6 PRESIDENT S REPORT Boxing Australia has had an eventful year. Australia s Teams and their boxers are achieving ever greater and regular success in international competitions both at Elite and Underage levels and in Men s and Women s competitions. Justis Huni becoming the Super Heavyweight Men s Youth World Champion and Joe Goodall s third place in the Super Heavyweight category at the 2017 Elite Men s World Championships are great examples of this success. Boxing Australia s continued emphasis on our boxers achieving success in the ring is imperative as through this success we can build private and public sector sponsorship support of our Sport and, also, build public interest and participation in it. There are other sectors of our Sport that need, also, to be developed if we are to achieve the success for it that we wish. Coach development is, obviously, important. More knowledgeable and experienced coaches at local, State/Territory and international levels will lift the quality of our boxers and the skill level of our competitions. And, Referee and Judge development is important both in increasing the number of R&Js and, also, in their skill level. Competent and sufficient number of R&Js at all levels is a necessity if we are to build respect both within and outside of our Sport by ensuring there is justice in bout decisions and success of the most deserving boxers. And, acknowledgement needs to be given that skilled, competitive Women s Boxing has arrived I advise that it is the IOC s goal that Women s Boxing constitute 50% of the 2024 Olympic Games Boxing Program. Successful achievement of all of the foregoing requires Development Programs and, these Programs will require adequate funding. For successful and efficient implementation of the Development Programs our Sport will need to continue the transition to Programs that are nationally orientated, nationally and locally funded and delivered at both national and State/Territory levels. The Australian Institute of Sport Combat Centre will be an important facility in the coming years in development of Australian Boxing. Boxing Australia itself, in partnership with the Member Associations, will need to commercialise its activities to raise increased revenue to assist in the creation, organisation and implementation of the Development Programs. The partnership and assistance of the Member Associations with Boxing Australia will be vitally important. There will be an increase in IT management activity of our Sport. And, in the larger Member Associations, an increased management workload. At some stage I anticipate these Member Associations will need to consider an increase in administration staffing whether paid or voluntary. Our Sport is blossoming and if we are to take advantage of the surge in public interest in it, both competition-wise and fitness industry-wise, we need to successfully undertake all of the foregoing activities. Successful achievement will be challenging, but these developments if successfully undertaken will enable our Sport to reach the success we all believe it deserves. However, what I have proposed entails significant challenges; it requires a greater national orientation, a minimisation of parochial self-interest, acceptance of the need for increased skills-based administration and an acquisition of commercial expertise. Of immediate interest is the coming 2018 Gold Coast Commonwealth Games. On behalf of the Board of Boxing Australia I thank Commonwealth Games Australia for its important and generous financial assistance to Boxing Australia over the last four years. I am sure our boxers will show the benefit of that support at the Games. I thank the Australian Sports Commission, in particular, the Australian Institute of Sport for the support provided to Boxing Australia and Australian Teams and their boxers and coaches. Without this support, both financial and administrative, Boxing Australia could not conduct its activities as it does. The AIS Combat Sports Centre will be the hub around which Australian High Performance boxers will be trained and our boxers supported for international competition. I thank Boxing Australia s staff for their many hours of work; Paul Grogan, Erin Williams, Kevin Smith, Don Abnett, Paul Perkins and Jamie Pittman. And, I thank my Boxing Australia Board colleagues for their honorary work; Julia Felton, Jim Ferguson, Phillip Goodes, Dean Groth, Garry Moore and Wayne Rose. 7 CHIEF EXECUTIVE OFFICER S REPORT It gives me great pleasure to report that the 2016/2017 financial year was another milestone in the growth and development of Boxing in Australia. From a management perspective, the organisation has undergone a number of structural and operational changes. The aim is to work smarter and to provide improved services to the Boxing community. Building the profile of Boxing in Australia and improving our digital presence is vital to BAL s ability to continue growing and developing the sport. More focus will be given to this area in the year ahead and I look forward to working closely with the Member Associations to streamline the online services. The achievements in the Performance area have been well documented by both our President Ted Tanner and National Head Coach Kevin Smith. Suffice to say, that our competitiveness at the upcoming Commonwealth Games and then into Tokyo, will be significant! The consolidation of the Centre of Excellence programs within the AIS Combat Centre was another positive step forward, as we continue to enhance the planning, structure and delivery of our high performance programs. There