3 John M. Fleet Pool History Named after past Town of Carbondale Mayor Built in The John M. Fleet Pool is a six-lane, 25-meter pool that includes a diving board and slide. There is also a wading pool. The pool historically operates from Memorial Day to Labor Day Pool Volume 122,710 gallons Total pool bather load = 209 Wading Pool 3,632 gallons with bather load = 21 Open 69 hours / week high season. End of May to mid August Open 47 hours / week low staff. Mid-August to Labor Day Upgraded from plaster bottom to a vinyl membrane
4 2004 Master Plan Pool Survey Data 491 Survey Responses 66% wanted a multi-purpose rec center with indoor aquatics center being the number #1 priority within that facility When questioned about what recreation programs they would like to see year round swim lessons ranked #3 When asked about priority projects, an upgrade to the existing outdoor pool came in #5. When asked about paying for recreation amenity improvements 29% favored spending on parks & recreation and 35% believed the Town spends too little on developing recreational facilities. 4
5 2015 Master Plan Pool Survey Data 761 survey responses 79% said recreational services are extremely important 55% said swimming pool and park bathrooms were most in need of maintenance and upgrades 69% wanted to renovate pool 37% short term (1-5 years) 32% long term (6-10 years) Pool Future Options Question 37% wished to seek additional funding sources for major pool renovation because Carbondale depends upon recreation & tourism 35% were interested in modest improvements 24% wanted to complete existing plans and master plan projects 5

22 Pool Budget Actuals 2017 Revenues $56,155 Expenditures $152,399 Cost recovery from fees and charges as compared to operating expenditures = 36.84% This means the taxpayers are subsidizing the operating costs of the pool by 63.16%. This equates to a subsidy of $96,244 for 2017 for three and a half months of operation. What is a price tag we are willing to accept for the operation and maintenance of an aquatics facility. 22
