CALL TO ORDER CITY OF NORTH LAS VEGAS PARKS AND RECREATION ADVISORY BOARD REGULAR MEETING MINUTES JANUARY 12, 2016 The Regular Meeting of the Parks and Recreation Advisory Board was called to order by Chairman Kenneth Kraft at 5:00 p.m., in City Hall, Room 112, 2250 Las Vegas Blvd. North, North Las Vegas, NV II. CONFIRMATION OF POSTING Jaini Christison, Recording Secretary, confirmed the meeting was posted in accordance with NRS 241, The Open Meeting Law. III. PLEDGE OF ALLEGIANCE Chairman Kraft led the Pledge of Allegiance. IV. Approval of the January 12, 2016 Regular Meeting Agenda. (For Possible Action) (Motion) Vice Chairman Lemmon introduced a motion to approve the January 12, 2016 Regular Meeting agenda. The vote favoring approval was unanimous. The motion carried. B. Approval of the September 8, 2015 Regular Meeting Minutes (For Possible Action) (Motion) Member Shoaff introduced a motion to approve the September 8, 2015 Regular Meeting minutes. The vote favoring approval was unanimous. The motion carried. C. Approval of the October 13, 2015 Regular Meeting Minutes (For Possible Action) (Motion) Member Smith introduced a motion to approve the October 13, 2015 Regular Meeting minutes. 2 D. Par 3 Golf Course and Disc Golf Update (For Possible Action) In the handouts is a memorandum from Donna Newman, Recreation Coordinator for the Par 3 Golf Course. Eric Cole, Par 3 Part Time Program Supervisor is here to present in her absence. In November 2015 the Par 3 offered a pilot program to test the possibility of entertaining a disc golf program. The disc golfers used the golf course in the evening after the traditional ball golf was closed. Thanks to basket donations from Desert Oasis High School and Las Vegas Disc Golf Club (LVDGC) 18 baskets were set up on the course. Two baskets were placed at each hole at various ranges (400 ft 500 ft) providing an 18 hole experience on the 9 hole course. Disc Golf ran 6 days with a total of 267 rounds. Fee structure establish for the disc golfers was $6 round and $6 walker. The revenue from the disc golf rounds was $1, The benefits for the disc golfer to play at the City of North Las Vegas Par 3 are that the course is a closed course. The means there will be no interference from dogs, children, and adults walking into the path of the disc golfer play. The City is able to offer concession and night access. Staff is also looking into the ability to sell disc merchandise. Patrons believe this could be a revenue boost as availability of disc products would be readily available. Concessions sales during this disc golf trial period were triple normal sales. Member Shoaff asked if the City was going to continue to get the baskets donated. Mr. Cole indicated that the City was looking to purchase and install the baskets. Director Palmer let the board know that the cost of the baskets is about $14,000 for 18 holes. There is a budget in the capital improvement projects for disc golf at Craig Ranch Regional Park. Staff has reviewed the budget and would be able to complete both projects at the Par 3 18 holes and Craig Ranch Regional Park 9 holes. Chairman Kraft stated that disc golf community is a passionate group. The disc golfers had previously talked about tournaments and he was wondering if the Par 3 course could accommodate. Director Palmer indicated that the Par 3 course could be ideal for a tournament because it is not just a park but a closed course. Member Shoaff asked about the age groups of participants since the course is a shorter course then Craig Ranch. Mr. Cole indicated that during the trial period it was mostly adults who played the course. Member Shoaff asked if there was enough parking if a tournament was held at the Par 3. Director Palmer indicated if we needed additional parking we could use Cityview Park parking lot. The City has access to additional parking to the east of the Par 3 at the Fleet Operations and Public Works Offices if needed. Member Shoaff asked about the fifth street widening project if that would affect the course. Public Works had made modifications to the project so that it will not impact the Par 3 Golf Course at this time. Member Zermeno asked if staff knew how many people played the disc golf. Mr. Cole indicated we count by paid rounds. However, they did a head count during this trial period and approximately 70 people per night played disc golf. Vice Chairman Lemmon asked if reservations were needed. Mr. Cole indicated that reservations are taken. They can get 6 to a tee time as opposed to 4 in ball golf. We will have rental sets when we open in March for people who want to play. Page 2 of 4