were significant R&J and Coach development activities during the period and this is outstanding, however Boxing Australia must continue to focus on the development activity in these areas to ensure the long term quantity and quality of both Coaches and R&J in our sport. The three pillars of talented athletes, skilled Coaches and professional R&J cannot be underestimated in building the success of Boxing in this country. Significant focus has been given to improving BAL s financial processes and position, to ensure the long term viability of the organisation. While acknowledging there is still a lot of hard work to be done in this area, it is pleasing to see an improved financial result again this year and I look forward to further improvements to our financial position in the year ahead. The successes and progress are only possible due to the commitment and dedication of a large group of stakeholders. I d like to thank our President Ted Tanner, Directors, Staff, Committee Members, Member Associations and the AIS Combat Centre staff that make delivery of this sport possible. 8 HIGH PERFORMANCE Boxing Australia s High Performance program has had a successful year winning a significant number of medals at international competitions. The podium performances achieved in this period are highlighted in the table below with Justis Huni s win at the 2016 Men s Youth World Championships Australia s first ever Gold medal at a Youth World Championships. STATE GOLD SILVER BRONZE Balkan Women s Feliks Stamm, Poland, Oct Men s Youth World Championships Feliks Stamm, Poland, May Oceania Championships The 2016 Olympic Games in Rio de Janiero, Brazil was the major benchmark event with Australia qualifying three boxers for this event the first time Australia had undertaken Olympic qualification through Asia. Daniel Lewis (75kg) won his first fight against Poland but lost in the round of 16 to the eventual silver medallist from Uzbekistan. Jason Whateley (91kg) was drawn against Brazil in the round of 32, going down in front of a raucous home crowd. Shelley Watts (60kg) lost in a tight split point s decision to her Italian opponent. There was also significant camp activity for both Australia s elite and development boxing talent throughout 2016/17. This activity is highlighted below. Providing similar opportunities for Australia s boxing talent will remain a key feature of Boxing Australia high performance priorities going forward. 8

Moving forward this partnership will be even closer with the AIS Combat Centre now playing a more substantial role in helping to deliver Boxing Australia s high performance program by ensuring the program s planning and operations run smoothly. Boxing Australia is excited by this enhanced partnership and the benefits it will provide our coaches and athletes in the lead up to the 2018 Commonwealth Games and 2020 Olympic Games. 9

10 NATIONAL TID AND DEVELOPMENT PROGRAMS The past 3 years have seen the continued growth of the National TID and Development Programs. The feedback received after each camp highlights how much value both the athletes and Coaches place on the content and the camp experience. The dedication of the Development and TID presenters is to be applauded as they commit significant time and energy to ensure the camps are both enjoyable and challenging for the attendees. Over the past 12 months the Development program was active in all States and Territories and Boxing Australia has been receiving fantastic feedback about the program WA presented 3 camps with a total number of 40 athletes NT presented 2 camps with a total number of 22 athletes SA 2 camps presented 30 athletes VIC presented 4 camps with a total number of 80 athletes QLD presented 4 camps with over 100 athletes in total NSW presented 4 camps with a total number of 70 athletes ACT 2 camps presented 25 athletes TAS 2 camps presented by 25 athletes 10

11 BAL is looking forward to greater activity across the programs in the coming year with Jamie Pittman taking on the role of National TID / Development Coordinator. Jamie is looking forward to supporting the new State TID and Development coaches and structuring the activity to make sure these programs remain active and successful. 11

12 BOXING AUSTRALIA LTD REFEREES & JUDGES COMMITTEE CHAIRMAN S REPORT Over the past 12 months the R&J Committee has continued to implement activities, embarked on a number of new projects, overseen the conduct of R&J at BAL events, conducted National upgrade assessments, coordinated AIBA upgrade assessments and pleasingly, seen the selection of our R&J to AIBA events. BAL R&J DEVELOPMENT COACH BAL committed funds for an R&J Development Coach to visit each MA once in a 12-month period. Even though this was advertised, limited uptake occurred. The role is to work with the MA R&J Coordinators and R&J, to upskill their R&J and drive standardisation across all MAs. R&J ACCREDITATION The R&J Accreditation change has been successfully implemented with MA R&J Coordinators pleased with the autonomy to award badges for those under training. This has given those under training a sense of achievement and makes them feel part of the team. 2 x WA R&J, 4 x QLD R&J and 7 x NSW R&J have been successfully upgraded to Australian 3-Star level. R&J SEMINARS/REFRESHERS This has been a difficult year with 2 rapid succession Rule changes from AIBA that impacted our resources and therefore our ability to catch-up. That being said, all MA R&J Coordinators and all R&J were notified of all changes, including any additions, amendments or changes to our Technical and