2 DELAWARE ANNUAL SENIOR GAMES, CYCLING ROAD RACES A MASTERS AND SENIORS 40+ AGE GROUP RACE EVENT June 2012 Welcome to the 12th running of the Delaware Annual Games Cycling Road Races. The organizations and supporters that have contributed to this event and the Town of Smyrna greatly appreciate your participation. I hope you will like the new format for the road race and can celebrate your success and have fun. Be sure to check out the vendor square and farmers market, watch the kids race on South Main Street and enjoy the shops and food vendors in town. Check a map to ride out to Bombay Hook Wildlife Refuge and see the Bay. It is just a short ride away. Medal ceremony will be at Lake Como for you to congratulate your fellow athletes at the podium ceremony, and take pictures on the podiums to celebrate. This will be a great day for people who love bikes, and a great way to introduce friends and family to the sport in the friendly and helpful town of Smyrna. While you are here, enjoy your lunch or dinner at one of the many restaurants in town. I ask that all participants follow the rules and directions of the race officials, volunteers and police and be sure to thank the volunteers and support the companies who have contributed to this event. 3 OPERATIONAL RULES All cycling events will be conducted in accordance with 2012 USA Cycling rules except as modified herein. For a copy of these rules, write, call or go on line to: USA Cycling One Olympic Plaza Colorado Springs, CO REGISTRATION -There will be a separate 20 km race and a separate 40 km road race. The road races will depart from the Start/Finish line on South Main Street, Smyrna near Hamilton Lane intersection. Riders can choose to race both events or only one race event. -Race registration is available on line at BikeReg.com or by mail from Delaware Senior Olympics at -All Participants will pay a $20 membership fee in addition to each race fee of $10, which entitles them to DSO membership and its benefits as well as contributes towards processing and administration of the competition. -DSO membership card or other proof of $20 payment is required at packet pickup to receive your number. -Live signature on waiver at Packet/Number pick up is required of all riders. -All riders will sign in the morning of the race. -Day of Registration will be available at Start/Finish on Main Street, Smyrna, DE between 7 am-8am. -Day of Registration closes at 8:00 am, 30 minutes prior to the start of the first race.

4 -Registration Race Age Groups will include 5 year age groups beginning with age 40. Your age as of 12/31/12 will determine which age group you will compete in. -In addition to age groups, Divisions will be used to allow for skill and experience differences. Division 1 - consists of those riders who race more than 2 races per year or you have more than 2 years actual racing experience or you have more than 2 years riding with the fast group in close, tight groups. Division 2 if your experience level is less than 2 years racing, less than 2 races per year, and less than 2 years riding with the fast group in close, tight group riding. Division 2 racers will not be eligible to qualify for 2013 NSGA National competition per experience level Competitions are taking place in a qualifying year for National Senior Games Assoc National races to be held in Cleveland in KIDS RACE -Kids race will be from the 200 meter mark to the finish line on South Main Street. Times are listed in the Schedule of Events section and may be changed at discretion of Race Director. All kids must register at Registration table at Start/Finish the morning of event, receive number to pin on shirt, and have a parent or legal guardian sign the waiver. Kids registration is free. Prizes will be awarded to 6th place per age category 5-6, 7-8 and All kids must wear a helmet to race. Bicycles must be in good repair. Each child must be able to complete the distance of the race under their own strength. PACKET/ NUMBER PICK UP - All age 40+ riders will show confirmation of $20 payment by presenting current, valid DSO membership card, copy of BikeReg.com confirmation or other proof form

5 -Packet/ Number pick up will be available at Best Western Smyrna Inn Smyrna, DE between 6-8 pm on Friday, September 7, Day of Race Packet/Number pick up is available between 7 am and 8:00 am at Registration at Start/Finish line on Main Street Smyrna, DE RACE NUMBER PLACEMENT - Numbers provided at registration/ packet pick up must be used; no substitutes. No folding, crumpling or cutting of numbers is allowed. Position numbers on the RIGHT side of the jersey with the bottom edge of the number aligned with the jersey side seam. The race director and/or timing and scoring officials are not responsible for incorrect number placement. - If in doubt as to visibility, ask an official. - Tip: pin number on jersey using steering wheel of car as your body or the night before using a pillow as your body. Check the pin so that it does not go through two layers of jersey. Do not use the pin hole. It will tear both the number and the jersey. Use at least 7 pins. Visible

