1 South Kingstown Harbormaster Memorandum To: Stephen A. Alfred, Town Manager From: Barry L. Ennis, Harbor Master Subject: Revenue Source Increase Date: January 16, 2010 CC: Andrew E. Nota In response to the Town s need to generate additional revenue funding sources, and in an effort to maintain a public safety presence on the Town s recreational waters without undue financial pressure on the Town s licensed mooring holders, I provide the following recommendation. I ve been working on this as well as other initiatives with the South Kingstown Waterfront Advisory Committee Mr. Andy Nota, Narragansett Harbormaster Jack Downey and Narragansett Police Department Deputy Chief Dean Hoxsie. Our discussion has included the development of a reasonable fee increase for area moorings along with a shared patrol program to reduce the man hours required of both towns to provide an appropriate public safety presence on local waters. Both South Kingstown and Narragansett have been working on these issues since a joint meeting was held in April of An initial outcome of these discussions was that Narragansett has agreed to share patrol coverage days. This will allow South Kingstown to reduce its patrol schedule from seven days a week to four or five days a week. This has allowed me to submit the reduced budget proposal. Narragansett has taken the lead in adjusting mooring license fees by passing a fee schedule of eight dollars ($8.00) per foot for all resident mooring holders and twelve dollars ($12.00) per foot for all non-resident mooring holders. The charge differential for resident and non resident is a common practice in the majority of the other Rhode Island waterfront communities and is a way to acknowledge the town resident with a reduced fee. I therefore, respectfully recommend that the South Kingstown fee schedule be amended to match the Narragansett increase in current mooring licensing fees. The current South Kingstown fee schedule allows for the collection of an annual fee of four dollars ($4.00) per foot for a boat assigned to a mooring with a minimum billing length of fifteen feet. At this time there are One Hundred and Thirty-nine (139) moorings licensed, generating $11, in revenue for this year. I recommend that the licensing fee be raised to a minimum of eight dollars ($8.00) per foot for moorings licensed to qualified resident of South Kingstown and twelve dollars ($12.00) per foot for all others. The current fee of four dollars ($4.00) per foot was instituted in At that time the Marine Patrol program consisted of a harbormaster and three assistants with a budget of less than $10,000. The current program provides for a harbormaster and two assistants to provide safety to an industry that has grown significantly in as many years, and with the South Kingstown program now garnering a conservative expenditure program of $30, South Kingstown currently has 118 resident moorings and 21 non-resident moorings. This fee increase will generate and additional $9, in resident fees and an additional $3, in non-resident fees. These increases added to the current $11, will bring mooring generated funding to $24, There are currently 35 unassigned moorings that have the potential to generate (at an average boat length of 20 ft.) an additional $5,600.00, based on the proposed resident rate structure. Thus, there is the potential to have a reduced public safety presence on the water that is one hundred percent self-funded. Obviously, my concern here is the ability of the Town to continue to provide for a proven Harbor Patrol program that provides safety and education for the boating public at large. I am a resident mooring holder for the Town of South Kingstown and consider the increase a small price
2 to pay for the pleasure of enjoying the waters of the Town and State.