Competition Regulation. Our seminar and refresher PowerPoint presentations have now been updated and will be ready to be taught in the New Year. MA SUPERVISOR TRAINING Supervisor training was conducted at the AIS in January 2017 with representatives from ACT, NSW, QLD and VIC. BAL approved another workshop to be held in Adelaide, however, there was limited interest and the workshop was cancelled. Both BSA and BWA expressed interest to conduct a workshop, however, compelling issues from both the facilitator and the MA s resulted in nil workshops being held. It is proposed to conduct another workshop at the AIS in January 2018 for all MA s. MAX SULEJMANI Active AIBA R&J cannot hold a position on national women s, R&J or T&R committees, and if they do their position as an AIBA R&J will be compromised. Max expressed an interest to undertake AIBA 3-Star assessments and to prevent AIBA restricting his advancement he was asked to stand down from the R&J Committee. This position still remains vacant. Dave Cutting was under this same situation and I advised the T&R Committee Chair that Dave would also need to be stood down. Both Max and Dave fully understood the situation. Hopefully in the future both Max and Dave will again make themselves available for these committees. 12

13 AIBA ASSESSMENTS BAL has lobbied AIBA for some time to conduct AIBA R&J assessments in the Oceania region. Fortunately, AIBA agreed to AIBA 1, 2 and 3-Star assessments, something that has never happened before. As such, Australia was able to place 10 of our National, AIBA 1 and 2-Star R&J for assessment in conjunction with the 2017 OCBC Championship. SUPER QUATTRO The Super Quattro (4 boxers/4 bouts/4 days) was created to provide quality mid calendar competition for our Elite boxers. The timing of the Super Quattro was critical as it was used to compliment the OCBC Champs and provide sustained competition for our boxers. It also provided AIBA with a genuine competition that they could assess our R&J. This competition was a success story and its continuance will provide quality competition for our athletes into the future. The support of the MA s cannot go unrecognised and the success is shared with them. FUTURE ACTIVITIES The R&J Committee see a number of challenges going forward and will continue to work with the BAL Board to improve R&J standards. Some of the identified challenges are: Continue to review and update R&J introductory judge and referee presentations and refresher presentations, Work with BAL staff to re-energise the BAL R&J web page, Attend MA refresher seminars to ensure standardisation of content, Align our performance to meet the BAL Strategic Plan, Conduct training to up-skill MA Supervisors. In closing, I would like to extend my thanks to the current and past R&J Committee members, Dean Groth and Max Sulejmani for their support, drive and commitment over the last 12 months. 14 COACHING It has been a busy year for coaching and coach development. With the help of the BA staff and the National coaching team we have achieved great progress in establishing a coach education framework that will give, not only our high performance coaches, but also our grass roots coaches, a clear pathway to achieving their personal goals. Below is a brief outline of the achievements for the last 12 months: 1. ON-LINE RE-ACCREDITATION After a few teething problems, we now have an on-line re-accreditation process for coaches who need to undertake their four yearly re-accreditation. This system replaces the old refresher system and saves the individual coach the expense of travel to a face to face course. The new system also acknowledges a coach s learning and experience. By June 30th, 13 Coaches had successfully completed the online reaccreditation. 2. LEVEL ONE In the last 12 months we have successfully transitioned into the new Sports Commission approved Level One Coach Certification Course. The new course has been well received and our Coach Presenters have accredited 318 newly qualified coaches. 3. LEVEL TWO This year we have commenced the delivery of the new Level 2 course and thanks to the hard work of our National Coaching Team, Kevin, Don and Jamie, we now have 35 accredited level two coaches. 5. YEARLY ON-LINE EXPRESSION OF INTEREST FOR COACHING ROLES. The previous system of advertising and selecting suitable coaches for team appointments was inefficient and time consuming, so this year we have implemented an on-line expression of interest process. This enables coaches to only apply once a year for roles (overseas and domestic competitions/ camps). This then saves the need to advertise for every position and run a selection process for every role. 6. TEAM MANAGER TRAINING UNIT SET AND READY TO GO. The team manager role is vital for the success of any team. Paul has developed a manual for all team managers and we now are planning to deliver a workshop for all prospective team managers. 4. AIBA STAR 1 AND 2 BAL in partnership with AIBA, conducted a Star 1 & 2 course at the AIS. 30 Coaches from Australia and Oceania attended the course. The course was presented by Christie Halbert from the USA Olympic Team and received glowing reports and positive feedback from the participants. 14

