduce this rate of death? Road safety management and coordination across government in early stages, needs strengthening through learning by doing Serious lack of human and financial resources across national and local government For example: LMIC s Condition of signs/ linemarking on many roads reflects underinvestment negative safety impact. Little (if any) enforcement in many countries Accountability is a rare thing! Adequate funding essential if conditions are to change.
Looking ahead Major knowledge transfer required to public Consider use of Demonstration Projects to support building expertise and community awareness Talk with the public about infrastructure safety standard/ speed limit combinations and resultant risk levels on the network Build understanding of risks/ solutions through this dialogue Promote upwards to senior bureaucrats and politicians Monitor & evaluate initiatives Build robust R & D capability Establish road user behaviour teams/ capability
Promising initiatives NRSEG: Sister province opportunities for road safety between East Java/ Western Australia IndII 2/ AusAID program IRTAD data network extension Many countries have developed a road safety plan aligned with the Global Plan for the Decade of Action Alignment around the 5 pillars of the UN Decade of Action for Road Safety by the key international agencies irap some 60 countries have had irap assessments
Promising initiatives National plans: e.g. Australia, Austria, Canada, Mexico New laws: e.g. Chile, China, France, Honduras, New Zealand Increased enforcement: e.g. Brazil, Cambodia, Russian Federation Social marketing: e.g. India, Turkey, Viet Nam Trauma care: e.g. Ghana, Mozambique Data collection: e.g. Egypt, Kenya Etienne Krug, WHO
Promising initiatives UN Secretary-General's report UN General Assembly resolution UN Road Safety Collaboration project groups Bloomberg Philanthropies Global Road Safety Programme Road Safety Fund Multilateral Development Bank's Road Safety Initiative Global Alliance of NGOs for Road Safety Plans for Second UN Global Road Safety Week (April 2013) Etienne Krug, WHO
Follow up: monitoring 2 nd Global status report on road safety Key monitoring tool for the Decade Data from 180 countries One-page country profiles Launch date: end 2012 Etienne Krug, WHO
"Now we need to move this campaign into high gear and steer our world to safer roads ahead. Together, we can save millions of lives." UN Secretary-General Ban Ki-moon
Progress nationally?
National progress and issues Federal issues: Resourcing of federal government road safety capacity Opportunity to influence local government to move towards safe system outcomes with federal roads funding Building federal road safety knowledge at senior officer level How to shift agendas to more flexible, higher safety outcome focussed road investment Improving safety of vehicles State Issues: Impacts on road safety policy development and implementation due to public sector cuts Key evaluations/ research: GLS findings Victoria CASR - serious injury crashes involving illegal behaviours

Road Safety Decade of Action Scorecard Internationally Some important gains, but investment increases needed not occurring MDB s and road safety investment? Nationally Likely pulling back from investment Lack of knowledge at senior levels Safe system still not promoted to community
Recommendations (1) Some future directions internationally Additional, coordinated, multi-sectoral country support mechanisms More large scale evaluated interventions A few agreed priorities (e.g. legislative reform and enforcement) Encouraging a vocal civil society A better informed media Inclusion of road safety in other agendas (e.g. Rio +20) Etienne Krug, WHO
Recommendations (2) International Address knowledge gap at senior level Don t try to fund capacity building on a stop start basis needs continuity Act / Invest National Govts. to show leadership Address knowledge gap at senior level Reflect safe system in road and vehicle policies and actions Tell public about safe system