8 MEDALS MEDALS will be awarded to 40k and 20k racers for 1st through 4th place finishers. Racers must be present to receive medal. Delaware is an open state. If out-of-state residents place 1st through 4th in their age group/division, they will not take away a medal spot from a state resident. Open state games may qualify the number of state residents specified for each event in addition to the out-of-state qualifiers. State of residence is an athlete s residence residing in that state for at least 6 months out of the year. Example: Same age group and Division; Rider/residence Time OA Place DE Place Rider A, MD resident 35: Rider B, DE resident 35: Rider C, MD resident 35: Rider D, DE resident 35: Rider E, DE resident 38: Rider F, DE resident 42: Rider G, DE resident 45: Riders B, D, E, F receive 1-4th place medals Riders A, C receive 1st and 3rd medals. Riders B, D do not receive 2 medals for one race.

9 COURSE MAP The route could be described as a lollipop on mostly flat, rural roads departing and ending on South Main Street, Smyrna, DE. This course will start and finish on South Main Street, Smyrna, near Hamilton Lane. Riders will ride North on Main Street, crossing Commerce, crossing Glenwood Ave, past the Elementary School and the Municipal Park where Main Street becomes known as Duck Creek. Riders continue in a loop from Duck Creek, le8 onto Clark Farm Rd, le8 onto Blackbird Greenspring Rd, le8 onto Van Dyke Greenspring Rd, and continue until specified loops are complete before turning right onto Duck Creek and finish on Main Street. 40k riders will make 4 loops of the course. On the 4th time coming to the intersection of Van Dyke Greenspring Rd and Duck Creek Rd, riders will turn right and race back into town along South Main Street to the Finish line. 20k riders will make 2 loops of the course. On the 2nd time coming to the intersection of Van Dyke Greenspring Rd and Duck Creek Rd, riders will turn right and race back into town along Main Street to the Finish line. Lap numbers will be shown for the faster group of riders when more than one group is on the course. It will be the responsibility of each rider to count the number of loops before making the right turn onto Duck Creek Rd to safely return to the finish line. The finish line for all races will be marked with a line across the road. white chalk mark of 200 shall mark the point 200 meters from the finish. Additional distance signs to the finish may also be used. Riders must slow down shortly a8er crossing the finish line. A safe distance has been blocked off for slowing down.

12 GENERAL INFORMATION -It is the rider s responsibility to familiarize himself with the rules of the event and the race course before the start of the race. -Lake Como is scheduled to be open the day before in order to set up tents, park trailers, place podiums, etc. But the gate will be locked at the end of the day, no time yet specified. The gate will be reopened the morning of September 8. - Early packet pick up Will be available between 6-8 pm on Friday, September 7, 2012 at the Best Western Smyrna Inn off Rte Day of Race Sign In/ Packet Pick up All riders must sign in the morning of race. Packet pick up with numbers will be available at 7 am, day of race at Registration. -Day of Race Registration closes at 8:00 am, 30 minutes prior to the start of first race group. - Race director reserves the right to adjust start time/ mileage/, cancel/ combine groups, and remove riders from the race. -Slower riders must stay to the right and not impede faster riders. -Faster riders have the obligation to indicate to slower riders that they will be passing on the le8 or to hold their line. -Intersection of Van Dyke Greenspring and Duck Rd may be congested with riders turning right and turning le8. If you are approaching slower riders and will be turning right, move safely le8 of the slower riders but indicate your intention to turn right. Leave space for other riders to move le8 of you if they will be turning le8 to make another loop. Traffic cones may be used on Van Dyke Greenspring to separate the riders turning le8 to make another loop from the riders turning right to head to the finish line.