15 7. THE NEW LEVEL THREE ACCREDITATION COURSE IS CURRENTLY BEING DEVELOPED. Next year we hope to continue to develop a structured approach to coach development. At present we are working towards the following goals: Aligning the 3 levels of coach qualification with a nationally recognised vocational qualification. In the next 12 months following the endorsement of the Level Three Coach qualification, we will be working towards aligning the three levels of coaching accreditation with a nationally recognised vocational qualification such as the Certificate III in Fitness. Tidying up the national coaches database. The BAL staff are working towards establishing an updated database of coaches in Australia. 16 WOMEN S BOXING IN AUSTRALIA Women s boxing continues to grow strongly with increased numbers of women registering across Australia. During our female athletes continued to perform strongly both domestically and internationally also saw the accreditation of a number of women as Star 1 & 2 Coaches as well as Star 1 R&J. This was an exciting outcome for our sport! saw the commencement of the Women s long stay training camp at the AIS Combat Centre with a number of the elite women training full time at the AIS. In addition, thanks to the continued support of the AIS Combat Centre, there have been a number of training camps run for Elite, Youth and Junior women. These camps have been highly successful and provided many women with the opportunity to train and spar with other women in their weight categories. In December 2016 a training camp was conducted by the Great Britain Women s coach Amanda Groake. Amanda was extremely inspirational and provided information and skills to not only the athletes that attended but also the female coaches who attended. The 2018 Commonwealth Games to be held on the Gold Coast in April 2018 will feature 5 women s weight categories and this is further evidence of the growth in popularity and success of women s Boxing. 17 REPORT OF THE CHAIRPERSON OF THE ANTI- DOPING AND MEDICAL STANDING COMMITTEE BAL s Anti-Doping and Medical Standing Committee ( the Committee ) is currently comprised of Dr Garry Moore (Chairperson), Mr Alan Baker and Dr Peter Stickler. I would personally like to thank Alan and Pete for all their work on the Committee. The Committee is charged by reg. A(4) of the Regulations Governing BAL Standing Committees to assist BAL undertake all duties required of BAL: (a) pursuant to BAL s Anti-Doping Regulations ; and (b) with respect to all medical needs and issues confronting BAL from time to time. Perhaps the key role performed by the Committee is to review and determine all applications by Boxing Australia affiliated boxers for approval to return to boxing after KOs or RSCs following head blows. Over the past year, the Committee has approved six such applications as follows: January 2017: February 2017 March 2017: March 2017: July 2017: September 2017: September 2017: September 2017: Mr Christian Balzer; Mr Tom Tang; Mr Ryland Healey; Mr Amir Jneid; Mr Toese Vousiutu; Mr Jordan Samardali; Mr Damien Vaughn; Mr Daniel Heyes. No applications were ultimately rejected by the Committee. During the course of this year, the Committee drafted major revisions to the provisions in BAL s Technical and Competition Regulations dealing with applications for approval to return to boxing. The revised regulations were in due course adopted by the Board. They address gaps and inconsistencies which previously existed in the regulations. They also incorporate new regulatory requirements mandated by AIBA. In view of the unavoidable complexity of the revised regulations, the Committee has both produced and distributed a series of clear, point-form Guides to the procedures to be followed under the revised regulations for the assistance of Member Associations, ringside doctors, supervisors and boxers. As stated in previous Annual Reports, the Committee takes all applications for approval to return to boxing very seriously; as indeed it must. The Committee owes a duty of care to all those boxers concerned to minimise the risks to their health associated with their return to active participation in our sport after KOs and RSCs. This duty of care carries with it significant legal implications. More importantly, its proper discharge is vital to the health and wellbeing of our boxers. It is a duty which the Committee endeavours to discharge diligently and to the best of its collective abilities. As further stated in its last Annual Report, the Committee relies on the co-operation of boxers and relevant officials in Member Associations to ensure that all applications to return to boxing are properly grounded and presented. To this end, the Committee would again urge that all Member Association officials concerned with such applications thoroughly familiarise themselves with the regulations currently governing applications, and in particular with the new explanatory Guides. Care should be taken to ensure that documents are fully and properly completed, and that all necessary documents accompany applications for returns to boxing. Finally, the Committee would again wish to stress that an application for approval to return to boxing can take up to 14 days to be processed by the Committee. Accordingly, and save in exceptional circumstances, such an application should not be left for submission to the Committee until a day or so prior to the date the boxer concerned desires to return to competition. 