2 PLEASANT HILL PARK & RECREATION COMMISSION FEBRUARY 9, CALL TO ORDER / ROLL CALL Chair Peg Haag called the regular meeting of the Pleasant Hill Park and Recreation Commission to order at 6:00 p.m. Present: Peg Haag, Gary Denning, Tim Grover, Ann Howard, Loren Lown, Erika VanHelten and Mike Worden. Absent: None. 2. APPROVAL OF MINUTES OF JANUARY 19, 2012 REGULAR MEETING Howard/ Denning moved to approve the minutes of the January 19, 2012 regular meeting. Ayes: Haag, Denning, Grover, Howard, Lown, VanHelten, Worden. Nays: None. Motion carried. 3. TIME TO ADDRESS THE COMMISSION (5 MINUTE LIMIT) None 4. OLD BUSINESS A. Concession Stand Pleasant Hill Little League A new board has been appointed for Little League and Chuck Hoyle has been elected as President of the board. There are three options for resolving the licensing issue with the state regarding the concession stand. The first is to leave as is. The second option is to install a tank to hold waste water and have it pumped out. The third option is to run a sewer line into the concession stand, which requires installing a grease trap interceptor. This option is the most expensive and would require the most work. Mike Pardekooper, Bldg. Official, said the present system is a lawful system, although not the preferred system. The second option is the most desirable option at this time, based on expense and not being a permanent solution. It is hoped that within one to two years the fields could be moved to a permanent location. Commissioner Lown asked if the Little League is willing to help with the cost of purchasing/installing the tank and any upgrades to the stand. Park and Recreation Supervisor Ellis reported that at this time this is a city building and the city is trying to help with the concerns for the coming season. Commissioner Denning stated that the Little League needs the stand to make money for the league. The portable tank can be used 1-2 years and then depending on what happens with the park, either upgrade the building, move it, etc. Chair Haag and Commissioner Howard stated this is for the coming season until the park plan can be completed. Denning/Howard moved to install temporary system, holding tank, a size that will be adequate to not create problems in the park and to bury the tank. Ayes: Haag, Denning, Grover, Howard, Lown, VanHelten, Worden. Nays: None. Motion carried. B. Park and Recreation Supervisor Ellis asked the commissioners to make a motion regarding management of the concession stand. Denning/Worden moved to have the

3 Little League be responsible for managing the concession stand for the coming year. Ayes: Haag, Denning, Grover, Howard, Lown, VanHelten, Worden. Nays: None. Motion carried. 5. NEW BUSINESS None 6. REPORTS A. Update on Central Iowa Trail Signage A final draft has been distributed to the Commissioners. B. Update on Disc Golf Course There has been some concerns raised regarding the layout of the course. The Disc Golf Club is working with city staff on the layout and will bring back to the Commission to review. There is an Eagle Scout candidate who has expressed interest in designing tee box signs, etc. C. City Budget The City Council is recommending funds for a new maintenance facility at Doanes Park and improvements to the park. They have also expressed support for the master plan for the parks, trails, etc. Public input will be recommended. 6. ADJOURNMENT Lown/VanHelten moved to adjourn the meeting. 4 DATE: 3/8/2012 TO: Parks & Recreation Commission FROM: Heath Ellis SUBJECT: Disc Golf Course Design AGENDA ITEM SHEET PARK &RECREATION COMMISSION BACKGROUND: The council has expressed support for a disc golf course at Doanes. The original proposal was for 18 baskets at a development cost of $30,000. The funds will be available in the 2012/13 FY budget. Staff was approached by Rick Flat, owner of Sleepy Hollow Sports Park. Rick indicated that he intends to redesign his 9-hole, 3-par golf course into a 9-basket disc golf course. Rick is asking the city to reconsider the plans for Doanes Park. ANALYSIS/IMPACT: Placing an 18-basket course at Doanes was initially proposed. There was concern that 18 may add too much pressure on the park. Jason McCluen, DM Disc Golf Club President has walked the site with staff and confirmed that 9 baskets could be place on the SE quarter of the park. Jason indicated that it would be beneficial to have 18 baskets in the city. Many communities have 9 however 18 are more effective at drawing tournaments. A split course of 18 (9 at Doanes and 9 at Sleepy Hollow) within the community will support regional events. FINANCIAL CONSIDERATIONS: The price for development of an 18-basket course is estimated at $30,000. The 9 baskets course is estimated at $20,000. RECOMMENDATION: Option 1: Proceed with 18 baskets Option 2: Proceed with 9 baskets Option 3: No baskets 1