13 -At discretion of Race Director, slower riders may be pulled from the course if it is deemed to be unsafe for them to continue. Corner workers at Van Dyke Greenspring and Duck Creek intersection will notify the slower rider by pointing to them and asking them to leave the course. This rider should move immediately off the course and wait until a safe time to continue riding back to town. Pulled riders will be placed into appropriate finish order per age group by Timing and Scoring. -Time Limit Rules At the discretion of the Race Director, any rider determined to be riding slowly as to impede other riders and/or taking 50 minutes to complete the 20 k distance in either the 40k race or 20k race may be pulled from the course by course marshall at Van Dyke Greenspring and Duck Creek intersection. See note above. -Course officials with lap numbers will be at Van Dyke Greenspring road before the intersection with Duck Creek. Lap numbers shown will be for the fastest group. Riders are responsible for counting their own laps. - Race is to be held rain or shine. - Helmets MUST be worn while on the bike at all times, except while on a stationary trainer or rollers. - Jerseys worn in competition shall cover the shoulders per USA Cycling regulation. -No additional equipment, whether worn over or under a rider s uniform which has the effect of reducing wind resistance is permitted, except in inclement weather. Additional covering designed solely to protect against precipitation or cold may be worn. However, the number must be visible if wearing protective clothing. -Shoe covers are permitted in any conditions. -No aerobars are to be used in any Road Race event. Riders attempting to start the race with aerobars will be disqualified.

14 -Riders are responsible for mechanical operation and safety of their bicycles. -No recumbents or fixed gear bicycles are allowed. -The race will be held on open, rural roads where traffic could appear at any time. Be aware of the road conditions and any traffic. All efforts have been made to make this a safe race but, ultimately, each rider is responsible for his/her own actions. -Riders shall, of their own responsibility, conform to all traffic regulations. -Center Line Rule is in effect the entire race. The course will be open to traffic. Therefore, all competitors must keep to the right of the center line or enforcement line, but may pass on either side of another rider. A warning is given for accidental crossing of the center line with no advance in position. There will be possible time penalties, relegation to last place or possible disqualification if center line rule is violated. With the exception of corners, which are under police control, and traffic is held, the road at police controlled corners may be safe to use the width of the lane. Use caution and best judgment at all corners and coming to the finish line. Police will close the road from the Start Line out to Duck Creek and will close the road from Van Dyke Greenspring/Duck Creek towards town. The width of the road may be used for the sprint to the finish. As always, please be aware of stray dogs, kids, unforseen car traffic. -No littering. The Town has receptacles for trash. Use them. On the bike, use your pockets. 30 second penalty for the first offense. 1 minute penalty for the second offense. -No public urination. Restroom facilities are available at Lake Como facility. Please keep the restrooms clean. Soap, paper towels and t-paper are provided for your use. Wash your hands before leaving the restroom. -No alcoholic beverages are allowed at Lake Como. -Mixing Groups

15 You may work only with the group of riders that you started with. Know your race numbers and the numbers that you start with. -Ambulance/ First Aid Support is provided by the Town of Smyrna. - All riders are encouraged to ride the course before race start at 8:30 am. -Should 2 or more riders cross the finish line at the same time for first place only, they shall re-ride the final sprint for 1000 meters on road bicycles to determine the winner. -If the dead heat is for any other place, the riders shall be declared equal and prizes shall be divided equally or duplicated at the discretion of the Race Director. DIRECTIONS From the North On Route 1, take Exit 119A, then merge onto Rte 13 South, continue on Rte 13 south, past Commerce St, past Chestnut St, then turn Right onto E Mill St for one block, then turn le8 onto South Main Street approximately 1/2 block and turn right into Lake Como parking/picnic area. From the South On Route 1, take Exit 114, merge Right and North onto Rte 13. Continue on Rte 13 approximately 2 miles, turn le8 onto either Commerce St, then le8 onto S. Main to make Right into Lake Como or E Mill St for one block, then turn le8 onto South Main Street, then approximately 1/2 block turn right into Lake Como parking/picnic area. PARKING Parking is available at Lake Como and along city streets, but NOT on Main Street.

16 LODGING Best Western Smyrna Inn Gateway North Plaza % discount is available from this Hotel when you mention Delaware Senior Olympics. A block of 10 rooms has been set aside for our use (1/2 king bed, 1/2 with 2 queen beds) up until August 25, 2012, when unused rooms will be made available to everyone. Note, this weekend is also the Amish Tour in Dover. Make reservations early. SPECIAL ACKNOWLEDGEMENTS To Police Chief Wilbert R.