18 TECHNICAL AND COMPETITION REGULATIONS COMMITTEE During the year, BAL s Technical and Competition Regulations Committee was comprised of Jim Ferguson (Chair), Wayne Rose and David Cutting, who stood down in June to devote his energies to other areas of Boxing. I would like to place on record the very great contribution of Wayne and David to the work of the Committee. The role of the Technical and Competition Regulations Standing Committee is to keep BAL s Technical and Competition Regulations under constant review and to advise the Board of proposed changes to the Regulations for its approval and to draft regulations as required by the Board for the effective operation of the sport. For a sport with a high level of regulatory requirement, and where regulations must keep pace with both domestic and international developments, it is an important role. The major work of the Committee over the past year has been to conduct an extensive review of the Technical and Competition Regulations to ensure they are fully compliant with the AIBA Regulations, accurately reflect the policies of BAL in respect to competition boxing within Australia, and are readily understandable by the Boxing Community. This was a major task and one which has not been undertaken for some time. Major areas where changes have been made have included: 1. clarification regarding the registration of athletes from other combat sports and particularly those who have been engaged in professional boxing, who are now permitted to be registered by Member Associations upon compliance with certain procedures; 2. extensive new provisions for preventative measures following knock-outs and concussion; 3. new provisions relating to weigh-ins with recognition of some differences in procedures between those events that require strict weight control, such as MA or Australian Championships, and other events, such as local competitions, which do not; 4. clarification of the scoring system; 5. some clarification regarding competition decisions; 6. clarification of rulings regarding cautions, warnings and disqualifications; 7. a provision to approve participation of APB and WSB boxers in BAL or Member Association competitions; 8. new provisions for pro-am tournaments which allow tournaments to be held contiguous with professional events provided there are strict separations between the two separate events; 9. the clarification of the duties and responsibilities of competition Supervisors and Deputysupervisors, and for the BAL Competition Manager and the Host Competition Manager for Australian Championships ; 10. new provisions for Coaches, assistant Coaches and Cutmen during competition; 11. new provisions to provide for only 12 oz gloves in events other than in Australian or state championships and selection competitions Jim Ferguson (Chair, Technical and Competition Regulations Committee) 18

19 MESSAGE FROM THE AUSTRALIAN SPORTS COMMISSION The Australian Sports Commission (ASC) thanks all of our partner national sporting organisations (NSOs) for your continued hard work and commitment to excellence. All of you understand innately the importance of sport in Australian life. It s much more than a source of national identity and pride, it s the fabric that binds us together - a common language for all, with multiplier benefits in health, education, social cohesion and the economy. There were many great sporting events to celebrate during the course of last year the launch of both the AFL Women s competition and the National Netball League with prime-time TV coverage, our most successful winter sports season ever on the world stage, and fairytale victories against the odds for Cronulla in the NRL and the Western Bulldogs in the AFL. Last year s Olympic and Paralympic Games underscored the challenge however for Australia in retaining its status as one of the world s preeminent sporting nations, given rising competition from developed and developing nations alike. We must keep innovating, being bold and willing to change both on and off the field if we are to succeed, not just in Olympic and Paralympic sports but across the sporting spectrum. We appreciate the willingness of NSOs to embrace this challenge. We commend athletes for their dedicated commitment to training ahead of the PyeongChang 2018 Winter Olympic and Paralympic Games, the Gold Coast 2018 Commonwealth Games and, further ahead, the Tokyo 2020 Olympic and Paralympic Games. One of the most important long-term challenges for our country is to help our children be physically active, to participate in sport and enjoy its lifelong benefits. The ASC s Sporting Schools program has now reached more than 5,600 primary schools around Australia and has already begun a targeted program for high schools. It is vital to ensure physical education is re-emphasised in the national school curriculum. To this end, the ASC has been doing ground-breaking work on physical literacy for children and youth and we look forward to rolling this out nationally in the year ahead. As the national leadership organisation for sport in Australia, the ASC was delighted when our new Minister for Sport the Hon. Greg Hunt recently proposed a National Sports Plan, the preparation of which will be led by the ASC. This will create, for the first time, a comprehensive blueprint for Australian sport. It s an outstanding initiative and we thank the Minister for his leadership and vision. We hope all NSOs take the opportunity to contribute their views to the plan. Most of you will know that this year the ASC welcomed a new CEO Kate Palmer, a talented sports leader, who has quickly built excellent relationships with sports and is embracing the challenges ahead with an inspiring enthusiasm. Finally, I say a big thank you to the army of volunteers parents, coaches, officials and administrators - who contribute their time and services for the good of Australian sport. You bring community strength, passion and great value to the identity, productivity, cohesion and health of our nation. The ASC wishes you every success in the year ahead.