3 Member Smith introduced a motion to approve the purchase and installation of 18 baskets for disc golf at the Par 3 and 9 baskets for disc golf at Craig Ranch Regional Park. Disc Golf will have a tentative opening date of March 16, The vote favoring approval was unanimous. The motion carried. F. Aliante Golf Course rate increase. (For Possible Action) Item F. was taken out of order so that Time Yavello with Toon Golf could give his presentation prior to other board business. Tim Yavello with Troon Golf is presenting the request for a rate increase at Aliante Golf. Troon Golf is an international company. Troon Golf has been managing Aliante Golf Course for three years and has not had an announced rate increase. Golf in Las Vegas is challenging. There is a concern that more golf courses are going to close. The market for golf is very competitive, golfer are looking for specials or the best deals. Mr. Yavello handed out a spreadsheet with the proposed rate increase. Mr. Yavello had proposed to Director Palmer to jump to the Tier 3 rate at $5 per round increase ranging from 12% - 19% increase. Also increased their annual pass which gives the player unlimited pay similar percentage increase. Member Smith indicated that communications he has had regarding the rates at Aliante Golf Course have been fees are unvalued. Chairman Kraft indicated that rate increase usually only happen with either demand is high or is supply is really low. Are we in either of those situations? Can you not get a tee time at Aliante? Tim indicated yes and no. Prime time Saturday morning is full. Weekday afternoon in the summer wide open tee times. Member Shoaff indicated he did not have a problem with the rate increase. Chairman Kraft asked about the City Council response to a price increase? Director Palmer indicated that any price increase does not sit well with City Council and Aliante Golf Course is one of our City treasures. City Council does understand that Aliante Golf Course at the current rates is a great value and has room to make price adjustments. Member Smith asked about a marketing survey card. Mr. Yavello indicated that they already have an survey in place. That is ed out to the golfer the day following play. Member Zermeno commented that Aliante Golf Course has not raised rates in three years and the five dollar increase would be equivalent to a Starbucks run. Member Smith introduced a motion to adopt the tier 3 category rate increase. However, Troon Golf will need to report back at the May 2016 meeting with a year to year comparison to see how the rate increase has affected the course. The vote favoring approval was unanimous. The motion carried. E. Current and future capital improvement plan. (For Possible Action) Handouts of the current Capital Improvement Plan as posted on the City website were provided to board members. Director Palmer reviewed all of the projects listed for this fiscal year with the board. He also reviewed photos taken around the various parks in discussion with the mature Page 3 of 4

4 park renovations project. Director Palmer discussed the challenges the park system is having with regards to vandalism. Vice Chairman Lemmon spoke on the need to address the geese at Nature Discovery Park. The geese make such a mess of the park. Director Palmer indicated we have talked to many other agencies about the geese population and we are not able to remove them as they are migratory birds. However, the City is looking into a bird poop sweeper that operated like the ice rink Zamboni. No motion was made on this item. Staff Comments Director Plamer indicated that Craig Ranch Regional Park Amphitheater is our primary focus to help bring in much needed revenue. Board Members Comment Member Shoaff asked if the realignment of the road at Tule Springs that was approved in the last City Council meeting would affect any of the park projects. Direct Palmer indicated it would not. Member Shoaff asked about additional parquet signs around other parks. Director Palmer indicated that the City and sign company are interested in other locations. However, it must have the desired traffic flow, the park that comes to mind in Aviary Park. PUBLIC FORUM No Cards Adjournment (Action Item) Chairman Kraft introduced a motion to adjourn the January 12, 2016Regular Meeting. The vote favoring approval was unanimous. The motion carried. 