Any person may petition to add or delete sustances from the lists. Acceptance or denial of the petition must e pulished in the Federal Register within 18 months of EPA s receipt of the petition. The petition must include a numer of elements, including documentation supporting the technical 114

The criteria for acceptance of a proposed change are descried elow: No sustance with a natinal primary amient air quality standard may e added to the list. No sustance regulated under Title VI of the CAA may e added to the list. A sustance may e added to the list if an accidental release of the sustance might reasonaly e expected to cause serious adverse effects to human health or the environment. A sustance may e deleted from the list if it can e shown that an accidental release of the sustance might not reasonaly e expected to cause serious adverse effects to human health or the environment. 115