5 CITY OF NORTH LAS VEGAS INTEROFFICE MEMORANDUM To: PRAB Parks and Recreation Advisory Board From: Donna Newman, Recreation Coordinator Par 3 & Safekey Subject: Disc Golf Project at Municipal Par 3 Golf Course Date: January 12, 2016 The purpose of this memorandum is to provide a formal update regarding this experimental project of Disc Golf at Municipal Par 3 Golf Course that lead to the approval process to purchase and install an 18- hole disc golf course. This approval was based on proven success of the sport at Par 3 and the benefits that a closed disc golf course can offer to the community and to the City. This information is as follows: BACKGROUND AND STATS OF DISC GOLF AT PAR 3: Disc golf was offered at Par 3 in November 2015 with temporary disc golf baskets donated for use by the disc golf community, LVDGC [Las Vegas Disc Golf Club] and Desert Oasis High School s Disc Golf Team. 18 disc golf baskets in total with 2 located at each hole ranging 400ft and 500ft. $6.00 charged for each disc golfer and/or disc golf walker for the period of 4 hours of play which provided a maximum of 2 rounds dependent upon the golfer s initial tee-time. Tee-times were 7 minutes apart with a maximum of 6 golfers per tee-time with a first-round tee-time cut off, 2 hours into the 4-hour golfing period. Disc Golf ran for three weeks at a total of 6 days. Par 3 had a total of 267 disc golf rounds totaling $1, in revenue for just disc golf rounds. Overall increase in sales was $ per day of disc golf. Total revenue in November 2015 was $16,553 with 1,601 rounds compared to the total revenue of December 2015 of $10, with 1,091 rounds. BENEFITS OF DISC GOLF AT PAR 3: Par 3 offers amenities that Craig Ranch, a open public park location, does not. Like most successful disc golf courses national-wide, Par 3 can offer a closed course, concession, disc golf product and night time play under the course lights. Lighted disc golf baskets were a proven success as well during the test period at Par 3. Par 3 can supplements its revenue through low cost disc golf product and inventory through whole sale distributors. Average cost per unit is $8.00 and retails at $14.99 each. Disc golf product is cheaper than traditional ball golf and Southern Nevada currently has 1 distributor, which means low competition and a higher probability of sales for Par 3. Product sales at a 87% return and disc golf fees will help to support Par 3 budget by providing the necessary funding for disc/ball golf course maintenance and its equipment. Par 3 can offer more youth programming by partnering with local associations, disc golf clubs and high schools with disc golf teams. The initial process to apply for grant funding to support youth

6 training to help grow the sport at Par 3 has already been established through EDGE [Educational Disc Golf Experience]. Also, Boy Scouts has a disc golf merit badge that can be offered at Par 3 since the course is already certified through Boys Scouts of America for the ball golf merit badge process. Par 3 has the ability to provide a return on the initial investment. Open public park courses are 100% supported by the park s budget with extremely limited resources or ability to host tournaments to generate funds for future course maintenance. Course maintenance and up-keep are required annually at a minimum. The baskets and/or chains could break and may need replacing anytime or several times a year. With install, disc golf baskets average $600 each. Open courses such as Clark County, Sunset Park offer public use and community opportunities to play in groups at $0 compared to a closed course at Par 3 with a fee of $6 per player. The difficulties of public park courses are based on liability, maintenance and a lack of course boundaries. Park patrons can walk through the course, even when in use which creates assumed liability and the possibility of incident or injury. Wild Horse Golf Club now offers the only closed disc golf course locally and charges $10.00 per round with no other amenities such as concession, disc golf product or night time play under the course lights. RESULTS AND CURRENT STATUS OF DISC GOLF AT PAR 3: Par 3 is seeking approval and going through the proper steps to purchase and install an 18-hole course. Craig Ranch Regional Park will also have a 9-hole course installed. The department is looking at design and install happening at the same time with a tentative grand opening ceremony in March Both projects combined will exhaust approximately 34% of the funding earmarked for disc golf at CRRP. Approximately 10% of the funding is expected for install at Par 3 and CRRP with the remaining 56% available to maintain the open/public course at CRRP. The course at Par 3 will support itself through fees, concession and disc golf product sales. As additional service to the community, Par 3 has agreed to work with a local Boy Scout Troop by allowing one of its scouts to assist with the design process of both courses as part of his Eagle Scout Project.
